  • Republicans are increasingly criticizing their party's controversial, unpopular Senate nominees.
  • Even Mitch McConnell has noted that the Senate may not flip this year, citing "candidate quality."
  • But Scott, the chair of the Senate GOP campaign arm, says that criticism is "treasonous."

Republican Sen. Rick Scott of Florida, the chair of the Senate GOP campaign arm, is fighting back against intraparty criticism of Republican Senate nominees, many of whom are struggling in the polls.

And he's reviving an ongoing rivalry with the leader of his caucus: Senate Minority Leader Mitch McConnell, who's criticized "candidate quality" in the GOP.

"Sen. McConnell and I clearly have a strategic disagreement here," said Scott in an interview with Politico. "We have great candidates."

Scott also penned an op-ed in the Washington Examiner on Thursday in which he framed ongoing criticism of the party's more controversial nominees — which include Herschel Walker in Georgia, Blake Masters in Arizona, JD Vance in Ohio, and Mehmet Oz in Pennsylvania — as a conflict between the "chattering class" in Washington and the party's base voters.

"Many of the very people responsible for losing the Senate last cycle are now trying to stop us from winning the majority this time by trash-talking our Republican candidates," he wrote. "It's an amazing act of cowardice, and ultimately, it's treasonous to the conservative cause."

"Giving anonymous quotes to help the Washington Post or the New York Times write stories trashing Republicans is the same as working with the Democratic National Committee," he also wrote. "If you want to trash-talk our candidates to help the Democrats, pipe down."

But while there have been a myriad of stories for which Republicans have offered anonymous quotes, Republican leaders have also sought to manage expectations in public as well.

"There's probably a greater likelihood the House flips than the Senate," said McConnell at a luncheon in Kentucky last month. "Senate races are just different. They're statewide, candidate quality has a lot to do with the outcome."

Those words were interpreted as an implicit jab at some of the party's nominees, who have each had their own troubles.

In Arizona, Masters has struggled to win over the state's increasingly-purple electorate and recently began scrubbing hard-right political positions from his website. In Ohio, Vance has come under fire for appearing to suggest that couples in "violent" marriages not get divorced. Walker has struggled in Georgia as he's given perplexing answers to questions from the media, and Oz has struggled to convince Pennsylvania voters of his authenticity, including his ties to the state he's running in.

On Wednesday, the election forecaster Crystal Ball shifted their ratings for the Senate elections in Arizona and Pennsylvania to "leans Democratic," citing "candidate weaknesses for Republicans in both states and what appears to be a not-as-bleak environment for Democrats."

The other subplot at play is Scott's ongoing rivalry with McConnell. Earlier this year, Scott released his own GOP agenda that would include a tax hike for over half of Americans, leading to a public put-down from McConnell in March.

Venezuela has welcomed the arrival of Russian Tu-160 strategic bombers as an opportunity to demonstrate its resolve to defend the nation against possible foreign military intervention, with the help of “friends” if need be.

Two Tu-160 strategic bombers made a gracious landing at Simón Bolívar International Airport on Monday where they were greeted by the honor guard of the Venezuelan air force. Wearing orange pilot suits and combat helmets, Russian servicemen descended onto the runway where they were eager to present their colleagues with a scaled model of the ‘White Swan’ bomber, which they had just flown over 10,000 kilometers to reach the Caribbean shores in order to take part in “combined operational flights” with the Venezuelan Air Force.

“And we will do it with our friends who advocate respect-based relations between states,” Defense Minister Vladimir Padrino Lopez said after the two bombers, together with An-124 transport and an Il-62 plane, landed in Venezuela.

While the Russian delegation painted their arrival to be a rare friendly visit, the Venezuelan Defence Ministry noted that ‘Russia-Venezuela 2018’ operational flights will represent a “demonstration of strength.” The training, Caracas maintains, will foster military-technical cooperation and facilitate the exchange of practical experience between the two militaries.

The Tu-160, nicknamed the ‘White Swan’ in Russia and designated as ‘Blackjack’ by NATO, is the largest supersonic combat aircraft in the world. The long-range aircraft, capable of carrying nuclear and conventional missiles, can cover a distance of more than 12,000 kilometers without refueling. The Russian Air Force conducted similar non-stop flights to Venezuela in 2008 and 2013.

The flight to Venezuela over the Atlantic Ocean, the Barents, Norwegian and Caribbean Seas did not go unnoticed, as Norwegian F-16 fighter jets shadowed the Russian planes during part of their flight, even though according to the Russian Defense Ministry the flight was conducted “in strict accordance with the international regulations on the use of airspace.” The bombers’ deployment to the Latin American nation follows Venezuelan President Nicolas Maduro’s visit to Moscow last week.

“Recent reports indicating that the US government has made a final conclusion are inaccurate,” State Department spokeswoman Heather Nauert said, stopping short of explicitly rejecting reports that the CIA had implicated Mohammed bin Salman. “There remain numerous unanswered questions with respect to the murder of Mr. Khashoggi.”

On Friday, the Washington Post and other US media reported that the CIA had concluded with “high confidence” that MbS had ordered the murder of the journalist inside the Saudi Embassy in Istanbul on October 2.

The Washington Post contributor was allegedly lured to the embassy in Istanbul by a false promise of a safety guarantee offered by the Saudi Ambassador to the US, Khalid bin Salman, who happens to be the Crown Prince’s brother. While the agency could not conclude with certainty that the Ambassador knew that Khashoggi’s life would be in jeopardy, considering multiple sources of intelligence, and the fact that bin Salman is the “de facto ruler” of Saudi Arabia, the “accepted position is that there is no way this happened without him being aware or involved,” the Post said, quoting an anonymous source familiar with the investigation.

The CIA assessment, which contradicts Saudi government claims that the Crown Prince was totally unaware of the situation, seems to have caused quite a dilemma for the White House. If the allegations prove to be true, Donald Trump would have to follow through on his promise of “severe punishment.” That, however, would likely mean losing a much-touted $ 110 billion military contract which he cemented with Saudis last year, and put in jeopardy up to $ 400bn-worth of contracts with Riyadh.

So far, Trump made it very clear that he does not wish to take any actions that would compromise his signature relationship with Saudi Arabia. On Saturday, Trump again reiterated that Riyadh remains a “spectacular ally,” noting that “as of this moment, we were told that [MbS] did not play a role.”

We also have a great ally in Saudi Arabia.

“They give us a lot of jobs, they give us a lot of business, a lot of economic development,” Trump added, before boarding the plane to head to California. On his journey, he discussed the developments of the case with CIA chief Gina Haspel and Secretary of State Mike Pompeo.

In a somewhat symbolic gesture, on Thursday the US imposed sanctions on a group of Saudis arrested by Riyadh over their alleged role in Khashoggi’s killing, many of whom would likely face the death penalty. The same day Saudi Arabia’s foreign minister firmly reiterated that Mohammed bin Salman had “absolutely nothing to do” with the murder.

Facing international pressure amid numerous reports outlining the gruesome details of Khashoggi’s murder, the Saudi public prosecutor said that the journalist was most likely killed with lethal injection following a struggle with the “negotiation team” inside the embassy in Istanbul. His body was then dismembered and taken out of the building. Two key questions however remain unanswered – where is Khashoggi’s body and who ordered the murder of the 61-year-old?

Until these and other numerous “relevant facts” are uncovered, the US State Department stated that Washington would refrain from any actions that could undermine “the important strategic relationship” with Saudi Arabia.

Long-range bomber training missions “targeting the US” – this is how the US mainstream media reported the findings of the Pentagon’s annual assessment of Chinese military capabilities in 2017, published Thursday.

What the 145-page report actually says is that the People’s Liberation Army (PLA) air force has “rapidly expanded its overwater bomber operating areas, gaining experience in critical maritime regions and likely training for strikes against US and allied targets.”

From that passage, it is clear that the Pentagon is concerned about Chinese capabilities against forward US bases in places like South Korea, Japan, the Philippines and maybe even Guam – not the continental US, which China can already reach with nuclear missiles anyway.

The US military seems particularly alarmed by the prospect of China developing long-range bombers. A “stealthy, long-range strategic bomber with a nuclear delivery capability” could be operation “within the next 10 years,” the report says, completing the so-called “nuclear triad” of delivery systems.

It must be purely a coincidence that this assessment comes as the US is working on developing a next-generation long-range bomber, and has invested heavily in the F-35 fighter program, estimated to cost over $ 1.5 trillion over its lifetime.

The report also contains claims that China is developing weapons to target US satellites in orbit, including “kinetic-kill missiles, ground-based lasers, and orbiting space robots.” This is in no way likely to be used to drum up support for President Donald Trump’s “Space Force” plans, of course.

The annual report on Chinese capabilities is mandated by US law. It is also the first such report since the adoption of a new national defense strategy in January, which called “inter-state strategic competition, not terrorism,” the primary concern for the US.

A two-page fact sheet accompanying the report offers clues as to China’s actual military priorities: the current goal is mechanization, with partial “informatization” being a goal for 2020 and “basic modernization” by 2035. The Chinese leadership aims to have a world-class military “by the middle of this century,” the fact sheet says.

In 2017, Beijing actually cut 300,000 personnel from its ground forces and reorganized them on a brigade structure. The PLA Marine Corps is being expanded, going from 2 brigades and 10,000 personnel to a projected 30,000 marines in seven brigades by 2020, according to Pentagon projections. This expanded marine corps would also be able to engage in “expeditionary operations” – the likes of which the US Marines have conducted since going to the Shores of Tripoli in 1801.

Beijing continues to build destroyers and frigates, as well as submarines, for the People’s Liberation Army Navy (PLAN). China’s first aircraft carrier, the Liaoning, conducted its first training deployment in 2017.

The report also brings up the expansion of People’s Armed Forces Maritime Militia (PAFMM), based around a fleet of state-owned fishing vessels operated in coastal areas. Clearly, the Pentagon is facing a “fishing boat gap” that needs to be addressed forthwith.

While Beijing is undeniably expanding its military capabilities, that buildup has to be seen in context. China currently has only one overseas base, in the East African country of Djibouti, and its military budget for 2018 was estimated at $ 175 billion.

Meanwhile, the US has nearly 800 military bases around the globe, and President Trump just signed a bill authorizing the Pentagon to spend $ 716 billion in 2019 – up from $ 700 billion this year.

The tech firm will connect to the Russian system for transfer of financial messages (SPFS) to make its payments safer. “The digital infrastructure will help to exchange data in encrypted mode, which reduces the risk of external intrusion into the system and the likelihood of hacker attacks,” Rostec said.

Rostec was established in late 2007 to consolidate strategically important Russian companies. It has divisions in aircraft, electronics, and armaments. It unites companies like Russian Helicopters, Kalashnikov Concern, and Rosoboronexport.

The head of Rostec, Igor Zavyalov, said that the transition to a new system will reduce dependence on foreign services and will provide an opportunity to transfer information without using the capacities of foreign providers.

Last month, another Russian state-owned firm, global oil giant Rosneft, announced it had tested the SPFS in December with the help of the country’s third largest lender, Gazprombank.

The potential exclusion of Russia from SWIFT has worried the country’s banks since 2014, when the EU and the US introduced the first round of international sanctions against Moscow over alleged involvement in the Ukraine crisis and the reunification with Crimea. However, SWIFT itself has fended off such talks.

In 2017, the head of the Central Bank, Elvira Nabiullina, said at a meeting with President Vladimir Putin that Russia is ready for disconnection from SWIFT.

TOKYO — Japanese truck maker Hino Motors Ltd and Volkswagen Truck & Bus GmbH said on Thursday they have agreed to form a strategic tie-up to better compete in the commercial vehicle industry, which is undergoing transformation due to the need for lower-emission vehicles and automated driving capabilities.

The two truck makers said they will consider cooperating in areas such as diesel and gasoline-electric hybrid engines, connectivity and self-driving technologies, adding their combined output could offer economies of scale in research and development (R&D) as well as procurement.

“We can join forces and spend R&D money only once instead of twice or three times,” Volkswagen Truck & Bus GmbH Chief Executive Officer Andreas Renschler told reporters at an event in Tokyo to announce the agreement.

“We see potential to save on our budgets and also to combine our resources to be faster at bringing products to market than we would be alone.”

Both companies said the partnership would not change their respective relationships with parent companies – Toyota Motor Corp owns the majority of Hino, whereas Volkswagen Truck & Bus is a division of Volkswagen AG.

The announcement comes as Volkswagen AG aims to list its trucks and buses operations in the first quarter of next year, according to two people with knowledge of the matter, as the German automaker considers a broader structural overhaul to boost efficiency.

Hino sells roughly 70 percent of its commercial trucks in Japan and the rest of Asia, where it dominates the large commercial vehicle market. It has been growing operations in Africa and North America.

Volkswagen Truck & Bus’s operations include the MAN Truck and Bus Company, which supplies commercial vehicles in Europe, the Middle East, Africa and Latin America, as well as Sweden’s Scania, which produces long-haul trucks and busses primarily for the European market but which has been growing its presence in Asia.

On March 1, Russian President Vladimir Putin revealed a new class of weapons that can bypass US missile shields: The Kinzhal, a hypersonic missile that can travel at more than 10 times the speed of sound; Avangard, a hypersonic weapon that can fly up to twenty times the speed of sound and has aircraft-like maneuverability capable of circumventing missile defenses; Sarmat, a new intercontinental ballistic missile that can travel across the North and South Poles in order to avoid missile shields, and capable of carrying more than twenty warheads – five times more than the previous generation of Topol missiles; Burevestnik, a nuclear-powered cruise missile similar to the American Tomahawk but enjoying virtually unlimited range; Poseidon, an underwater drone that is submarine-launched and capable of traveling at depths that make them undetectable. Since the collapse of the Soviet Union, the United States has dotted Europe with missile shields – while rapidly expanding NATO eastward. Washington is planning to install new missile defense systems in South Korea and Japan – which it claims are necessary to deter Iran and North Korea.

Moscow has repeatedly protested against years of US military expansion towards its borders. Now, as Putin said during his March address, Moscow hopes that the United States will finally listen.

Nowadays, the long-range aircraft can already cover a distance of more than 12,000 kilometers without refueling. Its record distance without refueling has reached 18,000 kilometers.

The first bombers are expected to be equipped with new engines in 2021, the deputy defense minister said. The modernization of the Tu-160 airplanes is not, however, limited to the engines.

“We are going to… carry out deep modernization of the planes [that are currently] in service when only the fuselage would remain while all the avionics equipment and engines would be replaced,” Borisov said. He added that the Russian strategic bomber aircraft park is expected to be fully upgraded by 2030.

The modernized Tu-160 will be stealthier thanks to “special coatings.” It is also set to include new weapons that will outmatch their predecessors.

“One cannot even compare the Tu-160 aircraft equipped with the X-55, X-555 and X-101 missiles and a plane that we are hoping to get by 2030 equipped with new air-delivered ordnance that would have completely different effective distance,” Borisov said, commenting on the ministry’s plans. The overall effectiveness of the strategic bombers is expected to increase by 60 percent due to the modernization, Russian media reports, citing the military.

The Tu-160, which is nicknamed the ‘White Swan’ in Russia, and designated as ‘Blackjack’ by NATO, is the largest combat aircraft in the world, with maximum takeoff weight of around 275 tons. Russia’s military announced the decision to resume production of the bombers back in 2015 after it was stalled for more than a decade.

The first modernized version of the Tu-160 with new engine and digital onboard equipment was rolled out of the hangar in November of last year. In January 2018, it underwent its first flight trials, witnessed by Russian President Vladimir Putin. Russia currently has a fleet of 11 regular Tu-160s and five upgraded Tu-160s. The bombers are expected to hit the production line in the early 2020s. The defense ministry plans to purchase at least 50 bombers of the kind.

In his State of the Nation speech today, Russian president Vladimir Putin showed computer animations and videos demonstrating three new classes of strategic weapons under development that are specifically intended to defeat the United States’ ballistic missile defenses. Among them were two weapons powered by miniaturized nuclear reactors: a drone submarine “torpedo” previously revealed in a Russian news leak and a cruise “missile” drone with what Putin described as a virtually unlimited range. The third was a new non-ballistic, hypersonic ICBM capable of evading US missile interceptors.

The weapons, Putin said, were a direct response to the US’s withdrawal from the Anti-Ballistic Missile Treaty and its continued development of ballistic missile defenses—which the Russian government has argued undermine the strategic deterrent value of Russia’s existing nuclear force. “No one has listened to us,” said Putin. “Listen to us now.”

A little something extra for the fallout

Putin claimed that the cruise missile’s miniaturized nuclear power plant had been successfully tested last fall and that, when built, the weapon would have a “practically unlimited” range. An animation showed a computer-generated image of the weapon flying close to the ground, following terrain contours, flying over mountains, and out to sea, avoiding seaborne air defense radars on its way to a virtual target. A similar animation showed nuclear-powered torpedoes launched from a submarine, traveling “intercontinental” distances, and striking a US aircraft carrier and exploding near a shore facility. This was the first official public announcement of both weapons.
