Dozens of activists led by Portland’s chapter of the National Association for the Advancement of Colored People (NAACP) took to the streets on Saturday to protest the city policy that has come into effect this week. The policy, adopted in October, orders owners of old brickstone buildings to put up a sign that read: “This is an unreinforced masonry building. Unreinforced masonry buildings may be unsafe in the event of a major earthquake.”
The city officials say the policy is aimed at raising awareness about the structures’ vulnerability to earthquakes, with experts pointing out that Portland is a high-risk area and may see a potent earthquake in the next 50 years. Some 1,600 aging buildings are estimated to fall under the new policy.

However, Portland’s black rights activists argue that the policy would drive the remnants of the city’s black population, concentrated in the north and northeast of the city, out. Since the investors and banks would likely be discouraged by “black marks,” the current owners of the buildings would be ultimately force to sell them to developers, who then would remodel the buildings, hiking up the cost of living in the neighborhoods, NAACP believes.
The new policy “exacerbates a long history of systemic and structural betrayals of trust and policies of displacement, demolition, and dispossession predicated on classism, racism, and white supremacy,” NAACP said in a statement Thursday.
The requirement also drew anger from renters and Portland’s music industry, with the group representing the owners of music parlors saying that some 30 venues might have to be shut down due to the policy.
The city authorities have brushed off the concerns, with Alex Cousins, a spokesman for the city’s Bureau of Development Services, saying that there is nothing in the policy that “attaches an encumbrance or lien.”
Speaking at the rally, The Rev. E.D. Mondainé, president of Portland NAACP, pointed to the city’s ignominious record of discriminating against its black population, arguing that the policy championed by the city’s authorities is essentially history repeating itself.
“We will no longer allow the same tactics. We will no longer allow these things to remove us from our community. We want action,” Mondainé said.

The policy will be implemented in stages. Most of the buildings are supposed to post quake warnings by March 1, while churches and other non-profit organizations are due to comply by 2020. In addition to that, the warnings have to be distributed to the residents of the buildings.
“It speaks to our houses of worship and everything about the black presence in the North-Northeast area,” Mondainé said.
Gentrification displaced some 10,000, mainly people of color with low income, from historically black neighborhoods between 1990 and 2000, with the “urban renewals” continuing into the first decade of the 21st century.
Before that, decades of redlining policies by banks discouraged home ownership in North and Northeast Portland.
Portland has been often described as the “whitest city of America,” with African-American populating accounting for only 6.3 percent of the total, according to the 2010 census numbers.
To rectify the ills of the past, Portland Community Reinvestment Initiatives, Inc. (PCRI) and the Portland Housing Bureau have been implementing a specifically designed N/NE Preference Policy, informally known as the “right of return” policy, that gives preferences to housing applications from displaced former residents of the area or to their descendants.

Tropical Storm Pabuk has been called the worst tropical storm to hit Thailand in 30 years. Thousands of people fled their homes in Koh Samui, Koh Tao and Koh Phangan on the advice of weather forecasters after predictions of five-metre high waves hitting the coastline. Pabuk made landfall at 5.45am GMT (12.45 local time) over Pak Phanang with winds of 65km/h. Devastating pictures have shown the region hit by widespread flooding, which downed electricity poles and trees.
British tourists caught up in the freak weather said they have received “absolutely no advice from officials” about what to do.
Account manager Dominic Campbell, 32, and his girlfriend opted to stay in Koh Tao after arriving on January 3 despite everyone else desperately trying to get away.
Mr Campbell said: ”I have to say, it’s very alarming when you see thousands of tourists flee the island, but you’re the one who isn’t.
“But the locals on this island don’t seem too bothered.”
”We have had absolutely no advice by officials.”
The UK Foreign and Commonwealth Office (FCO) is currently “advising against all but essential travel” to areas near the Thai-Malaysian border including Pattani, Yala, Narathiwat and parts of Southern Songkhla province.
A FCO statement said: “Tropical Storm Pabuk is expected to hit the southern coast of Thailand on 4 January 2019.
“This will have an impact on boat sailings and flights in affected areas, which may include Surat Thani (Koh Samui, Koh Pha Ngan and Koh Tao), Chumporn, Nakhon Si Thammarat, Phuket, Krabi, Trang, Ranong, Phang Nga, Satun and Song Khla, as well as Pattani, Yala, and Narathiwat.
“You should follow instructions from local authorities and monitor weather warnings from the Thai Meteorological Department.”
The storm is moving west-northwest “slowly”, according to the Thai Meteorological Agency, which is predicting torrential downpours and gusty winds over the next 48 hours.
The Association of British Travel Agents (Abta) said this time of year is popular with holidaymakers and people should check with airlines before flying.
A statement said: ”People on holiday in the region are advised to monitor news reports and follow any advice or instructions issued by the local authorities, their travel provider and their accommodation providers,” the Abta spokesman said.
Airlines, including Thai Airways, are advising passengers to check their flight schedule before travelling.
Bangkok Airways cancelled all its flights to and from Samui Airport today but said it will “resume normal operations of flights” tomorrow.
The airline said passengers whose flights had been cancelled would be assisted by extra flights put on between Bangkok and Samui.

In an attempt to stop the measure, 64 major French wine producers, including Domaine de la Romanée-Conti, Yquem, Cheval Blanc, Petrus, Pol Roger and Roederer Champagne houses, have written an open letter, published by the French daily Le Figaro. The proposals to mark the bottles with two-centimeter-wide red tags were sent to industry officials last month.
“Every day, our cellars, our domains and chateaus, our winemaking landscapes are welcoming thousands of travelers coming to discover this France, bosom of the art de vivre that is the envy of the world and where wine plays a leading role,” the letter reads.
The changes, proposed by France’s health minister Agnes Buzyn, are aimed at warning female consumers against drinking any wine during pregnancy and reminding young customers that wine is illegal to drink if under 18-years-old.
The current rules oblige French vintners to put messages advising zero alcohol consumption during pregnancy but there is no legal minimum size or rules on color, and do not require a warning against underage drinking.
The health ministry is planning to push the draft into law “by the end of the year”, according to The Telegraph. The step was reportedly triggered by data from the National Institute for Health and Medical Research, which revealed that 25 percent of pregnant women in France keep on drinking alcohol. At the same time, the government is trying to struggle with the phenomenon of teenage binge drinking.
According to the wine producers, the health ministry just wants to “spread fear.” The wineries see the measure as inefficient, urging the government to spend more on campaigns inspiring safe wine drinking.

Residents of Helsinki are experiencing some mundane and bizarre happenings in their city ahead of the blockbuster meeting of Russian President Vladimir Putin and his US counterpart Donald Trump.
From missing seagulls to increased security, here we look at some of the ways people in the Finnish capital have seen and will see their lives change over the next couple of days.

Finnish authorities have imposed a range of new security measures to deal with two of the world’s most influential leaders visiting their country. Helsinki police have advised people not to line streets on which the vehicles carrying Putin and Trump will travel and have even told those who live along the route not to look out their windows.
“Do not lean out the windows, do not go out onto the balconies, the windows should not be open when the motorcades pass,” a police spokesperson said, according to Finnish news outlet Ilta-Lehti. “Failure to follow recommendations can lead to additional security-related activities,” the spokesperson added.
Countless local businesses have made interesting attempts to try and cash in on the high-profile occasion, by offering everything from ‘Make Helsinki Great Again’ hats to summit-themed matryoshka dolls.
The dolls have reportedly been flying off the shelves, with shop owner Adreas Agopov saying: “[People] are not looking to see such characters in a traditional toy. So of course that’s one of the best-selling stuff right now.”
There have also been culinary efforts to make a quick buck. One café has concocted a peculiar fusion meal called ‘Trumputin’ which features a set of Russian blini and American pancakes served on one plate.

A brewery has even created a special beer for the historic occasion. The Rock Paper Scissors Indie Brewery, based in the eastern city of Kuopio, has dubbed the drink ‘Let’s Settle This Like Adults’. The beverage’s label shows Trump and Putin facing each other, fists raised, as both men ready themselves for a round of rock-paper-scissors.
People who frequent the area around the Presidential Palace have noticed the absence of the nuisance seagulls that usually pester tourists and locals alike. According to local media, the birds have disappeared – and some are pointing the finger firmly at the organizers of the summit who have already gone to great lengths to increase security, in particular by welding manholes shut and removing bushes from the pedestrian walkways.

Research assistant Sini Touineima from the city’s environmental services confirmed that he received reports of a drop-off in sightings of the seabird but denied there had been a purge. “Certainly we would have that information here,” he told Ilta-Sanomat.
Finland has temporarily returned border controls for travelers from the Schengen zone. The Schengen zone allows for free movement between countries for people coming into airports and harbours ahead of summit day.
The control will last until Tuesday afternoon, with security chiefs hoping to intercept any potential threats before they get near the respective leaders, according to TASS.

Amazon is actively courting law-enforcement agencies to use a cloud-based facial-recognition service that can identify people in real time, the American Civil Liberties Union reported Tuesday, citing the documents obtained from two US departments.
The service, which Amazon markets under the name Rekognition, can recognize as many as 100 people in a single image and can compare images against databases containing tens of millions of faces. Company executives describe deployment by law enforcement agencies as common use case.
Rekognition is already being used by the Orlando Police Department and the Washington County Sheriff’s Office in Oregon, according to documents the ACLU obtained under Freedom of Information requests. Both agencies became customers last year. The entire list of returned documents is here.

These were then torn down as locals explained that it would not help the area.
Other parts of Italy such as Cinque Terre and Capri are also in talks to restrict tourist numbers to protect the environment.
According to the UN World Tourism Organisation, Spain has overtaken the US for the most popular tourist destination, just being pipped to the top spot by France.
The Spanish islands remain one of the most popular holiday choices for British holidaymakers with Majorca and Ibiza offering a cheap trip abroad.
Yet the two islands have since doubled the tourist tax over the summer months to preserve the busy islands, with costs as much €4 a day.
The country has also had serious anti-tourist protests, with flares and demonstrations across the country.
Palma de Mallorca has recently banned residents from renting their apartments, such as through the sharing platform Airbnb, to prevent locals from being priced out.

The islands of Thailand have seen tourism increase every year as many head to the region for its beaches and warm climate.
It has had a negative effect with the eco-systems being damaged thanks to the number of boats traversing the area.
Maya Bay, the famous destination from the Leonardo DiCaprio film ‘The Beach’, will shut from June to September, the busiest months for holidaymakers.
It hopes that the time will allow the coral reefs to repair.
New rules are also coming into place for three popular islands of Koh Samui, Koh Tao and Koh Phangan.
Anyone fishing, feeding the sea-life, or anchoring on the coral reefs will face huge fines and even jail time, which will have an effect on the popular boat tours in the area.

Tourist warning: Boracay island in the Philippines has shut due to raw sewage in the oceans
The latest island to close is Boracay, one of the most popular islands in the Philippines.
President Rodrigo Duterte dubbed the island a “cesspool” thanks to the sewage being dumped in the water by local restaurants and hotels.
Due to their proximity to the water, it meant it was easy for them to flood the sea with the waste, and it was discovered that over 4,000 homes were not connected to any sewer system.
It has recently struggled with the waste and rubbish plaguing the island despite it being famed for its beautiful white beaches.
With over two million tourists a year to the island, it is expected to cost the local economy £710 million.

Tourist warning: Machu Picchu now imposes time limits for visitors
The famous mountain ridge of Machu Picchu is popular with backpackers wanting to explore the ancient Incan citadel.
Visitors have since been capped to try and preserve the 1450s buildings.
Those wanting to visit must choose an AM ticket or a PM ticket, and can only enter between that time.
The most famous landmark in India, the Taj Mahal, has also imposed tourist limitations to prevent overcrowding.
With crowds of up to 70,000 at its peak, it has since been reduced to just 40,000 a day since January this year.
It is also giving travellers a three-hour time limit.
“Time and time again, Viktor Orbán’s government has undermined the independence of the judiciary, freedom of the press and the fundamental rights of its citizens,” said the motion, authored by Dutch Green Party MEP Judith Sargentini, who has led an investigation on whether Budapest is in breach of “EU values.”
Days after Orban’s Eurosceptic, anti-immigrant Fidesz party took the vast majority of the country’s parliament seats in a landslide election win, the EU committee proposed invoking Article 7 of the Treaty on European Union. It could force Hungarian officials to defend their country before the European Council, and it could eventually see Budapest’s voting rights in the EU suspended.
“This is not something we call for lightly. But the EU has an obligation to protect the rights of every single one of its citizens. With no sign that the Hungarian government will change course, the Council must initiate proceedings now,” wrote Sargentini.
Approval of the initial stage of Article 7 would require votes from two-thirds of the European Parliament’s 750 members. The European People’s Party (EPP) – the largest in the EU Parliament – that contains members of Orban’s Fidesz party, says that it will not back any moves to punish Hungary. Article 7 has only been invoked once in EU history, against Poland in 2015, though no significant sanctions have come of it so far.
Orban’s government, which has been in power since 2010, is being incriminated for restricting the operation of foreign-funded universities and NGOs, which affected the George Soros-backed Central European University in Budapest and his foundations, restricting the rights of migrants, religious and ethnic minorities. The EU is also concerned about “the functioning of the constitutional system,” as well as “the independence of the judiciary and of other institutions” and corruption.
Fidesz says that the attacks on Hungary are a politically-motivated punishment for refusing to bend to EU rules on accepting migrants.
“My problem with this committee, this debate and the rapporteur is that they don’t want to accept the unquestionable decision of the Hungarian citizens who overwhelmingly voted in favour of the Hungarians government’s path,” Kinga Gal, an MEP from Fidesz, told the media in Brussels. “We are being punished because we have stood up against mandatory relocation of migrants into Hungary.”
Indeed, a lot of the support for Orban’s party in the recent election is thought to come from his tough stance against accepting migrants. With Hungary located on the main land route for Middle Eastern refugees into the EU, Orban has made it a point to make sure his country isn’t forced to bear the brunt of the migration crisis. Since the start of the massive influx of asylum seekers in 2015, he has built border walls and pushed back against EU-inforced quotas on accepting migrants.
Orban’s sworn nemesis in this is American-Hungarian billionaire George Soros, who Orban accuses of “organizing illegal immigration” through a network of NGOs. This enmity has given a name to the landmark ‘Stop Soros Act,’ soon to be introduced by Fidesz, which aims to severely tax the work of foreign-funded NGOs in Hungary.
