Manchester United scraped past Brighton courtesy of a strike from Ashley Young which deflected off Lewis Dunk but in the lead up to the goal, Lukaku was embroiled in a physical confrontation with Bong.
In the 65th minute, Marcus Rashford swung in a corner and Lukaku was tightly marked by Bong in the box.
As the ball was cleared and landed at the feet of Young, video footage shows Lukaku aiming two kicks at Bong.
The incident was not seen by referee Neil Swarbrick and if he fails to include it in his mate points, the United striker could be looking at retrospective action.
And speaking on Norwegian television, Balague said the FA should act.
He said: “It is quite clear that this is a red card. There’s no argument. It was aggression.
“He missed him with the first one and got him with the second.
“They should act for certain.”
If the FA decide to take action over Lukaku’s actions, he faces a three-match domestic ban.
Should the incident be resolved before Tuesday and result in a suspension, Lukaku will miss games against Watford, Arsenal and Manchester City.
