Last December, the United Nations warned of an overlooked but critical “emerging terrorist threat”: extremists radicalizing members of online gaming communities.
Despite ample interest in saving gamers from such exploitation, experts say that a lack of research funding on the topic has put the gaming industry behind social networks when it comes to counterterrorism efforts. That’s starting to change, though. Within the past week, researchers told Ars that the US Department of Homeland Security has, for the first time, awarded funding—nearly $ 700,000—to a research group working directly with major gaming companies to develop effective counterterrorism methods and protect vulnerable gamers.
The new project will span two years. It’s spearheaded by Middlebury College’s Institute of International Studies, which hosts the Center on Terrorism, Extremism, and Counterterrorism (CTEC). Vice reported that other partners include a nonprofit called Take This—which focuses on gaming impacts on mental health—and a tech company called Logically—which Vice says works “to solve the problem of bad online behavior at scale.”

]]>Setting up the committee to draft a new Syrian constitution is a priority, but eliminating the remaining “radical elements” in the country remains an important objective, Russia’s Vladimir Putin said at the Istanbul summit.
“While the degree of violence in Syria has been greatly reduced, elimination of all the radical elements is still an important task,” President Vladimir Putin said, speaking after the four-way Syria summit with leaders of Turkey, France and Germany. “We cannot allow the battle-hardened bandits to carry on with their illicit activities, to create “sleeper cells” in our countries, recruit supporters and spread extremist ideology and terror.”

The Russian military has obtained “irrefutable” data that terrorist groups, including Jabhat an-Nusra, and the infamous White Helmets met in Idlib province on Sunday, according to the ministry’s spokesperson Igor Konashenkov.
The militants plotted the final scenarios for the chemical attacks that the Syrian army are expected to make in the cities of Jisr ash-Shugur, Serakab, Taftanaz and Sarmin, the Russian military revealed.
“Full readiness of all participants involved in the staging of the provocations is be ensured by the evening of September 8,” Konashenkov stated. He added that the terrorists are to receive a “special” signal from some “foreign friends of Syrian revolution” to launch the operation.
The statement comes after earlier warnings from Moscow’s that militants are preparing to stage a chemical attack in the Syrian province to give the Western coalition a pretext to strike Syria.
In August, the Defense Ministry said that eight canisters of chlorine had been delivered to a village near Jisr al-Shughur city, and that a foreign-trained group of militants had also arrived in the area to simulate a rescue operation after the staged attack.
The US and its allies have repeatedly stressed its readiness to strike Syria if any attack takes place, ignoring all Russia’s warnings. Washington’s envoy to the UN Nikki Haley recently said that she already knows the perpetrators in case a chemical incident takes place in Syria.

Islamic State (IS, formerly ISIS) and the Al-Qaeda proxy group Jabhat al-Nusra found quiet shelter in one of the biggest camps, Rukban, near the Syria-Jordan border, Russian Foreign Ministry spokesperson Maria Zakharova told reporters at her weekly news conference on Thursday. Neither Syrian authorities nor the UN have access to the site.
“ISIS militants, hundreds of them, and also al-Nusra militants in possession of heavy arms are hiding among the civilians, who are in fact being held hostage and used as human shields,” Zakharova said.
“We have actual information that confirms that this happens with the privity of the US military, who control the 55-kilometer zone around its illegal Al-Tanf base on the Syrian territory.”
The same refugee camp was listed in a recent UN Security Council’s Sanctions Monitoring Team report as one of the sources of IS reemergence. The same document reported that ISIS had been defeated in most of the Syrian Arab Republic during 2017, but “rallied in early 2018” due to “loss of momentum” by forces fighting in the east of Syria, where the US base is located.
Moscow and Damascus have repeatedly urged the US to cooperate over the Rukban camp, with Russia offering to help with safe transportation of the refugees back to their homes. Earlier in August, Colonel General Sergey Rudskoy, the head of operations of the Russian General Staff, described Rukban as a place where “people are living in harsh conditions and where terrorists find shelter.”

US forces have carried out an airstrike near the city of Ubari in southern Libya on Saturday, “killing two terrorists,” the US Africa Command said in a statement. The mission was carried out in coordination with the internationally recognized Government of National Accord, based in Tripoli, it added. “At this time, we assess no civilians were killed in this strike,” the African Command said. According to local media, the airstrike was carried out by a drone and targeted Al-Qaeda-affiliated militants.

Exactly a year since the Westminster attack, a senior police officer has admitted that terrorists were able to perpetrate the murderous incident because the UK was a “less hostile place” for extremists at the time.
Speaking on the anniversary of the attack, Metropolitan Police Assistant Commissioner Neil Basu told The Independent that, while the UK now has an “incredible machine” to tackle terrorist threats, there was a “less hostile” environment that emboldened terrorists to carry out atrocities in 2017. Four attacks killed 36 people in the UK last year.
“People saw the bar had been lowered in this country and it was a less hostile place for terrorists,” he said. “I think we raised that bar again.” However, Basu added that it would still be “foolish” to underestimate the chances of another terrorist attack.

The Westminster attack was followed by the Manchester attack in May, in which 22 people were killed. Other assaults took place in June on London Bridge and Borough Market, which killed eight.
A review in December by David Anderson QC, the former Independent Reviewer of Terrorism Legislation, found that security services missed opportunities to stop the Manchester and London Bridge attacks. They would not, however, have been able to anticipate the Westminster attack.
“You’re looking at someone [Masood] who is such a long way from the top of anyone’s grid that, frankly, it’s a bit difficult to see how they would have been easily stopped, whatever agencies had done,” Anderson said at the time of his review.

The draft amends the existing Russian law on entering and exiting the country that lists five reasons that could lead to an entry ban for a foreigner. These are: violation of border crossing rules, knowingly providing false information about oneself, repeated civil offenses, exceeding the allowed term of stay on Russian territory, and participation in a foreign or international NGO that is recognized as undesirable in Russia.
Once passed into law, the ban would apply to foreign citizens whose bank accounts have been frozen over suspicion of participation in money laundering or any activities of foreign and international terrorist and extremist organizations.
It also allows for further extension of the list on the basis of data provided by the Interior Ministry, the Federal Security Service, the Prosecutor General’s Office, the Justice Ministry, the Foreign Ministry and the Investigation Committee – Russia’s federal agency for dealing with serious crime.
The bill has already been approved by the government commission for legislative work, Izvestia daily reported on Tuesday. However, cabinet experts recommended that some changes be made to the draft. In particular, they want to ban people who are known participants of any terrorist and extremist groups and who are on the list made by the Russian Financial Monitoring Agency and approved by the Inter-Department Commission for Countering the Financing of Terrorism.
This allows Russian border guards to prevent foreigners from entering the country even before a court orders a freeze on their bank accounts.
In late 2014, a group of MPs representing United Russia drafted a bill that would allow parliament to ban foreigners from entering the country if they are deemed a threat to Russia’s security or its values. The formula used in the draft allows either chamber of the Russian parliament to issue entry bans for foreign citizens who either threaten national interests or “infringe upon the interests of a person, society or state as well as the national, historic, spiritual culture or any other values that are commonly recognized in Russia.”
This bill was approved by the lower house Committee for Legislative Work about a year ago but has not been passed yet.

Governments could already be plotting to make use of brand new tech, including drones adapted into missiles, fake videos and auto-hacking tools, the Malicious Use of Artificial Intelligence report warns.
Within five years AI could “go rogue” and be utilized by criminals. Lifelike videos and speech impersonation could be used to target individuals, while drones could be launched to physically attack a person, the report says.
Miles Brundage, research fellow at Oxford University’s Future of Humanity Institute, said: “AI will alter the landscape of risk for citizens, organisations and states — whether it’s criminals training machines to hack or ‘phish’ at human levels of performance or privacy-eliminating surveillance, profiling and repression — the full range of impacts on security is vast.
“It is often the case that AI systems don’t merely reach human levels of performance but significantly surpass [them].
“It is troubling, but necessary, to consider the implications of superhuman hacking, surveillance, persuasion, and physical target identification, as well as AI capabilities that are subhuman but nevertheless much more scalable than human labour.”
The 100-page report has contributors including digital rights group OpenAI, The Electronic Frontier Foundation and the Center for a New American Security, a national security think-tank.
It warned advances may include speech synthesis to impersonate targets, facial recognition software being widely available and lifelike videos for political manipulation.
Dr Seán Ó hÉigeartaigh, executive director of the Centre for the Study of Existential Risk and one of the co-authors, added: “Artificial intelligence is a game changer and this report has imagined what the world could look like in the next five to 10 years.
“We live in a world that could become fraught with day-to-day hazards from the misuse of AI and we need to take ownership of the problems — because the risks are real.
“There are choices that we need to make now, and our report is a call to action for governments, institutions and individuals across the globe.
“For many decades hype outstripped fact in terms of AI and machine learning. No longer. This report looks at the practices that just don’t work anymore — and suggests broad approaches that might help: for example, how to design software and hardware to make it less hackable — and what type of laws and international regulations might work in tandem with this.”

Jewish-American actress and comedian Sarah Silverman is facing an avalanche of criticism and praise online after saying that Jews should denounce the Israeli government for its wrongdoing.
Silverman took to Twitter to show her support for detained Palestinian teenager Ahed Tamimi, who is facing up to 10 years in prison after slapping an Israeli soldier.
“Jews have to stand up EVEN when — ESPECIALLY when — the wrongdoing is BY Jews/the Israeli government,” Silverman said, adding a link to an Amnesty International campaign calling for Tamimi’s release.
The comment sparked a flood of reaction, with many people thanking the Jewish-American actress for her support for Tamimi’s cause. However, her comments also drew a powerful rebuke from many supporters of Israel, who accused Silverman of being misguided and “way off base.”

The parents of a teenager who was killed in an attack on a Sbarro restaurant in Jerusalem in 2001 also offered harsh criticism of Silverman’s post. “Entertainers exploiting their fame are often a poor choice for clarifying what’s moral or good,” they said in a tweet, which received hundreds of retweets and likes.

The actress took the unusual approach of responding to many of her critics by asking follow-up questions. She also asked her critics to further explain their comments.
“Awful. For every story like this, might there be a Palestinian one? I’m genuinely asking – this is not snark,” she said to the parents. This approach caused each side of the conflict to argue for their position, essentially turning Silverman’s responses into a debate on the war.
Conservative pundit Noah Pollak labelled Silverman a “disgrace” who was “pimping for a notorious terrorist family.” She responded by saying that the situation is more complicated than he was portraying it.
Life is very black and white for you. It’s not for me. You’re easy with labels brother. But I don’t see you sticking your neck out. You judge from your perch. My family is in Jerusalem. My nephew in the IDF. Shits complicated. Peace.

The comedian is no stranger to an online backlash, as recently as last month she drew scorn for an Instagram post that showed her nephew Adar in an Israeli army uniform.
