Care To Think opened at $ 2.10 with Ladbrokes on Wednesday but had eased to $ 2.40 on Thursday for the Group 3 race, with bookmakers perhaps agreeing with Dunn’s fears.

Asked about his confidence levels ahead of his star’s return, Dunn was succinct.

“He’s won more prizemoney than the others but it’s all centred around one race. The previous start wasn’t even Listed. Three starts ago he was only winning a Class 6 Plate.

“You usually get a four-point adjustment going to New South Wales but they didn’t adjust him. He’s got his same Queensland rating.”

The weight aside, Dunn said Care To Think was in ­superb touch based on a sparkling recent trial and a rousing gallop on Wednesday.

“I’m very happy with where he’s at,” Dunn said. “But he’s pretty short in the market and he has barrier 12 to overcome as well.”

Stablemate Snitz won a 1000m Open trial at the Gold Coast on Thursday in preparation for his tilt on the Country Championships Qualifier at Grafton on March 11.

“He missed a run because of the wet last Saturday, so I needed to do something with him and I wanted him to have a good hitout,” Dunn said. “It may not be a bad thing (being washed out). If he’d won that race he would have got 59kg. Now he gets in with 57½ kg.”

■ GAI Waterhouse has won the Surround Stakes four times and punters are warming to her adding a fifth with training partner Adrian Bott as the pair saddle Shumookh in the inaugural running of the race at Group 1 level at Randwick on Saturday.

Shumookh, who has drawn the inside barrier, opened $ 6 with Ladbrokes, but has firmed to $ 4.50, with Alizee easing from $ 2.05 to $ 2.15.

Barbie flying after sizzling time in trial

OUTBACK Barbie torched the clock in a spectacular 9½-length trial win over 1000m on the Gold Coast on Thursday.

Ridden by Jim Byrne, Outback Barbie ran a second faster than stablemate Ef Troop, who won his heat by three lengths under Jeff Lloyd.

The pair will run in the Reisling Stakes and Todman Trial respectively at Rosehill next Saturday in a bid to confirm themselves as legitimate Golden Slipper contenders.

Byrne, who was thrown from Outback Barbie when she did “a U-turn” at the end of the trial, said she was a better filly this preparation.

“The last trial she had was against Ef Troop and I thought she was really smoking that day and she gave me a stronger feel again (yesterday). You couldn’t fault the way she went,” he said. “She’s pretty special. I’ve liked her from day one and she’s just got stronger all the way through. I expect her to be extremely competitive in Sydney.”

Republicans are taking another run at the Affordable Care Act as part of their overhaul of the tax code.

Bowing to pressure from President Trump, Senate leaders announced on Tuesday afternoon that they would add the repeal of Obamacare’s individual insurance mandate to the far-reaching tax bill they unveiled last week. It’s a high-risk, high-reward maneuver for the GOP, which has struck out in its previous attempts to dismantle the health law. If successful, the move could be a two-for-the-price-of-one policy victory for a party desperate to energize its voters heading into a difficult campaign year. But GOP leaders have previously warned that it could backfire, jeopardizing complicated negotiations over a tax bill and compounding what is already a heavy political lift.

Even as he confirmed the effort on Tuesday, Senate Majority Leader Mitch McConnell seemed less than assured it would succeed. “We’re optimistic that inserting the individual mandate repeal would be helpful,” he told reporters after Republicans senators discussed the issue over lunch.

The main argument for scrapping the insurance requirement as part of the tax bill is to solve a math problem. As currently written, the Senate bill costs the government too much money and couldn’t pass under the budget reconciliation rules Republicans are using to skirt a Democratic filibuster. While repealing the mandate technically reduces taxes on Americans who choose to pay a penalty rather than buy health insurance, the Congressional Budget Office has projected that zeroing out the penalty would actually boost federal revenues by $ 338 billion over a decade. That would help Republicans pay for their tax cuts—a point made by Trump in a tweet touting the move on Monday.

But the political risk to the GOP lies in the reason why repealing the mandate would save money: According to the CBO, 13 million fewer people would have health insurance as a result, including many who would have received government subsidies. Inserting that provision would put immense pressure on the three Republicans who torpedoed the party’s effort to pass a “skinny” repeal over the summer, Senators Susan Collins of Maine, Lisa Murkowski of Alaska, and John McCain of Arizona, along with others who opposed efforts to dismantle the health law without simultaneously replacing it.

“Make no mistake, repealing the individual mandate is tantamount to repealing the Affordable Care Act,” said Brad Woodhouse, campaign director for Protect Our Care, an advocacy group supportive of the ACA. “And as such it would be wise for those few Republicans in the House and Senate who said ‘no’ to previous efforts at repeal to say ‘hell no’ to this one.”

The Senate Finance Committee is expected to add the mandate repeal to the tax bill later on Tuesday. But whether it makes it across the floor when the full Senate considers the bill during the week after Thanksgiving remains unclear. None of the Republicans in question sit on the committee, and conservative activists have raised doubts about whether the measure could get the necessary 50 votes. In a bid to win over those members, GOP leaders are reportedly considering holding a separate vote on bipartisan legislation to stabilize the Obamacare market in the short term. Not surprisingly, that possibility is angering Democrats who do not want to see the measure paired with another attempt to roll back the law. “I’m really hopeful we don’t go down that path,” said Senator Patty Murray of Washington state, the Democratic co-author of the bipartisan bill. “That is the exact opposite of what we should be doing.”

The House would also have to agree to eliminate the mandate, and prospects in the lower chamber are also uncertain. Right now, GOP leaders are confident that their version of the tax bill—which does not touch Obamacare—will pass when it comes up for a vote on Thursday. But some lawmakers supportive of tax reform are balking at going after Obamacare at the same time, especially when the debate over the law had already shifted toward a bipartisan proposal shoring up its individual market.

While the mandate has never been popular, support for the broader law helped Democrats win the governor’s race in Virginia and make large gains in the state House of Delegates last week. A ballot measure expanding Medicaid under the ACA passed by a wide margin in Maine. “It would be an absolute wrong approach to take on tax reform,” Representative Charlie Dent of Pennsylvania told me last week when I asked him about adding a repeal of the individual mandate to tax reform. Dent had been supportive of the tax bill but voted against proposals to repeal Obamacare.

Republican leaders know they’re risking the success of one top legislative priority by pairing it with another. They could end up mobilizing Democratic activists who’ve had a tougher time ginning up the same level of grassroots opposition to the tax bill as rose up during the health-care debate. “If the American people weren’t already outraged by this bill, injecting health care into it will certainly do the trick,” warned Senator Charles Schumer of New York, the Democratic minority leader.

It’s possible they’ll have to drop the mandate repeal later in the legislative process. But for now, the possibility of achieving two major policy goals in a single bill is too enticing for Republicans to pass up.

Some corners of Wall Street are unfazed by all the warnings of a stock-market crash.

The doomsayers say the market is vulnerable after a period of unusual quiet. For instance, the S&P 500 hasn’t closed up or down by more than 0.3% for 12 straight trading days, breaking the previous record of 10 days last set in 1966.

They also note that stocks are as expensive as they were around the dotcom bubble, judging by the cyclically adjusted price-to-earnings ratio.

In other words, you could say that this market is both complacent and euphoric. But those arguments jump the gun, according to a team of equity strategists at Morgan Stanley led by Michael Wilson.  

“While we have not been disappointed by equity market returns this year — S&P 500 total return is 12% and MSCI All Country World Index total return is north of 15% — there continues to be a level of skepticism that seems out of whack with what is actually happening,” Wilson said.

“Investor complacency and euphoria is far from present in today’s markets based on numerous sentiment and positioning data combined with anecdotes from our hundreds of institutional and retail client interactions.” 

It’s not a stretch to argue against this position, considering the market’s streak of new highs.  As Wilson noted, bull markets typically go out in a blaze of euphoria, as investors, including latecomers, embrace the forces that supported the rally all along. 

This bull market is arguably being prolonged mainly by strong earnings growth, central bank support, and an improving macroeconomic picture in many countries. But it’s progress on tax reform in the US that could trigger a rally that’s truly euphoric, Wilson said.

For now, Wilson showed that Morgan Stanley’s aggregate of various gauges of stock-market risk, such as the ratio of rising stocks to falling stocks, is still near neutral ground.

Cognizant of the risks to the market, many investors have begun pulling out of US equities, with some opting for less expensive emerging-market stocks. This so-called de-risking since the US election is diverging from indicators of bullish sentiment, Wilson said.

“We would change our tone if fund flows into equities pick up meaningfully, hedge fund net exposure rises to the mid-50s (percent basis) and sentiment polls make another leg higher, but we’re not there yet,” Wilson said. 

Wilson’s team has a year-end S&P 500 target of 2,700, about 9% above current levels. That’s the most bullish on Wall Street.
