Grand Theft Auto no longer a game, as Russian MP proposes stricter laws https://briefnews.eu/grand-theft-auto-no-longer-a-game-as-russian-mp-proposes-stricter-laws/ https://briefnews.eu/grand-theft-auto-no-longer-a-game-as-russian-mp-proposes-stricter-laws/#respond Mon, 26 Mar 2018 14:25:20 +0000 http://briefnews.eu/grand-theft-auto-no-longer-a-game-as-russian-mp-proposes-stricter-laws/ A Russian lawmaker has proposed the abolition of grand theft auto as a separate criminal offence, saying that it maintains a legal loophole that allows offenders to avoid severe penalties.

The proposal has been drafted by MP Oleg Nilov (Fair Russia) and seeks to address a longstanding legislative controversy, which imposes a lighter punishment on motor-vehicle theft than the theft of any other property.

The maximum punishment for vehicle theft is a five-year prison sentence, while the theft of other property worth more than 1 million rubles (as most cars worth stealing are) carries a maximum sentence of 10 years.

As the sponsor of the bill noted in an explanatory note, this creates an unjust situation by which thieves who did not manage to sell the stolen car get off with a much lighter punishment than those who do, despite the fact that the actual crime is the same in both cases.

According to the Interior Ministry, 43,000 cars were stolen in Russia in 2017. Of these, 21,000 cases were not qualified as actual theft because the criminals were caught red-handed and claimed they only wanted to joyride, rather than sell the car for financial gain.

To correct the situation, Nilov proposes to abolish “grand theft auto” as an offence in the Russian criminal code, and treat the theft of motor vehicles in the same way as any other property.

However, legal analysts quoted by Rossiiskaya Gazeta daily questioned the initiative. They say that any sign of premeditation or prior agreement between perpetrators qualifies as “an illegal possession of a motor vehicle” as actual theft. But they did agree that the existing situation is far from ideal, and that it should be changed.

YouTube implements stricter requirements for partners https://briefnews.eu/youtube-implements-stricter-requirements-for-partners/ https://briefnews.eu/youtube-implements-stricter-requirements-for-partners/#respond Wed, 17 Jan 2018 02:48:17 +0000 http://briefnews.eu/youtube-implements-stricter-requirements-for-partners/

YouTube has been under fire for months over inappropriate content masquerading as kid-friendly videos and popular creators acting out of line. Now, Google has introduced stricter requirements for the video platform’s YouTube Partners and Preferred programs over advertiser concerns, which could impact creators’ earnings. To start with, Google will now manually vet videos and ensure they meet its ad-friendly guidelines before adding them to Preferred, a program that offers advertisers access to the top 5 percent content on the platform.

Creators part of Preferred get more per click than their counterparts and have bigger earning potential. The program was recently thrust into the spotlight when it booted popular YouTuber Paul Logan from its roster. Logan was slammed for posting a video showing him and his friends laughing and making jokes upon coming across a body in Aokigahara, Japan’s “suicide forest,” and claiming that his video was meant to raise mental health awareness. Google will finish its manual review of all Preferred channels in the US by mid-February and worldwide by the end of March.

In addition, YouTube has changed the eligibility requirements channels need to be meet in order to earn money from the platform. Starting today, creators can only be part of the program if they have 4,000 hours of watchtime within the past 12 months and 1,000 subscribers. YouTube says it came upon those new thresholds “after thorough analysis and conversations” with creators. Last year, it slapped a 10,000 channel view minimum requirement on creators who want to apply for YouTube Partnership in order to prevent channels uploading stolen content and low-quality videos from making money. But it’s “been clear over the last few months that [it needs] a higher standard,” YouTube said in its announcement.

Even older channels already earning money on the platform will be affected, though YouTube is giving them until February 20th. They’ll be dropped from the program if they fail to meet the requirements next month, but they can apply again later. The company knows, however, that the new requirements aren’t enough to keep bad actors out. (Toy Freaks, which it had banned for disturbing content targeting kids, had over 8.5 million subscribers, for instsance.) It promised to “continue to use signals like community strikes, spam, and other abuse flags to ensure [it’s] protecting [its] creator community.”

US exerts much stricter control over ‘foreign agent’ media outlets than Russia – Putin https://briefnews.eu/us-exerts-much-stricter-control-over-foreign-agent-media-outlets-than-russia-putin/ https://briefnews.eu/us-exerts-much-stricter-control-over-foreign-agent-media-outlets-than-russia-putin/#respond Mon, 25 Dec 2017 19:58:58 +0000 http://briefnews.eu/us-exerts-much-stricter-control-over-foreign-agent-media-outlets-than-russia-putin/

US law relating to media outlets designated as ‘foreign agents’ are much stricter than the measures outlined by corresponding Russian legislation, President Vladimir Putin has said. But the law needs ‘improvements,’ he added.

In the US, where certain Russian media outlets were declared “foreign agents,” these edicts applied to these so-called foreign agents are “much stricter than those that are proposed by our law,” Putin said at a meeting with lawmakers. He pointed out that Russia’s regulations on foreign agents in no way infringe on the freedoms enjoyed by citizens, but is instead aimed at preventing any external interference in the country’s internal affairs.

“We do not limit the freedoms of our citizens and it has never been our goal,” Putin said. But, he added, the law still needs “improvements to ensure that it indeed serves its purpose – to eliminate any interference into our [Russian] internal political life either directly from abroad or through some figureheads.”

In November, Russian lawmakers passed legislation empowering authorities to class certain foreign media outlets as “foreign agents.” Those media organisations which would fall under the new classification, would be considered as NGOs operating as foreign agents, and would be obliged to file regular reports on their funding and activities or face legal action if they fail to do so.

The move came in response to the persecution of Russian media in the US. Earlier in November, the DoJ forced a company servicing RT America to register under the Foreign Agents Registration Act (FARA), threatening it with legal action and to freeze the company’s assets if it failed to comply.

Following RT America’s registration as a ‘foreign agent,’ a congressional committee in the US stripped the channel’s accreditation on Capitol Hill. Washington’s move prompted Moscow, and others, to question freedom of speech practices in the US.

Later, the Russian justice ministry classified six media outlets, including Voice of America and Radio Free Europe/Radio Liberty, as foreign agents. In December, the State Duma officially barred reporters working for media outlets recognized as foreign agents from accessing the lower house of the Russian Parliament in a reciprocal measure to the earlier move by the US Congress.

Reddit’s stricter stance on violence bans more racist communities https://briefnews.eu/reddits-stricter-stance-on-violence-bans-more-racist-communities/ https://briefnews.eu/reddits-stricter-stance-on-violence-bans-more-racist-communities/#respond Wed, 25 Oct 2017 22:35:28 +0000 http://briefnews.eu/reddits-stricter-stance-on-violence-bans-more-racist-communities/

Reddit has previously had success cleaning up its act by banning hate communities, and now it’s expanding those crackdowns. The social site has widened its policies on violent content to forbid material that “encourages, glorifies, incites or calls for violence,” and has used that to ban numerous subreddits that have celebrated racist violence. Some of them were very small, but others had as many as 7,000 subscribers or weren’t exactly hiding their violent ideology, including /pol (an offshoot of 4chan’s notorious board), /Nazi and /far_right.

The stricter policy came after Reddit decided that its previous policy was “too vague,” and needed to be be “more clear and comprehensive.” It’s aware that this expanded approach to violent material could create problems when they encounter a gray area, but it’s stressing that it’ll take context into account when making judgment calls.

The move is bound to be helpful to both Reddit (which doesn’t want to spook advertisers) and its users (who put up with fewer hatemongers). However, it also raises a major question: who’s next? The policy theoretically gives Reddit the power to ban other toxic subreddits, but users are concerned that it won’t touch communities known to promote violence if they’re ‘too big’ (and thus pull in a lot of ad money), too political or could trigger retaliatory campaigns. We’ve asked Reddit if it can respond to those complaints, but there’s no doubt that redditors will be watching closely to see if the new policy is applied consistently.

Tougher punishment for cyclists on the way? Fresh call for stricter road penalties https://briefnews.eu/tougher-punishment-for-cyclists-on-the-way-fresh-call-for-stricter-road-penalties/ https://briefnews.eu/tougher-punishment-for-cyclists-on-the-way-fresh-call-for-stricter-road-penalties/#respond Tue, 17 Oct 2017 23:23:09 +0000 http://briefnews.eu/tougher-punishment-for-cyclists-on-the-way-fresh-call-for-stricter-road-penalties/

A survey of more than 2,000 adults by Halfords also found that a similar number would like to see tougher action against those who cycle aggressively – or against motorists who drive aggressively near cyclists.

Half of those questioned by the company believed cyclists should have to take a proficiency test before being allowed on to roads, although almost as many said there should be dedicated cycle lanes.

Karen Bellairs, chief customer officer at Halfords, said: “Our state-of-the-nation report on sharing the road suggests that there are tensions on both sides, amidst rising levels of traffic, and as driver and cyclist numbers rise.

“Reassuringly, however, when we delve into the statistics, it’s not so much an ‘us and them’ attitude that we find, but rather a ‘let’s work together’ mindset, with widespread support from motorists towards cyclists – and vice versa.

“There is a genuine willingness to share the road, something that Halfords, which champions motoring as well as cycling, is very keen to foster.“

UK issues stricter security guidelines for connected cars https://briefnews.eu/uk-issues-stricter-security-guidelines-for-connected-cars/ https://briefnews.eu/uk-issues-stricter-security-guidelines-for-connected-cars/#respond Sun, 06 Aug 2017 20:47:31 +0000 http://briefnews.eu/uk-issues-stricter-security-guidelines-for-connected-cars/

Nervous about the thought of your connected car falling victim to hacks, especially when self-driving cars hit the streets in earnest? So is the British government — it just issued tougher guidelines for the security of networked vehicles. It wants security to be part of the design process across every partner involved, even at the board of directors’ level, and for companies to keep cars updated throughout their lifespans. UK officials also call for a “defence-in-depth” strategy that minimizes vulnerabilities (such as by walling off systems to limit the damage of a hack), and very limited use of personal data that gives you control over what the car transmits.

The government has also reiterated its hopes to build a “new framework” for self-driving car insurance, making it clear who pays when an autonomous vehicle crashes.

This doesn’t guarantee that British cars will be significantly safer, or that manufacturers will take the spirit of the guidelines to heart. Between this and advice from American regulators, though, it won’t be surprising if automakers use official recommendations as a starting point. And to some extent, companies already do. Tesla, for instance, encourages researchers to report vulnerabilities and has isolated systems like the brakes and powertrain. In that sense, the UK is merely codifying principles that have already existed for a while.

FCC chair to block stricter consumer data privacy protections https://briefnews.eu/fcc-chair-to-block-stricter-consumer-data-privacy-protections/ https://briefnews.eu/fcc-chair-to-block-stricter-consumer-data-privacy-protections/#respond Sat, 25 Feb 2017 06:43:45 +0000 http://briefnews.eu/fcc-chair-to-block-stricter-consumer-data-privacy-protections/ Federal Communications Commission (FCC) Commissioner Ajit Pai testifies before the Senate Judiciary Committee's Privacy, Technology and the Law Subcommittee hearing on "Examining the Proposed FCC Privacy Rules" on Capitol Hill in Washington, DC, on May 11, 2016.

(Reuters) – The U.S. Federal Communications Commission will block some Obama administration rules that subject broadband providers to stricter scrutiny than websites, a spokesman said on Friday, in a victory for internet providers such as AT&T, Comcast and Verizon.

The rules approved by the FCC in October in a 3-2 vote were aimed at protecting sensitive personal consumer data. Ajit Pai, the FCC chairman appointed by President Donald Trump, believes all companies in the “online space should be subject to the same rules, and the federal government should not favor one set of companies over another,” said FCC spokesman Mark Wigfield.

Pai plans by March 2 to delay the implementation the data security rules, Wigfield said. Some other aspects of the rules are under review by the White House Office of Management and Budget. A temporary stay is a first step toward permanently blocking the rules, analysts said Friday.

The rules would subject broadband internet service providers to more stringent requirements than websites like Facebook, Twitter or Alphabet’s Google.

Providers would need to obtain consumer consent before using precise geo-location, financial information, health information, children’s information and Web browsing history for advertising and internal marketing.

For less sensitive information such as email addresses or service tiers, consumers would be able to opt out.

Democratic FCC Commissioner Mignon Clyburn said in a statement Friday that “Chairman Pai is determined to take action that leaves consumers without a cop on the beat protecting their personal information from misuse by their broadband service provider.”

Several Democrats in the U.S. Congress also criticized the move.

Republican commissioners including Pai, said in October the rules unfairly give websites the ability to harvest more data than service providers and dominate digital advertising.

Pai said in October the FCC “adopted one-sided rules that will cement edge providers’ dominance in the online advertising market.” Google and Facebook account for about two-thirds of all digital ad revenue.

Former FCC Chairman Tom Wheeler, who authored the privacy rules, said on Friday that they are necessary because consumers have few options when it comes to broadband providers. “The fact of the matter is it’s the consumer’s information,” he said. “It’s not the network’s information.”

Berin Szóka, president of TechFreedom, said Pai’s decision was a good move because “because the real question isn’t a policy question but a legal one: does the FCC even have authority to regulate broadband privacy?”

Congressman Uses the Old Nukes-Hidden-in-Marijuana Excuse for Stricter Borders https://briefnews.eu/congressman-uses-the-old-nukes-hidden-in-marijuana-excuse-for-stricter-borders/ https://briefnews.eu/congressman-uses-the-old-nukes-hidden-in-marijuana-excuse-for-stricter-borders/#respond Thu, 23 Feb 2017 02:48:16 +0000 http://briefnews.eu/congressman-uses-the-old-nukes-hidden-in-marijuana-excuse-for-stricter-borders/
An example of the sneaky smuggling method. Original Photo: Wikipedia

The debate over building a wall on the border between the United States and Mexico has generally been ridiculous. But one congressman tells CNN that we should consider a dangerous possibility: weak borders open us up to nuclear weapons being smuggled in disguised as harmless bales of weed.

Rep. Trent Franks (R-AZ) hails from Arizona, a state known for having the lowest college graduation rates and the highest student loan default rates in the nation. Today, he stopped by CNN to explain why he supports building a wall on the border despite his claim to be a fiscal conservative and the fact that the wall is estimated to carry a $ 25 billion dollar price tag.

Speaking with Brianna Keilar, here’s what the congressman had to say:

“The reality, Brianna, is that we have to measure all of the costs, ancillary and otherwise, and make the best decision that we can. But I can suggest to you that there are national security implications here for a porous border. Ya know, we sometimes used to make the point that if someone wanted to smuggle in a dangerous weapon, even a nuclear weapon, into America, how would they do it? And the suggestion was made, ‘Well, we’ll simply hide it in a bale of marijuana.’ So the implications of a porous border have national security dimensions that are very significant and that bear a lot of conversation when we talk about costs.”

It’s unclear who Franks is saying suggested, “Well, we’ll simply hide it in a bale of marijuana.” If it was a smuggler, we’re guessing they’re doing a long bid for trying to bring a shit-ton of illegal weed into the United States. But when he says, “we sometimes used to make the point,” he’s using the royal “we.” Talking Points Memo observes that Franks made a speech on the floor of the U.S. House back in 2012. Here’s what he said:

“Imagine for a moment, Mr. Speaker, the scenario of Hezbollah, one of Iran’s terrorist proxies, gaining possession of just two nuclear warheads and bringing them across the border into the United States concealed, say, in bales of marijuana, then transporting them into the heart of two different, crowded, unnamed cities. And then calling and telling the White House exactly when and where the first one will be detonated, and then following through 60 seconds later.”

Yes, just imagine. Also, imagine these masterminds smuggling in sarin gas disguised as a cargo crate filled with mad cow disease-riddled cattle. Or, imagine arms shipments pouring across the border, entirely incognito because they simply appeared to be the reanimated corpse of Osama bin Laden.

Franks’ state pays teachers the lowest salaries in the country, and $ 25 billion dollars could certainly do some good in our nation’s schools. But unfortunately people like Franks are too busy fighting phantoms in their minds to address any legitimate problems.

The fact is, residents of Arizona should be more worried about Steven Seagal accidentally driving a tankinto their living room and killing their puppy than smugglers bringing a cheeba-covered nuke across their border.

Watch Franks’ paranoid delusions pour out of his face hole in the video clip below:
