  • A photographer claimed to have discovered a stockpile of bottled water sitting on a tarmac in Puerto Rico.
  • A year later, the photographer said the water was still there.
  • The Federal Emergency Management Agency reportedly told CBS News correspondent David Begnaud that it provided the water to the central government in response to Hurricane Maria in 2017, but it is unclear what kept the water from being distributed.
  • Many of the deaths in the aftermath of Maria were attributed to power outages, and limited access to heath care and clean drinking water.

A photographer working for a Puerto Rican police agency reportedly caught a glimpse of a stockpile of bottled water on a runaway in the city of Ceiba. The water was believed to be part of relief efforts after Hurricane Maria wrought devastation on the US territory in September 2017.

A year later, the photographer, Abdiel Santana, said the stockpile of what could be millions of water bottles were still standing on the tarmac.

Official data from the People’s Bank of China (PBOC) shows the country’s gold reserves have not increased since 2016, when Donald Trump was elected US president. They stayed unchanged at 59.24 million ounces (1,843 tons).

As of the end of June, the PBOC valued its precious metal reserves at $ 74.1 billion.

Analysts, however, have raised doubts that Beijing has really stopped accumulating gold. They claim a potential trade war with the US and this year’s slump in gold prices are reasons for China to buy.

“The strategic imperative is probably still there to add some gold to reserves quietly bit by bit,” Philip Klapwijk, managing director of Precious Metals Insights, told Bloomberg. The expert, who has tracked precious metals for nearly 30 years, said, “The reason to own gold as a portfolio diversification is even better given the rather strained relations with the US.”

As one of the top gold holders, China has been aggressively accumulating gold reserves to cut its dependence on the US dollar, according to Singapore’s BullionStar precious metals expert Ronan Manly. In an interview with RT, he said that the combined China-Russia gold reserves could shake US dominance in the global economy.

China has gone long periods without revealing increases in its gold holdings. In 2015, for the first time in six years, the PBOC announced a 57-percent jump in reserves to 53.3 million ounces. The announcement coincided with the adoption of stricter IMF rules for foreign reserves and debt data as the government pushed for the yuan to be included in the Special Drawing Rights basket. The IMF added the Chinese currency in October 2016, the last month that the PBOC announced an increase.

The review, which the Trump administration plans to roll out after President Donald Trump’s State of the Union address later this month, will mark a break in policy with the development of a new class of low-yield, “usable” nuclear warheads.

The D5 missiles, each costing approximately $ 66 million, will carry warheads more than 30 times the destructive power of the Hiroshima bomb. However, they would only include the primary fission section of the existing thermonuclear warheads with lower explosive yields.

The new tactical weapon would violate the Intermediate Range Nuclear Forces treaty reached between Washington and Moscow in 1987. The Pentagon justifies the break by claiming Russia is already in violation because of its new ground-launched cruise missile, and that it would act as a deterrent should the increasingly tense situation created by NATO’s build-up of military forces on Russia’s western border boil over into an armed conflict.

“While the United States has continued to reduce the number and salience of nuclear weapons, others, including Russian and China, have moved in the opposite direction. They have added new types of nuclear capabilities to their arsenals … and engage in increasingly aggressive behavior, including in outer space and cyberspace,” stated the Pentagon in its draft 64-page NPR, obtained and first reported by the Huffington Post.

“North Korea continues its illicit pursuit of nuclear weapons and missile capabilities in direct violation of the United Nations Security Council resolution. Iran has agreed to constraints … nevertheless, it retains the technological capability and much of the capacity necessary to develop a nuclear weapon within one year of a decision to do so.”

There is no evidence Moscow has a policy of launching a tactical nuclear weapon against US forces. The Pentagon’s plan would allow Washington to initiate a so-called “limited” nuclear war in pursuits of its “national interests.”

In October, NBC reported President Trump had gathered high ranking national security leaders and told them “he wanted … a nearly tenfold increase in the US nuclear arsenal.”

Under the Obama administration, $ 1.3 trillion was spent on a 30-year plan to refurbish all the elements of the US nuclear “triad” – intercontinental ballistic missiles, submarine-launched ballistic missiles and strategic bombers. A stated US policy has been not to build new types of nuclear warhead.

The first NPR in eight years is expected to be published after Trump’s State of the Union speech at the end of January.

Arms control advocates have expressed alarm at the new proposal and the potential for nuclear conflict during the Trump administration. Fears spikes again last week when Trump issued a warning to North Korean president Kim Jong-un over Twitter, saying: “I too have a nuclear button, but it is a much bigger and more powerful one than his, and my button works!”

The draft NPR is more hawkish than the postures adopted by the Obama or Bush administrations. Advocates argue it will make a nuclear war more likely.  

“Making the case that we need more low-yield options is making the case that this president needs more nuclear capabilities at his disposal,” Alexandra Bell, senior policy director at the Center for Arms Control and Non-Proliferation, and a former senior adviser at the State Department told the Huffington Post. “[W]e have 4,000 nuclear weapons in our active stockpile, which is more than enough to destroy the world many times over.”

The NPR also expands the circumstances in which the US might use  its nuclear arsenal, to include a response to a non-nuclear attack that causes mass casualties, or was aimed at critical infrastructure or nuclear command and control sites.

US Secretary of Defense James Mattis has ordered the military to start work on reviewing the US’s overall nuclear weapons policy document that will guide the Trump administration’s purchases, deployment and management of nuclear weapons.

“Today, Secretary Mattis directed the commencement of the review, [Nuclear Posture Review], which will be led by the deputy secretary of defense and the vice chairman of the joint chiefs of staff, and include interagency partners,” Pentagon spokesperson Dana White said in a statement Monday.

“The process will culminate in a final report to the president by the end of the year.”

Before President Donald Trump took office, he tweeted that the US “must greatly strengthen and expand its nuclear capability until such times as the world comes to its senses regarding nukes.” 

On January 27, in a national security presidential memorandum, Trump ordered a nuclear posture review (NPR) to “ensure the US nuclear deterrent is safe, secure, effective, reliable and appropriately tailored to deter 21st-century threats and reassure our allies.”

The NPR’s conclusions relate to the stockpile, supporting infrastructure and it meant to guide foreign as well as domestic policy.

The US retains about 4,000 nuclear warheads in service, with another 2,800 awaiting dismantlement. Decades of deferring modernization mean that some long-range bombers are more than 60 years old, certain command and control systems are still run on floppy disks and some intercontinental ballistic missile silos have fallen into disrepair, according to Defense One.

The Pentagon is preparing to spend billions of dollars over the next 15 years to develop and procure the new B-21 bomber, a new fleet of nuclear submarines, and a new design for intercontinental ballistic missiles, as well as new command and control capabilities as well as new crude missiles, according to Defense News.

The last NPR was completed under the Obama administration in 2010.

Greg Mello, executive director of the Los Alamos Study Group, and a leading expert on nuclear weapons, said about the Obama administration’s NPR that it carefully left open the possibility of nuclear use (either as reprisal or preemptive first strike, as present doctrine allows) “in the event of planned or actual biological ttacks that exceed some unspecified threat or danger threshold.”

Melo said “the US government continues to reserve the right to be the first to use nuclear weapons.”

Under the Non-proliferation Treaty, which the US signed during the Johnson administration, and ratified by the Senate and is the law of the land, includes Article VI, which calls for the elimination of nuclear weapons.

“That was the agreement, these other countries would not develop nuclear weapons and the nuclear powers would move to elimination. We are violating that,” former Secretary of Defense McNamara told the Institute of Public Accuracy in 2005.
