  • The Trump administration announced Sunday it will seek the death penalty for drug traffickers where appropriate under current law.
  • President Donald Trump is unveiling his plan to combat the opioid crisis on Monday.
  • Trump in recent weeks has publicly called for the death penalty to be used against drug dealers.

WASHINGTON (AP) — President Donald Trump’s plan to combat opioid drug addiction calls for stiffer penalties for drug traffickers, including the death penalty where it’s appropriate under current law.

Administration officials say Trump also wants Congress to pass legislation reducing the amount of drugs necessary to trigger mandatory minimum sentences on traffickers who knowingly distribute certain illicit opioids.

Macron’s whistlestop tour of African nations will see him meet leaders in former French colonies Burkina Faso and the Ivory Coast [Cote d’Ivoire], as well as Ghana. The visit has been pitched as a political bridge-building exercise.

Touching on France’s colonial past, Macron told delegates at the University of Ouagadougou on Tuesday that “crimes of European colonization are indisputable.” On reports of slave auctions in Libya, Macron proposed a joint Euro-African initiative to eradicate people smuggling. However, a highly animated Macron left his audience of students in little doubt that the problem should be tackled by local authorities.

“In Libya, we’re engaged in diplomatic relations to find a political solution,” he said, raising his voice. Macron then implied that Africans should look closer to home for a solution, claiming that local people are the chief traffickers.

“It’s not the French who are the traffickers, it’s the Africans. So everyone should understand the responsibility, and we’ve started to do that, to dismantle them. But stop the argument saying, ‘It’s someone else.’

“Show me a French, Belgian, German person, who carried out trafficking between Nigeria and Libya. This person doesn’t exist,” Macron added. “So, these days in Africa, there are Africans who make other Africans slaves, this is the reality. And there are Europeans who benefit from this misery in Europe, it’s unacceptable. In both cases, these are crimes. We are fighting both cases.”

The tense exchange is unlikely to have endeared the French president to some of his critics, since he appeared to stray from his original line that he is “from a generation where we do not come to tell Africa what to do.”

Macon has claimed to be a president raised on the speeches of Nelson Mandela and, during his election campaign, described colonialism as a crime against humanity. This stance was somewhat undermined, however, when Macron responded to a question Tuesday about the number of African students in France versus the number of French soldiers stationed in Africa.

The president spoke of French soldiers dying while on duty in Africa, and telling the student, whose question he was responding to, that they owe French soldiers their applause.

The topic of migrant trafficking in North Africa is set to be a major point of discussion at an African-EU summit on Wednesday.

Italy gets OK from Tripoli to deploy boats to combat human traffickers from Libya https://briefnews.eu/italy-gets-ok-from-tripoli-to-deploy-boats-to-combat-human-traffickers-from-libya/ https://briefnews.eu/italy-gets-ok-from-tripoli-to-deploy-boats-to-combat-human-traffickers-from-libya/#respond Thu, 27 Jul 2017 22:12:20 +0000 http://briefnews.eu/italy-gets-ok-from-tripoli-to-deploy-boats-to-combat-human-traffickers-from-libya/

The Italian government has been officially invited by the UN-recognized government in Tripoli to assist in anti-human trafficking operations designed to help stem the flow of migrants across the Mediterranean in an unprecedented move.

A plan for the rapid deployment of Italian ships could be presented to the Cabinet in Rome as early as Friday, with a parliamentary vote on the issue possible as early as next week, Reuters reports.

Prime Minister Paolo Gentiloni held a meeting with military chiefs and ministers Thursday to discuss “security, immigration and the Libyan situation.”

“It pleases me to know there is a lot of support in Europe to this new possibility,” he said.

Libya has continually refused access to EU ships, including those involved in Operation Sophia, which began in 2015 and targets smugglers operating in the area.

An estimated total of 600,000 migrants have reached Italy via the central Mediterranean route since 2014, a 7 percent increase for the same period year-on-year, reports the FT. Over 93,000 have arrived safely this year alone, but 2,208 people have died making the crossing since January, according to statistics from the International Organization for Migration.

Under the Law of the Sea, migrants rescued in international waters are brought to Italy and not returned to Libya as the country is not considered a safe place. To counteract this, Italy is calling on the UN to increase its presence in Libya and operate migrant camps that respect human rights.

Libya’s UN-backed Prime Minister Fayez al-Sarraj met with General Khalifa Haftar, who controls vast swathes of eastern Libya, in Paris on Wednesday in an effort to establish a peace deal that would pave the way for peaceful elections next year.

French President Emmanuel Macron chaired the meeting, which resulted in a ceasefire agreement being signed.

“It is very relevant news in the fight against human trafficking in Libya, if we respond positively. I believe this is necessary,” said Gentiloni said, playing down rumors of a rift between France and Italy over the proposed measures.

“If steps forward are made in Libya, the first country to be happy about this in Europe will be Italy,” he added.

‘We'll sink them’: Angry activists threaten migrant traffickers’ ships arriving in Sicily https://briefnews.eu/well-sink-them-angry-activists-threaten-migrant-traffickers-ships-arriving-in-sicily/ https://briefnews.eu/well-sink-them-angry-activists-threaten-migrant-traffickers-ships-arriving-in-sicily/#respond Thu, 20 Jul 2017 15:08:22 +0000 http://briefnews.eu/well-sink-them-angry-activists-threaten-migrant-traffickers-ships-arriving-in-sicily/ As Italy becomes increasingly frustrated with the number of African migrants reaching its shores, activists are taking matters into their own hands. They say they’re ready to sink migrant-trafficking ships and ensure that asylum seekers are returned to Libya.

Anti-immigration activists are threatening to sink ships used to transport migrants off the coast of Sicily to prevent them from bringing in more people.

“When we will be on the sea, we will find the boat of immigrants empty and when we will ensure that they are empty, we will sink it to be sure that they will not be used anymore by the smugglers,” organizer of Operation Defend Europe, Clément Galant, told Ruptly.

When asked whether he or fellow activists would step in to save migrants who are drowning in the Mediterranean, Galant replied, “Yes, of course.”

“We want to stop the deaths on the sea and so if we see immigrants who are in danger in the sea, we will help them of course and then we will call the Libyan Coast Guard so they can take them back to Africa.”

Galant and fellow activists have been gathering in Catania for days, a city which has seen 10,000 migrants arrive this year after being rescued off the coast of Libya.

They are awaiting the arrival of the 40-meter (130ft) C-star ship, chartered by Defend Europe in a crowdfunding campaign.

The vessel, set to arrive in Catania later this month, was commissioned to search the Mediterranean for boats containing refugees and migrants.

Defend Europe will use the ship to “overwatch the NGOs, record all of the radar signals, expose possible communication with the human traffickers and intervene when they are doing something illegal,” the group said in a video posted online.

“We will cooperate with the Libyan Coast Guard and inform them every time when an NGO ship tries to enter Libyan waters, and we will try to sink all the abandoned migrant traffic ships in order to prevent human traffickers from getting them back in the night, and thus draining their financial resources,” the video continues.

“We will reach out to the Libyan Coast Guard and offer them our help as a recon ship,” Defend Europe wrote on its website.

More than 93,000 mainly sub-Saharan African and Bangladeshi migrants have arrived in Italy by boat this year, a 17 percent increase from the same period in 2016, according to the Interior Ministry.

However, not everyone agrees with activists taking matters into their own hands.

One man who identifies as an “anti-Identitarian” activist – meaning he disagrees with those who are anti-immigrant – told Ruptly that such efforts are “an extremely serious and dangerous breakthrough from the European far-right wing – extreme far-right racist and xenophobic.”

Italian residents, especially those in Sicily, are also becoming frustrated with what they say is the EU’s lack of assistance.

RT spoke to one Sicilian resident who believes that while welcoming migrants is the right thing to do, responsibility must be shared with the EU as a whole.

“I believe that welcoming people is the right thing, but the European Union must pay more attention to this phenomenon and support Italy in this enormous effort. Social integration for these people is a must, but the EU cannot just look at it from afar. It needs to get involved, and not abandon Italy – and Sicily in particular,” he said.

The Italian government has called on fellow EU member states and Brussels to provide more support, but its patience is wearing thin.

Deputy Foreign Minister Mario Giro stated on Tuesday that the country could soon offer asylum seekers temporary visas, allowing them to travel around the rest of the EU.

“We don’t accept being turned into a European hotspot, or feeling guilty because we rescue people, so deciding what to do with the migrants who arrive is everyone’s responsibility,” Giro said.

Italian Interior Minister Marco Minniti also spoke out against the issue last month, stating that Italy is under “enormous pressure.”

“If the only ports refugees are taken to are Italian, something is not working,” he said.

However, local Sicilian mayors say the problem isn’t only with the EU, stating that the central Italian government also hasn’t done enough to help the area.

Many Sicilian mayors staged protests over the weekend, stating that an unfair number of migrants are being settled in their towns.

Some of those mayors also met at the municipality in the city of Messina on Thursday, hoping to find a solution to the crisis.

Colombia says it’s convincing drug farmers to grow other crops — but drug traffickers say otherwise https://briefnews.eu/colombia-says-its-convincing-drug-farmers-to-grow-other-crops-but-drug-traffickers-say-otherwise-2/ https://briefnews.eu/colombia-says-its-convincing-drug-farmers-to-grow-other-crops-but-drug-traffickers-say-otherwise-2/#respond Sun, 21 May 2017 23:48:46 +0000 http://briefnews.eu/colombia-says-its-convincing-drug-farmers-to-grow-other-crops-but-drug-traffickers-say-otherwise-2/ Juan Manuel Santos Donald TrumpREUTERS/Yuri Gripas

The meeting between Colombian President Juan Manuel Santos and President Donald Trump on Thursday focused heavily on the drug trade, something both leaders have targeted during their time in office.

Colombia — the world’s biggest producer of coca, the base ingredient of cocaine — has struggled to crack down on drugs, and the recent peace deal with the left-wing FARC rebels has been viewed as an opportunity to remove a major producer and trafficking group from action.

As a part of that deal, Santos’ government and the FARC have agreed to implement a crop-substitution program, giving the poor Colombians who rely on coca crops for their livelihoods an alternative to the drug business.

When asked about Trump’s emphasis on a border wall to halt the flow of drugs into the US, Santos outlined his government’s anti-drug efforts.

“We are doing a very big effort, because of the peace process, to have a new strategy: carrot and stick.”

“Stick, by forced eradication: We have already eradicated this year only 15,000 hectares, which is the whole volume that we eradicated last year, and we’re starting … to substitute voluntarily through a program where the peasants — and we have 80,000 families already in the program — that they are going to substitute for legal crops, and this is the first time that this could be done, because of the peace.”

“Before, the conflict did not allow us to build roads and to give these peasants an alternative.”

A crop-substitution program has been in the works for some time. A pilot version of the program started in northwest Antioquia — one of Colombia’s main coca-producing departments — in summer 2016.

Farmers responsible for nearly 34% of the coca produced in Colombia have signed on to the plan, which would see them replace more than 63,000 hectares of coca with legitimate crops.

In that part of Antioquia, officials were optimistic about the effort, especially because alternative crops like coffee would be viable there. But such alternative crops are not an option everywhere in Colombia, and even in places where they are, logistical issues — like having proper roads to get crops to market before they spoil — and commercial challenges have made farmers resistant to substitution programs.

“It’s the only plant that makes it here,” Jesus Oscuro, who has fields in northeastern Colombia, said of coca earlier this year. “We don’t have anything else.” Many growers are wary of the government, skeptical that it will follow through on the eal. Some have even violently blocked government coca-eradication teams from reaching fields.

Adding to that resistance are criminal groups — including dissident FARC groups — who have moved into the areas the FARC has vacated and, in some places, threatened farmers who would otherwise stop growing coca.

This month in the town of La Uribe in central department of Meta (formerly a FARC stronghold), Santos formally eradicated the first of the coca plants to be destroyed under the deal. But a group thought to be dissident FARC rebels made its objections to the plan known, distributing a pamphlet stating its intention “to desist from the so-called peace process and continue fighting.”

Several days later, a UN Office on Drugs and Crime worker was kidnapped in the department south of Meta, allegedly by the same group.

A few days after Santos’ visit to La Uribe, the country’s post-conflict minister appeared in a town in Putumayo department, a major coca producing area on Colombia’s southern border, to speak about development projects.

The next morning, local coca growers found pamphlets outside their homes cautioning them against accepting the substitution program.

“We will be active along the entire border region where ever there are guerrilla community leaders, no matter where they are,” read the pamphlets, left by an unidentified group, according to Colombia Reports. “We will be there where ever necessary. Better think about it.”

Criminal groups are not the only ones trying to slow or reverse the move away from coca.

Recordings leaked a few weeks ago allegedly caught members of the military stationed near La Uribe trying to bribe FARC rebels to abandon the peace process and, in effect, the crop-substitution plan.

The threats these groups have made are not idle ones.

Since the peace deal went into effect at the beginning of December, two community leaders in the Putumayo region have been assassinated.

In Guaviare, the department where the UNODC worker was kidnapped, 33 community leaders have been killed since the peace deal was signed — many of them slain in what was FARC territory.

The sharp uptick in violence targeting social and community leaders and other activists has prompted international alarm. One estimate put the number of such people killed at 96 last year.

Earlier this month, the UN reported that 41 social activists had been slain in apparent politically motivated killings through the end of April. The Colombian government disputed the figure, saying 14 had been killed and 1o more deaths were being investigated. More than 60% of the killings happened in places were the FARC had a military presence.
