Conway, a key architect of Trump’s presidential bid and one of his top surrogates, spoke to a group of ambassadors, including ones from Africa, on Tuesday morning at the prestigious Blair House near the White House. The event, organized by the State Department’s Protocol Office, was open to all ambassadors in Washington, and diplomats from 120 countries RVSPed.

U.S. Homeland Security Secretary Kirstjen Nielsen, under intense questioning from Democratic senators, said on Tuesday she did not hear President Donald Trump use a vulgarity to describe African countries during an impassioned White House meeting last week.

Nielsen’s testimony to the Senate Judiciary Committee echoed statements she has made since the meeting on Thursday with Trump and Republican and Democratic legislators, which roiled the debate on an immigration law deal and generated accusations of racism toward Trump.

Democratic Senator Dick Durbin, who attended the meeting, said Trump used the word “shithole” to describe African countries but Nielsen, also who participated in the meeting, said she did not hear that.

In one of the hearing’s most dramatic moments, Democratic Senator Cory Booker grew emphatic after Nielsen said she did not want to answer more questions about the language at the meeting.

“When Dick Durbin called me I had tears of rage when I heard about this experience in this meeting,” Booker told her.

“Your silence and your amnesia is complicity,” he said.

Trump has said Durbin misrepresented his comments. Republican Senator Lindsey Graham, who also was at the meeting, issued a statement last week that did not dispute news accounts that Trump used the vulgarity to describe African countries. During the hearing Graham did not ask Nielsen about Trump’s comments, but described Durbin as a “decent, honest man.”

Nielsen said she did not remember Trump categorizing African countries in a specific way.

“The conversation was very impassioned. I don’t dispute that the president was using tough language,” Nielsen said, adding that several people in the room were using profanity.

The comments have complicated the debate over an immigration deal to protect immigrants who were brought to the country illegally as children, and also overshadowed larger spending negotiations ahead of a possible federal government shutdown this week.

When asked about Trump’s reported statements about preferring immigrants from Norway, Nielsen said Trump was using Norway as an example of a country whose citizens work hard.

Nielsen also was asked about the administration’s decision to rescind Deferred Action for Childhood Arrivals, the Obama-era policy to protect from deportation immigrants brought to the United States illegally as children. Trump ended the program in September, giving Congress six months to find a permanent solution.

Nielsen said she did not believe Trump would have the authority to extend the March 5 deadline for the ending of the program. On Saturday, the Department of Homeland Security said it would resume accepting DACA renewals, after a federal judge blocked Trump’s decision to end the program.

Nielsen also testified about a DHS study on the link between immigration and terrorism. The report, issued on Tuesday, said about 73 percent of the 549 individuals convicted of “international terrorism-related” charges in U.S. federal courts between Sept. 11, 2001, and Dec. 31, 2016, were born outside the United States.

In a briefing call with reporters, a senior administration official pointed to the report as evidence that the United States needs to reform its immigration system, including to eliminate the diversity visa lottery and extended family-based immigration, in favor of high-skilled immigrants.

But the official said the administration was not ready to release statistical information on the manner of entry of the individuals convicted.

Far from dissipating, African anger is building over President Donald Trump’s negative characterization of Africa on January 11.

African leaders are rejecting President Trump’s denials that he used gutter language, and a media review shows there is an emerging consensus among African opinion leaders that he is a flat-out racist. There is indignation among Africans when Americans seem to tip-toe around what they regard as the overwhelming evidence of his racism.

Over the Martin Luther King holiday weekend, Botswana, Ghana, Haiti, Namibia, Senegal, and the African Union have made formal diplomatic protests.

Botswana, with among the best social and economic statistics on the continent, has asked the administration “to clarify if Botswana is regarded as a ‘shithole country.’” Cyril Ramaphosa, the new president of South Africa’s governing African National Congress, has characterized the president’s remarks as “really, really derogatory, and highly offensive.” Nigeria’s foreign minister has called in American diplomats to explain the president’s remarks, characterizing them as “deeply hurtful, offensive and unacceptable.”

Over the coming days, there are likely to be more official African responses.

Nigeria and South Africa are the continent’s economic and political powerhouses. With Botswana, Ghana, Namibia, and Senegal, the five are on a democratic trajectory, albeit at different stages. U.S. cooperation with Nigeria in the fight against terrorism had been growing. While the bilateral relationship with South Africa is no more than “correct,” relations among the other four with Washington have been close—up to now. 

According to the New York Times, the State Department has instructed its missions not to deny that the president made the remarks attributed to him, but merely to listen. Given African fury, that approach is wise. In Africa as in the United States, there is skepticism that the president tells the truth, and his denials are discounted.

The president’s comments have damaged the interests of the United States in the world’s second largest continent with more than one billion people. The political and security consequences are likely to be negative, especially in multilateral fora such as the United Nations or the World Trade Organization.

Alienation of Africans can have consequences on issues where the administration is seeking to rally world opinion, like North Korea, for example. Further, this racist and anti-African rhetoric is likely to strengthen the hand of those in Africa that would see their countries turn away from the West and towards more authoritarian governments, like those of Russia and China.

Secretary of State Rex Tillerson was expected to travel to Africa sometime in the near future, even though there is still no assistant secretary of state for africa in place. If he does make the trip soon, his reception is likely to be frosty.

JOHANNESBURG (AP) — The African group of ambassadors to the United Nations has issued an extraordinary statement condemning the “outrageous, racist and xenophobic remarks” by President Donald Trump and demanding a retraction and apology.

Former U.S. ambassador to the U.N. Samantha Power has shared the statement on Twitter, saying: “Whoa. I’ve never seen a statement like this by African countries directed at the United States.”

The African ambassadors issued the statement late Friday following an emergency meeting after Trump used vulgar language to reject an immigration bill, asking why the U.S. would take in more people from Haiti and “shithole countries” in Africa.

Trump has denied using that language but others present say he did.

The new statement expresses concern over the Trump administration’s apparent increasing denigration of Africa “and people of color.”

A bookstore in New York arranged a series of books that sent a sharp message in response to President Donald Trump’s inflammatory remarks that have sparked outrage in the US and abroad this week.

The Rough Draft Bar & Books displayed a collection of several books written by authors from parts of the world that Trump reportedly described as “shithole countries.” There’s a sign in the middle of the display that reads: “WRITERS FROM S##THOLE COUNTRIES.”

“I think that the positive statement of our collection of books stands on its own,” Anthony Stromoski, a co-owner at the bookstore and a former teacher, told Business Insider on Friday night. “As a former teacher, my students from Africa, the Caribbean, South Asia, and Latin America were the strongest, smartest, hardest working people that I’ve ever met.”

Some of the books on display include works written by Chigozie Obioma of Nigeria and the late activist and former South African president, Nelson Mandela.

Trump allegedly made his remarks in reference to immigrants hailing from Haiti and other African countries during a Thursday meeting with lawmakers on US immigration policy.

“Why are we having all these people from shithole countries come here,” Trump allegedly said, according to a Washington Post report.

Lawmakers who attended the meeting with Trump appear to be divided over the veracity of the report, with some confirming the account, while others said they “do not recall” the alleged comment.

President Donald Trump’s remark to a bipartisan meeting of senators that some nations are “shithole countries” drew condemnation around the world. Domestically, they may have also made negotiations even tougher to avert a looming government shutdown.

When talking about immigration in a White House meeting with lawmakers on Thursday, Trump asked why the US was accepting immigrants from “shithole countries” — discussing Haiti, El Salvador, and Africa — according to multiple senators in the meeting.

The comment drew rapid backlash from US politicians and foreign governments. It also risks endangering bipartisan discussions about avoiding a government shutdown at the end of next week.

“The scatological slur certainly does not help avoid a shutdown or drive to a middle ground consensus,” Chris Krueger, a political strategist at Cowen Washington Research Group, told Business Insider.

The comments came during a meeting over immigration reform, a topic that Democrats are trying to tie to the shutdown fight. Democrats want to add to the government funding bill a codification of the Deferred Action for Childhood Arrivals program, which shields from deportation hundreds of thousands of undocumented immigrants who entered the US as minors.

The GOP has balked at a DACA fix being added to the spending bill, which is required to avoid a shutdown. Republican leaders have said an immigration bill must include other Republican goals, like funding for increased border security.

If no spending bill is passed by January 19, the federal government will enter into a partial shutdown.

Greg Valliere, chief strategist at Horizon Investments, said the comments were detrimental given the already fractured discussions, since Democrats can block any spending agreement and Trump’s comments solidify their stance on immigration.

“Trump’s comments make things much more difficult, largely because Democrats like Chuck Schumer have to take a hard line against Republicans,” Valliere told Business Insider, referring to the Senate minority leader.

There is some hope that lawmakers can agree to a short-term extension of the shutdown deadline with an agreement on budget caps for the next year, a key step in determining federal funding for 2018. But Krueger said that just delays the inevitable.

“We believe a government shutdown remains a question of when, not if,” he said.

Given the delicate nature of these talks, the Trump comments threw another wrench in an already tense back-and-forth.

“Chances of a government shutdown have risen significantly in the past 24 hours,” Valliere said.

President Donald Trump delivered a speech to honor the 50th anniversary of Dr. Martin Luther King Jr.’s assassination on Friday morning, just a day after he allegedly used the term “shithole” to describe Haiti and African countries during a meeting with lawmakers.

“Why are we having all these people from shithole countries come here?” Trump said, according to several media outlets, including The Washington Post, and Democratic Sen. Dick Durbin.

As Trump shook hands with several event attendees on Friday, reporters called out questions concerning his Thursday comments.

“Mr. President, are you a racist?” one reporter repeatedly asked. Others asked if the president had, in fact, used the term “shithole” in reference to the countries. Another asked if Durbin is lying about his version of the Oval Office meeting.

Trump has railed against the diversity visa lottery program and special temporary status protections that bring in at least 50,000 immigrants from around the world and allow them to reside in the US legally. His reported remarks took place in the context of a debate over the merits of those programs. 

The president specifically criticized protections the US gives to immigrants from various underdeveloped countries, including Haiti, El Salvador, and some African countries, during the Thursday meeting.

He reportedly also asked, “Why do we need more Haitians?” and suggested the US government should “take them out.”

On Friday, Trump took to Twitter to defend using “tough” language, but said he “never said anything derogatory” about Haitians and suggested he should record future meetings with lawmakers.

But Durbin, who attended the Thursday meeting, insisted on Friday that Trump repeatedly used the term “shithole” to describe Haiti and African countries. 

“To no surprise, the president started tweeting this morning denying that he is using those words. It is not true. He said these hate-filled things, and he said them repeatedly,” Durbin told reporters. 

Trump’s remarks were nearly universally condemned as racist and demeaning, sparking an immediate backlash from international leaders and domestic lawmakers, both Democrats and Republicans. 

“I’ve said it before, and I’ll say it again: Donald Trump is a racist,” Democratic Rep. Ruben Gallego of Arizona tweeted. “Bigotry should have no place at the White House.”

On Friday, former Republican National Committee chairman Michael Steele called the president a racist.

“I think at this point, I mean the evidence is incontrovertible, it’s right there,” Steele said when asked by MSNBC host Hallie Jackson whether the president is a racist.

Growing frustrated while discussing immigration with lawmakers in the Oval Office, President Trump suddenly asked why people from “shithole countries come here” — referring to people from Haiti, El Salvador, and African nations — a source close to negotiations told BuzzFeed News.

The group on Thursday was discussing the possibility of restoring protections for immigrants who have come from those countries, according to the Washington Post, which reported the comment first.

The president also suggested the United States should bring more people from countries like Norway.

“Why are we having all these people from shithole countries come here?” Trump asked the group of lawmakers.

The Trump administration has been discussing the possibility of a deal on the immigration status of hundreds of thousands of young immigrants under the Deferred Action for Childhood Arrivals program, or DACA, as well as increased security at the border.

Trump has said a deal that does not include funding for a wall along the southern border would be rejected.

Trump reportedly made the comments while lawmakers were discussing restoring temporary protection status for immigrants, such as those from El Salvador, who had their status removed this week.

The White House, in a statement, did not deny Trump made the comment.

“Certain Washington politicians choose to fight for foreign countries, but President Trump will always fight for the American people,” said White House spokesman Raj Shah in a statement.

“The President will only accept an immigration deal that adequately addresses the visa lottery system and chain migration — two programs that hurt our economy and allow terrorists into our country. Like other nations that have merit-based immigration, President Trump is fighting for permanent solutions that make our country stronger by welcoming those who can contribute to our society, grow our economy and assimilate into our great nation. He will always reject temporary, weak and dangerous stopgap measures that threaten the lives of hardworking Americans, and undercut immigrants who seek a better life in the United States through a legal pathway.”

A former official from the Trump administration also told BuzzFeed News that although Trump’s comment may be distasteful to some, it could resonate with his base.

“While it might be uncomfortable for some people in the media to recognize, I think there’s a large segment of voters who it resonates with as anti-pc ‘straight talk,'” they said.

When asked about the president’s reference to an excremental aperture, a State Department spokesperson referred BuzzFeed News to the White House. “Nothing beyond that right now,” the spokesperson said.

It is not the first time President Trump has reportedly made disparaging and offensive remarks about immigrants or their countries of origin.

In December, the New York Times reported that Trump lashed out in a meeting sometime in June after reading a document with data on immigrants coming into the country.

After reading out loud that more than 15,000 people had arrived from Haiti, Trump reportedly said they “all have AIDS.”
