Taliban officials attending an international conference in Moscow in October 2021.

  • Taliban-led Afghanistan is set to strike a deal with Moscow soon on imports of oil and gas.
  • The negotiations come as the world increasingly closes itself to Moscow's energy market.
  • With its banks sanctioned, the Taliban said it would transfer its funds through a third country.

Taliban officials are on the verge of signing a contract for Afghanistan to purchase gasoline and benzene from Russia, Afghan authorities told Reuters.

Per the outlet, which published its report on Monday, Afghan officials said that a Taliban delegation was in the final stages of talks in Moscow for the terms of the contract.

Reuters cited a spokesperson from Afghanistan's ministry of economy, Habiburahman Habib, who confirmed that the officials were negotiating contracts for wheat, gas, and oil.

The delegation is also deliberating on how Afghanistan would transfer its funds for Russia's supplies due to sanctions imposed on most of the banks from either nation, said Nooruddin Azizi, Afghanistan's acting commerce minister, according to local outlet TOLO News.

Per the outlet, Azizi said the funds would be transferred through a third country, which he did not name.

Reuters reported that a source from Azizi's office said they expected the contract on the gasoline and benzene to be ready soon.

Afghanistan already imports most of its food and oil from Russia, TOLO News reported, estimating the annual trade between the two countries to be worth $ 200 million.

The negotiations come as Moscow seeks out alternative customers for its energy market amid wide-reaching sanctions on Russia from the US and Europe due to the invasion of Ukraine.

The US has urged other nations to reduce their reliance on Russian energy, a move that the Biden administration said would deprive Russian President Vladimir Putin of the funds he needs to continue waging war in Ukraine.

The European Union has similarly urged its members to split from Russian oil, coal, and gas, with European Commission President Ursula von der Leyen saying that EU countries "simply cannot rely on a supplier who explicitly threatens us."

Afghanistan is not the only country to have boosted its energy imports from Russia. Saudi Arabia doubled its Russian oil imports in July, while Cuba started buying Russian oil that same month.

Post-war Iraq wants to resume imports of Russian wheat – agriculture watchdog https://briefnews.eu/post-war-iraq-wants-to-resume-imports-of-russian-wheat-agriculture-watchdog/ https://briefnews.eu/post-war-iraq-wants-to-resume-imports-of-russian-wheat-agriculture-watchdog/#respond Tue, 25 Dec 2018 11:19:11 +0000 http://briefnews.eu/post-war-iraq-wants-to-resume-imports-of-russian-wheat-agriculture-watchdog/ Iraq, a major Middle East grain importer, is interested in purchasing Russia’s durum wheat, agriculture watchdog Rosselkhoznadzor said in a statement following talks with officials from the Iraqi Trade Ministry.

According to the statement, the officials were asked to provide the Iraqi side with data on production volumes in different regions of Russia, as well as information about the types of wheat grown in Russia. The Moscow-based agency pledged to send all the necessary materials to the Iraqi trade ministry.

“The Iraqi specialists have thanked us for the inspection. They stressed that the country is mainly interested in supplies of durum wheat for potentially processing it into flour,” the statement reads.

The parties are said to have discussed creating a working group for dealing with the issues relating to grains and derivative products.

The last cargo with Russian wheat was shipped to Iraq in 2014. Back then, the country purchased 118,500 tons of wheat and meslin (a mixture of wheat and rye). That amounted to 0.5 percent of Russia’s total exports of wheat and meslin, according to Russia’s Federal Customs Service.

However, Baghdad has been buying some other grains from Russian producers. Last year, Iraq purchased 453,000 tons of barley and 1,456,000 tons of rice.

Iraq’s annual demand for wheat is reportedly five million tons with the current import gap hovering around two million tons a year. Over the recent years, Black Sea grain suppliers have given intense competition to US ones, winning the market share in North Africa and the Middle East.

In November, Iraqi Trade Minister Mohammed Hashim Al-Aani, who also oversees the grain board, said Iraq wants Russia to participate in its state tenders.

Earlier this month, Rosselkhoznadzor said the countries also agreed on the building of grain storage facilities in Iraq and supplies of advanced processing equipment as part of the post-war reconstruction of the country’s agricultural sector.

Bread, like wine, is pivotal in Judeo-Christian rituals. Both products exemplify the use of human ingenuity to re-create what nature provides, and the fermentation they both require must have seemed nothing less than magical to ancient minds. When toasted, rubbed with garlic and tomato, doused with olive oil and sprinkled with salt like the Catalans do, there are few things more delicious than bread.

Wheat is the most widely cultivated crop on the planet, accounting for about a fifth of all calories consumed by humans and more protein than any other food source. Although we have relied on bread wheat so heavily and for so long (14,000 years-ish), an understanding of its genetics has been a challenge. Its genome has been hard to solve because it is ridiculously complex. The genome is huge, about five times larger than ours. It’s hexaploid, meaning it has six copies of each of its chromosomes. More than 85 percent of the genetic sequences among these three sets of chromosome pairs are repetitive DNA, and they are quite similar to each other, making it difficult to tease out which sequences reside where.

The genomes of rice and corn—two other staple grain crops—were solved in 2002 and 2009, respectively. In 2005, the International Wheat Genome Sequencing Consortium determined to get a reference genome of the bread wheat cultivar Chinese Spring. Thirteen years later, the consortium has finally succeeded.

What Do Rice and Wheat Have to Do With Chinese Views on Sex? https://briefnews.eu/what-do-rice-and-wheat-have-to-do-with-chinese-views-on-sex/ https://briefnews.eu/what-do-rice-and-wheat-have-to-do-with-chinese-views-on-sex/#respond Tue, 26 Jun 2018 08:33:46 +0000 http://briefnews.eu/what-do-rice-and-wheat-have-to-do-with-chinese-views-on-sex/

Rural or urban. Poor or rich. Educated or not. Rock or pop. Researchers are constantly trying to divide China into helpful categories to explain patterns and proclivities.

But when Yang Hu, a sociologist at the University of Essex in England, delved into views on sexual behavior he found a novel divide:

People who live in China’s rice-growing provinces are 33 percent more likely to approve of premarital sex than those in wheat-growing areas.

Much has been written about the sexual revolution in China. In surveys from 1989, only 15 percent of respondents said they’d had sex before marriage. Five years later, that figure was up to 40 percent; by 2012, 71 percent. When researchers put this rapid change in behavior into a national context, it was often framed as an urban-rural split. And the usual explanations were trotted out: Western influence and/or economic development.

Yet Hu found something unexpected when he looked at the 2010 China General Social Survey of more than 11,000 people across 30 Chinese provinces. Views on premarital sex and homosexuality — both considered “nontraditional” sexual practices — couldn’t be fully explained by factors such as income or Western influence when controlled for other individual criteria like age. “The recent changes didn’t really explain a large portion of variation in sex ideology across China,” says Hu. Differences in views seemed to fall more along geographic lines, with the south of China having significantly more liberal views than the north.

But Hu didn’t think geography itself was the key factor. It was more about how the surveyed communities made a living. The provinces that traditionally harvested rice were more accepting of premarital sex and homosexuality compared with the seemingly more conservative wheat-growing provinces. For example, only 7 percent of respondents in wheat-growing Xinjiang approved of premarital sex, and just 2 percent gave the nod to homosexuality. In rice-growing Guangdong, by contrast, 54 percent of those surveyed were fine with premarital sex, and 24 percent had a live-and-let-live attitude toward homosexuality.

So, what’s up with crops as predictors of sexual attitudes? As you might expect, some researchers have developed a theory, and it goes like this. Rice harvesting, which requires a larger amount of irrigation than growing wheat, promotes cooperation among workers and increased interdependency. Growing wheat is more manageable with farmers working alone. The need for cooperation in rice-growing regions could lead to a culture of more mutual understanding and tolerance — or at least an awareness of the need to not rock the boat with your neighbors. “The assumption is that if you have to rely on each other for subsistence, you have to be more tolerant of each other,” says Hu.

Thomas Talhelm, a professor of behavioral science at the University of Chicago, has pioneered much of the work around the rice theory. He says its application to explain sexual attitudes makes sense. “I tend to avoid the word ‘cooperation’ because that sounds really fun and nice,” says Talhelm. “It isn’t like being on a basketball team. It’s more like ‘my behavior affects other people, so I have to be careful.’” What he noticed anecdotally from his time in China, and later through research, was the conflict avoidance of residents in rice-growing areas. “You don’t swing your elbows as much,” he says. In fact, in one of Talhelm’s inventive experiments, he studied whether Chinese Starbucks patrons from different regions were willing to move chairs placed in their paths.

In a way, explains Hu, wheat growers are more individualistic. Not in an ideological sense, but in how they can afford to make enemies by judging the behavior of others — especially if that behavior occurs behind closed doors.

But wait, what about wheat-growing regions of Europe or North America? Shouldn’t they be more sexually conservative than Asia rather than the other way around? Hu says the rice theory, and the accompanying pressures of subsistence farming, is only one explanation for culture. Other, more powerful factors, including religion, can override economic forces.

Hu says he isn’t sure how long cultural differences between rice- and wheat-growing regions will last. He’s hesitant to speak about the topic without data. But he speculates that eventually there might be a convergence in attitudes. For one, access to media and its content are becoming more standardized across the country.

You might call it a monoculture.

“Syrian ports are ideal for exports of Russian wheat not only to Syria, but via Syria to Iraq and other nearby countries. That’s beneficial for us,” Rogozin said as quoted by RIA Novosti.

The Deputy PM added that Russia harvested another record wheat crop this year, highlighting the necessity to export the grain.

Russia and Syria are also planning to jointly create a phosphates deposit developer, according to Rogozin.

“There’s a big phosphate deposit in Syria. In many countries this product is in high demand,” he said in a follow up to his visit to the country.

Rogozin also said the sides agreed to develop the deposit and export processed phosphate to other countries. All the profits from the enterprise will be divided between Syrian and Russian companies.

Last year, Syria offered Russia the rights to explore and develop land and offshore oil and gas deposits. In particular, Russia was invited to upgrade the Baniyas refinery and construct a refinery with Iran and Venezuela.

Earlier this month, Russian President Vladimir Putin ordered the withdrawal of a significant part of Russian military from Syria, after a successful campaign against Islamic State terrorists (IS, formerly ISIS).

Turkey imposes new restrictions on Russian wheat imports https://briefnews.eu/turkey-imposes-new-restrictions-on-russian-wheat-imports/ https://briefnews.eu/turkey-imposes-new-restrictions-on-russian-wheat-imports/#respond Wed, 24 May 2017 14:23:24 +0000 http://briefnews.eu/turkey-imposes-new-restrictions-on-russian-wheat-imports/

Sales of Russian wheat to Turkey are facing another hurdle after Ankara introduced a new law limiting Russian imports to 25 percent of the total amount of grain imported.
Russia’s leading exporters confirmed the information reported by business daily Vedomosti on Wednesday.

The new law comes after Turkey promised earlier this month to lift a 130 percent tariff on Russian wheat, which made business impossible for Russian exporters.

Turkish President Recep Tayyip Erdogan made the pledge on May 3 after meeting Russian President Vladimir Putin in Sochi.

Ankara also imposed restrictions on duty-free supplies of Russian sunflower oil.

A spokesperson for the Turkish exporters union told RIA Novosti that the decision had been made to diversify suppliers.

“We want to protect ourselves if we have problems with some country so that we will not be left with nothing,” he said.

Moscow is Ankara’s primary partner in the agricultural sector. In recent years, Turkey produced 75 percent of its flour from Russian wheat, according to Vedomosti.

Tit-for-tat trade restrictions between Russia and Turkey date back to November 2015, when Turkey downed a Russian jet in Syria.

This month, both countries agreed to lift the restrictions. However, President Putin said Russia would not import Turkish tomatoes, as local farmers have taken out significant loans to boost domestic production and construct greenhouse facilities, so lifting restrictions now will hurt them.

Putin added Russia would only buy tomatoes from Turkey when the domestic harvest does not meet demand.

Before the deterioration in relations, 70 percent of Turkish tomatoes were exported to Russia.
