SOMETIME IN THE 1990s Jagdish Bhagwati, one of India’s most distinguished economists, encountered Swaminathan Gurumurthy, a financial commentator associated with the Rashtriya Swayamsevak Sangh (RSS), a Hindu-nationalist organisation. “Spreading rumors and speculation about what has happened on the ISS [International Space Station] does not help experts in their work and is seeking to undermine the camaraderie in the station’s crew. It is unacceptable to make any statements with reference to ‘sources’ before the commission of Roscosmos completes its work,” Dmitry Rogozin wrote on his Facebook page on Wednesday.

Rogozin made the comments after Russian newspaper Kommersant quoted unnamed sources as saying that the commission investigating the recent incident on the ISS is looking into the theory that the hole in the station’s hull was drilled by one of the US astronauts who are currently manning the spacecraft.

The paper also alleged that it happened because one of the US crew members had health problems and needed to get to earth for treatment, adding that in case of urgent crew evacuation the part of the station with breached hull would burn in the atmosphere hiding all traces.

Roscosmos press service said on Wednesday that it would not comment on any allegations before a special commission, investigating the incident, releases its official conclusion.

On August 30, the ISS crew registered a sharp drop in air pressure, prompting emergency measures. The cause for the leak was soon discovered to be a two-millimeter hole in the hull of the recently docked Russian spacecraft Soyuz MS-09.

Russian cosmonauts patched the hole with epoxy and duct tape despite a protest from the mission commander, US astronaut Andrew Feustel, who wanted more time to investigate the reasons behind the incident.

Earlier this week, Feustel said in an interview with ABC News that the crew had nothing to do with the hull breach and decompression. “I can unequivocally say that the crew had nothing do with this”, he said, adding that “it’s absolutely a shame and somewhat embarrassing that anybody is wasting any time talking about something that the crew was involved in.”

The current ISS mission is scheduled to end on December 13.

An ongoing special conference of the Organization for the Prohibition of Chemical Weapons (OPCW) in The Hague was called by Britain, which insists that the body should have the power not only to investigate alleged chemical attacks as it does currently, but also to identify the culprit and assign guilt. The draft proposal, swiftly supported by London’s allies, represents “a direct invasion of the exclusive prerogatives of the UN Security Council,” the head of the Russian delegation, Georgy Kalamanov, said in his speech at the conference, adding that it also “undermines the authority of the OPCW and the very integrity of CWC (Chemical Weapons Convention).”

The Russian representative slammed the attempts by the UK to turn the OPCW from a body focused on “providing technical assistance to member states in executing the requirements of the CWC” into a “quasi-prosecutorial, policing and forensic-medical structure.”

“Such a course is fraught with unpredictable consequences,” Kalamanov warned. “Won’t it lead to a collapse of the global nonproliferation regimes or even the breakdown of the whole international security system, established after World War II with the central role of the UN and its Security Council in international affairs?”

Even under its current mandate, the OPCW at times abuses and violates its own rules, Kalamanov noted, recalling the probes of the chemical incidents in Syria. He reiterated that in many cases they were carried out “remotely” and in violation of the core principle of Chain of Custody and many of the CWC norms, and relied on evidence from biased and unreliable parties, completely ignoring the arguments and data provided by the government in Damascus. Kalamanov also addressed the poisoning of double agent Sergei Skripal earlier this year, which he said was absurdly and “cynically instigated by the UK against Russia,” and in which the OPCW took a back seat and provided no new insight but instead simply agreed with London’s narrative of Moscow’s “highly likely” involvement.

Ahead of a vote planned for Wednesday, Kalamanov urged partners to unite in order to block the “dangerous initiative,” saying that Russia will present its own draft on the OPCW mandate during the conference.

UK Foreign Secretary Boris Johnson, who arrived in The Hague for the occasion has, meanwhile, called on the member states to refrain from backing the Russian proposal. “I would ask all those present to vote against the other tabled motions which would render the OPCW toothless and undermine the Technical Secretariat and Fact-Finding Mission in Syria,” Johnson said.

The US, France and Germany have already said that they are willing to back the UK in its push. Britain and its Western allies argue that the lack of powers on the part of OPCW has allowed the Syrian government to escape responsibility for chemical attacks against its own citizens, though in many cases no convincing proof that Damascus was behind the claimed atrocities was ever presented.

Meanwhile, the chairman of the OPCW special session, Adbelouahab Bellouki, said on Tuesday that the vote on the UK’s initiative will take place “in 24 hours,” adding that there had been no consensus on the proposal among members.

On Thursday, Ukrainian President Petro Poroshenko signed a decree that blocked access to websites of Russian state media outlets and froze their assets in Ukraine for three years. The Rossiya Segodnya media group, which includes RIA-Novosti and Sputnik among other outlets, as well as Russian federal broadcasters Chanel One, Rossiya 1, Rossiya 24, NTV, REN TV and others, were targeted by the sanctions.

“Instead of widening these sanctions, as the [Ukrainian] government has done, it should eliminate them,” Denber said. The official pointed out that Kiev may have its reasons to strongly disagree with Russian state media coverage, but “instead of blocking these outlets it should ensure that the public has adequate information to challenge them.”

The situation with the Russian media “should be a key issue that Ukraine’s international partners discuss with the government,” Denber added.

Russian media has been facing persecution in Ukraine since the coup in the country in 2014, with many journalists deported or denied access to the country. Earlier in May, Kirill Vyshinsky, the head of RIA Novosti Ukraine, a Russia-linked news agency, was arrested in Kiev, while the outlet’s offices were searched by Ukrainian Security Service (SBU) agents.

Vyshinsky, who has dual Russian and Ukrainian citizenship, was accused of treason due to his involvement in “information war” against Ukraine. Following his arrest, Denber told RT that “working for RIA-Novosti or having a Russian passport are no grounds for a treason charge,” and urged Kiev’s backers in the US and EU to make sure Ukraine carries out a transparent investigation of the journalists’ case.

The Russian Center for Reconciliation in Syria specifically noted that Jeyish al-Islam militants continue to terrorize the local population and prevent civilians from leaving the militant-controlled areas by blocking a humanitarian corridor near Muhayam al-Waffedin.

Over the last 24 hours, the militants in control of the suburb of East Ghouta detonated 27 mines and fired two missiles into residential areas of Damascus. One of the rockets hit a house in Rukn ad-Din district of the Syrian capital. “There is significant destruction and casualties among civilians,” Yevtushenko said. “Over 24 hours, a total of four civilians were killed and 51 more were injured.”

The Russian military accused the terrorists of deliberately subverting the negotiation progress and attempting to provoke government forces to respond. 

On Saturday the UN Security Council unanimously adopted a resolution proposing a 30-day humanitarian ceasefire in Syria. The ceasefire does not apply to members of the Islamic State, Al Nusrah or any other terrorist organizations. While voting for the resolution, Russia reiterated its earlier accusations that the West was conducting a “propaganda campaign” against the government forces in Eastern Ghouta. The Damascus suburb has recently been described by Western media outlets as the scene of a government-led massacre, while the atrocities committed by various jihadist groups in the area are deliberately omitted.
