The US treasury department announced new rules on Monday, activating the Office of Foreign Assets Control (OFAC) to sanction six individuals, 24 companies and seven vessels to keep American firms from interacting with the smuggled goods in US jurisdictions.
The individuals held either Libyan, Maltese, or Egyptian citizenships, an official statement read. A 2016 executive order by President Barack Obama identifies the three countries as targets of oil and gas smuggling as well.
“Oil smuggling undermines Libya’s sovereignty, fuels the black market and contributes to further instability in the region while robbing the population of resources that are rightly theirs,” OFAC’s statement said, referring to the phenomenon that has greatly increased since the overthrow of dictator Muammar Ghaddafi during the 2011 Arab Spring.
Libyan oil revenues are still on the rise due to enhanced stability, according to figures from last year. Government oil revenues nearly tripled in 2017 to $ 14 billion as the country managed last year to gradually recover its oil production, reaching one million barrels per day for the first time since 2013.
The surge in oil revenues amid recovering production and recovering oil prices allowed Libya to halve its budget deficit last year, to $ 7.85 billion (10.6 billion Libyan dinars), from $ 15 billion (20.3 billion dinars) in 2016, the central bank said.

In its economic outlook on Libya in October 2017, the World Bank said, “Despite strong growth performance driven by the oil sector, the Libyan economy is still suffering from political strife that hinders it from reaching its potential. Following four years of recession, the Libyan economy recovered in 2017-H1, thanks to the resumption in the production of hydrocarbon products after the repossession from militias of the main oil fields last year.”

Police in Indonesia have smashed a smuggling ring for allegedly stuffing 125 exotic birds into drain pipes. The arrests are part of a wider clampdown on the lucrative illegal trade in the animals.
Four men were arrested following the discovery of 41 endangered white cockatoos and 84 eclectus parrots, which had been stuffed into plastic piping. The piping had been cut and sealed at the ends with wire, AFP reports.
The four alleged smugglers were arrested in four different locations in the eastern part of the island nation. They now face a maximum of five years in prison and a fine of 100 million rupiah ($ 7,400) if found guilty.
Indonesia is currently trying to rein in the illegal trading of birds. The country’s vast jungles are home to 131 threatened bird species, bested only by Brazil. There is a large market for illegal avian trading in Indonesia. The birds are being sold in large cities inside the country or shipped off abroad, where they are sold as pets.
Dwi Adhiasto, of the Wildlife Conservation Society, told AFP the avian haul may have been destined for the neighboring Philippines, which apparently has its own “parrot smuggling network.”

White cockatoos are native to Indonesia and are listed as endangered by the International Union for Conservation of Nature (IUCN). Their estimated population, of between 43,000 and 183,000, is under threat due to the actions of poachers such as those arrested, coupled with the loss of their habitat.

Since June, Coast Guard vessels patrolling the US’s southern approaches have stopped seven low-profile smuggling vessels — stealthy ships that ride low in the water to spirit illicit cargos from South America to Mexico and the US.
Akin to self-propelled semi-submersibles used by smugglers for the same purpose, low-profile vessels are boats designed to run near or at surface level to present the smallest possible radar signature.
Low-profile vessels usually have a sharp bow to cut through the water and an elongated body to transport cargo — typically high-value drugs like cocaine. Some only have masts or conning towers that stick out above water, and they are often outfitted with multiple outboard engines and painted to blend in with the water.
The Coast Guard said the last time a low-profile vessel was stopped prior to the current fiscal year was in late May 2016. Six narco subs were caught during that fiscal year (and one was intercepted in September, the first month of fiscal year 2017).
The seven interdictions since June occurred in drug-transit areas in the eastern Pacific, off the coasts of South and Central America.

In mid-August, Coast Guard cutter Steadfast intercepted a suspected low-profile vessel several hundred miles off the coast of Central America, seizing more than 6,000 pounds of cocaine and arresting four suspected traffickers.
Another low-profile vessel — six feet wide and 54 feet long — was stopped by Coast Guard cutter Waesche off the Central American coast in early June, after the cutter tracked the vessel for almost 100 miles. The Waesche’s crew arrested four suspected smugglers and seized 2.79 tons of cocaine.
The US and partner forces have stepped up their activity in the eastern Pacific, and cocaine production has risen considerably in Colombia, the world’s biggest producer of the drug.
The result has been “a significant increase in narcotics removal” in drug-transit areas off South and Central America, the Coast Guard said.
During fiscal year 2016, the Coast Guard set a record by seizing more than 443,000 pounds of cocaine bound for the US. The service says it is on pace for another record-setting amount of seizures this fiscal year, though officials have warned that it doesn’t have the resources to fully address the trafficking activity it detects.

The ocean area from Colombia to the Galapagos and up to the Mexican and US coasts is about the size of the continental US, Vice Adm. Charles Ray, the Coast Guard’s deputy commandant for operations, said at a hearing earlier this month.
“On any given day we’ll have between six to 10 Coast Guard cutters down here,” Ray added. “If you imagine placing that on [an area the size of] the United States … it’s a capacity challenge.”

US officials believe about 90% of the cocaine shipped to the US traverses the sea at some point, typically arriving somewhere in Central America or Mexico and being smuggled over the US-Mexico land border.
The Drug Enforcement Administration says about 93% of the cocaine sent to the US comes through the Mexico/Central America corridor.
US anti-narcotics officials also think they intercept about one of every four tons of cocaine headed for the US, with about 69% of it stopped in the eastern Pacific Ocean.
Narco subs — a category that includes fully submersible vessels, semi-submersible vessels, or towed containers — appeared in the 1990s, as Colombian smugglers sought to stay ahead of law-enforcement’s detection abilities.
Fully submersible and semi-submersible vessels are hard to detect and expensive to build (though their cargos are valuable enough that a single trip can cover the price), so interceptions of them are not that common.

Low-profile vessels, which are not technically semi-submersible, are the majority of seized drug-smuggling vessels, according to a 2014 report.
Low-profile vessels can come in various forms, often balancing speed and stealth in different ways. A more recent variation appears to be what naval expert HI Sutton called “very slender vessels” — elongated vessels that go through waves rather than over them. In April, Guatemalan forces found an abandoned vessel that appeared to be a VSV, as did the crew of the Waesche in June.
VSVs sacrifice cargo size for stealthiness and speed, and their appearance suggests a maturation in the designs of Colombian traffickers — in particular Los Urabeños, the country’s most powerful criminal group — Sutton notes.

Narco subs are typically constructed near Colombia’s Pacific coast, assembled under cover of jungle canopy.
They’re moved through rivers and mangroves to the coast once completed, and their smuggling routes typically take them out into the Pacific — sometimes around the Galapagos Islands — before turning north.
“In recent years, ‘narco-sub’ vessels (mostly LPVs) have been built with upper lead shielding which helps to minimize their heat signature and hence they can evade infrared sensors,” according to a 2014 paper in Small Wars Journal. “Some of the newer models have piping along the bottom to allow the water to cool the exhaust as the ship moves, making it even less susceptible to infrared detection.”
In addition to the Coast Guard air and sea assets deployed to stop traffickers, US Customs and Border Patrol have eight P-3 Orion maritime patrol aircraft converted into Long Range Trackers. The former Navy aircraft have been upgraded with radars originally designed for the F-16 fighter jet, as well as optical sensors.

As the UN Security Council voted to apply more economic pressure against North Korea on Monday, Russian smugglers have been shipping petroleum and other goods to the regime, US officials said in a Washington Post report.
The report published Monday night cited official documents that showed increased tanker activity between North Korean shipping ports and the eastern Russian city of Vladivostok.
Smuggled supplies included diesel fuel and other goods that the isolated country could not produce themselves. According to US law-enforcement officials, Russian entrepreneurs were creating front companies to hide their activity and launder funds.
In one case, a Singapore-registered real-estate management company with no known offices or webpage was “facilitating the laundering of funds for North Korea financial facilitators and sanctioned entities” by working with Russian partners to buy almost $ 7 million worth of diesel fuel. North Korean agents would then wire US dollars to the company, which in turn would pay a Russian supplier to make diesel shipments from Vladivostok.
“As the Chinese cut off oil and gas, we’re seeing them turn to Russia,” one senior official familiar with the smuggling operation told The Post. “Whenever they are cut off from their primary supplier, they just try to get it from somewhere else.”
News of the smuggling operations comes amid a unanimous vote from the UN Security Council in response to North Korea’s sixth and most powerful nuclear test on September 3. The new sanctions impose a ban on North Korea’s textile exports and caps crude-oil exports to North Korea.

The uptick in traffic between the two countries also coincided with previous UN sanctions that banned fuel shipments from a state-owned company from China. Facing pressure from the US and North Korea’s wary neighbors in South Korea and Japan, China agreed to apply more pressure to the Kim Jong Un regime.
Meanwhile, the Kremlin appeared to be reluctant in agreeing to increased sanctions on North Korea. Russian President Vladimir Putin called for more diplomacy and stressed that tinkering with North Korea’s oil supplies would have a detrimental effect.
“We, too, are against North Korea developing its nuclear capabilities and condemn it, but it is worrying cutting the oil pipeline will harm the regular people, like in hospitals,” Putin said during a meeting with South Korean President Moon Jae-in on Wednesday.

A total of 22 migrants have been killed and some 100 injured in fighting between rival smuggler gangs in Libya so far this year. This comes at a time when seaborne migration from Africa to Italy has risen by 50 percent so far in 2017.
“This is creating all kinds of activity in the smuggling industry, and apparently that activity has reached the level of violent shootouts that left 22 killed in the last couple of days,” Joel Millman, a spokesman for the International Organization for Migration (IOM), the UN migration agency, said in a news briefing on Tuesday as reported Reuters.
“The dead were thought to be migrants rather than smugglers because they were sub-Saharan Africans,” he added. These deaths are in addition to the 140 dead bodies already found on Libyan beaches to date this year.
On October 20, 2011, the former Libyan leader Muammar Gaddafi was captured and killed in his hometown of Sirte by the National Transitional Council (NTC), the UN-recognized representatives of Libya at the time, following the Libyan revolution.
With Gaddafi gone, a power vacuum developed, and Libya quickly split into two with the Tobruk-based parliament and the unity government (NTC) in Tripoli vying for control.
To further complicate matters, various militant groups, including the Islamic State (IS, former ISIS/ISIL), began carving out their own fiefdoms in violent power plays across the war-torn countryside.
Since then, Libya has become the focal point for migrant crossing from Africa to Europe via Italy. In 2016, there were over 181,000 illegal border crossings on the Central Mediterranean route, Libya to Italy, according to Frontex, the EU’s border control agency.
There are concerns that Libya will remain permanently fractured as a result of tribal conflicts between the almost 2,000 militias and armed groups operating in the country.
The US State Department lists Libya as both a transit and a destination country for human trafficking, with child soldiers, prostitution and forced labor common among the warring factions within the troubled state.
Italian Interior Minister Marco Minniti recently met with city mayors from 10 towns in Libya’s southern desert to try and persuade them to join together to prevent human trafficking through Libyan territory into Europe.
