Scott Pruitt, Administrator for the Environmental Protection Agency (EPA), announced today that he had made a “final determination” to revise current vehicle emissions standards for model year 2022-2025 vehicles. Pruitt did not specify any new standards at this time; instead, he stated that he would start a joint rulemaking process with the National Highway Traffic Safety Administration (NHTSA), which manages a parallel set of rules called the Corporate Average Fuel Economy (or CAFE) standards.

The current emissions standards were approved by the Obama-era EPA in December 2016, two years ahead of time and just before the Trump administration took office. The standards had been years in the making, requiring research and discussions between policymakers and auto industry representatives. But at the change of leadership, the auto industry seized on an opportunity to roll back regulations that would cost it money. The industry also appealed to Trump to limit greenhouse gas (GHG) emission standards. Pruitt opened a public-comment period on revising the emissions standards last summer.

The stricter rules would have been beneficial from a climate change perspective. According to the Energy Information Agency, keeping the EPA’s fuel economy rules in place would have resulted in 1.2 million fewer barrels of gasoline consumed per day in 2025 than in 2017. Without knowing how Pruitt will revise the emissions standards, it’s unclear how his plan will compare to the previous one, but it will likely result in fewer barrels of gasoline saved per day.

The idea behind 2010’s 21st Century Communications and Video Accessibility Act (CVAA) is to make sure that federal accessibility laws created in the ’80s and ’90s were updated to include new digital and communications technologies. The part of the Act pertaining to video games and advanced communications services (think gaming chat and the user interfaces around gamer communications) has been given a year’s waiver. As reported by Gamasutra, this is the third and final time games will be exempted from accessibility requirements. The new deadline is set for January 1st, 2019.

The first multi-year waiver in 2012 was for “consoles, distribution platforms and software,” but the second one-year waiver was defined more narrowly for video game software only, and will expire on December 31st of this year. According to the FCC document itself, the Electronic Software Association (ESA) asked for the extension on behalf of its member developers. The FCC notes that while advocacy groups and commenters on the matter want accessibility in video game software, no one has actively opposed the extension itself.

The FCC says that it decided to grant the waiver for three reasons. One, video games are sufficiently similar in this regard to communications that they can be considered as a class unto themselves. Two, games are primarily made for the purpose of gameplay itself, not communications. Finally, the FCC allows that extending the waiver so that developers can find ways to make them more accessible is in the public interest. In addition, the FCC realizes that accessibility is already becoming ubiquitous, like with the text-to-speech capabilities built into Microsoft’s development kit and the accessibility features inherent in Nintendo’s smartphone companion app for Splatoon.

The FAA finally passed a set of rules for commercial drone aviators back in August 2016, which included a formal restriction from flying over crowds of people. Given how valuable aerial footage from UAVs is, that’s been a difficult regulation for news outlets to stomach. But today, the agency granted CNN the first waiver to these rules, allowing it to fly its drones over people.

But they can’t just fly any drone over crowds. The waiver applies only to a specific micro-vehicle, the 1.37-pound Snap UAS, which is ‘deformable’ with enclosed rotors. In other words, should it suddenly drop out of the sky, it will do less damage to people than standard drones, as The Verge demonstrates in this video of a staffer headbutting the UAV safely.

By CNN’s account, the waiver wasn’t easy to get, requiring two years of research by the news organization and the Snap drone’s creator Vantage Robotics. The FAA had selected CNN in 2015 as one of the first three “Pathfinders” in the new industry to test out drone use, which required plenty of flying and pilot certification to prove that maneuvering over crowds wouldn’t endanger them.

Ever since the maniacal Dodge Challenger SRT Demon arrived in a cloud of hoopla and tire smoke, pundits both amateur and professional have been gabbing about the sheer irresponsibility of Mopar’s street-legal drag car, a monster in the grand tradition of the 1968 Hemi Dart. Of course, the legal environment has changed markedly in the past five decades, which means you’re not taking a Demon home without signing a rather extensive waiver. Which we’ve now seen in detail.

2018 Dodge Challenger SRT Demon Customer Acknowledgement Form

The folks at Allpar have dug up a copy of what FCA calls the 2018 Dodge Demon Customer Acknowledgment form (see the entire document here), which the company requires owners to initial 15 times upon purchase. Of the more interesting highlights, a few involve the car’s specialized Nitto drag radials. While these are technically DOT legal, FCA points out that the meats wear quickly on the highway, suck in the rain, and should not, under any circumstances, be used in any way, shape, or form at temperatures below 15 degrees Fahrenheit. To wit, the document actually states, “Customer shall not move the Vehicle in temperatures below 15ºF . . . the Drag Tires can lose flexibility and that may lead to cracking and other tire damage” [italics ours].

Aside from assuring FCA that you know exactly what purposes the tires are for (and not for), the company would also like to be sure you know that if the car is delivered with one or both of the seat-delete options, “in the case of a collision or other accident, people riding in those areas are more likely to be seriously injured or killed.” Furthermore, Dodge would like you to promise not to install a passenger seat if the car was delivered without one.

Presumably in the interest of pre-empting forum posts stewing about late deliveries from customers who’ve spec’d B5 Blue, Indigo Blue, Plum Crazy, or F8 Green paint, you’ll acknowledge that you know those colors won’t arrive until the first quarter of 2018 at the earliest.

And finally, Dodge wants to be sure that you know that only Demons sold at or below MSRP qualify for priority scheduling. If your dealer gouges you (or you opt for one of the colors listed above), be prepared to wait. There’s a “Hell Awaits” joke in there somewhere, but instead of lamenting missing out on a lazy attempt at metal humor, why not just crank up some Slayer and dream of all the wheelies you’ll do when your Demon shows up?

The UK recently upped the terror threat level to critical, the highest on the threat list.

As the first time since 2007, it has created uncertainty in the travel industry regarding travel to the country.

United Airlines has since announced that they are to bring in a travel waiver for all of their passengers flying to or from the UK.

The announcement has enabled travellers to not worry when it comes to their next holiday. 

A ticket waiver allows customers to change to a different flight without paying a fee, normally at a hefty price.

They are usually issued in the case of extreme weather or major events.

However, in light of the recent attack in Manchester, the airline has now issued it to destinations in the UK.

The destinations included are Birmingham, Edinburgh, Glasgow, London or Manchester, if flying between May 24th to June 2nd.

The travellers can change their flight as long as they are still in the same cabin and aren’t trying to choose an upgraded option.

United Airlines will, therefore, waive the fee as well as any ticket price difference.

The travel will need to take place within a year of the original ticket.

With the constant changes in travel, it gives nervous travellers the chance to change their holiday until it is deemed safer.

Flights have been competing with one another in light of bad press with other flights.

Canada recently announced their plans to scrap passengers being removed from overbooked flights, something praised in light of the United Airlines scandal.

However, this flight waiver is sure to reassure travellers after the recent boycott of the airline that passengers warned of.

They also recently banned a passenger from wearing leggings onboard, sparking outrage.

Exxon’s former CEO Rex Tillerson is now US secretary of state.

The Journal reported on the application Wednesday afternoon, citing “people familiar with the matter,” who remain anonymous. The Treasury Department told the paper that it did not comment on waiver applications, while Exxon said it would not discuss government deliberations.

It is unclear whether Exxon filed the claim with the Treasury Department’s Office of Foreign Assets Control before Tillerson was appointed secretary of state by President Donald Trump, the WSJ said.

Tillerson has recused himself from any matters involving Exxon for two years, and will not be involved in any decisions by the US government involving the company during that period, the paper reported, citing a State Department spokesman.

Trump’s critics pounced on the report as proof of their allegations about the president’s improper financial ties with Russia.

In 2012, Tillerson negotiated a deal with Russia’s oil and gas giant Rosneft worth as much as $ 500 billion in joint investments, to explore deposits in the Black Sea, the Arctic and Russia’s Far East. Much of the deal was put on ice by the sanctions imposed by the Obama administration in 2014, after Crimea voted to rejoin Russia following a violent coup by US-backed political forces in Ukraine.

According to the Wall Street Journal, Exxon is asking for a sanctions waiver because its exploration rights in the Black Sea will soon expire if the company does not act.

Some of its European competitors already have sanctions waivers. Norway’s Statoil ASA is drilling in the Barents Sea, while Italy’s Eni SpA is allowed to operate in the Barents and Black seas, the Journal reported.

Exxon has drilled off the coast of Romania, and holds a license for drilling in Ukrainian waters. There may be 30 billion barrels of oil under the Black Sea, according to estimates from Russia, Romania and Turkey.

The company was previously given a waiver to safely wrap up exploration of a well in the Arctic, the Journal reported. Those operations were completed in October 2014.

Russia has signaled its readiness to restore good relations with the US, blaming their breakdown on the Obama administration’s hostility.

“As President Putin repeatedly stressed, we are ready to go our part of the way for the recovery of our relations with the United States,” Foreign Minister Sergey Lavrov told the Austrian magazine Profil in February. “Their degradation in recent years is not our fault but a result of purposeful actions of the previous administration in Washington. For our part, we have always stayed open to development of predictable cooperation, based on the principles of equality, mutual respect and consideration of each other’s interests.”

Following a string of more nearly 70 anonymous bomb threats made to Jewish community centers in 27 states since the start of the year, the Federal Communications Commission issued an emergency order on Friday. The order, which takes effect immediately, waives the telecommunications restriction that prevents phone carriers from sharing the calling party number (CPN) with the call’s recipient.

“In this Order,” the rule change reads “we grant to Jewish Community Centers (JCCs)1 and any carriers that serve JCCs an emergency waiver of section 64.1601(b) of the Commission’s rules, which prohibits terminating carriers from passing the calling party number (CPN) to the called party where a privacy request has been made by the caller.” This change only affects Jewish community centers and will enable federal investigators to more easily track down whoever is making the calls. What’s more, though the order is currently temporary, the FCC is seeking commentary as to whether it should make the rule permanent.

The privacy rules stem from a 1994 decision by the FCC to require that carriers using Signaling System 7 (SS7) transmit the caller’s CPN to the connecting carrier on interstate calls. The FCC determined that “requiring CPN transmission would bring consumers more rapid and efficient service and encourage the introduction of new technologies and services to the public.”

The FCC also recognized that unrestricted transmission of CPNs would infringe on American’s privacy. As such, dialling *67 won’t return the phone number of a user who has requested a private line from the carrier. There are exceptions, however. “To the extent that CPN-based services are used to deliver emergency services,” the FCC determined, “we find that privacy requirements for CPN-based services should not apply to delivery of the CPN to a public agency’s emergency line, a poison control line, or in conjunction with 911 emergency services.”

This decision to waive the restrictions comes after Senate minority leader Charles Schumer of New York sent a letter to FCC chair Ajit Pai on Tuesday expressing concern about the threatening calls. The Senator also pointed out that the FCC has similarly waived that rule in the past.
