US says Palestine ‘not a state,’ withdraws from Vienna Convention’s ‘optional protocol’ https://briefnews.eu/us-says-palestine-not-a-state-withdraws-from-vienna-conventions-optional-protocol/ https://briefnews.eu/us-says-palestine-not-a-state-withdraws-from-vienna-conventions-optional-protocol/#respond Wed, 03 Oct 2018 17:48:23 +0000 http://briefnews.eu/us-says-palestine-not-a-state-withdraws-from-vienna-conventions-optional-protocol/

The US is withdrawing from the “optional protocol” in the Vienna Convention on Diplomatic Relations, John Bolton has confirmed. He said it follows a case brought by Palestine, challenging the US embassy’s move to Jerusalem.

“I am announcing that the president has decided that the United States will withdraw from the optional protocol and dispute resolution to the Vienna Convention on Diplomatic Relations,” Bolton said.

“This is in connection with a case brought by the so-called state of Palestine, naming the United States as the defendant, challenging our move of our embassy from Tel Aviv to Jerusalem.”

Why Low-Cost Airlines Are Flocking to Vienna https://briefnews.eu/why-low-cost-airlines-are-flocking-to-vienna/ https://briefnews.eu/why-low-cost-airlines-are-flocking-to-vienna/#respond Sat, 15 Sep 2018 06:54:47 +0000 http://briefnews.eu/why-low-cost-airlines-are-flocking-to-vienna/ Until last August, Vienna Airport had not been used to attention. But then the airport’s second-largest customer collapsed — and now it has become a battleground for Europe’s low-cost carriers. It is the demise of the Air Berlin Group, under 2 billion euros of losses, that has been largely responsible for the airport’s newfound popularity as a clutch of carriers attempt to fill the void left by its collapse.

Since last summer, Hungary’s Wizz Air and Level, International Airline Group’s low-cost long-haul airline, have launched out of Vienna, while Lufthansa Group’s Eurowings and IAG’s Vueling have increased their flights from the Austrian capital. After a tortuous process, Ryanair took over Niki, which was part of the Air Berlin Group based in Vienna. Lufthansa then swallowed up the rest of Air Berlin. With easyJet establishing its European operations in Vienna in the wake of the Brexit vote, all of Europe’s major low-cost airlines are now operating out of Austria.

But it’s not just the fall of Air Berlin that has prompted the rush to Vienna. A new incentive from the airport for low-cost carriers, an appealing regulatory environment and Vienna’s booming tourist industry have added to its appeal.

David O’Brien, chief commercial officer of Ryanair, says the airport is “finally incentivizing the basing of aircraft there,” although it remains to a certain degree a high-cost capital-city airport dominated by the Lufthansa Group and particularly its Austrian Airlines subsidiary. József Váradi, CEO of Wizz Air, adds that the airport’s management is now “far more commercial,” and thus willing to attract airlines, than earlier incarnations that relied on the Lufthansa Group, which carried 56 percent of Vienna’s passengers before the collapse of Air Berlin.

Vienna is a very difficult market, or will be a very difficult market.

Lufthansa Group spokesperson

Julian Jäger, the airport’s joint CEO, thinks it is the airport’s volume incentive that has impressed the likes of O’Brien and Váradi. This was introduced in January with the specific intention of attracting low-cost carriers: Airlines that base at least three aircraft at Vienna and grow to more than 750,000 departing passengers a year receive a rebate of 540 euros per 100 people, with more favorable tiers of refunds as passenger numbers climb.

Jäger said the arrival of the low-cost carriers would lead to a 5 percent growth in flights this year and 6 percent in passenger numbers to 25.9 million. Given that the number of flights to and from the airport had been gently dipping since 2010, this is an important change in direction.

The booming tourist industry is another big plus for the airport. Tourism in Vienna grew 4.4 percent to 15.5 million overnight stays in 2017, according to the government.

Vienna also has geographic charms for airlines, according to Jäger, who pointed out that its catchment area contains parts of Slovakia, the Czech Republic and Hungary, and that it acts as a bridge between the continent’s east and west.

However, it is the void left by Air Berlin that has been most significant, paving the way first for the Lufthansa Group to step up its operations and then for Wizz Air to establish a base in Vienna. Wizz Air plans to move three aircraft to the airport this year, accounting for 69 weekly flights. Last month, Level announced it would start flying from Vienna. Willie Walsh, CEO of IAG, which also owns British Airways, said its four aircraft there would grow to 30.

Ryanair’s involvement came through the complex and eventful purchase of Niki, now known as Laudamotion. This followed last month’s decision from the European Commission, allowing the airline to raise its share of Laudamotion from 25 percent to 75 percent, securing its ownership and position at Vienna Airport. IAG, which had also been a bidder for Niki, said that despite not winning, it had been “overwhelmed by the support from the local market,” persuading the group to introduce Level there.

However, Vienna has had its problems and controversies.

Its rejected application for a third runway, later overturned by a higher court, remains contentious, in the eyes of some. O’Brien, for example, is not convinced the third runway is anything more than “an unnecessary expense,” given that London Gatwick has only one runway and handled 21 million more passengers than Vienna.

Andrew Lobbenberg, an analyst at HSBC, also raises the difficulties in making profits at the airport. “We have no doubt that all these carriers will make significant losses in Vienna,” he said in a recent note.

But if it is tough for airlines, competition will bring benefits for passengers with lower fares. A spokesperson for the Lufthansa Group sums up Vienna’s paradoxical attraction: “It’s good for the consumer and it’s a bit hard for the airlines. Vienna is a very difficult market, or will be a very difficult market.”

Integration failure: Report finds 51% Vienna pupils don’t speak German at home https://briefnews.eu/integration-failure-report-finds-51-vienna-pupils-dont-speak-german-at-home/ https://briefnews.eu/integration-failure-report-finds-51-vienna-pupils-dont-speak-german-at-home/#respond Fri, 14 Sep 2018 02:45:47 +0000 http://briefnews.eu/integration-failure-report-finds-51-vienna-pupils-dont-speak-german-at-home/ More than half of students at Viennese schools use their native language, rather than German, at home and as they go about their everyday activities, according to a new integration report released by the Austrian government.

The 8th annual report, prepared by an independent expert council, has found that the Austrian government’s efforts to encourage those with migrant background to learn German have largely fallen flat. The reluctance or inability of migrants, many of whom have arrived into the country in the recent years, is showing more clearly in the country’s capital, Vienna, where 51.2 percent of schoolchildren now interact in a language other than German.

Overall in Austria, every fourth student use his or her native language outside classroom.

The percentage varies depending on the type of the school. In primary schools in Vienna, that are attended by children from 6 to 10, the number of pupils that converse mainly in their native language in their free time, stands at 58 percent. While among those who attend new middle schools, that is children aged from 10 to 14, the number of those using German only in case of need, amounts to a whopping 72 percent.

Children who arrive in Austria aged 10 or older are immediately accepted to the so-called NMS, new middle schools, which, unlike Higher General Education Schools (AHC) that teach students of the same ages, cannot reject applicants.

Since 2015, when the refugee and migrant influx into Europe reached its apogee, the number of foreign arrivals into Austria has been steadily decreasing. However, since 2010, the number of people with migrant background has surged dramatically. While eight years ago there were some 1,54 million people with migrant roots living in Austria, last year this number reached 1,97 million, which is roughly 23 percent of 8,7 million-strong total Austrian population.

Half of all recipients of minimum welfare benefits in Austria are foreign nationals. 55 percent of them are asylum seekers or those qualified for state subsidies.

Austria’s right-wing coalition government has been busy tightening immigration screws since coming into power in December last year. Austrian Chancellor Sebastian Kurz vowed to cut benefits for foreigners who fail to pass a German language test, saying back in March that “whoever has insufficient language skills will not be able to claim the full minimum benefit,” that is €863 per month.

Presenting the report, Austria’s foreign minister Karin Kneissl argued that the overall decline in German language skills that can be observed among migrants can be blamed on the accessibility of international TV channels. Television has “replaced the fireplace” in some families, Kneissl argued. She also highlighted the role of female migrants, especially those who had received a conservative upbringing, in fostering integration processes.

“Women are the motor of integration, and they play a particularly important role in the integration process, as they are responsible for the education of children, especially in patriarchal systems,” Kneissl said.

While the asylum-seekers fleeing war, persecution and poverty in the Middle East and Africa have contributed greatly to the number of migrants, the biggest group of foreigners living in Austria are still Germans, followed by the Serbs and Turks, the report noted.

Knife-wielding attacker shot outside Iranian envoy's residence in Vienna https://briefnews.eu/knife-wielding-attacker-shot-outside-iranian-envoys-residence-in-vienna/ https://briefnews.eu/knife-wielding-attacker-shot-outside-iranian-envoys-residence-in-vienna/#respond Mon, 12 Mar 2018 08:14:19 +0000 http://briefnews.eu/knife-wielding-attacker-shot-outside-iranian-envoys-residence-in-vienna/

An unknown assailant was shot dead as he attacked a guard outside the Iranian ambassador’s residence in Vienna, Austria, local police have confirmed.

“An unknown attacker armed with a knife has been shot dead by a guard from the Federal Armed Forces,” a police tweet said. The assault happened round midnight local time on Sunday. The guard was also injured in the incident and is now in hospital. The motive of the attack is not clear yet, law enforcement added.

The perpetrator is a 26-year-old Austrian citizen, local police said in statement.

The 23-year-old guard was stabbed several times, but only suffered minor injuries thanks to a stab-proof vest. He initially used pepper spray to tackle the attacker. Later the two engaged in a tussle on the ground, during which the officer reached for his service weapon and fired several shots.

Authorities ordered heightened security measures at diplomatic missions in Vienna, according to local media. It is not clear if the ambassador was inside the building at the time of the attack.

Last week, four people, including a teenage girl, were seriously injured in two separate attacks in the Austrian capital. The perpetrator in one of the incidents was described as “uninhibited and psychotic,” according to witnesses.

At least three people have been seriously injured in a knife attack in the Austrian capital Vienna. The assailant, who is now on the run, randomly attacked pedestrians, according to local media. His motives remain unknown.

The attacker, whose identity remains unknown, seems to have randomly assaulted pedestrians in the street, the Austrian Heute news media outlet reports. One man and two women aged between 40 and 50 sustained heavy injuries in the attack and were hospitalized, the Austrian Kurier daily reports, citing a police spokesman.

‘Burqa ban’: Vienna police descend on Lego store over face-covered Red Ninja https://briefnews.eu/burqa-ban-vienna-police-descend-on-lego-store-over-face-covered-red-ninja/ https://briefnews.eu/burqa-ban-vienna-police-descend-on-lego-store-over-face-covered-red-ninja/#respond Sat, 21 Oct 2017 14:17:22 +0000 http://briefnews.eu/burqa-ban-vienna-police-descend-on-lego-store-over-face-covered-red-ninja/

Officers flocked to a Lego store in Vienna responding to a report of a violation of the law forbidding full face veils. Over the past days, it also had police approaching a man in a shark suit and the Austrian parliament’s mascot.

The incident in the Austrian capital happened on Friday after law enforcement received an anonymous complaint that the law in question had been violated in the store. The officers responded to the call, only to find out that the apparent “criminal” was a woman dressed in a costume of a Red Ninja. She was not issued a fine, though; police said they established she concealed her face as part of her “professional occupation.”

The incident – the like of which risks becoming a commonplace in Austria – came after the country’s parliament backed a law banning people from covering their faces in public.

The law was part of a wider legislation – approved earlier in May – that enables compulsory integration of foreigners and encourages immigrants to engage in unpaid public work before getting a work permit. The so-called “burqa ban” – although not described as such in the legislation – had already led to a chain of bizarre incidents that left many in Austria scratching their heads.

Earlier in October, the Austrian parliament’s official mascot Lesko drew officers’ attention. A man wearing the rabbit suit was prevented from posing for children shooting videos during an open-door event ahead of Austria’s Independence Day, Kurier reported.

Another ludicrous encounter occurred in Vienna when a promoter dressed as a shark to advertise a new McShark electronics store was fined €150 ($ 176) after he refused to take off his shark head, Deutsche Welle reported.

Interestingly, police have argued against the law themselves. “It is unenforceable. The law was not written as a burqa ban for constitutional reasons and now this rubbish is unfolding,” Hermann Greylinger, the head of the Austrian police union, told OE24 TV channel.

Those on the other side of the debate resorted to some offbeat tactics, too. In September, Rachid Nekkaz, a French-Algerian businessman, reached out to Austrian Muslim women, promising all burka-related fines will be on him.

“I am reaching out to all women in Europe and especially to women in Austria who voluntarily wear the burqa, I will always be there and pay the fines,” Nekkaz, a French property dealer and a millionaire, who says he is not personally a “face veil advocate,” told Austrian Servus TV in an interview seen by Reuters.

Up to seven people have been injured after two passenger trains collided causing at least one carriage to topple at the Meidling train station on the outskirts of Vienna.

Some 30 people had to be rescued from the stricken carriages by rescue services, the Austrian Press Agency said, adding that all the injuries suffered were minor.

There were no immediate details on the cause of the collision that happened at around 4.30pm local time.

Services to the station have been postponed with delays of up to an hour expected, the Austrian federal railway service said in a statement.
