The Brazilian is expected to complete his £40million transfer from Shakhtar Donetsk to Manchester United today.
The deal could rise to as much as £52m.
Fred, 25, is in the north of England after playing for Brazil in a friendly at Anfield on Sunday.
He will become United’s first arrival of the summer, with manager Jose Mourinho keen to bolster his squad further ahead of the new season.
Fred was coy over his future when asked about United’s interest on Sunday evening.
“I’m going to talk to the people, meet my friends. I still do not know where I’m going,” he said.
“I’ll still talk to my agents to find out the reality of it. I want to focus only on the national team. It’s a unique time, the World Cup.
“We have to try to forget things from outside.”
His national team manager Tite has given Fred time off to complete the deal.
However, he wants the midfielder back in the Brazil camp at Tottenham’s training ground on Tuesday.
“When this happens, and it is inevitable, they are going to come to us and our advice to them is resolve this as soon as you can so your head is back with us and focusing on the national team,” Tite said.
