Both players clashed over set-piece duties with Cavani refusing to let Neymar take penalties and free-kicks.
That then consequently led to reports claiming that Neymar wants the Uruguay international sold when the transfer window reopens in January.
And Spanish outlet Don Balon claims Cavani has chosen City as his next move.
The former Napoli star has been linked with Real Madrid, Manchester United and Everton since his feud with Neymar.
However, the chances of all three clubs signing him appear remote.
Real often play with just one up top and, with Cristiano Ronaldo eying a centre-forward role, Zinedine Zidane is unlikely to make a move.
United, meanwhile, have both Romelu Lukaku and Zlatan Ibrahimovic to call upon when the latter returns from injury.
And Everton may not have the pulling power to lure him to Merseyside – particularly given their current woes under Ronald Koeman.
And Don Balon say that has led Cavani to earmark a move to City.
It is said he feels that he would have more chance of scoring a huge amount of goals over at the Etihad than anywhere else.
But whether or not Pep Guardiola opts to break the bank for him when he has Sergio Aguero and Gabriel Jesus at his disposal remains to be seen.
