Two Israeli F-15 fighters targeted Syria’s T-4 airbase in Homs province, the Russian Defense Ministry said on Monday. The jets fired eight guided missiles, but five of them were shot down before they hit the airfield.

In a statement on Monday, the Russian military said: “Two Israeli Air Force F-15 jets fired eight guided missiles at the T-4 airfield.” The Israeli aircraft did not enter Syrian airspace and launched the strikes while flying over Lebanon.

“Syrian air defense units have shot down five guided missiles,” the military said, but confirmed that three of the missiles “reached the western part of the airfield.”

Citing its own correspondent, Lebanon’s Al-Mayadeen channel said earlier on Monday that an Israeli reconnaissance aircraft was airborne during the attack on the Syrian base. The missiles crossed Lebanese airspace over Keserwan and Bekaa, heading towards Syria, according to the broadcaster.

Among the warplane’s shortcomings are outdated electronic equipment, a lack of proper encryption for its communications, and the absence of NATO-compatible friend-or-foe detection systems.

Of the 97 Tornados currently in service, only 10 meet NATO requirements; and these have already been assigned to the NATO Response Force, according to the document, which was released in February. Commenting on media reports about the state of the German Air Force, a Bundeswehr spokesman said the country was meeting its current NATO obligations thanks to those 10 aircraft.

The Luftwaffe is expected to start phasing out the Tornado fleet in 2025, with the Eurofighter Typhoon believed to be the most likely model to replace them. The US-made Lockheed Martin F-35 and Boeing’s F-15 and F-18 fighters are possible alternatives. Among other requirements, the replacement aircraft would need to be capable of deploying the American nuclear B-61 gravity bombs.

The deficiencies of the German Tornados have long been known and occasionally resulted in embarrassing public incidents. In 2016, their contribution to the US-led coalition counter-terrorist effort in Syria came under question when their cockpit instruments turned out to be too bright for pilots flying night missions in night-vision gear. The fleet was later grounded after monitors in cockpits started losing screws during flights.

The Russian government has approved a draft agreement with Egypt which would allow the two countries to use each other’s airspace and airbases. The agreement is yet to be negotiated with Cairo.

The draft, which was prepared by the defense ministry and agreed to by the foreign ministry, has been approved by Prime Minister Dmitry Medvedev, a PM decree published Thursday by a Russian government legal paperwork portal shows. The two ministries were instructed by the chair of the government to negotiate and sign the agreement with their Egyptian counterparts.

Rieks came up with the proposal after he was informed by German Aerospace Centre (DLR), which is Germany’s state-funded authority for aerospace, energy and transportation research, that it does not take much to infiltrate military aircraft’s system and take control of the plane.

DLR reportedly performed a demonstration showing that hostile hackers would need equipment worth no more than 5,000 euros ($ 5,700) to perpetrate an attack that would disrupt a military plane’s operations. The revelation struck Rieks, who said that a prospective of this happening in real life in “frightening” and that staying idle in face of the challenge “would amount to gross negligence.”

Speaking at a security conference in Bueckenburg, Rieks called on the military not to limit their concern for aviation safety to preventing technical problems that may occur in the software installed on board. Given the growing risks posed by cybercrime, he said one must not turn a blind eye on the possibility of a hostile cyberattack on aviation infrastructure and “ensure that airplanes cannot be taken over from the ground, or possible by a passenger in the air.”

Meanwhile, the German Defense Ministry has already voiced support for the establishment of a new aviation safety initiative, its spokesman said, according to Reuters.

Germany has been on forefront of the fight against cybercrime in Europe. In April, it inaugurated a 260-strong cyber command in Bonn, becoming the first NATO member to unveil a “self-contained” cyber unit. The command has officially become the fifth branch of Bundeswehr on par with army, navy, air force and medical service.

The new Cyber and Information Space (CIR) Centre was tasked with tackling cyber-attacks targeting Germany’s key military IT infrastructure and computer-assisted weapons systems. It is expected that the center could employ up to 13,500 military and civilian staff once it is operating at full capacity.

“If the German military’s networks are attacked, then we can defend ourselves. As soon as an attack endangers the functional and operational readiness of combat forces, we can respond with offensive measures,” Defense Minister Ursula von der Leyen said, speaking at the opening ceremony. The center is scheduled to become combat-ready by 2021.

The center would participate in developing the latest aviation cyber security initiative, Reuters reported.

The four safe zones to be established in Syria will be closed for flights by US-led coalition warplanes, said the Russian envoy to the Astana peace talks, where the zones were agreed upon.

“As for [the coalition] actions in the de-escalation zones, starting from now those zones are closed for their flights,” Aleksandr Levrentyev told journalists in the Kazakh capital.

He added that the flight ban was not part of the memorandum establishing the safe zones, but assured the coalition would not fly over them.

“As guarantors we will be tracking all actions in that direction,” he remarked. “Absolutely no flights, especially by the international coalition, are allowed. With or without prior notification. The issue is closed.”

He added that the US-led coalition would continue airstrikes near Raqqa, the Syrian stronghold of Islamic State (IS, formerly ISIS/ISIL), near some towns near the Euphrates River and close to the city of Deir ez-Zor.

On Thursday, a memorandum was signed in Astana establishing four “safe zones” in Syria, where so-called “moderate opposition” fighters are expected to stay safe from airstrikes and keep jihadist groups out. The zones are set in provinces of Idlib, Latakia and Homs, as well as parts of Aleppo.

Russia, Iran and Turkey serve as guarantors of the arrangement, which carries hopes of deescalating violence in the war-torn country.

The move was cheered by the United Nations and welcomed with reservations by Washington.

WASHINGTON (Reuters) – China appears to have largely completed major construction of military infrastructure on artificial islands it has built in the South China Sea and can now deploy combat planes and other military hardware there at any time, a U.S. think tank said on Monday.

The Asia Maritime Transparency Initiative (AMTI), part of Washington’s Center for Strategic and International Studies, said the work on Fiery Cross, Subi and Mischief Reefs in the Spratly Islands included naval, air, radar and defensive facilities.

The think tank cited satellite images taken this month, which its director, Greg Poling, said showed new radar antennas on Fiery Cross and Subi.

“So look for deployments in the near future,” he said.

China has denied U.S. charges that it is militarizing the South China Sea, although last week Premier Li Keqiang said defense equipment had been placed on islands in the disputed waterway to maintain “freedom of navigation.”

AMTI said China’s three air bases in the Spratlys and another on Woody Island in the Paracel chain further north would allow its military aircraft to operate over nearly the entire South China Sea, a key global trade route that Beijing claims most of.

Several neighboring states have competing claims in the sea, which is widely seen as a potential regional flashpoint.

The think tank said advanced surveillance and early-warning radar facilities at Fiery Cross, Subi, and Cuarteron Reefs, as well as Woody Island, and smaller facilities elsewhere gave it similar radar coverage.

It said China had installed HQ-9 surface-to-air missiles at Woody Island more than a year ago and had deployed anti-ship cruise missiles there on at least one occasion.

It had also constructed hardened shelters with retractable roofs for mobile missile launchers at Fiery Cross, Subi and Mischief and enough hangars at Fiery Cross for 24 combat aircraft and three larger planes, including bombers.

U.S. officials told Reuters last month that China had finished building almost two dozen structures on Subi, Mischief and Fiery Cross that appeared designed to house long-range surface-to-air missiles.

In his Senate confirmation hearing in January, new U.S. Secretary of State Rex Tillerson angered China by saying it should be denied access to islands it had built up in the South China Sea.

He subsequently softened his language, saying that in the event of an unspecified “contingency,” the United States and its allies “must be capable of limiting China’s access to and use of” those islands to pose a threat.

In recent years, the United States has conducted a series of what it calls freedom-of-navigation operations in the South China Sea, raising tensions with Beijing.
