Two US lawmakers have introduced legislation that would help expand the AMBER Alert system to all territories, which include American Samoa, Guam, the Northern Marianas Islands, Puerto Rico and the US Virgin Islands. Established nationally in 2003, the system sends alerts over TV, radio, digital billboards and cellphones and has helped find more than 900 missing children across the US. “AMBER Alerts have helped save hundreds of children. There’s no good reason for US territories to be excluded from this system,” said Senator Brian Schatz (D-HI), who introduced the bill along with Senator Lisa Murkowski (R-AK). “With this bill, we can help children and their families quickly end the nightmare that is child abduction.”

While Puerto Rico and the US Virgin Islands already participate in the AMBER Alert program, the US government only provided states, Washington, DC and Puerto Rico with grant funding for the system’s implementation early on. The new legislation calls for all US territories to be eligible for funding, the integration of territorial law enforcement agencies in the national system and the authorization of grants for AMBER Alert signs along major transportation routes.

Congresswoman Madeleine Bordallo (D-Guam) introduced companion legislation in the House of Representatives earlier this year.

At least five people have been killed in flash flooding and mudslides across southern California. A gas line has been ruptured and at least three houses swept away.

Five bodies were found in and around the town of Montecito, according to Santa Barbara County Fire Department Capt. Dave Zaniboni. “We’re performing multiple rescues,” he said.

The area that was just a week ago ravaged by massive wildfires has now been inundated with torrential rain leading to flash flooding. To make matters worse, the vegetation that would otherwise have prevented mudslides was burned away in the Thomas fire, causing major disruptions to rescue operations across southern California.

Emergency services were forced to clear several major transport arteries into affected areas that had become clogged with debris. Rescue operations to free people trapped in their homes were hampered by impassable roads including US Route 101, which was sealed off due to flooding.

A gas line was ruptured and three homes were swept away in Montecito.

“Mud came in an instant, like a dam breaking. [It] surrounded the house, 2 to 3 feet,” Montecito resident Ben Hyatt told CNN. “Seems calm now. We feel safe. But definitely stuck here for a bit.”

Southern California has been inundated by torrents of mud and debris following dangerous floods overnight, with Montecito experiencing 1.3 inches and Carpinteria 1.76 inches of rainfall in a three-hour period overnight.

Heavy rain fell on areas scorched during the recent Thomas fire, which burned away brush and vegetation that would otherwise have helped bind the terrain together and improve resistance to flooding.

Evacuation orders were issued for the Thomas, Whittier, Sherpa and Rey Fire Burn Areas beginning at 12pm Monday, January 8, 2018 ahead of a strong storm expected to produce heavy rain, high winds and flash flooding. Thousands of residents from Santa Barbara, Ventura and Los Angeles counties have been evacuated due to flooding and mudslide alerts.

“Take protective actions to stay safe which may include sheltering-in-place or seeking high ground, avoiding power lines and trees, staying off roads and highways, and do not attempt to leave and drive across flowing water or mud,” Santa Barbara County said in an advisory at approximately 5:30 am local time Tuesday.

The main utility for the region, Southern California Edison, reportedly cut power to the area to prevent further damage or potential loss of life.

Vladimir Putin made the comment while responding to a question about whether modern technologies and science can replace values, such as territories and people.

“All that you’ve mentioned remain the eternal main values. It’s not a coincidence that the Torah says that giving up the territories is a great sin,” Putin said at the Valdai Forum in Sochi on Thursday.

“The territories, the natural treasures and the people remain the most important factors.”

The importance of technology, which supplements basic values, however, is great and increasing, Putin said.

“But changes are coming at such a pace… that it’s obvious: the science and technology factor becomes decisive in the military and foreign policy spheres. And these changes have an irreversible nature,” the president said.

Bannermen aims to please fans of classical, medieval RTS, but adds some interesting elements, such as climate effects and problems, that give it a unique personality in the genre.

Like in many RTS games, players will have to manage their territory and build up an army to progress and reclaim land. To do this, there will be various buildings available and players will have to use their resources carefully in order to build the most tactical army (especially at the start). Different types of buildings could mean training certain classes (melee, range and casters) or researching for upgrades.

Players will also have to take note of the environment they are in when they start, since climate plays a major role in the game. The climates they will have available will range from harsh winter to deserts and the happy middle ground. In some of the screenshots present on their Facebook page, there are crops shown and I can’t imagine them thriving in a winter-scape.

In the units section for the game, there are different models shown to demonstrate what units you could employ, and one of them was a wolf. It didn’t explicitly list ‘wolf’, but I would be lying if I didn’t immediately imagine a wolf army in the harsher climates. How you build your army is up to you, but you have to be mindful of all the factors when facing off against an enemy – especially if you want to face off against other players in multiplayer to see who has the stronger and smarter army.

It further accuses Tel Aviv of excessive use of force and collective punishment against Palestinians.

After gathering testimonies from civil society organizations, UN representatives and Palestinian officials, the UN Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories noted a number of violations against the Palestinians over the last year, including the detention of minors by the Israel Defense Force (IDF).

“The Committee heard troubling testimony regarding the arrest and detention of children, including cases of reported ill-treatment and lack of adequate protection,” the Committee said after its fact-finding visit to Amman, Jordan.

The Committee also heard testimonies of “excessive use of force” by Israeli forces and the “lack of accountability” by Tel Aviv which “further exacerbated the cycle of violence.”

The UN experts recorded testimonies of continued administrative detention and “difficult conditions” of Palestinians in Israeli prisons.

While the full report of Israel’s treatment of Palestinians will only be published in November, the experts highlighted the continued expansion of Israeli settlements in the occupied territories which are illegal under international law.

“Organizations told the Committee that Israeli settlement expansion had continued in the West Bank, including East Jerusalem, as well as the Syrian Golan, with a notably high level of new construction announced this year, in violation of international humanitarian law,” the fact finding team said.

The UN group said that settlements, as well as the separation wall, dubbed “the apartheid wall” by critics, are having a “negative impact” on the human rights of Palestinians by restricting their freedom of movement.

The experts also voiced concern over the demolition of homes in the occupied territories, especially Bedouin communities in so-called Area C.

“The use of punitive demolitions in the West Bank including East Jerusalem was described as a form of collective punishment,” by the organizations interviewed, the Committee said.

“The Committee clearly observed that the Israeli authorities continue with policies and practices that negatively impact the human rights situation in the Occupied Palestinian Territory.”

Pointedly, Tel Aviv does not recognize the authority of the UN Committee, which has been releasing annual reports into Israeli practices since 1968. Relations between Tel Aviv and the world body have drastically deteriorated recently.

Following the passage of the UN Security Council anti-settlement resolution in December last year, Israel cut funding to various UN agencies. Roughly $ 10 million has been withheld since then as the UN continues to pass resolutions which are perceived as anti-Israeli by Tel Aviv.

Israel accuses various bodies working under the auspices of the UN of having an anti-Israeli bias and failing to acknowledge the Jewish state’s security concerns.

Cox is bringing its terabyte internet data caps to a bunch of new territories, having already introduced the plan to Cleveland, Ohio; Omaha, Nebraska; Sun Valley, Idaho; Florida, and Georgia. As a result, customers in Arizona, Las Vegas, Louisiana, and Oklahoma will now also have to pay $ 10 for every 50GB of data they consume over the cap — Cox hasn’t announced when it will introduce it to other markets.

The changes will go into effect in July, with a two-bill grace period that will last up until September. After that, customers will have to fork out for any extra usage above the terabyte limit. Cox, like other US internet providers, claims the dramatic rise in data usage left it with no choice.

However, the company says that a terabyte of data — which it claims allows you to watch 140 2-hour HD movies — is sufficient for the overwhelming majority of customers (98 percent to be precise). Customers signed up to its faster Gigablast plan (available in select regions) will be capped at 2TB of data. Cox customers can manually track their usage using the data usage meter online or via the Cox Connect mobile app.

US internet providers are increasingly adopting 1TB caps. This despite the fact that the plans have come under fire in tech circles for being anti-competitive, with both companies and net neutrality advocates urging the FCC to investigate the practice of zero-rating that exempts favored services from data caps.

More than 120 babies have been born with serious birth defects caused by the Zika virus in US territories, the Centers for Disease Control and Prevention reported Thursday.

Scientists reviewed 2,549 women who were possibly infected with Zika who had completed pregnancies; 2,464 resulted in live births while the others resulted in miscarriage, stillbirth or abortion.

Of the total number of pregnancies, 1,508, or about 60 percent, had confirmed Zika infection.

Among the women with confirmed Zika infection during the first trimester, 8 percent had a baby or fetus with Zika-associated birth defects. Of pregnancies affected in the second trimester, 5 percent resulted in birth defects and 4 percent were affected in the third trimester.

The findings, published in the CDC’s Morbidity and Mortality Weekly Report, reviewed cases from American Samoa, Puerto Rico, Micronesia, the Marshall Islands and the US Virgin Islands, from Jan. 1, 2016, to April 25, 2017.

“As these latest findings illustrate, Zika virus poses a serious threat to pregnant women and their babies, regardless of when the infection occurs during the pregnancy,” said Dr. Anne Schuchat, acting director for the CDC. “Women in the US territories and elsewhere who have continued exposure to mosquitoes carrying Zika are at risk of infection. We must remain vigilant and committed to preventing new Zika infections.”

The findings were similar to another report that reviewed cases of pregnant women in US states and the District of Columbia. Puerto Rico was hit particularly hard by the Zika virus, and health officials announced earlier this week that the outbreak had ended.

Scientists have concluded that the Zika virus, which is spread through the Aedes aegypti mosquito and also through sexual contact, can result in microcephaly, a devastating birth defect in which a baby is born with an abnormally small head, possible joint problems and brain damage that can affect hearing and vision. The CDC has advised doctors to monitor babies who have been born after their mother was infected with Zika, as some of the symptoms may not appear until months later.

According to the CDC report, 59 percent of babies were tested for Zika virus infection at birth. Of all live births, 52 percent received CDC-recommended imaging tests and 79 percent received a hearing screening.
