The United States wants the United Nations Security Council to impose an oil embargo on North Korea, ban its exports of textiles and the hiring of North Korean laborers abroad, and subject leader Kim Jong Un to an asset freeze and travel ban, according to a draft resolution seen by Reuters on Wednesday.

Pressure from Washington has ratcheted up since North Korea conducted its sixth and largest nuclear test on Sunday. That test, along with a series of missile launches, showed Pyongyang was close to achieving its goal of developing a powerful nuclear weapon that could reach the United States.

Amid the rising tensions, Seoul installed the four remaining launchers of the U.S. anti-missile Terminal High Altitude Area Defense (THAAD) system on a former golf course in the south early on Thursday. Two launchers had already been deployed.

More than 30 people were injured when around 8,000 South Korean police broke up a blockade of about 300 villagers and civic groups opposed to the THAAD system deployment, fire officials said.

The decision to deploy the THAAD system has drawn strong objections from China, which believes its radar could be used to look deeply into its territory and will upset the regional security balance.

‘See what happens’

U.S. President Donald Trump has urged China, North Korea’s biggest ally and trading partner, to do more to rein in its neighbor.

U.S. Treasury Secretary Steve Mnuchin said he has an executive order ready for Trump to sign that would impose sanctions on any country that trades with Pyongyang if the United Nations does not put additional sanctions on North Korea over its nuclear tests.

Trump and Chinese President Xi Jinping committed on a phone call on Wednesday to “take further action with the goal of achieving the denuclearization of the Korean peninsula”, the White House said.

“President Xi would like to do something. We’ll see whether or not he can do it. But we will not be putting up with what’s happening in North Korea,” Trump told reporters, although he offered no specifics.

“I believe that President Xi agrees with me 100 percent,” he said.

Asked whether he was considering a military response to North Korea, Trump said: “Certainly, that’s not our first choice, but we will see what happens.”

Xi told the U.S. president during their 45-minute call that the North Korean issue must be resolved through “dialogue and consultation”.

The United States had set aside for now consideration of terminating a U.S. trade agreement with South Korea, a senior administration official said on Wednesday. The trade issue is unrelated to North Korea but has been a source of tension between the two allies.

Moon, Abe meet

Japanese Prime Minister Shinzo Abe and South Korean President Moon Jae-in spoke at a regional meeting in the eastern Russian city of Vladivostok and agreed to persuade China and Russia to cut off oil to North Korea as much as possible, according to South Korean officials.

Abe also invited Moon to a trilateral meeting between China, Japan and South Korea in Tokyo and Moon said he would be happy to attend if such a summit happened.

Japan’s Kyodo news agency reported that Abe and Moon would seek Russian and Chinese support for new sanctions against the North.

However, sanctions have so far done little to stop North Korea boosting its nuclear and missile capacity as it faces off with Trump.

China and Russia have advocated a “freeze for freeze” plan, where the United States and South Korea would stop major military exercises in exchange for North Korea halting its weapons programs, but neither side is willing to budge.

North Korea says it needs to develop its weapons to defend itself against what it sees as U.S. aggression.

South Korea and the United States are technically still at war with North Korea after the 1950-53 Korean conflict ended with a truce, not a peace treaty.

It comes days after Pyongyang launched a missile which Washington and Seoul believe was an ICBM.

“As for the deployment of six (THAAD) launchers, South Korea and the US will make a decision after consultations,” Ministry of National Defense spokesman Moon Sang-gyun said during a Monday press briefing, as quoted by Yonhap news agency.

“Such discussion is currently going on, but further consultations are needed for the specific issues of when and how,” he added.

It comes after North Korea’s Friday test launch of a missile which Seoul and Washington believe was an intercontinental ballistic missile (ICBM).

South Korean President Moon Jae-in ordered that four remaining interception missile launchers be “temporarily” deployed while environmental assessments continue to take place.

That order reversed a previous decision to stall the deployment of the remaining launchers, after concerns were raised about their environmental impact. Two THAAD launchers are already operational at a new United States Forces Korea (USFK) base in Seongji, some 300km (186 miles) southeast of Seoul.

“Full-swing discussions with the US will also start soon for the deployment of additional launchers,” Moon said.

While Seoul and Washington continue to aggressively respond to North Korean missile launches, Russia’s Defense Ministry said its tracking of the Friday launch showed that it was not an ICBM, but rather a “medium-range ballistic missile.”

On Saturday, Russian Deputy Foreign Minister Sergey Ryabkov said Pyongyang was “years and years away” from obtaining a viable nuclear device.

Russia and China have long voiced their opposition to deploying the THAAD missile defense system in South Korea, with Moscow saying it would merely serve as an “additional destabilizing factor for the region.” Beijing considers the system a threat to its own security, and also maintains it will not contribute to the easing of tensions with Pyongyang.

The US and Seoul have maintained that the system – which is designed to intercept short, medium, and intermediate-range ballistic missiles during their terminal flight phase – is purely for defense purposes and poses no threat to China.

Meanwhile, Washington appears to have no intention of changing its rhetoric against North Korea, with Vice President Mike Pence stating on Sunday that “all options are on the table” when it comes to countering the threat posed by Pyongyang.

“The era of strategic patience is over. The president of the United States is leading a coalition of nations to bring pressure to bear until that time that North Korea will permanently abandon its nuclear and ballistic missile program,” Pence said.

The US ambassador to the United Nations echoed Pence’s words on Sunday, saying“the time for talk is over” when it comes to North Korea.

The comments came after the US flew two B-1B bombers over the Korean Peninsula on Sunday, in a show of force following the Friday missile launch.

US to conduct another THAAD test amid growing Korean Peninsula tensions https://briefnews.eu/us-to-conduct-another-thaad-test-amid-growing-korean-peninsula-tensions/ https://briefnews.eu/us-to-conduct-another-thaad-test-amid-growing-korean-peninsula-tensions/#respond Sat, 08 Jul 2017 06:42:06 +0000 http://briefnews.eu/us-to-conduct-another-thaad-test-amid-growing-korean-peninsula-tensions/

The US Missile Defense Agency (MDA) has confirmed that it will soon carry out another test of its THAAD system to examine the hardware’s effectiveness against potential ballistic threats, Reuters reports.

A Terminal High Altitude Area Defense (THAAD) flight test will be conducted by the MDA from the Pacific Spaceport Complex Alaska “in early July,” the agency confirmed to Reuters after it broke the news of the upcoming test.

THAAD test would “detect, track and engage a target” with an interceptor rocket, MDA spokesman Chris Johnson told Reuters.

“The test is designated as Flight Test THAAD (FTT)-18,” Johnson added without elaborating.

Earlier on Friday, two US officials told Reuters that the US military will test its THAAD batteries in the “coming days” in response to a North Korean rocket launch on July 4. The anti-missile test, however, was planned months in advance, officials claimed.

One of the anonymous sources noted that it will be the first THAAD test against a simulated attack by an intermediate-range ballistic missile (IRBM).

Since 2006, the THAAD batteries have completed 13 flight tests with a reported 100 percent success rate. Produced by Lockheed Martin, THAAD provides the capability to intercept and destroy ballistic missiles inside or outside the atmosphere during the final phase of flight.

The batteries are now being deployed to South Korea to tackle potential threats emanating from Pyongyang. In Korea, the 35th Air Defense Artillery Brigade, subordinate to the US Eighth Army, would operate the system.

On Tuesday, North Korea conducted the latest test of its missile technology. The Hwasong-14 missile, which allegedly flew for a distance of 933km (580 miles), reaching an altitude of 2,802km (1,741 miles) at the peak of the 39-minute flight, passed all the technical characteristics and requirements to be deemed an ICBM, North Korea announced.

While the US and its regional allies insist that the rocket fired was indeed an ICBM, the Russian military has expressed doubts about the technical characteristics of the rocket. The Russian Defense Ministry, which tracked the rocket from the onset, insists that all data points in the direction of an IRBM.

As the US does not rule out potential military action against North Korea to annihilate its nuclear threat, on Wednesday, in a show of force, South Korean and American forces on the Peninsula launched surface-to-surface tactical missiles into neutral waters.

To prevent any military confrontation, both China and Russia insist on a peaceful resolution to a conflict, while urging the US and South Korea to reconsider the THAAD deployment to the Peninsula. Moscow and Beijing view THAAD as a threat to the balance of power in the region and as a direct threat to their national security.

Instead of the military buildup course that the US is actively pursuing in the region, Russia and China have offered their own roadmap out of the stalemate.

The joint initiative envisions the implementation of ‘double freezing,’ where missile and nuclear activities by the DPRK would be halted if the United States and the Republic of Korea stop their large-scale joint drills. At the same time, the course of action envisions ‘parallel advancement’ of “denuclearization” and the creation of “peace mechanisms” of the Korean Peninsula.

Moscow’s part of the initiative proposed a “stage-by-stage Korean settlement plan.” Russia hopes that North Korea will voluntarily declare a “moratorium on the testing of nuclear explosive devices and ballistic missile tests” while the US and its allies refrain from further military drills and other provocations.

At the same time, the initiative urges the “conflicting parties [to] begin talks and assert common principles of their relations,” based on the non-use of force and the renunciation of aggression.

THAAD deployment to S Korea undermines region’s strategic security – Chinese president https://briefnews.eu/thaad-deployment-to-s-korea-undermines-regions-strategic-security-chinese-president/ https://briefnews.eu/thaad-deployment-to-s-korea-undermines-regions-strategic-security-chinese-president/#respond Mon, 03 Jul 2017 01:21:55 +0000 http://briefnews.eu/thaad-deployment-to-s-korea-undermines-regions-strategic-security-chinese-president/ The deployment of the US THAAD anti-missile systems in South Korea undermines security on the Korean peninsula and in the entire region while contributing nothing to the process of denuclearization of North Korea, China’s President Xi Jinping said.

“The deployment of the US THAAD missile defense system in South Korea does serious damage to the strategic security interests of all countries in the region, including China and Russia, and disrupts the regional strategic balance,” Xi warned ahead of his visit to Moscow in an interview with TASS news agency and the Rossiyskya Gazeta daily.

The Chinese president also said that this move would not help denuclearize Pyongyang in any way and would by no means contribute to maintaining stability and peace in the region as it would only provoke further tensions.  He added that Beijing already repeatedly expressed its deep concern over this issue.

Moscow and Beijing have a “similar view on the nature of the THAAD deployment and its negative impact” on the situation in the region, the Chinese leader also said, adding that the two countries maintain a close cooperation in dealing with this security problem.

“Russia and China would take adequate measures to ensure their national security and strategic balance in the region both in cooperation with each other and on their own,” Xi told the Russian media.

He then once again called on the “relevant parties to stop THAAD deployment to the Republic of Korea and back away from this decision,” apparently addressing the US and Korean leadership.

The Chinese leader also said that the crisis on the Korean Peninsula should be resolved only through dialogue that would take into account the “reasonable concerns” of all parties involved. He then suggested using a “two-track approach” that would involve both gradual nuclear disarmament of North Korea and cessation of the massive joint US-South Korean drills in the region.

China has repeatedly expressed its opposition to the THAAD deployment in South Korea. In early June, it said it was “gravely concerned” by reports that four extra THAAD launchers were delivered to South Korea.

The THAAD battery sent to South Korea was equipped with two launchers out of a maximum capacity of six when it was deployed in March. The stealthy delivery of the additional four launchers brings the system up to full strength.

South Korean President Moon Jae-in, who assumed office in May, even ordered a probe into his country’s Defense Ministry after it was revealed that it had “intentionally dropped the introduction of four more (THAAD) launchers [from] its report.”

READ MORE: S. Korean police scuffle with THAAD protesters on lookout for ‘secret deliveries’ to antimissile sit

However, he also told visiting US Senator Dick Durbin on Wednesday that the Defense Ministry probe was a “purely a domestic measure,” which was “not about trying to change the existing decision or sending a message to the US,” and even sent his top security aide to Washington to reassure the US authorities that THAAD won’t be scrapped.

Beijing remains unconvinced that THAAD (Terminal High Altitude Area Defense) is needed to protect South Korea from a potential nuclear threat posed by the North, the US claims. However, China believes it highly likely that the Americans will use the anti-missile system’s powerful radar to monitor its military activities.

On June 1, China urged the US to pull the THAAD system out of South Korea, following the reports of its secret deployment. Russia shares China’s worries about the presence of a US anti-missile system in South Korea. In June, Russian President Vladimir Putin said that Russia will not leave this move without response, explaining Russia’s own military build-up in the region.

“This issue is a major concern for us and we have been constantly voicing it for decades. This disrupts the strategic balance in the world. But the world is silent and nobody listens to us,” Putin said at that time.

“President Moon said it was very shocking,” to hear the four additional launchers had been installed without being reported to the new government or to the public, presidential spokesman Yoon Young-chan told a media briefing on Tuesday.

The deployment of the US Terminal High Altitude Area Defense (THAAD) system was approved by the previous conservative government in Seoul, which fell after then-President Park Geun-hye of the Saenuri Party was impeached under the corruption charges. Moon Jae-in, a Democrat, won the May 9 election and is in the process of power transition. A promise to review the controversial THAAD deal was part of his campaign.

Moon’s office announced a probe into an undisclosed entry of four THAAD launchers, which were brought into the country in addition to two units, the deployment of which was publicly announced.

“President Moon ordered to find out how the four additional rocket launchers were brought into the country, who made such a decision, why this has not been disclosed to the people and why this has not been reported to the new administration even to date,” Yoon said as cited by Yonhap news agency.

“President Moon ordered his senior secretary for civil affairs and the NSO chief to find the truth behind the secret entry of the four rocket launchers,” he added.

The agency notes that the existence of additional launchers was quite open. Footage of four launchers being deployed was filmed and broadcast by a local TV station in April. A fully-equipped THAAD battery is supposed to have at least six launchers equipped with eight interceptor missiles each along with a radar station and two operations centers.

Moon has been critical of many policies of his predecessor, including the decision to deploy the THAAD system. He said Park failed to get a parliamentary approval for the move, but is yet to bring the issue to lawmakers himself.

The deployment was touted in Seoul as a measure to protect the country from a possible attack by North Korea. But the strongest opposition to the move came from China, which sees THAAD as a threat to its national security, both due to the range of its radar and because of its potential to pave way for further deployments in the region. Japan was reported as considering hosting two THAAD batteries to complement land-based Patriot missiles and Aegis systems of its destroyers.

After the decision was taken in Seoul, Beijing retaliated with undeclared economic sanctions, targeting South Korean businesses depending on China. South Korean tourism, retailing and media industries were reportedly hit, with Beijing denying any involvement.

After Moon’s election, Beijing is apparently rolling back the punitive action, according to Reuters. The broadcast of a Korean-Chinese drama ‘My Goddess, My Mom’, which were frozen in China, may soon return to air, said JS Pictures, the agency representing series’ star, South Korean actress Lee Da-hae. South Korean tour agency Mode Tour told Reuters it hopes China may in June lift a ban on selling group tours to South Korea.

Some 527 young and old activists, residing next to the site of the American made THAAD system, traveled to Seoul on Monday to ask the court for an injunction that would halt any further delivery of THAAD components to the Seongju stationing site.

In late April, hundreds of protesters in Seongju clashed with police as they attempted to block US Army transport vehicles from entering THAAD’s installation site to deliver the first components of the anti-missile system.

Parts of THAAD’s system were confirmed to be functional last Monday, while the entire system will be fully operational later this year when the rest of the components arrive.

The deployment of THAAD to the former golf course in Seongju sparked a new line of protest. Local activists have been very vocal about the deployment of the US system, saying the presence of THAAD would stoke tensions in the region and make them a prime target for Pyongyang. The protesters also said the system poses health and environmental problems.

Delivering the petition to the Constitutional Court, residents urged South Korea’s highest court to stop the construction of the battery unit until a separate ruling is made on the legitimacy of American hardware deployment.

Last month protesters filed a suit to determine whether the government’s decision to deploy THAAD infringes upon their constitutional rights to enjoy peace, health and a pleasant environment.

To drive home their protest, they staged a demonstration in front of the Seoul Administrative Court and the US Embassy in central Seoul.

“In the case that the TAAD equipment continues to be delivered and progresses to the actual operation, this will violate the fundamental rights of the residents,” the group said as they delivered the petition to the court, Korea’s Joongang Daily reports.

After delivering the petition, around three dozen protesters then read out a letter addressed to US President Donald Trump, calling on the US to reconsider THAAD’s deployment.

Last July, Seoul and Washington agreed to install the THAAD system in the southeastern town of Seongju as a “necessary measure” to thwart North Korea’s nuclear and missile threats.

While South Koreans remain split over the THAAD issue, the US weapon’s system deployment prompted a strong backlash from regional players, particularly from China.

Beijing has repeatedly spoken out against THAAD over fears that it will undermine its own deterrence capabilities and previously urged Seoul and Washington to reconsider their plans.

Russia has also voiced concern over the effectiveness of THAAD’s deployment in South Korea, urging those involved to consider the inevitable escalating tensions it will cause.

Beijing has called for an immediate stop to the deployment of the US Terminal High Altitude Area Defense (THAAD) anti-missile system to South Korea and is ready to protect its interests, according to the Chinese Foreign Ministry.

Foreign Ministry spokesperson Geng Shuang voiced the government’s position against the move during a briefing on Tuesday.

“We oppose the deployment of the US missile system to South Korea and call on all parties to immediately stop this process. We are ready to take necessary measures to protect our interests,” he said, adding that “China’s position on the THAAD issue has not changed.”

The spokesperson didn’t specify what protective measures China had in mind. However, responding to the THAAD installation, China announced on Thursday that it will stage live-fire exercises and test new weapons to protect its security.

Beijing has previously voiced concerns over the THAAD system and joint US-South Korean drills near the Korean Peninsula, consistently urging all the parties involved to find a peaceful solution to the volatile situation in the region.
Backed by Russia, it also proposed a halt to military drills in exchange for an end to Pyongyang’s missile and nuclear tests during a United Nations Security Council (UNSC) session held in New York on Friday.

Moscow considers the stationing of the THAAD system to be an “additional destabilizing factor for the region” amid alarmingly increasing tensions. It has called on Washington and Seoul to reconsider the decision.

Recently installed in South Korea, the THAAD system is aimed at detecting and shooting down missiles. It became operational on Monday and is able “to intercept North Korean missiles and defend the Republic of Korea [South Korea],” according to US Forces Korea spokesman Col. Rob Manning.

The deployment of the US defense system triggered protests in South Korea, with citizens saying that it would only provoke an attack from their northern neighbor.

Seoul was also reportedly asked to pay for the US missile shield, as President Donald Trump called on South Korea to cough up for the “phenomenal billion-dollar system.” He received a firm rebuke in response, however.

The THAAD deployment comes as a part of other US steps to deter North Korea from testing nuclear and non-nuclear missiles. Pyongyang held two failed missiles tests in April, also threating to sink US warships and submarines in South Korean waters in the event of any provocation.

President Trump wants South Korea to pay around $ 1 billion for the deployment of the Terminal High Altitude Area Defense (THAAD) battery, he told Reuters in an exclusive interview.

“I informed South Korea it would be appropriate if they paid. It’s a billion dollar system,” said Trump.

“It’s phenomenal, shoots missiles right out of the sky,” he added, promoting the anti-missile system that is being deployed in South Korea amid much public discontent and fears that it will only make the immediate surroundings a prime target of a potential strike.

This was the first time Trump has spoken directly about the costs of THAAD’s deployment in Korea. In order for Seoul to pay up, Trump would need to convince the next South Korean President, who will be decided on May 9 when the country head to the polls.

Meanwhile, a top foreign policy adviser to South Korean presidential frontrunner Moon Jae-in has already said that paying for THAAD would be an “impossible option.”

“Even if we purchase THAAD, its main operation would be in the hands of the United States,” said Kim Ki-jung, a foreign policy adviser to Moon and professor at Seoul’s Yonsei University.

“So purchasing it would be an impossible option. That was our topic when we were considering the options,” Kim said.

Following a series of nuclear and missile tests by North Korea, the Barack Obama administration in 2016 managed to strike a deal to place THAAD missiles in South Korea with the declared goal of keeping Pyongyang’s nuclear ambitions at bay.

The first elements of the system were moved onto a golf course in Seongju, North Gyeongsang Province, South Korea on Tuesday, prompting clashes between locals and police.

THAAD provides the ballistic missile defense system with a globally transportable, rapidly deployable capability to intercept and destroy ballistic missiles inside or outside the atmosphere during the final phase of flight. In Korea, the 35th Air Defense Artillery Brigade, subordinate to the US Eighth Army, would operate the system.

Seemingly looking forward to collect payments from each and every country that falls under the US security umbrella, Trump then turned on America’s most loyal ally in the Middle East, the Kingdom of Saudi Arabia.

“Frankly, Saudi Arabia has not treated us fairly, because we are losing a tremendous amount of money in defending Saudi Arabia,” Trump told Reuters, echoing his statements made on his campaign trail last year.

“Nobody’s going to mess with Saudi Arabia because we’re watching them,” Trump told a campaign rally in Wisconsin a year ago. “They’re not paying us a fair price. We’re losing our shirt.”

Despite Trump’s suggestion that Saudi Arabia should cough up more cash, the State Department last month approved resuming arms sales to Saudi Arabia which was previously blocked by Barack Obama.

Last year, Obama’s administration approved a $ 1.15bn sale of tanks and armored vehicles to Saudi Arabia, but due to the ongoing bombardment of Yemen by Saudi led forces, the former US president blocked the sale.

Until now, Trump and his team have primarily focused on getting all NATO members to pay their “fair share” for their protection. The US is the biggest contributor to NATO’s defense expenditures, spending roughly two and a half times more than the rest of the allies combined. The US spent an estimated $ 664 billion on defense last year.

Only five out of 28 NATO nations are currently meeting the two percent of GDP spending mark demanded by Trump. Besides the US, these are the UK, Estonia, Greece and Poland.

The US military has moved elements of the THAAD anti-missile complex to its deployment site in South Korea, causing anger and discontent among the locals, some of whom reportedly clashed with police guarding the convoy.

Residents of Seongju county in South Korea clashed with police after US personnel moved the Terminal High Altitude Area Defense (THAAD) system onto a golf course in Seongju, North Gyeongsang Province.

Clashes with local villagers, who have been protesting against THAAD deployment for months, erupted when six trailers carrying the radar and other hardware equipment for the American missile defense system entered the installation site at the golf course in South Korea early Wednesday, Yonhap reports.

Scuffles erupted when police tried to stop some 200 residents at the entrance to the golf course. Police had to mobilize additional forces to control some 8,000 people in the area and the traffic on the 905 provincial roads leading to the Seongju Golf Course.

Local activists have been very vocal about the deployment of the US system, saying the presence of THAAD would make them a prime target for Pyongyang. The protesters also said the system poses health and environmental problems.

As police tried to control the crowd, the US military moved all of the car-mounted mobile launchers, radars, interceptor missiles, and combat control stations that have arrived in South Korea in March.

In March, the US military announced that the “first elements” of the THAAD system had arrived in South Korea.

“We know that the two launchers kept in the US Army unit of Wakgok-gun, Chilgok-gun are surely deployed,” a South Korean official told Yonhap on Wednesday morning. “We know that radar, interceptors, generators, coolers, etc., other than mobile launchers, are moved from Pusan to trailers.”
