    If it seems ridiculous that virtually every major car manufacturer has its own suite of transportation services, you’re not alone. BMW and Daimler have announced a plan to combine their mobility services in a 50/50 joint venture. Car2Go and DriveNow/ReachNow will unite their car sharing efforts, for example, while ChargeNow and Digital Charging Solutions would team up on EV power. Ride hailing, parking are also part of the proposed union.

    The two are hoping regulators will clear the services merger sometime in 2018. They’re clearly aware of the potential qualms over anti-competitive behavior, as they stress that they’ll remain competitors in car manufacturing.

    The aim, as you might suspect, is to gain a controlling stake in a future where car ownership declines and electric cars take over. Ford, GM and other big brands have all launched or experimented with their own services — there’s a chance that BMW and Daimler could be overwhelmed if they kept up the status quo. We wouldn’t be surprised to see more alliances like this as mobility services mature and it becomes clearer which companies are leading the pack.

    Ridesharing startups like Uber and Lyft have been notorious for clashing with city leaders as they’ve expanded. Now, as many transportation startups are looking toward autonomous technology, 15 of them have signed on to a joint mobility pledge, outlining for skeptical city leaders how they aim to create more livable, sustainable cities.

    The 10  “shared mobility principles” is an attempt to “ensure that ongoing developments in technology, operational systems, ownership and service business models lead to more livable, sustainable, and just cities.” Among the signees are most all of the world’s major ride-sharing companies — BlaBlaCar, Didi, Lyft, and Uber — as well as shared bike startups Mobike and LimeBike. The 10 principles are:

    1. We plan our cities and their mobility together
    2. We prioritize people over vehicles
    3. We support the shared and efficient use of vehicles, lanes, curbs, and land.
    4. We engage with stakeholders
    5. We promote equity
    6. We lead the transition towards a zero-emission future and renewable energy
    7. We support fair user fees across all modes.
    8. We aim for public benefits via open data.
    9. We work towards integration and seamless connectivity
    10. We support that autonomous vehicles in dense urban areas should be operated only in shared fleets

    The shared mobility pledge was the brain child of Zipcar cofounder Robin Chase, who developed them alongside a handful of NGOs. The principles were first released in October, but the 15 companies announced today didn’t sign on until now. On a conference call with reporters, Chase said that getting the 15 companies onboard was critical, because they already play a critical role in the travel decisions people make today.

    “Transportation is the key to whether you get get a job or go to school or see your friends – transportation is really the gateway to opportunity,” Chase said.

    This isn’t the first time that shared transportation services have banded together to ensure their vision leads the discussion on urban mobility. In December, Uber, Grab, and Ola joined the International Association of Public Transport, an organization with around 1,400 members, which aims to bring together key stakeholders from across the transportation spectrum.

    The principles don’t set specific metrics for transportation companies to achieve in the coming years. But Chase says success will be judged on whether or not the U.S. and other countries start to shift away from personal car ownership, and rely more on shared transportation modes  — which she and other participants say is the best way to ensure that cities become more livable for all in the future.

    “There’s an enormous inefficiency that we’ve built into personal cars,” Uber’s head of transportation policy Andrew Salzberg said on the call.  “We also think there’s huge benefits to teaming up with companies in the space to reduce the need for people to own and operate their own personal vehicles.”

    It’s not difficult to forsee some of the principles clashing with each other. For example, the principle of “prioritizing people over vehicles” applies to putting people in the center of transportation planning. But the people who operate vehicles for a living — bus drivers, taxi drivers — are likely going to feel like vehicles are being prioritized over their livelihood when fully autonomous technology is available.

    Another principle that’s sure to ignite controversy is the support for fair user fees across all models, which would disrupt the way that many people around the world today get around.

    “Right now, we let a person drive their personal car during peak times in cities like New York or Paris, taking up a huge  amount of space, and making buses that are carrying 50 people much slower. That is not a fair user fee across all modes,” said Chase.

    The release of these ‘shared mobility principles’ comes as social platforms — most notably Twitter, Facebook, and YouTube — have come been criticized by some for not sufficiently preparing for the rise of bad actors on their platform. It’s clear that these transportation companies are attempting to get ahead of whatever backlash their technology might provoke.

    As new technologies like autonomous vehicles, drones and the hyperloop promise to revolutionize transportation, consumer acceptance will pose the greatest challenges to widespread adoption, U.S. Transportation Secretary Elaine Chao said during a visit to the World Economic Forum in Davos, Switzerland.

    During a sit-down interview at the conference with Yahoo Finance, Chao also said the race to develop new transportation solutions like self-driving cars is “not a competition” between the technology and automotive industries.

    “It should not be a zero-sum game,” Chao said. “Safety is not a zero-sum game. Security is not a zero-sum game. Nor is privacy. I think the greatest constraints to growth for both these sectors will be consumer acceptance.”

    Chao, who visited with automakers at both CES and the Detroit auto show, noted the public’s anxiety about driverless vehicles; a study released earlier this week by AAA found that 63 percent of respondents would be afraid to ride in a self-driving car. But she said the technology holds enormous promise to increase safety, noting that more than 90 percent of all crashes are the result of human error, and to provide new mobility freedoms for disabled people and seniors.

    Chao, the former U.S. Secretary of Labor under President George W. Bush, said there are questions about when autonomous vehicles will hit the market, but added “the reality is it’s gonna happen. So we at the department want to make sure that we are addressing legitimate concerns about safety, security and privacy while not hampering the growth and the innovation in this sector, because as Americans, the innovation and the creativity that’s occurring in this sector is part of our competitive advantage.”

    In Washington, a Senate committee is working on legislation that would make it easier for automakers to get self-driving vehicles on U.S. roads by winning exemptions from rules requiring human controls, possibly by tying the bill to the forthcoming infrastructure package, according to Reuters.

    Asked about the Trump administration’s plans to upgrade the nation’s roads, bridges and other infrastructure, Chao said a proposal should be released in early February, following the president’s State of the Union address. She described the plan as involving $ 1 trillion in spending, including $ 200 billion from the federal government, with the remainder made up of a combination of funds from private sources and state and local funds. President Trump has since nudged the plan’s price tag to $ 1.7 trillion over 10 years.

    “We can’t really afford more, because number one, we don’t have the money, and number two, it really would create havoc if it was 100 percent government funding,” she said. “But that is where the big discussion will have to be. Who’s going to pay for it? How is it gonna be paid for?”

    Chao added, “We are very open to having a dialog with the Congress.”
