Skype has given Insiders on Android a sneak peek of an upcoming feature called “SMS Connect.” Windows Blog Italia has spotted an option in the latest version of Skype Preview’s settings that would allow you to send and receive texts using Skype on Mac or Windows PC. Say, a friend texts you on your Android phone — you can reply to that message straight from the Skype app on your computer. You can only see the feature right now if you’re an Insider with Skype Preview on Android, but it looks like you still can’t switch it on. Rest assured that the feature is real even if you can’t see it: Skype Insider’s Twitter account has confirmed that it’s something the team is working on.

According to Windows Central, an update for Skype Preview on desktop also comes with a change log that says “Use Skype on your PC or Mac to read and reply to your Android phone’s SMS messages. To get started, tap the button to install Skype on your Android phone.” No word on whether SMS Connect will also be available for iOS. If you’re a Windows Insider, you’ll have the chance to test it in upcoming builds to ensure it’s as bug-free as possible when it rolls out to everyone in the future.

American carriers have had support for RCS’ next-generation text messaging for a while, but it typically hasn’t been very useful outside of your home network. Unless you’re with Sprint, you haven’t had that universal support needed to chat between networks. Thankfully, that support is widening ever so slightly. T-Mobile is rolling out a software update that brings RCS Universal Profile to “select” Android devices. In theory, you can participate in 100-person group chats (among other benefits) with people using Sprint and other Universal Profile-enabled providers.

The only problem: at present, the update is rolling out solely to Galaxy S7 and S7 Edge users. If you’re using a newer phone, you’re out of luck. T-Mobile has promised wider support over time, but this won’t help much if you’re a Galaxy S9 owner expecting to get the latest and greatest features. It’s a start, at least, and it does hint at a future where RCS is commonplace.

There are 43 states that currently treat texting while driving as a primary offense, but Florida isn’t one of them — you have to break another law before texting enters the picture. However, less-than-attentive commuters might not get away with it for much longer. The state legislature is about to consider a bill that would make texting a primary offense. In other words, officers could finally pull drivers over without waiting until they speed or otherwise put other road-goers at risk.

Whether or not the measure works is another story. The AP notes that there are conflicting studies on the effectiveness of these laws. The Insurance Institute for Highway Safety said that those states without texting as a main offense had higher-than-average highway death rates, but also stated that existing bans haven’t led to a decrease in accidents despite many people putting their phones down.

There’s also a concern that police may use texting as an opportunity for racial profiling. An unscrupulous officer could theoretically cite texting while driving as a reason to stop a black person when they’re really just looking for an excuse to indulge in racist suspicions. The bill could prevent crashes and save lives, but there may need to be close oversight to be sure that police aren’t abusing their power.

On Wednesday, lawmakers in Honolulu made it illegal for pedestrians to cross the street while “viewing a mobile electronic device.”

 

Councilman Brandon Elefante, who introduced the bill, said the legislation was adopted to ensure the safety of pedestrians and motorists alike.

“While we have laws in place for our motorists and our bicyclists, now it’s a shared responsibility for pedestrians as well, to really pay attention as they cross the street,” Elefante told the Associated Press.

Under the new law, which will take effect Wednesday, pedestrians caught texting while walking will be subjected to a fine of up to $ 35 for their first offense and a fine of up to $ 99 for subsequent violations.

Honolulu defines electronic devices as any cell phones, pagers, personal digital assistants, laptop computers, videos games and cameras. The law exempts those making an emergency call and emergency responders while “in the performance and scope of their official duties.”

Similar laws have been proposed in at least 10 states, but they have all been rejected by lawmakers. Critics say the legislation is government overreach and will lead to law enforcement harassing pedestrians.

Last month, the board of supervisors in San Mateo County, California, unanimously passed a resolution prohibiting distracted walking. The measure can only be enforced if it becomes state law, however, which could happen if the resolution goes to the California Legislature in January as expected.

“Whether it’s looking at text messages, Facebook, Twitter that’s what we’re doing, so this is a 21st Century solution to a 21st Century problem,” San Mateo County Supervisor David Canepa told KEYT. “I mean, people can die looking at their cell phones.”

The city of Rexburg, Idaho, also passed a citywide ban in 2011 after five pedestrians were killed in the small city of 35,000. It is believed that Rexburg was the first city to adopt such a ruling.

 

“It was a shock to our system,” Stephen Zollinger, Rexburg’s city attorney, told the New York Times. He added that there has not been a pedestrian fatality since the law was passed.

The National Safety Council (NSC) calls distracted walking “a significant safety threat,” reporting an estimated 11,101 injuries involving cell phones between 2000 and 2011. The NSC further reports there were 5,987 pedestrian fatalities in 2016, an increase of nine percent from 2015. It is the highest toll on American roads since 1990.

“Whether we are in the car or on foot, it is important to be aware of our surroundings, even if they are familiar,” said Deborah Hersman, President and CEO of the National Safety Council. “No call, text or update is worth an injury.”

Governors Highway Safety Association released a report in March that related the sharp increase in pedestrian injuries to the rise in smartphone use, which they said was “a frequent source of mental and visual distraction.”

A California judge is dismissing a lawsuit brought by the family of a 20-year-old Minnesota college student who blames Apple for his 2013 death by an iPhone-wielding texting teen.

The dead boy’s family claims that Apple had a legal duty to help prevent texting while driving and that it could have used patented technology it has developed to prohibit motorists from driving while distracted.

Santa Clara County Superior Court Judge Maureen Folan, however, took Apple’s side. She agreed with Cupertino’s position that Apple didn’t cause the crash that killed David Riggs while he was riding his scooter. What’s more, the court agreed with Apple’s contention that it does not have a legal obligation to help prevent distracted driving.

Back in June, a Massachusetts Juvenile Court found Michelle Carter guilty of manslaughter for urging her then-boyfriend to kill himself back in 2014. Today, her sentence came down: Of the maximum 20-year prison sentence she faced, Carter will serve 15 months behind bars, with the remainder of the 2.5-year sentence suspended. She will also get five years probation. Carter will remain free as her appeal to the conviction is still pending.

The compromise decision followed the defense’s arguments that Carter was suffering mental illness when she sent text messages to her boyfriend for two weeks telling him to take his own life. That didn’t sway the court. According to the BBC, the presiding Judge Lawrence Moniz said he did not find that her “age or level of maturity or even her mental illness have any significant impact on her actions”.

Because there is no Massachusetts law criminalizing the act of telling someone to kill themselves, this decision could set legal precedent — which would have ramifications for free speech. It’s the latest high-profile case to address whether digital messages could be considered influential in wrongful death cases; According to Massachusetts law, manslaughter is legally defined as “an unlawful killing that was unintentionally caused as the result of the defendant’s wanton or reckless conduct.” While there are plenty of cyberbullying statutes on the books, this sentence could be the first of many that punish folks whose digital harassment leads to death.

Nearly every major tech company has come up with their own messaging services with enhanced features and SMS is starting to look long in the tooth. But there’s hope for text messaging. A newish standard (it was released in 2012) RCS (Rich Communication Services (RCS) with its improved media sending and improved group chat support is making its way onto Android phones and being support by carriers and according to Google’s VP of communications products, Nick Fox. It looks like Sprint and Rogers are letting customers send RCS messages between their services.

RCS became standard on all Android phones this year which is good news for Sprint customers since the carrier supports the standard. But for the service to really take off it needs support from all the major carriers so that texts sent between services work just as well as those sent on the same network. Today’s news is the first time two North American carriers are interconnected.

The story has gone viral since it was revealed yesterday that a Texan man is suing his date for ruining his cinema experience.

Brandon Velez submitted a petition to the courts in Austin, Texas, demanding reimbursement for the tickets.

He called his date’s actions “a threat to civilised society” and added: “It was kind of a first date from hell.”

Now the director of the movie has waded into the online debate and his thinks that financial restitution is not enough – he wants her to go to prison.

The story has appeared on major news channels in the US and attracted the attention of James Gunn himself, who entered into the ridiculous spirit of the drama.

He tweeted: “Why stop at suing? She deserves jail time!”

His followers were quick to agree, although it’s hard to tell whether they were also joking or not. One said: “Lock her up,” while another added: “Texting in the cinema! I’d have dumped her instantly!”

But what really happened?

Vezmar claims that the woman was constantly using her mobile phone during the latest Marvel blockbuster, which is one of his “pet peeves.”

His court petition said that she: “activated her phone at least 10-20 times in 15 minutes to read and send text messages.”

He told Austin newspaper The Statesman that after she started making the texts, he asked her to stop and when she refused, asked her to use her phone outside.

Instead she went home, leaving him stranded since she had driven them to the cinema in the first place.

Vezmar is seeking $ 17.31, the full price of the ticket in small claims court in Travis County.

His petition called his date’s actions a “direct violation” of the cinema’s policies on mobile phone use. He also claims that her behaviour “adversely” affected his viewing experience and that of the other people in the auditorium.

The petition said: “While (the) damages sought are modest, the principle is important as (the) defendant’s behavior is a threat to civilised society.”
