Six vehicle manufacturers are in contention to claim a government contract to create and build a new mail truck for the United States Postal Service, one of which is Oshkosh. We recently spotted the Wisconsin-based truck manufacturer’s proposed mail truck testing on the streets.
–
Compared to the unique styling of the Karsan and Mahindra proposals (AM General, Utilimaster, and VT Hackney are also competing for the contract), the Oshkosh mail truck takes a more cost-conscious approach. Rather than develop a purpose-built truck specifically for mail delivery, Oshkosh is taking a standard Ford Transit cargo van and modifying it for postal service.
–
–
Changes include new doors that appear to widen the cabin and make it easier for the driver of the right-hand-drive van to get in and out of the vehicle. Additionally, Oshkosh has replaced the standard barn doors with a roll-up door, which ought to ease the loading and unloading of packages. A set of extenders on the front and rear bumpers should help limit damage to the van in a low-speed collision, while several additional mirrors help the driver better navigate his or her surroundings.
–
Given that the USPS is requesting its new mail truck be diesel powered, we’d wager that Oshkosh’s Transit-based proposal will use Ford’s turbo-diesel 3.2-liter inline-five engine. With 185 horses and 350 lb-ft of torque, it ought to be plenty powerful enough for the low-speed job of mail delivery.
–
–
–
–
–
The USPS is expected to decide by year’s end which proposal will be granted the contract to build and supply it with new mail-delivery trucks to replace the aged Grumman LLVs, which have been puttering about towns across America for more than a quarter of a century.

The U.S. Postal Service is currently looking for a replacement for the venerable Grumman LLVdelivery truck. We’ve seen two possible replacements, one from Karsan, and another from OshKosh. There are four other companies that have prototypes under consideration, too, including AM General, Utilimaster, Mahindra, and VT Hackney. Now the prototype from VT Hackney has finally been spied, and it looks pretty interesting.
The VT Hackney van is being developed with Workhorse. Like Troy McClure, you may remember Workhorse from other projects, most notable of which are the upcoming W-15 plug-in hybrid pickup truc, and the SureFly drone company. Considering Workhorse’s involvement in the project, and its experience with electric and hybrid powertrains for commercial vehicles, we suspect this VT Hackney postal truck is using some sort of hybrid powertrain.
As for the way it looks, we find it to be the most eye-catching yet. Karsan’s van is a bit of a rounded brick wrapped in chunky plastic and rubber, and the OshKosh proposal is just a Ford Transit with a bunch of mail van bits slapped on. The VT Hackney looks mostly original and has clean sides, and although it has large rubber bumpers, they look better integrated and less pronounced than on the other trucks. The plastic fender flares also aren’t over done. The USPS logo placed on the grille like a badge is a nice touch, too. It also appears to be very tall like the Karsan, allowing for plenty of room for standing upright in the cab and in the cargo area, which is likely very sizable, too. Naturally, it has sliding doors and a roll-top rear hatch for easy ingress and egress even in tight spots.
The USPS has planned to make its final decision and send out contracts for vehicles by the end of this year, with production starting next year. The service has said that it’s also considering multiple types of vehicle for different purposes rather than relying on just one model. VT Hackney and Workhorse is also likely not the only group showing a hybrid of some sort, since the USPS has said half of the vehicles being tested use alternatively fueled powertrains.

Just yesterday, we got a glimpse at what could be the next United States Postal Service delivery truck. It was a big, boxy van from a company called Karsan. But Karsan isn’t the only company that was asked to create prototype replacements for the ancient Grumman LLV. Five other companies including AM General, Mahindra, Utilimaster, VT Hackney and Oshkosh are all in the running. And now we get to see a prototype from the last of those companies, Oshkosh.
Oshkosh’s prototype is much less radical and boxy than the Karsan proposal. Really, it’s just a converted Ford Transit. The hood, lights, and most of the rear box are typical Ford pieces. The grille opening is the same, too, just with a redesigned mesh insert. But there are quite a number of custom changes. For one thing, it has gained enormous rubber bumper extensions. You could drive this into a bumper car arena and no one would question it.
The cab has large extensions around the doors, and in fact, the extensions are likely all door. On the right side of the van, where the driver sits for easy mailbox access, a full-size sliding door has replaced the conventional Transit door. Part of why it sticks out so far is that there is a second sliding door behind it to access the cargo area. This means that there’s nowhere to fit rails for a sliding door mechanism, so an external rail was mounted to the top of the door frame. The door on the left side also protrudes quite far, but it lacks the high-mounted sliding rail, so it may open up differently to the driver door.
Most of the back of the Oshkosh appears to be standard high-roof Ford Transit equipment with the exception of the rear doors. The normal barn doors are replaced by a roll-up rear door. This is useful because it means that the rear can be opened even with another vehicle practically on the van’s bumper.
As we mentioned in the post about the Karsan, the U.S. Postal Service should be testing prototypes and getting close to wrapping up that phase of the selection process. It plans to issue final contracts by the end of the year. It’s also possible that this won’t be the only USPS mail truck. The organization has said it’s open to having multiple types for different uses. Hybrid and alternative-fuel vans are also being considered.

The current mail truck—the slab-sided, sliding-door, ubiquitous yet invisible white box perpetually pulled off to the side of the road—will soon follow the postal Jeep to that great dead-letter office in the sky. The U.S. Postal Service is shopping for a new ride, and that means proposals for the new mail truck are out testing, including this one by Turkish truckmaker Karsan. Will this be the vehicle that, when it appears outside your window, has you sprinting to the mailbox to see what bills and junk mail have arrived?
–
Maybe. Karsan is one of six manufacturers vying for the contract to replace the USPS’s aged Grumman/General Motors Long Life Vehicle (LLV) fleet, the newest of which is now 24 years old. Others participating in the Postal Service’s Next Generation Delivery Vehicle bid include Indian automaker Mahindra, South Bend’s AM General (of Hummer fame), Wisconsin’s Oshkosh (maker of MRAP military vehicles), Utilimaster from Indiana, and VT Hackney based in North Carolina.
–
The USPS is said to be looking for a vehicle with more cargo space for bulky packages, and given how tiny the driver of this vehicle looks behind the enormous windshield, this Karsan appears to be much larger than today’s truck. Other requirements include a sliding driver’s-side door and right-hand drive.
–
Styling, however, appears to be far down on the list, judging from this machine. We weren’t expecting something as handsome as a Porsche Panamera Sport Turismo or a Volvo V90—although that would be cool—but does it have to be this dorky?
–
We’ve already seen the Mahindra proposal (below), so you can judge for yourself whether that’s any better.

Meanwhile, delivery drivers probably will just be happy to have air conditioning (the current trucks don’t), along with a front airbag, tire-pressure monitors, a backup camera, daytime running lights, and ABS. The USPS is supposed to decide this year which of these new truck proposals will begin haulin’ the mail.

A congressional report released Wednesday lays out just how easy it is for Americans to buy the deadly opioid fentanyl from Chinese suppliers online and have it shipped to them via the government’s own postal service. The report also lays out just how difficult the practice will be to stop.
After Googling phrases such as “fentanyl for sale,” Senate investigators followed up with just six of the online sellers they found. This eventually led them to 500 financial transaction records, accounting for about $ 766 million worth of fentanyl entering the country and at least seven traceable overdose deaths.
The 100-page report was based on a year-long probe by a Senate Committee on Homeland Security and Governmental Affairs subcommittee. Overall, it confirms that supplies of the powerful and addictive opioid along with other illicit drugs are pouring in from China, which the Drug Enforcement Administration has long suspected.
]]>Rep. Tim Ryan: It has been devastating to Ohio, it’s been devastating to West Virginia, it’s been devastating to New Hampshire, and other places in the United States. We’re working across the board on a lot of different issues from prevention to working with law enforcement to rehab and treatment.
The opioid epidemic is the deadliest drug crisis in US history. The drugs are used for pain relief, and hydrocodone and oxycodone are the most commonly prescribed. The effects are indistinguishable from heroin, which has led to widespread abuse.
Opioid-related overdose deaths rose 18%, and in 2016 alone, 42,249 people died from opioid-related overdoses. As a result, US life expectancy declined to 78.6 years
Many opioids like fentanyl are ordered and mailed in small doses, making them difficult to detect.
Rep. Tim Ryan: One of the issues really is that quite simply people are shipping these drugs from places around the world through the United States Postal Service, and so we need to have a better monitoring mechanism in place to be able to try to track and you’re really trying to find a needle on a haystack but there are ways to do that and try to limit the ability of these drug dealers to ship their product right through the United States Postal Service. We have an obligation to do that.
In June, the DOJ closed down AlphaBay, an online market for contraband. The site hosted over 250,000 listings for illegal drugs.
In October, Trump declared the opioid crisis a public health emergency.
Trump: That is why, effective today, my administration is officially declaring the opioid crisis a national public health emergency under federal law, and why I am directing all executive agencies to use every appropriate emergency authority to fight the opioid crisis.
But critics say that’s not enough. Declaring a national emergency would push more federal money to the issue.
Rep. Tim Ryan: This is a huge task and the real problem is that the President, while he did declare it a public health emergency, there’s absolutely no money that goes along with that declaration. So we’ve got to have the resources in place and that includes being able to have a more sophisticated way of monitoring things that are coming in through the United States Postal Service.

The Workhorse N-Gen sounds at first description like a Hollywood spy-movie cliché: a near silent electric powertrain within a white van with a rather frumpy, nondescript exterior—and a little drone aircraft deployed from the roof to make the final move to the target.
–
Its reason for being is much more pragmatic, however; it’s the latest in a growing line of delivery vehicles from Workhorse of Ohio, positioned for the greening of corporate fleets while keeping ownership costs extremely low. The N-Gen is designed to replace a generation of small delivery vans powered by gasoline and diesel engines. Although final specs aren’t out yet, it’s expected to weigh hundreds of pounds less than those older vans, thanks to a lightweight composite body. Electric motors will provide about 100 miles of plug-in power, while a small onboard gasoline-fired range-extending engine will add another 75 miles of range. Workhorse claims up to 65 miles per gallon equivalent (MPGe) for the N-Gen.
–
Although Workhorse has been teasing its W-15 range-extended electric pickup (pictured below), which we briefly drove earlier this year, for much longer, it’s the N-Gen that will reach the market first; production will start in the first quarter of next year. “It’s coming out first because regulatory-wise it’s just easier,” explained CEO Stephen Burns, explaining that it’s closely related to the vehicle that’s a finalist in the United States Postal Service Next Generation Delivery Vehicles (NGDV) vetting process. Workhorse, in conjunction with truck outfitter VT Hackney, delivered its six prototype vehicles on time in September for evaluation. The USPS is expected to announce around March 1 what company gets the contract to build up to 180,000 vehicles over a time period of up to seven years.
–

–
Burns said that with the potential for high-volume production (and long-term support), lining up Tier 1 suppliers for the USPS project hasn’t been an issue. So it was a natural next step to develop a commercial-van version at the same time.
–
Panasonic (Tesla) Batteries, BMW Range Extender
–
The N-Gen and Workhorse’s W-15 pickup will share quite a lot, including their composite body construction. Burns told Car and Driver that they’ll use the same batteries: Panasonic 18650-format cells, a “commodity” format that is roughly AA size and essentially the same as is used in the Tesla Model S and Model X, among other vehicles. But what’s different is the range extender. While the production version of the W-15 will use a 1.5-liter three-cylinder BMW range extender, the N-Gen is going to use the 647-cc two-cylinder Kymco-built engine from the BMW i3, Burns said.
–
That’s because, while the van would only be aimed at commercial use, with well-defined driving loops and the range extender strictly as an emergency crutch, the pickup is being designed with a wider operating range—including sustaining its peak power after the battery is depleted.
–

–
Burns said the general public has given the electric pickup an unexpectedly strong reception, and now the company is trying to decide whether to build a consumer-focused version. “We’ve really been wrestling with it,” he said. “But we want to cut our teeth with fleets because that’s our DNA. We want to make sure we never disappoint them.”
–
The N-Gen has all-wheel drive, which is unusual for a commercial van. “These delivery guys have to go in all sorts of weather,” Burns said. Meanwhile, the company touts the low-floor design combined with the body-on-frame layout and standard pickup-truck ride height as providing a good blend of clearance, durability, and loading ease.
–
Workhorse says that its electric vehicles have already logged nearly two million miles and are in use in 14 states. The company has been ramping up production at an Indiana plant; this summer and fall, it made 143 of its larger E-Gen trucks for the United Parcel Service (out of a total order of 200 from UPS), and it is currently at a production rate of about three vehicles a day. W.B. Mason has also placed an order for those larger vehicles, Ryder is providing sales and support, and Workhorse has one other large order pending that Burns can’t yet talk about. With its current factory, Workhorse can make 60,000 vehicles of the roadgoing kind per year. And if the USPS contract happens? “We could probably fit more,” Burns added. “But it falls under ‘good problems to have.’ ”
–
It’s Really about the Last Mile
–
If you’re in the shipping logistics business—or if you have anything to do with e-commerce and shipping goods—“last-mile delivery” is what it’s all about. In the last mile or few miles of getting a parcel to its final destination, the costs ratchet up, and the task becomes more complex. It’s exactly what Workhorse appears to be trying to address with its approach, which embraces electrification and, when necessary, takes to the skies. According to a report last year from McKinsey & Company, 60 percent of consumers are either in favor of or indifferent to drone delivery.
–
Workhorse hasn’t yet said much about the HorseFly drone that comes with the N-Gen, but it’s a model that the company engineered in-house. It will deploy from the vehicle and will be software linked, so that it might be able to take a small package to a nearby cul-de-sac, for instance, while a larger one is being delivered.
–
This isn’t the only company vying for the last-mile delivery business and its electric future. One particularly well-funded effort is Chanje, a startup that has managed to recruit former executives from Volkswagen, Tesla, and one earlier fleet-focused company, Smith Electric Vehicles.
–
And a Hybrid Helicopter for Two
–
Workhorse also has a larger, manned aircraft under development. The unique eight-blade SureFly Octocopter, which the company revealed at the Paris Air Show this summer, can hold the pilot plus one other occupant. It’s also an electrified product, but with power sources prioritized the opposite way compared to its trucks; there, a gasoline engine provides power to the electrically driven prop system, and twin battery packs serve as a five-minute power backup, allowing the pilot enough time to land if they run out of fuel or the engine fails.
–

–
Burns said that the company is hoping for its first manned flight of the vehicle toward the end of the year or the first week of January and hinted that there may be a first public demo at the 2018 CES technology show in early January.
–
Considering Workhorse’s wide portfolio of intended products, from larger delivery trucks to vans and pickups and from copters to drones, what comes as a complete surprise is that the company operates in the minor margins. A third-quarter financial report this last week listed total operating expenses, including R&D, of $ 8.4 million for the quarter. That’s small change; by comparison, Tesla’s R&D spending in the same quarter was at about $ 332 million, and BMW’s was $ 4.1 billion. Burns agrees that while they’ve done a lot with a little, they need a partner to see the full vision through.
–
–
–
–
–
Whatever the future, Workhorse has already succeeded in being an anti-Tesla in many respects. Fleet managers live outside the retail hype in a reality of uptime, reliability, and operating costs, and while Workhorse’s vehicles, the N-Gen included, are hardly icons of design, they target those needs to a T.

The United States Postal Service is not exactly bouncing back from oblivion these days, but it’s worth noting that there’s been a slight bump in one area.
For the low-margin Shipping and Packages division, there was an 11 percent increase in revenue over last quarter. In general, these items — small packages that come to your mailbox but not snail mail letters — have kept the USPS from sinking like a ship.
For the savvy readers out there, you might already know there is one company that is helping them rebound. Hint: It’s named after an area in South America.
As Tim O’Reilly wisely notes in a recent post, Amazon is really pumping life into the shipping and receiving industry. Bots suggest products when we shop, they improve fulfillment, and they could one day guide drones to your doorstep. These are technically “automations” and not AI, but to a consumer, that doesn’t matter as long as that beef jerky and USB-C cable arrives faster, at a decent price, and in one piece.
O’Reilly also notes that this is saving jobs, not replacing them. I remember talking to an Amazon Now delivery person once a few months ago. In my area, I was able to order a printer cable and have it arrive in about an hour. He told me he was out of work for a few years. He was happy to be working, and he whistled as he walked out the door. Does he care that bots are making his job easier? Sure. Does he think bots will replace his job? Probably not. If anything, he’s happy they exist.
Next time you hear someone says bots are causing problems, tell them about that USPS increase since last quarter. You can blame automation for a lot of things, but at least in this case, it might be the bots that are saving the postal service.
Thanks for reading,
John Brandon
