Senate Democrats introduced a bill Tuesday to scrap a law that has become one of the cornerstones of President Trump’s deregulation agenda.
The SCRAP Act, short for the Sunset the CRA and Restore American Protections Act, would eliminate a measure signed into law by former Democratic President Bill Clinton, which gave Congress the ability to repeal regulations with a simple majority vote.
The bill would roll back the Congressional Review Act, which the GOP has used to repeal about a dozen midnight rules pushed through by the Obama administration on energy and other areas.
Trump has gladly signed into law the CRA resolutions of disapproval once they reached his desk, using them to tout his promise of reining in Washington’s out-of-control bureaucracy.
The SCRAP Act was introduced Tuesday by Democratic Sens. Cory Booker of New Jersey and Tom Udall of New Mexico. An identical bill was introduced in the House by Democratic Rep. David Cicilline of Rhode Island.
