Edinburgh’s streets turned blue on Saturday as tens of thousands of Scots marched to demand independence. The high attendance is in defiance of London’s insistence that there is no “appetite” for independence in Scotland. Marching under the slogan of ‘All Under One Banner,’ the campaign hopes to unite Scots of different political stripes to advocate for a second referendum on independence, after a 2014 vote went narrowly in favor of remaining part of the United Kingdom. The minister did not offer any details about the arrests or identities of the alleged spies. He did say the ministry has been on the lookout for dual nationals, however. In January, General Motors unveiled the Cruise AV, a car designed to have no steering wheel and no gas or brake pedals. It seems like science fiction, but GM is totally serious about the project. On Wednesday GM announced that it was investing $ 100 million in manufacturing facilities for the new car, with a goal of introducing a commercial taxi service using the vehicles by the end of next year.
But how quickly these cars actually show up on our roads will depend on Congress. Current safety rules require every car to have a steering wheel and pedals—making a car like the Cruise AV illegal without a special exemption. The rules can be changed by regulators, but the rulemaking process typically takes years to complete. So car and technology companies have been lobbying Congress for an expedited process to allow tens of thousands of vehicles like the Cruise AV on the roads ahead of a full re-write of the safety regulations.
The House of Representatives easily passed a version of this legislation, called the SELF DRIVE Act, last September. But the Senate’s companion legislation, known as the AV START Act, has been making slow progress. With midterm elections looming, insiders say the next few months are crucial. If the Senate doesn’t pass the AV START Act soon, large-scale manufacturing of vehicles like the Cruise AV could be pushed well into the next decade.

THESSALONIKI, Greece (AP) — Tens of thousands of flag-waving Greeks gathered in the northern city of Thessaloniki on Sunday to demand that Macedonia change its name because it’s also the name of the Greek province of which Thessaloniki is the capital.
Greece and the Republic of Macedonia, which share a border, have been locked in the name dispute since Macedonia declared independence from Yugoslavia in 1991. Greeks feel deeply the use of the name Macedonia is a usurpation of their heritage and implies territorial claims on their province.
Macedonia is represented in international organizations as The Former Yugoslav Republic of Macedonia and is seated in the United Nations under the letter T, right after Thailand. Greece successfully vetoed Macedonia’s application to join NATO in 2008.
Sunday’s rally was staged in front of a statue of Alexander the Great, the most famous ruler of the ancient Greek Kingdom of Macedonia. No public official was among the five keynote speakers. The best-known speaker was Fragoulis Frangos, a retired general and former chief of the Greek Army Staff, who is said to harbor political ambitions.
Several local lawmakers attended, as did the local bishop, Metropolitan Anthimos of Thessalonica, whom many people consider the real leader of the nationalist hardliners opposing an accommodation between the countries.
Anthimos, in speaking about the citizens of Macedonia, used the term Skopje, the name of its capital, which is how most Greeks refer to them.
“Demonstrate, my brothers for Macedonia … Skopje will never be accepted with the name Macedonia by the people’s conscience,” Anthimos thundered from the pulpit during his sermon. “If we only shut (access) to the port (of Thessaloniki), they’re dead the following week.”
The rally didn’t reach the magnitude of one in 1992, when the name issue first flared up. It was prompted by recent efforts on both sides of the border to find an acceptable compromise. The defeat last year of Macedonia’s nationalist conservatives by the social democrats has improved the climate, and Macedonian prime minister Zoran Zaev accepted the invitation by Thessaloniki mayor Yannis Boutaris, an outspoken anti-nationalist, to spend New Year’s in the city.
But those who took part in the rally would have none of it.
“Today, the message is aimed primarily at Greek politicians,” said Giorgos Tatsios, president of the Greek Federation of Macedonian Cultural Associations. “Those who use the name of Macedonia and give it away with no scruples. We call on the government and, especially, the foreign ministry and (foreign minister Nikos) Kotzias to become the hero of Greek Macedonians and not hand over the name. If he does, he should know he is a traitor to the nation.”
Naturally, there were dissenters, but they didn’t show up, except for a few hundred anarchists, who had their own banner: “Against nationalism; the whole earth is our homeland.” Some of them clashed with passers-by, prompting police to intervene.
People presumed to be right-wing extremists set fire to a building occupied by some of the anarchist counter-demonstrators in the center of the city. The building suffered extensive damage, but none of its occupants was present when masked men set fire to it.
Leftist prime minister Alexis Tsipras has said, most recently in an interview published Sunday in newspaper Ethnos, that he wouldn’t mind a composite name that includes the word Macedonia. But his coalition partner, defense minister Panos Kammenos, leader of the Independent Greeks party, has taken a hardline stance, saying he wouldn’t accept the inclusion of the name Macedonia, suggesting the neighboring country call itself Vardarska.

There’s a new interactive tool online that helps Americans visualize just how deeply economically divided the nation has become — and it’s not a pretty picture.
The country’s deep income and wealth inequalities, which match levels not seen since before the Great Depression, have been widely reported.
But the Distressed Communities Index, published by a Washington-based non-profit called Economic Innovation Group (EIG), adds some startling new detail and localized specificity to the widening and persistent gap between the country’s rich and poor, the worst of any “advanced” economy.
The US economy has, on paper, been recovering from the Great Recession since the summer of 2009. Recently, growth has hovered around 2% per year, and the unemployment rate has fallen to just 4.4%.
Still, much of the population has not felt the gains of this rebound, which is among the longest in modern history but also the weakest.
“It is fair to wonder whether a recovery that excludes tens of millions of Americans and thousands of communities deserves to be called a recovery at all,” the EIG says in its Distressed Communities Index report.

“The consequences extend far beyond the individual communities being left behind. The further we go down the path of geographically exclusive growth, the more we limit our nation’s economic potential as a whole — and the more fractured our society risks becoming in the process.”
This finding is in line with a recent shift in thinking at major institutions like the International Monetary Fund, which now argues that too much inequality is actively harmful to the long-run growth potential of economies.
Here are some depressing findings from the EIG report, which finds more than 52 million Americans are living in distressed zip codes:
• Job growth in the average distressed zip code was negative from 2011 to 2015, trailing the average prosperous zip code by more than 30 percentage points.
• Distressed zip codes were the only group in which the number of both jobs and business establishments declined during the national recovery.
• Most distressed zip codes contain fewer jobs and places of business today than they did in 2000.
• Distressed zip codes contain 35% of the country’s “brownfield” sites marked by “the presence or potential presence of a hazardous substance, pollutant, or contaminant.”
• 58% of adults in distressed zip codes have no education beyond high school.

Meanwhile, on the right side of the tracks:
• 88% of prosperous zip codes experienced job growth from 2011 to 2015, and 85% saw rising numbers of business establishments.
• Prosperous zip codes have dominated the recovery, generating 52% of the country’s new jobs and 57% of its net new business establishments from 2011 to 2015.
• Adults with any level of postsecondary education are more likely to live in a prosperous zip code than any other type of community.
• 45% of the country’s advanced degree holders live in prosperous zip codes, more than in the bottom three quintiles of zip codes combined

The richest one-fifth of US zip codes were the “unambiguous drivers” of the recovery, the report found; 88% of them saw job growth and 85% had rising numbers of business establishments from 2011 to 2015.
“Outside of the upper echelon, however, growth rapidly becomes less pervasive,” EIG adds. “Only three out of every four comfortable zip codes saw job growth over the period, and the number of business establishments rose in only two out of every three zip codes in this second best-performing tier.”
For the poorest Americans, “stagnation and decline were the rule, not the exception.”
Just two of five distressed zip codes saw any job growth over the five years of recovery, and only about one in five saw the number of business establishments rise.
More than half (55%) of distressed zip codes experienced net declines in both jobs and business establishments over the 2011-2015 recovery period, compared to fewer than one quarter of mid-tier zip codes and a mere 3% of prosperous zip codes.

Health and Human Services Secretary Tom Price is taking an unprecedented number of privately chartered flights to conduct official business, taking a substantial financial toll compared to traveling commercially.
Politico reported Monday that Price opted for private travel at least 24 times since early May, including 5 chartered flights just in the last week, the news outlet said.
One trip included a stop in Philadelphia on a private jet from Virginia’s Dulles airport, which is just a 135-mile trip. Politico cited people with knowledge of Price’s travel plans and HHS documents in its report.
The trips also included a privately chartered jet to New Hampshire, Pennsylvania, and a resort in Maine.
The cost of such travel can amount to tens of thousands of dollars above commercial traveling. For instance, booking a private flight from the Washington, DC area to Philadelphia can cost upwards of $ 25,000.
However, an HHS spokesperson told Politico that Price sometimes chooses private travel because commercial options are impractical.
“As part of the HHS mission to enhance and protect the health and well-being of the American people, Secretary Price travels on occasion outside Washington to meet face to face with the American people to hear their thoughts and concerns firsthand,” the HHS spokesperson said. “When commercial aircraft cannot reasonably accommodate travel requirements, charter aircraft can be used for official travel.”
Price, previously a Republican congressman from Georgia, often railed against government spending on frivolous perks, including private travel by members of Congress.

Former Uber CEO Travis Kalanick was deposed for seven hours in late July as part of the legal battle over allegedly stolen trade secrets concerning self-driving car technology.
Uber’s lawyers released a lightly-redacted copy of the transcript on Friday afternoon in the latest update to the sprawling legal battle between the world’s most valuable startup and the Alphabet self-driving subsidiary, Waymo.
Much of the transcript focuses on whether, and when, Kalanick knew that Anthony Levandowski, a talented engineer, took files about laser sensors called lidar from Waymo.
In 2016, Uber bought the startup Levandowski founded after he left Waymo for a reported sum of $ 680 million.
That’s a lot of money for a startup that was less than a year old. But in his deposition, Kalanick gives a rousing defense of the “acqui-hire,” or the practice of big tech companies buying young startups for talent, and also explains why the 25-person company may have been worth that much.
Waymo: Why wasn’t the decision just to hire Mr. Levandowski straightaway?
Kalanick: I mean, I would say though this was technically an acquisition, it was very much like hiring him.
Waymo: Okay, so it was just structured as an acquisition.
Kalanick: Yeah. It was like — it was — there are different things on acquisition. You have this thing called an acquihire. Then you have like an acquisition of a very mature company. And there’s lots of stuff in between.
We basically were hiring him and his team but getting some — like a sort of small acquisition along with it. It was sort of — it was a — it was a hybrid of the two.
Waymo: And what was the small acquisition?
Kalanick: Well, I mean, he’d set up the company. He had, of course, recruited a team. He had — he had, you know, he had trucks that were — you know, let’s call them self-driving trucks, of course, with a safety driver.
I was in one of them. Glad there was a safety driver.
You know, so he was getting down that path and building something that he had a team that was passionate about, but it was early, you know.
Waymo: What was the — what was the benefit of doing a structure where you hired him and his team through an acquisition as opposed to just hiring them directly?
Kalanick: Well, I mean, one was because he wanted to — he was — he was — he was building something. Like we didn’t come up with an agreement until, I think, April of ’16. He was building one way or the other. Right?
So I would have loved to have hired him for $ 100,000 a year — that would have been amazing — and been able to recruit lots of wonderful engineers as well. But it’s a two-way street. Right? The other side, of course, has to be excited about what they’re doing.
You know, they have to feel like they’re being valued at what they’re worth.
You know, a lot of — my understanding is a lot of Google employees had gotten very huge bonuses. So you’re just going to have a tougher time just recruiting in a situation like that.

Waymo: Why would it make any sense to do a structure where you agree that first Mr. Levandowski and his team would form a company and then later Uber would buy that company versus just hiring Mr. Levandowski and — and his team?
Kalanick: I mean, you would have to — I think there’s a couple of reasons.
One is you — you would have to come up with some kind of — some kind of structure to bring those employees in if you wanted to.
And if you didn’t — if they didn’t — if — if there are a group of people who wanted to come across, but they wanted to prevent us from hiring each individual, I could imagine wanting to structure a company they were all a part of , and then requiring us to buy that structure in order to get all of them.
So it was almost like — kind of collective bargaining almost.
Experts in autonomous vehicles and self-driving cars are known in Silicon Valley for being some of the most high-paid talent. Levandowski was paid a $ 120 million bonus by Google before he started Waymo, for example.
It’s evident that Kalanick and Uber’s top leadership were concerned that they were ultimately paying a lot of money for a handful of engineers, at one point calling the talks to buy Otto “Project Dollar Sign.”
The prices discussed for Otto in the transcript are redacted, but Uber reportedly paid $ 680 million in stock as well as other considerations for the young company.
“But that’s a LOT of money for 25 people,” says one email mentioned in the transcript. The email was purportedly sent by Emil Michael, one of Kalanick’s top lieutenants.
The final reported sale price for Otto would work out to about $ 27 million per employee.
“Jeff, I think we need to do some quick work on per capita equity for these guys versus other recent hires to show them their math is wrong on not getting a sufficient premium to off-the-street folks,” another Uber leader wrote in an email mentioned in the transcript.
Later in the deposition, Kalanick says that the price Uber paid for the 25 Otto employees was in-line with the industry.
Kalanick: I don’t know if that’s clear, but certainly, getting a team of people together that’s worked — that’s some of the best experts in the world, and get them on board, working as a team as quickly as possible, is incredibly valuable.
I mean, you look at the deals that were going on at this time. You have, like a Cruise deal that was in, like, the billion-dollar range. You have companies like Amazon, Apple, others sort of sniffing around, bringing on talent at, like, exorbitant rates.
And to be honest, if you just look at any scan of AV acquisitions or machine learning or other types that are related, the kinds of acquisitions and the kind of premium that the talent is getting right now, it’s not really disputable that that’s just normal.
Levandowski has been fired from Uber and Kalanick is no longer CEO of the embattled startup.

About 63,000 people have canceled their Tesla Model 3 orders in the past year, Tesla CEO Elon Musk said during the electric-car company’s quarterly earnings call on Wednesday.
Total orders for the entry-level electric luxury sedan dropped from about 518,000 to 455,000, Musk said, but he suggested the cancellations were merely a drop in the bucket, because the company has averaged about 1,800 new Model 3 reservations per day since Friday, when the first 30 cars were handed over to Tesla employees.
Customer deliveries will begin this fall.
Musk took the cancellations in stride, saying Tesla could drive up the Model 3’s reservation queue with little effort, but he said, at this point, it wouldn’t serve the company or its growing legion of potential customers.
“It’s like if you’re a restaurant and you’re serving hamburgers and there’s like an hour-and-a-half wait for hamburgers — do you really want to encourage more people to order more hamburgers,” Musk said.
Tesla aims to produce 20,000 Model 3 cars per month by December, a journey Musk bluntly described as “production hell” during the handover event at the Tesla factory in Fremont, California, last week.

Istanbul (AFP) – Tens of thousands of people on Sunday massed for a rally of Turkey’s main opposition party in Istanbul, the biggest protest event in several years by critics of President Recep Tayyip Erdogan.
A sea of people filled the vast shoreside square in Maltepe on the Asian side of Istanbul for the rally marking the end of a 450-kilometer (280-mile) “justice march” from Ankara to Istanbul by Republican People’s Party (CHP) leader Kemal Kilicdaroglu, an AFP correspondent said.
Kilicdaroglu began the 25-day trek to protest the arrest of one of his MPs and it rapidly grew into a major march protesting alleged injustices under Erdogan’s rule.
“Nobody should think this march is the last one. It’s the first step,” Kilicdaroglu told the crowds who roared back with the word “Justice!”.

About 28,600 more people could die every year in the US if a proposed Senate health care bill becomes law, suggests a review of medical studies released on Monday.
“Being uninsured can be lethal,” review author Steffie Woolhandler of City University of New York told BuzzFeed News.
Congress is in the middle of efforts to pass a Republican health care plan. The House has already passed its own version of health care legislation, while the Senate released its own draft Senate bill last week and unveiled an updated version earlier today. The Congressional Budget Office released an analysis late Monday finding the Senate bill would save $ 321 billion over the next decade at a cost of 22 million more uninsured people than under Obamacare by 2026.
“A little negotiation, but it’s going to be very good,” President Trump said of the bill on Thursday, when it was first unveiled.
Whether removing all those people from medical coverage, and cutting their access to preventive care for diseases such as diabetes, high blood pressure, or cancer, would actually lead to more deaths has emerged as a point of contention in debate over repealing Obamacare, which has enrolled about 20 million people in health insurance and Medicaid plans since 2010.
In reality, people without health insurance face odds ranging from 3% to 29% higher of dying prematurely compared to someone who has health insurance, concludes the Annals of Internal Medicine review. Taking the midpoint of those odds as a benchmark, Woolhandler suggested that about 1,300 people a year die prematurely every year in the US for every 1 million people who lose health insurance.
Obamacare, which added about 20 million people to the ranks of the insured, likely preserved lives at that same rate, she said.
“This review is sensible and, I think, comes to the right conclusion: health insurance reduces mortality,” health economist Andrew Goodman-Bacon of Vanderbilt University told BuzzFeed News by email. But he cautioned against drawing exact numbers from mortality estimates, because different states will changes rules for access to Medicaid in different ways, and premium increases will similarly vary.
“Research on this finds that poorer people — who face more risk factors and use different amounts and types of medical care — seem to benefit the most [from gaining health insurance],” he added.
In the review, Woolhandler and her colleague David Himmelstein of Harvard Medical School combined 51 studies on the health effects of losing health insurance conducted since 2002, the year a landmark Institute of Medicine report found about 18,000 excess deaths a year due to people lacking health insurance, largely among cancer patients.
The basic way that health insurance saves lives is by offering people lower-cost preventive care — for example, controlling blood pressure — before ailments turn deadly or dangerous.
“While it’s impossible to offer any specific number with a great deal of confidence, the studies do indicate that coverage losses of this magnitude could leads to deaths in the tens of thousands,” Benjamin Sommers of the Harvard T. H. Chan School of Public Health told BuzzFeed News. A review he cowrote last week in the New England Journal of Medicine came to similar conclusions, also finding that providing people health insurance through Medicaid was cheaper than other measures taken in workplace safety and environmental protection to save lives.
“It’s probably cheaper to give people health insurance in the end too, and it is certainly more humane,” Woolhandler said.
Worth noting, the American College of Physicians, which publishes the journal that released the review, has opposed Republican efforts to repeal Obamacare, joining the American Medical Association and the National Association of Medicaid Directors among medical groups criticizing the Senate’s draft bill. Woolhandler and Himmelstein served as unpaid advisers to Sen. Bernie Sanders’ presidential campaign and founded a doctors organization that advocates for universal health care.
