This story is part of a series between OZY and Well Being Trust called Mental States of the Nation, where we explore ways that different states across the U.S. are enforcing and facilitating mental health parity. Most emergency rooms are designed to treat physical traumas. But many are also poorly adapted to treat mental health traumas and crises — two issues that are on the rise in Tennessee. “ER doctors are about blood, guts, heart attacks and babies. ERs were not designed to handle the mentally ill,” says Mike Dietrich, vice president of Member Services for the Tennessee Hospital Association, a healthcare advocacy and educational group. He argues that the mental health crisis is partly the state’s own fault. “We spent thirty years underfunding or de-funding the mental health system,” Dietrich says. “The opioid crisis has exacerbated this in a major way.” Indeed, Tennessee consistently ranks in the top five U.S. states when it comes to substance abuse. And according to the National Survey on Drug Use and Health:
It is estimated that 16 percent of Tennesseans ages 18 and up have a mental health or substance use problem, compared to 9 percent for the entire U.S.
However, Tennessee has worked hard to create a collaborative, multi-pronged crisis response system. First developed in 1991, and funded through Medicaid waiver funds and state general funds, the crisis response system includes: a statewide toll-free crisis line, 13 mobile crisis response teams (four for children), eight crisis stabilization units (CSUs), eight walk-in centers (WICs), eight 23-hour observation units, five emergency respite programs, and seven medically-monitored withdrawal management units.
In addition to the crisis response system, Tennesseans who are uninsured or at the federal poverty limit are covered by the Behavioral Health Safety Net — a program from the Department of Mental Health and Substance Abuse Services that gives proper care to those with serious mental health illnesses. “Tennessee serves all who need help, regardless of their insurance status,” says Morenike Murphy, director of crisis services and suicide prevention with the Tennessee State Department of Mental Health.
Additionally, in 2017, the state put $ 15 million toward pre-arrest diversion programs that aim to help people with mental health or substance abuse issues before incarcerating them. These programs aim to keep “low level offenders” out of the ERs and jails. “We’re trying not to criminalize mental health and create new entrances to the system that aren’t an ER or jail,” says Dietrich.
We need to get back to encouraging states to look at mental health services as a fundamental human right.
Clayton Chau, regional executive medical director for Providence St. Joseph Health
Mental health and substance abuse issues are often ineffectively siloed from one another. “The prevalence of mental health co-occurring with addiction is huge, so we definitely need treatment offerings that address both simultaneously,” says Marshall Moncrief, regional executive director of the Institute for Mental Health for Providence St. Joseph Health. Due to the complicated nature of the mental health crisis and the rapidly growing need for all kinds of services, the state is trying something new to tackle the opioid problem — the Tennessee Recovery Navigators.
This group of ”navigators” are people hired across the state who themselves are in long-term recovery and can serve as an access point to treatment and recovery resources for those struggling with addiction. “We’re excited about new work to embed peer recovery specialists in the crisis services continuum,” Murphy says. “We fully believe that peers can use their lived experience to help people in a time of crisis.”
And while these various crisis management systems may not be perfect, they’re definitely a step in the right direction for Tennessee. “These programs are no silver bullets,” Dietrich admits. “But the state has the right connected framework laid out, they just need to do more of it.”
Clayton Chau, regional executive medical director for Providence St. Joseph Health, adds that, at the very least, states need to make sure that the basic services for in-patient and out-patient care are in place. “We need to get back to encouraging states to look at mental health services as a fundamental human right.”

Billed as one of New Zealand’s best day hikes, the Tongariro Alpine Crossing winds through a national park best known as Peter Jackson’s Mordor. Could you turn down a chance to follow in Frodo’s footsteps?
I can’t remember how I met tall, lanky Yorkshire Joe. Was he alongside me at the Lake Taupo stop before dawn, waiting for the transfer bus to Tongariro National Park? Did he sit next to me? Did we laugh together when Kiwi Mike, the bus guide, warned us irreverently to be “wary of the Ngauruhoe volcano ‘cos it’s an open anus with the smelliest farts in the Pacific”?
Whatever—without a word being exchanged, here we are, walkmates on the Tongariro Alpine Crossing. Billed as the best one-day hike in New Zealand, this 19-kilometer trail bisects the North Island’s central volcanic plateau reaching a summit of 1,886 meters.
It all starts deceptively flat at the Mangatepopo parking lot. A boardwalk leads us towards a blinding sun that confers a fiery copper glow to the tussock- and lichen-strewn field we’re traversing. By the time the sun has risen a few more degrees and we can make out the angle of the slope ahead, we’ve both woken up properly.
RELATED: Beyond Middle Earth, what’s New Zealand’s secret power?
Now we’re ready to tackle ‘The Devil’s Staircase,’ a steep, irregular incline of volcanic debris zigging and zagging to a top we cannot yet discern. The worts hugging the rocks are still wet with dew and every step is treacherous. I concentrate on Joe’s boots in front of me: He’s taking his time, like everyone else, to check his footing with each stride.
The sound of slipping pebbles makes everyone stop and look aside. Two guys in singlets and shorts are madly scrambling up the slope on all fours as if on the run from wild animals, notably missing in New Zealand. “They’re trying to beat the record”, Joe says. I recall Kiwi Mike’s words in the bus: “For the athletes among you,” he’d said, “the fastest time for the trail is 1 hour and 47 minutes”.
After traversing the South Crater, we face a second climb to the Red Crater—shorter, but far more tiring than the Devil’s Staircase. There the ground was firm and was hard on our bones, but this is like climbing on sand and it’s hard on our muscles.
Once on the rim of the Red Crater—no prizes for guessing its color—we follow a path so tight that it sometimes narrows down to six feet with steep drops either side. Even small gusts of wind make our balance tricky. Once again, I remember Kiwi Mike: “Do not, I repeat, do not fall down into the Red Crater. You’ll be trapped!” I look down at the abyss and shudder—would they helicopter us out?
According to Joe’s book of Maori lore, when priest Ngatoro first arrived here from the north, he decided to climb these mighty peaks with his slave girl Auruhoe. But once up, the weather turned, and a cold wind almost froze them both to near-death. Ngatoro prayed to the ancestral gods who sent the fire demons like a flash and the mountains erupted with fire to warm the priest back to life. The spirits demanded a sacrifice, so Ngatoru threw Auruhoe to the crater and named the mountain after her: Ngauruhoe.
We’re in Mordor, alright.
The sun is now behind us as we tread Tongariro’s eastern slopes. Sliding gravel turns to boggy soil with a cover of tussock, daisies and gentians. Why, even some pipits are chirping to celebrate our arrival. Like all New Zealand birds, they look at us unperturbed, with a gaze that says: “I used to be a dinosaur, you know.” And it is here, looking across all the way to Lake Taupo and the voluptuous curves of Mount Pihanga clad in a cloak of green foliage, that we sit down to have our baguettes (me) and energy bars (Joe).

We’d both been psyched up for the ascent, but no one had warned us about the long, spiraling descent. It’s a full hour downhill until we reach the Ketetahi hut, where a ranger counts us all out—glad, I presume, not to have to summon a helicopter today—and then another anticlimactic hour-and-a-half through a podocarp forest starring ancient totara and manuka trees. Fantails—a native bird—flit by as we pass through their territory, waiting for us to disturb insects as we plod along.

For those who download PUBG Mobile on Android and iOS, there’s a few differences that hit you.
Your first games will mostly include bots, which appear to stay in the majority until you get past level 10.
There’s also other big differences between the PC version, with the introduction of motion controls the most striking.
It’s much harder to pull off smoother actions when your playing PUBG Mobile, although some players have found a solution.
Mobile players have already found ways to use controllers and keyboards on iOS and Android, making for some unfair matches.
This includes using Chromebooks to play the game, finding ways to pair bluetooth devices to their phones, as well as run PUBG Mobile through an emulator.
And as you imagine, all of these techniques means a definite upgrade in controller support.
Some of the ways to make bluetooth controllers work means playing the game on Android and rooting the device.
It’s probably a bit too technical for some players, although TenCent are likely working on official support for the future.
The unfairness of being matched up with players using these techniques is apparent, and is something that has been noted by the development team.
The first steps have been made to help with the problem, with the support team confirming changes on Twitter.
The first step toward creating a more level playing field has seen PUBG Mobile seperate some player from others.
Here’s more from the official PUBG Mobile Twitter page, which explains: “To ensure fair gameplay, players on emulators will only be matched with one another and not with players on mobile devices.
“Groups with at least one player using an emulator will also only be matched with one another and not with groups that use only mobile devices.”
This means that players should see the removal of their advantage over others but not be removed from the game completely.
And it still means that players who don’t want to buy the game on PC can still play PUBG Mobile.
From these new steps posted by TenCent, it seems likely that when official PUBG Mobile controller is provided, it will likely use the same system.
Using a controller will be much easier than using motion controls, with separating players probably the only way of keeping things fair.
It should be noted that TenCent have not confirmed their plans for Bluetooth support, so it will be worth keeping an eye on the official channels for an update.
The support team did recently confirm that major server downtime is being planned for PUBG Mobile, although it won’t be arriving on April 16.
This maintenance has now been pushed back but when it does go live, it will likely take the game offline for around 8 hours.
This could mean a major update is being released for PUBG Mobile, or at least some server improvements.
Fullsize trucks continue to dominate the sales charts in America, led by the Ford F-Series line of pickups. But the Chevy Silverado and Ram 1500 were the headline grabbers in Detroit, unveiled as they were with new styling and new powertrains that include hybrids and diesels. Here at Autoblog, we found our readers to be particularly interested in the Ram, and we agree – the Ram won our vote as best-in-show.
Moving down the bigness ladder a rung brings us to midsize trucks, another hot category here in these United States. The big reveal from Ford was the reintroduction of the Ranger into the American market. It gets a turbocharged four-cylinder engine that Ford promises will be class-leading, and we’re intrigued.
But there’s more than just trucks in Detroit. In this episode of our weekly Sunday Drive series, we’ve dredged up some side-by-side spec-sheet comparisons of the hottest debuts from Detroit, starting with the big trucks and moving down from there. Finally, we line two Mustangs up – the new Bullitt, which was displayed alongside the unrestored original from 1968, and the current 2018 GT – for a virtual head-to-head grudge match.
As always, tune in to Autoblog every day for all the latest automotive news.

Automakers increasingly see parking as the next great frontier, and BMW is no exception. It just bought Parkmobile, which it says is the largest mobile parking services provider in North America. This isn’t BMW’s first parking initiative, but it promises to help the German brand craft a parking offering it can market around the world. And notably, this isn’t just about finding a way to profit beyond selling cars — if you ask BMW, it’s about solving traffic woes.
The company claims that as much as 30 percent of city traffic is created by people hunting for parking spots. If it can reduce that figure by helping people find open spots, it could reduce road congestion an tackle a major “pain point” of driving. In that light, this is as much about keeping customers interested in the concept of personal car ownership as anything else. If traffic and parking become less nightmarish, you may be inclined to buy a BMW instead of hailing rides whenever you need to get around in a hurry.
It wasn’t hard to see a deal like this coming. BMW has had a minority stake in Parkmobile since 2014, and its expansion into services like a virtual assistant suggested that it was increasingly interested in all aspects of driving. The question is whether or not BMW can significantly expand Parkmobile’s existing footprint (it currently has over 1 million parking spots in North America) and become your go-to choice when you’re tired of looking for a free parking space.

But Stephanie Sy, the 28-year-old founder of the data science company Thinking Machines, is gearing up to meet the challenge. Those buzzwords coming out of Silicon Valley: big data, machine learning and AI (artificial intelligence). She’s been there and knows how they work — and now she’s determined to make them work for the other side of the world.
Growing up in the Philippines, Sy wasn’t sure what she wanted to be. But she gravitated toward the analytical, and when she got into Stanford University, there wasn’t much discussion about whether she’d go. She enrolled, navigated the culture shock, studied management science and engineering, and followed the path of many undergraduates at the “Farm” in the aughts: She got “sucked into tech,” Sy tells OZY.
The outsourcing sector in the Philippines, at $ 23 billion, has eclipsed India’s.
California turned out to be just the education she needed. After graduating, she joined Wildfire Interactive, helping to create social media platform hubs. There were 10 employees when she arrived in 2010; by the time Google snapped up the company two years later, there were 400. “It was a superexciting ride to be part of,” she recalls.
At Wildfire, as a junior employee, Sy did everything — including product analytics, marketing content, data science work and firefighting when problems flared. But her work got supercharged at Google: Now she had data sets with billions of user sessions, and she was able to make use of machine learning, programming computers to solve problems on their own.
Then in 2013, Sy returned to the Philippines. Sure, her parents had asked her to come home, but there was another reason. “All of our best and brightest move abroad, and very few of them ever come back.” She figured it was the “responsible thing to come back and contribute to society here.”
The Philippines has long suffered from brain drain. Around 10 million Filipinos – a tenth of the population — work overseas, with many professionals attracted by higher wages. “There are not enough talented developers in the Philippines. The ones that are here speak English, which is great, but the best ones tend to move abroad because they speak English,” says Sy.

The second reason Sy came back? Opportunity. There was little competition in the data science industry in 2013. “The whole point of Thinking Machines is to take innovative data technology from the bleeding edge and make it work for the middle 50 percent of the world,” she says. That includes the Philippines. Her clients are large utility companies and conglomerates that would already have their own data science team if they were located in the U.S.
Not all startups in data science have the capacity to jump-start companies, says Erika Fille Legara, Ph.D., professor of data science at the Asian Institute of Management. But that boost is essential, she continues, as most businesses in the Philippines are “starting from zero” with regard to becoming data-driven. Helping companies start from zero is what excited Niek van Veen, vice president of strategy and operations at Thinking Machines. He joined Sy’s startup because of those “truly transformative projects,” and he wants to create opportunities for young people in data science “to build up their skill set and make an impact.”
While the government works to foster an environment for a Philippine version of Silicon Valley — with a road map targeting 500 local startups valued at $ 2 billion by 2020 – risks remain. Or rather they don’t, and that’s the problem. “Silicon Valley is special in that people are genuinely OK with failure,” Sy says. “Your parents aren’t going to be ashamed of you.” But Filipino investors, more concerned with profitability than long-term growth, are less willing to risk their money.
Funders may be scarce, but Sy trumpets another benefit to working in the Philippines: Forty percent of senior managers are women, making it the third-highest ranking country in terms of the proportion of women in top management roles. The U.S. comes in at just 23 percent. Sy says she instantly felt the difference after coming home: “It’s great when you are talking to potential clients and almost everyone you talk to is a woman or has worked for a woman decision-maker.”
The Philippines isn’t perfect, she clarifies, but she feels less self-conscious running a business as a woman. And being self-conscious isn’t good for business. “That’s a constant drain on your morale and energy, and you need that to be running a company.”
The outsourcing sector in the Philippines, at $ 23 billion, has eclipsed India’s. But its comparative advantage of cheap labor is threatened by cheaper alternatives of automation and AI. Aside from the call centers, the country’s manufacturing industries will also be affected by what Legara says is the “advent of the fourth Industrial Revolution.”
Sy’s company is fully engaged in helping redesign the country’s economy to adapt to this new AI age. Her answer? Human augmentation. For example, imagine that instead of replacing people at call centers with AI technology or automation, you augment the humans — supercharge them — to be more productive. Rather than reading off a script, a worker could manage 300 people using new AI technology, telling them what to do in every situation, while still providing that emotive connection that makes them valuable.
“We are more motivated than any other nation to figure out how augmented human outsourcing is going to work,” says Sy. “We have to. If we don’t figure it out, we are in serious trouble.”
