WASHINGTON — Environmental Protection Agency Administrator Scott Pruitt has managed to stay at the helm of the agency tasked with massive deregulation under the Trump presidency despite a never-ending onslaught of scandals, allegations of improprieties, and just plain unflattering headlines.
