Ferrari teammate Kimi Raikkonen was second, ahead of Formula One championship leader Lewis Hamilton’s Mercedes.
Vettel was 0.063 quicker than Raikkonen and 0.137 ahead of Hamilton, who won the last two races to take the championship lead and move 24 points in front of Vettel.
However, Ferrari has looked strong so far in Spa, topping all three practice runs — with Vettel quickest in P1 and Raikkonen best in P2.
It was a tough day for Australia’s Daniel Ricciardo, who suffered a mechanical issue in Practice 1.
Raikkonen gave Ferrari its last victory here in 2009. Mercedes has won for the past three years.
The P3 session was interrupted near the end after McLaren driver Stoffel Vandoorne span off after trying to overtake the Mercedes of Valtteri Bottas.
“What the hell was that Mercedes doing? He just pushed me onto the grass,” an irate Vandoorne said on team radio.
Fighting to keep his McLaren seat next year, Vandoorne was last in all three sessions.
However, it appeared Bottas was at fault for not giving Vandoorne room as he approached on his left.
“I didn’t see him,” Bottas told his team.
Following a review by race stewards, Bottas was deemed to be driving in a “potentially dangerous” manner and given a reprimand. He escaped a penalty because the incident was not considered to be intentional.
Governing body FIA said Bottas “conceded the incident was his fault” and that “he had not seen (Vandoorne) approaching, despite checking his mirrors and having heard a warning message from his team.”
A penalty would have effectively made little difference, anyway. Bottas, who finished fourth in P3, starts the race from the back of the grid after being penalised for too many engine-part changes.
Princess Eugenie, daughter of Prince Andrew and Sarah Ferguson Duchess of York, both 58, posed with her fiance last night.
The pair attended the annual Serpentine Summer Party.
Eugenie and tequila ambassador Jack, 33, were joined by her big sister Princess Beatrice, 29.
Also in attendance was their relative Lady Amelia Windsor, dubbed “the world’s most beautiful royal.”
The siblings had a quick change after enjoying a day out at Royal Ascot earlier.
Prince Eugenie at Royal Ascot wore a pricy £2,052 Osman dress.
The white number for shadowed her future as a bride.
Her wedding to Jack is set to take place in October.
The dress seemed to be inspired by a gi, the Japanese karate uniform.

Last night saw the start of the BBC’s explosive new eight-part thriller series based on the shocking world of real-life global criminality.
McMafia has already been described as the must-see drama of 2018.
Starring James Norton, this edgy tale of English toffs and Russian gangsters tells the story of Alex Godman, the privately educated son of a Russian oligarch in exile who appears to have rejected his family’s past and chosen to become part of the English establishment.
As the story begins he is a high-flying hedge fund manager engaged to his equally accomplished banker girlfriend, played by Juliet Rylance.
However, a personal tragedy soon finds Godman involved in a dangerous game of cat and mouse involving gangsters from his Russian homeland and shadowy figures from the world of organised crime, including Mexican drug cartels, Pakistani drug lords and Balkan smugglers.

Director James Watkins, who co-created the thriller with Iranian screenwriter Hossein Amini, says they were interested in examining a world in which “the corporate has become criminal and the criminal corporate”.
The big budget series was inspired by journalist Misha Glenny’s non-fiction book, McMafia: Seriously Organised Crime. Published 10 years ago, it documented various real-life mafia organisations thriving around the world but remains just as relevant today.
Although Godman’s experience of being swept into the world of organised crime while trying to protect his family is fictional, the real world workings of modern criminality against which the action takes place comes from Glenny’s critically acclaimed investigation, which explored the modern spread of transnational crime following the break-up of the Soviet Union and the Eastern bloc in the late 1980s and early 1990s.
When communism fell, drugs, prostitution, money laundering and extortion soon followed on an industrial scale as Kazakhs, Georgians, Moldovans, Bulgarians, Yugoslavs and Russians all sought turf in the new gangster-land of Eastern Europe.
Post-Soviet protection rackets quickly sprang up and before long, the effects of the Russian organised crime boom had rippled out worldwide, from Europe to the Middle East, to Asia and to Africa.
It is on this intercontinental canvas that the action plays out.
This enabled James Norton, 32, to explore the full sweep of filming locations – which included Moscow, Tel Aviv, Qatar, Prague and Mumbai – while throwing his hat into the ring as a potential new James Bond.
For if 2016’s The Night Manager was Tom Hiddleston’s Bond audition piece, McMafia is quite clearly Cambridge-educated Norton’s turn to swan around in a dinner jacket while giving his impeccable vowels and devilishly symmetrical features an outing.
Best known for his roles in the British TV series Happy Valley, Grantchester and War & Peace, Norton was nominated for the Bafta for Best Supporting Actor for his role as ex-convict Tommy Lee Royce in crime drama Happy Valley in 2015 but lost out to Stephen Rea.

The casting of Norton was key.
“James has played matinee idols and princes but he has also played Tommy Lee Royce and we really saw the chance to collide those two types of character into one role,” says James Watkins.
“The thing with Alex is that there are two sides to him. He has been through the public school system and has this polished exterior but underneath it all he is still his father’s son.”
In real life Norton is the son of Hugh, a former lecturer at Hull School of Art and Design, and Lavinia, a teacher.
Born in London, Norton grew up with his parents in North Yorkshire and has described his privileged childhood as “idyllic”.

Educated at Ampleforth College, where he excelled in theatre and tennis, he read theology at Fitzwilliam College Cambridge and graduated in 2007 with first class honours.
He started his film career while still at Rada and has also appeared in theatre in London’s West End.
Juliet Rylance, 38, plays Alex’s girlfriend Rebecca.
The Radatrained stepdaughter of actor Sir Mark Rylance is best known for the 2013 film Days And Nights, based on the Anton Chekhov play The Seagull.
She starred in and produced the film, written and directed by her husband Christian Camargo whom she had met when he worked with her stepfather during Sir Mark’s tenure as the first artistic director of Shakespeare’s Globe Theatre in London.
Notably, the cast includes Georgian and Russian actors for authenticity, including Aleksey Serebryakov as Dimitri Godman, Alex’s father, and Mariya Shukshina as Oksana Godman, Alex’s mother.
“It’s actually a state-of-the-nation treatise on globalisation masquerading as a slick thriller – and we’re fine with that,” says Watkins.
Rebekah, 33, would have certainly sent temperatures soaring back in the UK as she whipped off her khaki clothes and slipped into a red hot bikini.
The wife of Leicester City footballer Jamie Vardy showed off her incredible curves as she lathered up underneath the waterfall.
Scrubbing herself after a day of jungle life, the mother-of-four’s ample assets were impossible to miss as her bikini top boasted an extreme plunging neckline.
Elsewhere, Vanessa, 28, shunned the iconic shower for a dip in the jungle tub, just one day after Georgia ‘Toff’ Toffolo tried out the new instalment.
The Saturdays band member wore a low-cut swimsuit for her soak and ran a bar of soap over her body to ensure she was left squeaky clean.
As she washed, the singer’s toned figure was on full display and she also gave viewers a glimpse of her cleavage.
During last night’s episode, Made in Chelsea star Toff and Rebekah took part in the latest Bushtucker Trial, Worst Dates.
The pair consumed a number of revolting jungle delicacies in order to win food for their fellow campmates.
After working their way through a bull’s penis and a foot of an ostrich, the two celebrities manager to collect a whopping eight out of nine stars on offer.
It was also revealed two new campmates Scottish Labour MP Kezia Dugdale and radio presenter Iain Lee will be seen heading into the jungle on tonight’s episode.

The 58-year-old blonde beauty flashed her slender pins in the cheeky strapless number as she and her professional dance partner Giovanni Pernice, 27, joined host Zoe Ball on the BBC sister show.
The Strictly Come Dancing favourite ensured that all eyes were on her in the minidress, which clung to her trim curves and left very little to the imagination.
Debbie McGee caused quite a stir on social media with her racy outfit choice, which she paired with black stilettos, wearing her signature platinum locks in a chic half-up ‘do.
“Debbie and leather WORKS,” one viewer gushed, while a second added: “Twit twoo! Debbie McGee wearing a leather dress on Strictly.”
“We’ve got to get Giovanni to say swivel,” she told Zoe, referencing the move that is key to her dance routine this weekend as she prepares to perform the Charleston.
“I’ve been dreaming of Giovanni saying swivel,” she added naughtily.
Giovanni soon obliged the pair, demonstrating his pronunciation of the term in his Italian accent.

Octopussy is back on our TV screens this weekend.
As well as being in the Bond movie with the most outrageously rude title of all time, Adams is unique among all of OO7’s beautful co-stars.
The Swedish actress and model is the only Bond girl to have starred in a movie named after her character and is the only one to feature in three movies in the franchise.
As well as 1983’s Octopussy, she also featured in The Man with the Golden Gun (1974) and appeared as an extra in a crowd scene in A View to a Kill (1985).
However much she tempted James in her Bond outings, it pales into comparison with what she revealed in 1981’s Tattoo.
Adams played a model held captiuve by an unstable and obsessed tattoo artist.
As she repeatedly tries to escape, he is determined to leave his mark on her. All over her body.
Gwyneth Paltrow’s father, Bruce Dern, played the dangerous artist, Karl Kinsky.
The film also featured an early appearance from Sex and the City star Cynthia Nixon.
Despite all the outrageous and provocative moments on that landmark HBO show, it’s unlikely that Sex and the City showed anything quite as outrageous as Tattoo.
Tattoo was not well-received by the critics and Dern was nominated for a Razzie for Worst Actor.
It did not, however, deter the Bond franchise from calling Adams back in as the eponymous Octopussy two years later.
The statuesque beauty started out her career as one of the top models in the world in the late 1960’s and early 1970’s. She made her Bond debut in The Man with the Golden Gun (1974) as Andrea Anders.
Octopussy is on ITV on Saturday at 3.25pm

Scratch below the surface of the idyllic scenery Miami has its own unique culture
South Beach is the heart of the action, and Washington Avenue and Collins Avenue are the main tourist traps. Despite their predictability there is an abundance of shops, bars and restaurants to choose from. The aptly named Ocean Drive, which looks out onto the beach, has possibly the highest concentration of eateries on a single road. While the prices reflect its prominent status, it does what it says on the tin if you are looking for food and drink with a view. Always remember to account for the VAT and tip when calculating the bill.
Española Way is a pedestrianised street and the heart of the food district, mostly serving Latin and Italian cuisine. Tables cover almost every inch of the road as restaurants bustle for space. Mains are priced at around $ 30 (£23.32), serving fresh fish and classic Mexican food in the fabled larger-than-life US portions. Another food-centric spot is Lincoln Road, a mile-long pedestrianised street and the shopping hub of South Beach. Shops and restaurants line 10-blocks and culminate in the Lincoln Road mall.
For those who venture across bridge into Downtown Miami the Metromover only travels across a limited area but is free to ride, and the raised platform offers good views across the city. Trolleys, which look like miniature train carriages, are also free but cover most of the sprawling city.
Where to go in Miami
South Beach is the pulsing heart of Miami with its distinctive Art Deco style. Walking tours show off the best of the 1930s-style architecture, but signs will let you know when you are entering the Miami Beach Architectural District. Just one square mile boasts more than 800 significant structures. The main styles are Mediterranean revival, Art Deco, Streamline Moderne and Miami Modern or ‘MiMo’. The Art Deco welcome centre, located on tenth street and Ocean Drive, hosts tours for $ 20 (£15.55).

Wynwood is a vibrant area known for its quirky and colourful artwork which adorn most of the buildings. Wynwood Walls bring together some prominent street artists who have created superlative pieces. Coupled with a mix of breweries, independent eateries and markets, the district is a destination in itself and a whole day can easily be spent soaking up the sun and art. The area comes alive at night but the art is best viewed in the daytime.

The South American influence in Miami is unmistakable, but the aptly named Little Havana is where you can find the highest concentration of cigar shops and Nicaraguan-inspired bistros all washed down with a distinctly Latin vibe. The main street, formerly named Calle Ocho, is the centre of the district with the odd band and bric-a-brac shops found along the bustling street. Take a walk down the avenue and you will find the The Latin Walk of Fame, a take on one of Hollywood’s most famous attractions.

What to do in Miami
Florida is home to a large tropical wetlands known as the Everglades, which covers a large portion of the southern part of the state. A natural beauty, the sprawling landscape is where you can find a range of wildlife including alligators. Exploring the area, home to the ‘river of sawgrass’, is done by airboat and there are countless companies which offer tours and wildlife shows. The heart of the Everglades is a two hour drive from Downtown Miami, and with no public transport it is advisable to either plan ahead or look into tours which go directly from South Beach or the mainland. Hotel pick-ups are included, with prices starting around $ 54 (£41.97).

The latest addition to the city’s cultural scene is the Patricia and Phillip Frost Museum of Science, which highlights include a planetarium with shows voiced by actor Liam Neeson. The aquarium is in the centre of the building with the exhibits orbiting it, and it extends the full three floors of the museum, opening up at the top to reveal an aviary. Opening in May at Biscayne Boulevard, adult tickets cost $ 28 (£21.76) and children under-12 cost $ 20 (£15.55). The museum is sister to the already established The Patricia and Phillip Frost Art Museum, further in town at SW 17th Street.

When in Rome, do as the Romans do. So when in America, visit a baseball game. The Miami Marlins stadium is just a few blocks from the beach and tickets start as cheaply as $ 4 (£3.11) online. Games take hours so it is something you can dip in and out of if you are there for the experience and not an avid fan. Well worth a visit, the kiss cam and vendors walking up and down the stands selling everything from beer to popcorn is a novel experience.

Needless to say the pristine beaches are a draw for the crowds, but if you fancy something a bit more organised many of the hotels, such as The Confidante (theconfidantemiamibeach.hyatt.com) at Collins and 40th St, have pools which are open to the public. With a kids pool and a separate adult pool adorned with sun loungers, cabanas and table service, an entire afternoon can easily be spent pool-side. The hotel also throws pool parties, and while there is no charge to enter there will be a food and drink minimum spend.

Where to eat in Miami
South Beach is bursting with South American influences, particularly when it comes to food. Tacos, Mexican stew and fish are a staple of the diet. Some gems worth visiting are Juvia, located just off the pedestrianised Lincoln Road, and Lenox Avenue, which is a roof top restaurant serving up breathtaking views.
With a dress-code specified as ‘Miami Chic’ it blends French, Peruvian and Japanese fare with a range of specials. Highlights from the menu include a cold bar serving up maine lobster, wagyu gyoza, an oyster bar, sashimi and a king crab risotto. An impressive wine and cocktail list compliment the food, including several which feature ice cubes made entirely of fruit. Dinner, drinks and service will set you back roughly $ 240 (£186.55).

Another eatery with great views is the La Mar restaurant, situated inside the Mandarin Oriental Hotel on the mainland in Brickell Key. With fantastic views across the water, the outside seating allows guests to soak up the Miami skyline. While serving a formidable lunch and dinner menu, the Sunday brunch is not one to miss.
There are two choices, the $ 85 (£66.07) or the $ 120 (£93.28) menu, but both include two-hours unlimited cocktails and piper-heidsieck champagne. The cheaper menu offers a selection of mains including the catch of the day, while the pricier one has treats such as lobster. Each menu has access to the buffet-style stations of seafood – including ceviche – soup, and savoury grill items. And desert is food for the eyes as well as the palette, served up in a dolls house-esque box with bite size treats waiting behind each door. Depending on which brunch option, dinner with service will set you back as much as $ 290 (£225.42) with a tip.

Slightly off the beaten track but one worth making the trip to is NaiYaRa, which as the name suggests serves pan-Asian cuisine. The menu is stocked with a choice of sake, and comes with all the classics you would expect on an eastern inspired menu, but its sushi and sashimi is where it comes into its own.
Sea urchin, yellow tail belly and saltwater eel are some of the delicate plates which come in pieces of eight. And the signature collection features an even more impressive list of ingredients from caviar, black truffle oil, wagyu, quails eggs and even gold flakes, I recommend trying at least one option. Dinner with drinks and service sets you back around $ 240 (£186.55).

The new clip shows one of the centrepiece scenes from the upcoming movie as Anastasia and Christian attend a lavish party. Of course, this being a Fifty Shades scene, The Production Designer Nelson Coates promises: “There is so much eye candy going on.”
The stars of the film also give an insider’s sneak peak behind the scenes on the making of the hugely anticipated erotic drama.
Johnson says: “The Masquerade Ball lends a sense of mystery to the film. It is so massive…”
Author EL James, herself, describes the ball with glee, saying: “It’s lavish, it’s sensuous and it looks fabulous. It’s the sort of place you say, ‘I wish I was there.'”
The scene also gives Christian a chance to show his sweeter side.
When Anastasia worries: “Everyone is looking at us,” he replies, “Not us, you.”.
