  • Taliban-led Afghanistan is set to strike a deal with Moscow soon on imports of oil and gas.
  • The negotiations come as the world increasingly closes itself to Moscow's energy market.
  • With its banks sanctioned, the Taliban said it would transfer its funds through a third country.

Taliban officials are on the verge of signing a contract for Afghanistan to purchase gasoline and benzene from Russia, Afghan authorities told Reuters.

Per the outlet, which published its report on Monday, Afghan officials said that a Taliban delegation was in the final stages of talks in Moscow for the terms of the contract.

Reuters cited a spokesperson from Afghanistan's ministry of economy, Habiburahman Habib, who confirmed that the officials were negotiating contracts for wheat, gas, and oil.

The delegation is also deliberating on how Afghanistan would transfer its funds for Russia's supplies due to sanctions imposed on most of the banks from either nation, said Nooruddin Azizi, Afghanistan's acting commerce minister, according to local outlet TOLO News.

Per the outlet, Azizi said the funds would be transferred through a third country, which he did not name.

Reuters reported that a source from Azizi's office said they expected the contract on the gasoline and benzene to be ready soon.

Afghanistan already imports most of its food and oil from Russia, TOLO News reported, estimating the annual trade between the two countries to be worth $ 200 million.

The negotiations come as Moscow seeks out alternative customers for its energy market amid wide-reaching sanctions on Russia from the US and Europe due to the invasion of Ukraine. 

The US has urged other nations to reduce their reliance on Russian energy, a move that the Biden administration said would deprive Russian President Vladimir Putin of the funds he needs to continue waging war in Ukraine.

The European Union has similarly urged its members to split from Russian oil, coal, and gas, with European Commission President Ursula von der Leyen saying that EU countries "simply cannot rely on a supplier who explicitly threatens us."

Afghanistan is not the only country to have boosted its energy imports from Russia. Saudi Arabia doubled its Russian oil imports in July, while Cuba started buying Russian oil that same month.

The Afghanistan war cannot be won militarily and peace will only be achieved through a political resolution with the Taliban, the newly-appointed American general in charge of US and NATO operations has conceded.

In his first interview since taking command of NATO’s Resolute Support mission in September, Gen. Austin Scott Miller provided NBC News with a surprisingly candid assessment of the seemingly never-ending conflict, which began with the US invasion of Afghanistan in October, 2001.

“This is not going to be won militarily. This is going to a political solution,” Miller said.

He mused that the Taliban is also tired of fighting and may be interested in starting to “work through the political piece” of the 17-year-old war.

But it’s not clear if the Taliban is open to negotiations. Last month, a top Taliban commander told RT, in a rare interview, that the group’s leaders had no desire to negotiate with the Americans. 

Described for years as a stalemate, the conflict has been tipping in the Taliban’s favor in recent months. Even by US military estimates, the Afghan government controls or influences just over half of the country’s 407 districts – a record low since the Special Inspector General for Afghanistan Reconstruction, or SIGAR, began tracking district control in November 2015.

To make matters worse, casualties among Afghan government forces have skyrocketed in recent months. Afghan security forces suffered 1,000 fatalities in August and September, according to the Pentagon.

Miller’s desire for a political settlement was echoed earlier by the State Department, which said in August that the US was doing everything it could to facilitate peace talks between the Taliban and the Afghan government.

The new US commander has experienced the deteriorating security situation in Afghanistan first-hand. In October, Miller survived a Taliban attack in Kandahar, which left a prominent Afghan warlord and local intelligence chief dead.

Taliban militants have captured eight police security posts in northern Afghanistan amid an insurgents’ offensive that continues in the conflict-ridden country, local media report.

The clashes in Sari-Pul province started on Sunday night, local officials confirmed to TOLOnews, adding that the militants had attacked the area from three directions. “If the government does not send reinforcements, the center will collapse to the Taliban,” Provincial Governor Zabihullah Amani admitted. 

According to Pajhwok news agency, the group captured at least eight security posts in the province. 

Heavy clashes and fighting were also reported in two more provinces in the north of the country. At least 13 security forces personnel were killed in an attack on a checkpoint in Kunduz province, Mohammad Yusouf Ayubi, head of the provincial council, told AP. The fighting in Zawzjan province resulted in eight police officers being killed, provincial Police Chief Gen. Faqir Mohammad Jawzjani added. There were also casualties among the Taliban, officials confirmed.

In spring, the Taliban launched its major offensive in Afghanistan, resulting in dozens of dead and injured. Clashes didn’t abate even during the unprecedented Eid holiday ceasefire in June.

According to investigative journalist and author Nicholas Davies, the Taliban is trying to apply more pressure to force the US to talk to them about withdrawal and – despite all the tough talk from the Americans – the US is losing in Afghanistan. “At this point, the Taliban are on the offensive and the Americans and their allies in Afghanistan seem to be completely at a loss as to what to do,” he told RT earlier in August.

Its distaste for IS militants aside, the Taliban has managed to slowly tip the scales in its favor in a war that has lasted more than fifteen years – perhaps another reason why Washington is changing its tune in Afghanistan.

The Taliban’s resurgence has been a bloody one. In the eastern city of Ghazni, the UN reported that over 100 civilians have been killed in clashes between the Taliban and Afghan security forces, who are backed by US airpower.

The city, a key strategic spot given its proximity to the capital, Kabul, has been rocked by five days of intense fighting. Taliban fighters have blocked roads in and out of the city, trapping civilians inside and preventing the Afghan military from reinforcing.

“Many people, including my neighbors were killed there,” one resident told Ruptly. “I saw my friend die. He was among 13 people, including children and women…killed in an airstrike last night.” Another resident said that the Afghan government has abandoned Ghazni. “There’s no attention from the government,” he said. “Dead bodies are still on the roadside.”

Taliban fighters attacked the city of Ghazni in central Afghanistan early on Friday, burning police checkpoints, shelling buildings and seizing control of parts of the city, officials said. The Defense Ministry in Kabul said the attackers had been driven off but were still present in one area of the city and had occupied civilian houses, Reuters reports. US attack helicopters and drone aircraft provided government forces with air support. US military headquarters in Kabul said fighting had ceased by 8.00 am (0330 GMT) and Afghan forces had held their ground and maintained control of all government centers. However, it was unclear how much of Ghazni was under government control.

Taliban militants killed 30 Afghan soldiers and captured a military base in the western province of Badghis on Wednesday, in their first major attack since a ceasefire for the Eid al-Fitr holiday, Reuters reported. Provincial Governor Abdul Qafoor Malikzai said the Taliban attacked two security posts in the early hours. One military base was targeted in the district of Balamerghab, according to Abdul Aziz Bek, head of the Badghis provincial council. A total of 15 Taliban were killed in other areas of the province overnight, the official said, adding that the militants had prepared their attacks and did reconnaissance of the area during their three-day ceasefire that ended on Sunday.

Taliban militants in Afghanistan have announced they will suspend hostilities with the government forces for three days to mark the Muslim holiday of Eid. Foreign forces in Afghanistan are excluded from the truce, however.

The announcement comes after Afghan President Ashraf Ghani on Thursday declared his own unconditional, week-long ceasefire against the Taliban, but not against other militant groups. The armistice will coincide with Eid celebrations at the end of the fasting month of Ramadan, which comes next Thursday.

Ghani’s ceasefire comes after the recommendation from a group of Islamic clerics, and it will last until June 20. The Taliban have not specified when their ceasefire will begin or end, Reuters reports.

This is the first time that the Taliban have ever extended an offer of this kind to the Afghan government, while Ghani previously declared an unconditional truce in 2014.

The Taliban, an Islamic fundamentalist militant group, are estimated to control 30 to 50 percent of Afghan territory, and they have a presence in up to 70 percent. US-led foreign combat troops withdrew from the country in 2014, but foreign personnel still remain there in training and support capacities. Airstrikes by the US have been continuing, though, and have risen sharply under President Donald Trump, as did the civilian casualties they caused.

Afghan President Ghani has been pushing for peace with the Taliban. In April, he suggested that the group should run in parliamentary elections as a legitimate political party.

The US military has fought the Taliban in Afghanistan for 16 years now, and frequently has done so from the skies with Hellfire strikes by Predator and Reaper drones. Now the US is buying the Afghan military something with the same sort of sensors, loitering time and firepower—except humans will have to sit in their cockpits.

The US Air Force has inked a new deal with aerospace and defense company Orbital ATK to provide seven AC-208 Eliminator attack and reconnaissance aircraft. The Eliminator is a militarized version of the Cessna 208 Caravan, the aircraft used by the FBI and various contractors to fly aerial surveillance in the US—including flights over Baltimore in 2015 after the death of Freddy Gray in police custody.

The contract for the Eliminators was originally issued last September, and part of the $ 86 million is coming out of fiscal-year 2017 funds. The original sole-source contract was for $ 69.4 million, but was expanded in the award made this past week.
