A man in Russia’s Urals with mental health issues brutally murdered two women, then had an epileptic fit and died, police have said. A video released by local media shows the suspect attacking a passing car with a knife. The incident took place in the small village of Kedrovka in the Urals region on Saturday, local police said in a statement, calling the events a “terrible massacre.” The suspect, a mentally ill man in his 40s rushed into a local shop, where he repeatedly and fatally stabbed a saleswoman. The body of the second woman, apparently a witness, was found 8 meters from the first victim. The man then dashed into the street, swinging his knife. Some passers-by attempted to stop the attacker, before he was detained by two traffic police officers who happened to be in the area. After the suspect was handcuffed, he suddenly experienced an epileptic seizure, police said. The man died on the spot before the ambulance arrived. The suspect’s mother told police that her son had behaved aggressively on Saturday morning, which led her to call her daughter asking her to take the man to hospital. “However, the relatives couldn’t protect themselves and others,” the statement said. A local news online portal e1.ru released graphic footage from a car video recorder, allegedly showing the attacker on killing spree. The video captures the man violently attacking someone on the ground. He then notices the approaching vehicle and attacks its windshield with his knife, almost breaking the glass, as the driver races past the scene. “The attacker was stabbing a woman with a knife. Her body was terribly mutilated: he took off her scalp,” a local resident, identified as Aleksandr Snegiryov, told the outlet. When the suspect started attacking a driver in another vehicle, Snegiryov says he knocked him over with his car, whereupon two other men grabbed the attacker and pinned him to the ground. “He was roaring like a wild beast,” Snegiryov added. Russian social media network VKontakte. One woman released a video of the alleged attack aftermath which shows police surrounding what appears to be a human body covered by a blanket.

Three ships, which left port in June, returned with 43 minke whales and 134 sei whales, according to the country’s Fisheries Agency. The total number of 177 whales was the goal stipulated by the government beforehand.
The annual practice comes despite Japan being a signatory to the International Whaling Commission’s (IWC) moratorium on hunting. Each year, Tokyo exploits a loophole by stating that the hunt is done in the name of scientific research.
The Fisheries Agency says it will collect data on the whales’ stomach contents, among other things, and report its findings to the IWC, The Japan Times reported.
Japan says it is trying to prove the whale population is large enough to reintroduce commercial whale hunting as a traditional source of food.
The studies are “necessary to estimate the precise number of [sustainable] catches as we look to restart commercial whaling,” Fisheries Agency official Kohei Ito told AFP.
The hunt draws ire from animal rights groups and other critics each year, many of whom say the “research” claim is merely a cover for commercial whaling, as meat from the captured mammals is later sold.
Anti-whaling group Sea Shepherd sent ships to obstruct Japanese whaling vessels for years, but said last month that it would not be facing off with Japanese whalers this year, as it “cannot compete with their military grade technology.”
It vowed to continue its fight under a new plan, stating that its “efforts to go after and shut down whalers will continue, and not only against Japanese whaling, but also against Norwegian, Danish, and Icelandic whaling.”
Norway and Iceland are the only countries in the world that authorize commercial whaling. An annual hunt in Denmark’s Faroe Islands sees whales and dolphins killed by hand, their meat and blubber distributed to residents.

The Tuesday announcement by the Japanese Fisheries Agency comes after it submitted a plan to the IWC in May, detailing a plan to capture a total of 304 whales per year along its coast and offshore waters in the northwestern Pacific between fiscal 2017 and 2028.
In 2014, the United Nations International Court of Justice ordered Japan to end a regular hunt in Antarctic waters, saying the project did not meet conventional scientific standards. Japan canceled the hunt for just one season, resuming it the following year under a new program which it promised was genuinely scientific.

Around forty women have been taken hostage after Boko Haram militants carried out a gruesome cross-border raid on a village in Niger. Security forces have launched an operation to find the captives.
Jihadist Boko Haram fighters attacked the Ngalewa village Sunday evening, local authorities said. Riding camels, the terrorists slit the throats of the villagers and took dozens of women hostage.
”Boko Haram elements… slit the throats of nine people… they took women, 37 women, and departed with them,” the governor of Diffa region, Laouali Mahamane Dan Dano, told state TV Tuesday.
“The defense and security forces are already in pursuit, and we hope that in the coming days these women will be found and freed,” the governor added.
The governor said the village most likely became the target of the attack because of its resistance to jihadist rule.
The mayor of the district, Abba Gata Issa, confirmed the nine dead, adding, that dozens of women and children had been kidnapped from the village which lies just 50 km across the Nigerian border, TV 360 Nigeria reported.
The Nigeria-based Boko Haram is considered to be one of the deadliest terrorist groups in the world, on par with Islamic State (IS, formerly ISIS/ISIL). The terrorist formation has killed tens of thousands of people while displacing over two million since its insurgency campaign began in 2009.

Fighters from the ISIL (Islamic State of Iraq and the Levant, also known as ISIS) group have killed more than 160 people in one day last week to prevent them from fleeing western Mosul, according to the United Nations.
The agency on Tuesday accused ISIL of carrying out the attack in the group’s last stronghold, where a coalition of troops is working to flush out the fighters.
“The brutality of Daesh [ISIL] and other terrorist groups seemingly knows no bounds,” said Zeid bin Ra’ad al-Hussein, the UN’s human rights chief.
“Yesterday, my staff reported to me that bodies of murdered Iraqi men, women and children still lay on the streets of the al-Shira neighbourhood of western Mosul, after at least 163 people were shot and killed by Daesh to prevent them from fleeing.”
Hussein made the comments in his opening address to the UN Human Rights Council.
His spokesman, Rupert Colville, told the AFP news agency that the killings were believed to have taken place on June 1.
In late May, Iraqi forces launched a broad assault on parts of Mosul, closing in on the remaining pockets of territory held by ISIL.
Aid groups had expressed their concerns over the safety of hundreds of thousands of civilians at risk of being caught in the crossfire.
On Monday, UNICEF warned that 100,000 children were still in ISIL-held areas, living under extremely dangerous conditions.
Peter Hawkins, UNICEF’s representative in Iraq, said the agency is receiving “alarming reports” of civilians being killed, including children, with some caught in the crossfire while trying to flee.
Separately, Human Rights Watch (HRW) said on Monday that at least 26 bodies of “blindfolded and handcuffed” men were found in government-controlled areas and around the city since the operation started.
Thomson ReutersLocal armed forces told foreign journalists that 15 men were extrajudicially killed by government forces who were holding them on suspicion of being affiliated with ISIL, the rights group said.
HRW said that in the remaining cases reported by local and international sources, the sites of the apparent executions – all in government-held territory – raise concerns about government responsibility for the killings.
Last month, Stephen O’Brien, the UN under-secretary for humanitarian affairs, said the organisation had “deep concern” for hundreds of thousands of civilians trapped behind ISIL lines.
“Although the UN is not present in the areas where fighting is occurring, we have received very disturbing reports of families being shut inside booby-trapped homes and of children being deliberately targeted by snipers,” O’Brien said.
ISIL overran large areas north and west of Baghdad in 2014, but Iraqi forces backed by US-led air raids have since regained much of the territory they lost to the group.
Iraqi forces launched a major operation to retake Mosul in October last year, fighting their way to the city and retaking its eastern side before setting their sights on its smaller but more densely populated west.
The eastern half of Mosul was declared liberated in January and the push for the city’s western section, separated from the east by the Tigris River, began the following month.
Almost 10,000 people fled from Mosul’s northwest and the Old City every day last week, according to UN estimates.
More than 750,000 people have been displaced from the city since October.

In Southampton, Tom and Jenny were keen to move out of their cramped rental property and into a house of their own.
But the couple had been facing fierce competition and a fast market.
They also had strict criteria for their dream home.
With a £250,000 mortgage, Tom and Jenny wanted a three bedroom home, a “project” so they could do their own little renovations, a light kitchen and a community feel.
Kirstie Allsopp was helping the couple on their search, but the response she gave them was not what they were expecting.
She said: “I’m just going to come out with it – if I didn’t know how old you are, I would say you’re 55.”
Jenny replied: “Don’t slaughter us.”
Kirstie’s response was: “I’ve been doing this a long time, and there’s no blood on my hands yet.”
Despite having a clear vision of what they wanted, Tom and Jenny fell in love with the first house they saw in Shirley.
After a tedious battle with asking prices the couple made an offer on the property for £245,000, £5,000 under budget, and the house was theirs.
On a previous episode of Location, Location, Location Phil Spencer proclaimed “I’m not a house hunter”, much to fellow presenter Kirstie Allsopp’s amusement.
Kirstie and Phil helped first-time buyers Laura and Phil and downsizing duo Kerrie and Dave who hoped to move closer to their kids.
Kerrie and Dave had high expectations for their new home, and the couple had two very different ideals.
The first property the couple were shown was in Carlingcott, six miles from Bath.
It was a £525,000 former chapel, but the couple weren’t very impressed with its inside.
Its huge garden wasn’t a hit as it was overlooked by the neighbours. Dave said: “I don’t have a great feeling about this. The garden is a big negative.”
Phil speaking to Kirstie alone said: “I feel like I’m not a house hunter.”
Kirstie replied: “You’re a marriage counsellor.”
ERBIL, Iraq (Reuters) – Islamic State militants have killed dozens of civilians attempting to flee Mosul in recent days, hanging several dead bodies from electricity poles as Iraqi forces fight to retake the city, witnesses said.
Troops are meeting fierce resistance as militants retreat into the Old City, where street fighting is expected in the narrow alleyways and around the mosque where Islamic State declared its caliphate nearly three years ago.
A man who spoke to Reuters via telephone said he had found the mutilated body of a relative strung up from an electricity pole in the Tenek district along with three other young men caught trying to flee by the militants.
“Their appearance was shocking. We weren’t able to get them down and they have been there for two days,” said the relative on condition of anonymity.
The Kurdistan Region security council said the number of people killed by the militants on Monday and Tuesday was as high as 140.
In the Old City, more than 40 civilians were killed when the militants caught them trying to escape, said a resident of the Farouq district where the symbolic Nuri mosque is located.

Another resident of the Old City’s Shahwan district said a family of six, including an elderly woman, had also been killed for the same reason.
A woman from the Yarmouk district said she had narrowly escaped death along with her husband and children after the militants caught them trying to flee among a group of around 30 people.
“They took our bags thinking there was gold or money in them and as they were busy checking the contents, we fled through the houses taking advantage of the pitch darkness,” said the woman, who is now in an area under the control of the security forces.
“I fear those (families) who stayed in Daesh’s grip met a terrible fate.”

In a disturbing repeat of last year, Japanese whalers returned to port Friday with the carcasses of 333 minke whales on board. Since 1986, a global moratorium has banned the hunting of whales, but Japan claims the killings are being done for “scientific research.”
This is nothing new—Japan has been exploiting this scientific research loophole in the international whaling moratorium for years. Specifically, the Japanese fisheries ministry says, “The purpose of this research is to carry out a detailed calculation of the catch limit of minke whales and study the structure and dynamics of the ecological system in the Antarctic Ocean.” Based on the fleet’s most recent expedition to the Southern Ocean, it concluded: “Since a majority of both the males and females taken were mature, this indicates that the species is reproducing healthily.”
Unfortunately, Japanese “scientists” had to butcher 333 minke whales over the past several months to figure this out. And 333 whales the year before. It’s part of a project called NEWREP-A (New Scientific Whale Research Program in the Antarctic Ocean), in which Japan’s Institute of Cetacean Research has mandated the killing of 4,000 minke whales over the course of 12 years. Hence, the annualized figure of 333.
The International Whaling Commission (IWC) says this is utter nonsense, claiming the real purpose of the mission is to harvest whale meat. The Australian government has also chimed in, stating: “[We are] deeply disappointed that Japan has decided to return to the Southern Ocean this summer to undertake so-called ‘scientific’ whaling…Australia is opposed to all forms of commercial and so-called ‘scientific’ whaling. It is not necessary to kill whales in order to study them.”
Indeed, the status of these Antarctic whales is hardly a mystery. The IUCN Red List lists them as a species of Least Concern, while the Scientific Committee of the International Whaling Commission estimates a population around a half million. Minke whales are doing just fine—but that doesn’t excuse the actions of Japanese whalers. Minke whales play an important ecological role in the Southern Ocean, and perhaps more to the point, whaling is barbaric practice which involves the harpooning of a highly social and intelligent species.
In a statement issued earlier today, anti-whaling activist organization Sea Shepherd, which has been tracking the activities of the Japanese fleet, said governments need to do more than just condemn the practice:
We were aware of the challenges from the outset of the campaign—the doubling of the whaling area and the reduced quota that would be easier to reach—but we did our best despite the odds because it was the right thing to do. And—as usual—we did it alone. It is a reminder that the needless slaughter of marine life will continue unless governments stop making hollow statements of disapproval and start taking action to hold Japan accountable.
Nice sentiment, but easier said than done. The world can’t get its shit together about reducing carbon emissions, let alone saving a whale that’s nowhere near the endangered list. That said, there is some hope. Last year, the International Union for the Conservation of Nature said it would revise the review process for whaling, and make it tougher to sell whale meat. At the same time, Australia has put forward a resolution that would require the International Whaling Committee to approve any requests for permits to kill whales for research purposes.
