  • For months, important facilities across Russia have been hit by mysterious fires and explosions.
  • The incidents have little obvious explanation but seem to have affected a narrow set of targets.
  • Some may be the work of Russians opposed to Putin; others show signs of military special operations.

The war in Ukraine isn't going well for Russia's military. In a matter of a days this month, Ukrainian forces managed to liberate more territory than the Russian military captured and held over six months of war.

But the Russian military's struggles aren't limited to inside Ukrainian borders.

For months now, sensitive sites and important facilities throughout Russia have been hit by mysterious fires and explosions, hinting at a sabotage campaign that is the hallmark of special-operations forces.

Mystery fires and explosions

Belgorod Russia oil refinery attack
An oil refinery in the Russian city of Belgorod on April 1 after an attack that the regional governor blamed on Ukraine.

In May, as the Russian military was preparing to launch a renewed offensive in Ukraine's Donbas region, military outposts, recruitment centers, and defense industrial complexes across Russia started suffering mysterious explosions or fires.

In all, there have been dozens of incidents at facilities throughout Russia with little obvious explanation.

The targets include oil refineries, ammunition production and storage facilities, aerospace and defense companies, and communications infrastructure. The attacks appear to be part of an effort to undermine and degrade the Russian military's offensive capabilities.

The perpetrators may not all be working together.

In May, for example, Russian authorities caught two Russian teenagers throwing Molotov cocktails at a military commissariat — essentially a recruitment station. Dozens of commissariats have been attacked in Russia this year, suggesting that some Russians, especially those likely to be drafted into the military, are opposed to the war.

But the attacks seem to focus on a narrow set of targets, and the incidents have largely aligned with what military special-operations units would be tasked with as part of an unconventional-warfare campaign.

A guerrilla campaign inside Russia

Unconventional warfare is a skill set that the US special-operations community excels at and with which it has decades of experience conducting and training others to conduct.

Since the US military isn't directly involved in the fighting in Ukraine, the source of the attacks is likely Ukrainian commandos or Russian dissidents — or possibly a combination of both.

Such a guerrilla campaign could gain steam if Russia continues to fail in Ukraine, and it could take many forms, a Green Beret assigned to a National Guard Special Forces unit told Insider.

"At the start, it may look like a disruption campaign, like the one we saw in Belarus with the trains. Targeting and attacking the supply lines and other soft targets is always on the list," said the Green Beret, who was not authorized to speak to the media and spoke on the condition of anonymity.

"Next on the list would be harder targets, such as military convoys, bases, or even attacks on command-and-control facilities and headquarters," the Green Beret added.

After 2014, when Russia attacked Ukraine by seizing Crimea and invading the Donbas, US Special Operations Command ramped up its training, assistance, and advising for Ukrainian forces.

Green Berets from the 10th Special Forces Group, which has Europe as its area of operations, have been pivotal in bringing up the Ukrainian special-operations community up to speed.

The effectiveness of that American instruction is now visible to the world in the Ukrainian military's operations. Some of those operations appear to have struck inside Russian territory, including an attack on a fuel dump in the city of Belgorod in April that Russia blamed on Ukrainian helicopters and missile strikes on Russian bases in Crimea in August.

"But eventually a guerrilla campaign would have to mature and adapt on the expected security measures that the Russian military and security services will take to respond to the attacks," the Green Beret told Insider.

While many Russians have expressed opposition to or dismay about President Vladimir Putin's war in Ukraine, the most difficult part of such a campaign for Ukraine may be winning over the Russian public, the Green Beret said.

"A lot of Russians are fiercely patriotic, and Putin has spun the war quite smartly to appeal to the ordinary Russian," and an unconventional-warfare campaign "is very hard to pull off" against a hostile population, the Green Beret added.

Russia to construct 6 nuclear power plant units in India https://briefnews.eu/russia-to-construct-6-nuclear-power-plant-units-in-india/ https://briefnews.eu/russia-to-construct-6-nuclear-power-plant-units-in-india/#respond Fri, 05 Oct 2018 11:05:35 +0000 http://briefnews.eu/russia-to-construct-6-nuclear-power-plant-units-in-india/ Moscow and New Delhi have agreed to extend their peaceful nuclear energy business. Russia’s Rosatom will build new sites in India, according to an agreement signed during Russian President Vladimir Putin’s visit to India.

“The parties plan, in particular, to develop the project on construction of six Russia-designed nuclear power plant units in India at the new site, to expand cooperation in third countries and cooperation in new promising areas in the nuclear power industry,” the press release from Rosatom said.

The agreement was signed by Rosatom CEO Aleksey Likhachev and Indian Atomic Energy Commission Chairman Kamlesh Nilkanth Vyas on the sidelines of the Russian-Indian summit in New Delhi on Friday. The site for new NPP units is not named, but previously it was reported that it may be located in the Indian state of Andhra Pradesh.

Russia is one of India’s key partners in nuclear energy. Russia built the single largest nuclear power station in India, Kudankulam NPP, which was first agreed back in 1988 with the Soviet leadership. The construction began in 2002, and the NPP was launched in 2013. Since then, the plant has been expanded, and Russia is building units 3 and 4 at the plant with plans to build units 5 and 6 in the next two years.

“We are satisfied with our strategic cooperation with India, where the Russian designed nuclear power units are operating and being constructed at Kudankulam site. We expect to start implementation in the near future serial construction of new units at a second site in India,” Rosatom’s Likhachev said.

President Putin said during his meeting with Indian Prime Minister Narendra Modi on Friday that the countries could expand their energy cooperation to other spheres. “We are ready to consider the possibility of cooperation in the framework of such programs as Far East LNG, Arctic LNG-2, as well as other projects for the development of natural resources of Siberia, Yamal and the continental shelf in the Russian Federation,” Putin told Modi.

The Russian president also announced that the countries have plans to boost trade to $ 30 billion by 2025, which is triple the current level.

Some iPhone XS units won’t charge until you wake the screen https://briefnews.eu/some-iphone-xs-units-wont-charge-until-you-wake-the-screen/ https://briefnews.eu/some-iphone-xs-units-wont-charge-until-you-wake-the-screen/#respond Sat, 29 Sep 2018 20:44:39 +0000 http://briefnews.eu/some-iphone-xs-units-wont-charge-until-you-wake-the-screen/

It wouldn’t be a major phone launch without some teething troubles, and the iPhone XS appears to be no exception to the rule. Some device owners on Apple’s forums, Reddit and Unbox Therapy (among others) have reported that their units won’t charge properly through the Lightning cable until the screen wakes up. In certain cases, it won’t work until you both wake the screen and reconnect. Suffice it to say this could be inconvenient if you plugged in at night and were counting on a full charge the following day.

Wireless charging appears to be normal.

We’ve asked Apple for comment on the issue. It’s not certain if the problem is hardware- or software-related, although the company has fixed charging issues through software in the past. It just recently patched an Apple Watch bug that prevented devices from charging, for instance. We wouldn’t be surprised if there’s an update on the way in the near future — while this isn’t a crippling issue, it’s more than a little irksome if you invested a ton of cash in Apple’s latest smartphones.

The federally owned power company Tennessee Valley Authority (TVA) began a review of its power sources this week. According to S&P Global, two power generators owned by the TVA are being considered for possible shut down (both low-efficiency coal units that have been in service since 1967 and 1970).

The review commences just days after the Trump administration proposed its Affordable Clean Energy (ACE) rule, which is intended to prop up coal and replace the Obama administration’s Clean Power Plan. The Clean Power Plan, which was placed on hold by the Supreme Court in 2016, would have regulated emissions by state and dramatically cut carbon dioxide emissions across the US by 2030.

By contrast, the ACE rule will direct states to inventory emissions by power plant and propose plans for efficiency upgrades on some of the older plants. The ACE rule would also make it easier for older coal plants to complete efficiency upgrades without triggering a larger review of the plant’s emissions profile.

Magic Leap developer units must be kept in locked safes https://briefnews.eu/magic-leap-developer-units-must-be-kept-in-locked-safes/ https://briefnews.eu/magic-leap-developer-units-must-be-kept-in-locked-safes/#respond Fri, 30 Mar 2018 12:35:37 +0000 http://briefnews.eu/magic-leap-developer-units-must-be-kept-in-locked-safes/

Magic Leap is known for its secrecy. The company kept its One headset under wraps for years, teasing out details with ambiguous conference speeches and restrictive press opportunities. It should come as no surprise, then, to hear that developer units are being shipped out with an unusual caveat: while not in use, they have to be kept in locked safes. The detail comes from Bloomberg alongside confirmation of a “limited” developer roll out (a larger batch of units will be sent out later this year.) It’s safe to assume that the company wants to avoid the fabled iPhone 4 incident.

We still know remarkably little about the Magic Leap One. It resembles a pair of cyberpunk goggles — available in two sizes, reportedly — with a single strap that loops round the back of the wearer’s skull. The headset is wired to a disc-shaped computer that clips onto the user’s belt or trouser pocket, and control is handled by a small wireless remote. It promises a mixed reality experience that eclipses Microsoft HoloLens, though for now our only evidence is a cautiously positive Rolling Stone feature. Investors seem to be on board, at least — earlier this month the company raised an enviable $ 461 million from Saudi Arabia’s sovereign investment arm.

Saudi King Salman bin Abdulaziz Al Saud has ordered special departments to be set up in the public prosecutor’s office to investigate and prosecute corruption cases, the government’s information office reportedly announced on Sunday. Attorney General Sheikh Saud al-Mujib said the decision is designed to endorse the fight against corruption, launched last November. The crackdown saw hundreds of prominent officials, royal family members and businessmen arrested.

250 officers from 8 units: UK diverts ‘enormous resources’ to probe Russian ex-spy’s poisoning https://briefnews.eu/250-officers-from-8-units-uk-diverts-enormous-resources-to-probe-russian-ex-spys-poisoning/ https://briefnews.eu/250-officers-from-8-units-uk-diverts-enormous-resources-to-probe-russian-ex-spys-poisoning/#respond Sun, 11 Mar 2018 04:23:11 +0000 http://briefnews.eu/250-officers-from-8-units-uk-diverts-enormous-resources-to-probe-russian-ex-spys-poisoning/ Amid hysteria surrounding the mysterious poisoning of Sergei Skripal, Britain is dedicating a significant part of the country’s anti-terrorism capacity to look for Moscow’s hand in the former Russian double agent’s misfortune.

The UK government has diverted significant resources, with eight out of Britain’s 11 anti-terrorism units currently helping to investigate the poisoning of former GRU agent Sergei Skripal, Home Secretary Amber Rudd revealed, at a time when a “severe” international terrorism threat hangs over Britain.

“I want to stress that they are proceeding with speed and professionalism. We are putting in enormous resources to ensure that they have all the support that they need to do that,” said Rudd, after chairing a meeting of Cobra, the UK’s emergencies committee.

The UK believes that Skripal, 66, and his daughter Yulia, 33, were exposed to a nerve agent. The two were found slumped on a bench outside a shopping center in Wiltshire on March 4. British police say that more than 20 people in total were injured in the alleged attack, which has been described by authorities as “attempted murder.” Both victims remain unconscious and in a life-threatening condition.

Following the incident, authorities managed to collect 240 pieces of evidence and have identified some 200 witnesses to the crime, Rudd said, noting that 250 officers are taking part in the investigation. The incident is getting so much attention that the government will be sending the Armed Forces to Salisbury in order to handle potentially dangerous evidence in the area of the initial poisoning.

The BBC reported on Saturday night that traces of a rare nerve agent, thought to be used in the poisoning, were found in a local branch of Zizzi, a chain restaurant, and one of the five locations at the center of the police investigation.

While Rudd insisted that the investigators “need to be given the space and time” so that they can be “absolutely clear” when assigning blame for the attack, British officials continue to insinuate that a foreign power – presumably Russia – was involved. Earlier, Foreign Affairs Minister, Boris Johnson vowed to respond “robustly” if evidence emerges of Russian involvement in the incident, seemingly disregarding that the former spy with a tainted reputation could have made enemies since settling in Britain in 2010.

“The key thing they need to be doing and they will be doing is to look at what Skripal has been doing in his life since he has moved to the UK. And I think this is where the motive for this attack is going to come from,” former MI5 agent Annie Machon told RT. “Let’s face it, in intelligence terms, he was a ‘busted flush’” with no apparent interest to the Russians.

“It is usually the state level actors that have the capability of producing this sort of agent. However, in terms of who might have used it – that is a different question,” Machon said. “To say that if it’s a state made agent, it must be a state attack is, I think, disingenuous, at best. People can get their hands on this sort of thing. Gangsters and criminals can get their hands on this sort of thing if they’ve got the right money to pay for it.”

While it remains unclear what exactly happened to Skripal, the British media continue to compare the incident with the infamous case of the former Russian security officer Alexander Litvinenko, who died from radioactive poisoning in 2006. Litvinenko’s death sparked a major crisis in British-Russian relations, as many public figures in the West accused the Russian government of alleged involvement. Moscow denied responsibility.

According to the Times, Prime Minister Theresa May is a step away from naming Russia as the chief suspect in the alleged attempted assassination.

Now, the paranoia in the UK in the Skripal case is reaching massive proportions, with a junior minister calling on London to contact its NATO allies over the incident. “Some big questions arise, as to how do you stand up to a clandestine and sinister attack deliberately done to play havoc in our society?” said UK Government Minister at the Ministry of Defence Tobias Ellwood, vouching a “robust response.”

Meanwhile, security minister Ben Wallace said that the culprit would feel the “full force” of Britain’s might. “We will respond with the full force of the United Kingdom’s resources if that is the appropriate and proportionate thing to do.” Wallace told Radio 4.

“There are lots of things that the United Kingdom can do. It is a powerful country with a powerful economy, powerful allies, powerful military and powerful other capabilities – and we shall look at all those.”

READ MORE: Coverage of double agent’s alleged poisoning is hysterical propaganda – Lavrov

Moscow, meanwhile, has labeled the coverage of Skripal’s poisoning as hysterical propaganda. Russian Foreign Minister Sergey Lavrov said Russia is blamed for everything that goes wrong on the planet, and noted that no facts had been presented to suggest any Russian involvement in this latest case. Moscow also reiterated that it is prepared to cooperate with a British investigation.

Skripal worked as a double agent for the UK intelligence agency MI6 and was jailed in Russia in 2006 for spying for Britain, having passed on the names of undercover Russian intelligence agents. He was pardoned and released four years later as part of a “spy swap” between the US and Russia.

Eight prototypes of President Donald Trump’s long-promised border wall stand in San Diego, California, at the Otay Mesa port of entry.

They’re made of concrete, steel, and other materials, and designed to withstand even the most persistent breaching tools and intrepid climbers.

Constructions crews spent roughly a month erecting the prototypes, in the first major step the Trump administration has taken toward fulfilling a January executive order to “immediately plan, design and construct a physical wall along the southern border” which the president signed shortly after taking office.

Then, tactical teams took over. Here’s what happened:

The Trump administration commissioned six contractors to construct eight prototypes. Four of them were concrete, and the rest were made of “other materials.”

Not to be left behind in the digital age, a Catholic church in France has installed card terminals to take donations from willing parishioners.

This digital upgrade has been rolled out at the Saint-François de Molitor church in Paris. Devout Catholics can now simply tap their card on one of five wireless terminals circulated during mass in the traditional wickers baskets, previously used to gather church-goers change.

Patrons are invited to make a donation ranging from €2 to €10, though the church denies it’s all about cold hard cash.

“The Church is committed to supporting everyone in the new ways of life and consumption,” the Paris diocese said in a press release.

“The dematerialization of the means of payment is also part of the challenges the Church has to take up. Whether through a connected basket, with contactless payment, or through a smartphone app.”
