Verratti has been linked with a mega-money move to Barcelona from Paris Saint-Germain this summer.
The Italian was pictured on Friday holding a Spanish newspaper which used the proposed transfer as a story on their front page.
Lowe thinks Verratti would fit into Ernesto Valverde’s side at the Nou Camp and bring them something they have not had since Xavi left the club in 2015.
“Absolutely he does (tick a lot of boxes) of course,” Lowe said on ESPN FC.
“You’re talking about a player who gives them a little bit of what Xavi Hernandez used to give them, the control, the possession, the ability to move the ball.
“I don’t like particularly drawing on this cliché but never mind, let’s do it anyway.
“They always talk about Barcelona DNA, this is a player that is was as if he was born in Catalunya, he fits our style, he is everything in our identity, which is an identity that has been lost in the last couple of years.
“I think it’s the first time that Barcelona have been close to saying ‘alright, we are identifying someone who is like Xavi and we’re going to get him in’.
“I actually think he is a bit more dynamic, a bit more energetic than Xavi and probably Barcelona do need that in midfield now.
“Perhaps more than in the Xavi era, because of course they have three forwards who play so far forward, with the exception of (Lionel) Messi who kind of plays where he wants.”
