President Volodymyr Zelenskyy said on Sunday that Ukrainian forces had retaken three settlements in eastern and southern parts of the country amid a wider counter-offensive. 

Zelenskyy, speaking on his Telegram channel, did not specify the locations of the reported gains. One was a settlement in the eastern region of Donetsk, he said, adding that two further settlements "in the south of our country" were also liberated. 

The Ukrainian military also reported artillery and air strikes on more than a dozen targets in the southern region of Kherson on Sunday, according to CNN. 

President Vladimir Putin's forces have overtaken territory in eastern and southern Ukraine since the invasion began in February. Ukrainian troops began a widescale counter-offensive in the south of the country at the end of August. 

Insider was unable to verify Zelenskyy's report. On Monday, the UK Ministry of Defense released a map showing sites of "likely Ukrainian advance" in three southern locations. 

It did not indicate any advance in the east.

Donetsk represents about one half of the Donbas region, in Ukraine's east, where Russian forces have been attacking Ukraine for eight years, long predating the invasion of February 2022.

Russian-backed separatist action led to the formation of the "Donetsk People's Republic" in 2014, which Putin formally recognized on February 22 this year. (Most countries, including the west and the UN, continue to consider it Ukrainian territory.)

The south of Ukraine faced a brutal onslaught early in Putin's invasion, likely in an effort to connect Russian-annexed Crimea to the strategic southern port of Odessa. It has seen Russian forces occupy — and inflict catastrophic destruction on — cities such as Kherson and Mariupol.

In his address, Zelenskyy repeated his assertion that the war would end only with the retaking of Crimea. "We will make Crimea one of the best, most comfortable places in Europe," he said.

He also said he had spoken with European Commission President Ursula von der Leyen, and repeated his request for Europe to impose a visa ban on Russian tourists. 

"Europe is a land of values, not Disneyland for supporters of terror," Zelenskyy said.

According to a message sent by Surgutneftegas to one of its customers, the oil company wants to “avoid any possible problems with payment in USD,” the news agency reports. “We do not comment on our commercial activity,” replied the company, Russia’s fourth largest by output.

The reported move comes in line with the recent comments from the Kremlin. Last month, Finance Minister Anton Siluanov said Russia could reject the greenback in oil trade.

“It is not ruled out. We have significantly reduced our investments in US assets. In fact, the dollar, which was considered the global currency, becomes a risky instrument for settlements,” he told Russian TV.

Russian Energy Minister Aleksandr Novak has said that the government is considering the possibility of oil settlements in national currencies, especially with Turkey and Iran.

Who else is ready to cut dollar dependence in Russian oil sector?

Gazprom Neft

Surgutneftegas is not the only Russian energy company that is reported to be working to reduce dependence on the dollar. A Reuters source in Gazprom Neft, Russia’s third-biggest oil company by output, said its contracts already have a clause to trade without the US dollar. Gazprom’s oil subsidiary has not commented on the issue yet.

Rosneft

The largest Russian oil company Rosneft is also interested in diversifying. The firm has opened banking accounts in Hong Kong dollars and Chinese yuan. Rosneft has also prepared itself for the shutdown of SWIFT interbank cash transfer services, should Russia be shut out of the system as part of Western sanctions. A Russian equivalent of SWIFT was tested by Rosneft in December.

On Monday, Ambassador Friedman took to Twitter to blast the lack of condemnation by the Palestinian Authority (PA) for the two recent terror attacks in the West Bank and in the Old City of Jerusalem that left three Israelis dead. By referring to the West Bank as “the north,” Friedman drew strong criticism from the Palestinians over his unwillingness to recognize the status of the landlocked enclave as an occupied territory.

Criticizing Washington’s recognition of Jerusalem as the capital of Israel, Abbas slammed the US official for sharing the position as US President Donald Trump, who “views the settlements as legitimate.”

“The ambassador, David Friedman, said they’re building on their own land. You son of a dog, building on their own land?! You are a settler and your family are settlers!” Abbas said in response to Friedman’s criticism of the PA on Monday, as cited by Reuters.

The verbal exchange between Abbas and Friedman did not stop there. Replying to the PA president’s vulgar remark, the US envoy suggested that the insult could be seen as anti-Semitic.

“Three young Israelis were murdered over the weekend… in cold blood by Palestinian terrorist and a reaction from the Palestinian Authority was deafening. No condemnation,” Friedman said later on Monday, speaking at the Global Forum for Combating Antisemitism in Jerusalem, according to Haaretz. “I saw his response on my iPhone. His response was to refer to me as son of a dog. Is that anti-Semitism or political discourse? I leave that up to you.”

Officials in Washington and Israeli Prime Minister Benjamin Netanyahu rushed to defend Friedman’s stance, amid unprecedented regional tensions sparked by Trump’s December 6 recognition of Jerusalem as the Israeli capital. While Israel welcomed the move, the PA believes the recognition shatters any Palestinian aspirations for independence and statehood.

“Abu Mazen’s assault on the US ambassador, David Friedman, says everything,” Netanyahu said on Twitter using Abbas’ nickname. “For the first time in dozens of years the American administration has stopped pampering the Palestinian leaders. Apparently the shock from the truth made them lose their heads.”

Calling Abbas’ comments “outrageous and unhelpful,” State Department spokeswoman Heather Nauert urged the Palestinian Authority to focus its efforts on “improving the lives of the Palestinian people and advancing the cause of peace.”

Trump’s advisor on Israel, Jason Greenblatt, called on Abbas “to choose between hateful rhetoric and concrete and practical efforts to improve the quality of life of his people and lead them to peace and prosperity.” Greenblatt, who is also an Orthodox Jew, further noted that Washington is “finalizing” its “plan for peace” aimed at reconciling the Israelis and the Palestinians.

As per EU policy, the ENI CBC Med agreement contains a provision which excludes areas outside Israel’s 1967 borders from receiving grants. This means Israeli settlements inside the West Bank, East Jerusalem and the Golan Heights (which were occupied by Israel in the conflict) cannot receive funding under the program.

Israeli settlements inside Palestinian territories are considered both an impediment to the peace process between Israelis and Palestinians, and to be in violation of a number of UN resolutions and the Fourth Geneva Convention.

Israel’s Culture and Sport Minister, Miri Regev, voiced her objections to the agreement to the cabinet secretary earlier in the month. She fought against the deal at the cabinet meeting, the Jewish Press reports, but no other minister agreed to second her motion to delay the vote pending further debate.

The deal was given final approval by the government Sunday, after Prime Minister Benjamin Netanyahu signed off on the measure last week. It’s also been approved by the Justice Ministry and Foreign Ministry, Haaretz reports. The foreign ministry is said to have led the charge for Israel to be part of the program.

The agreement is at odds with the Israeli government’s stance on settlements, which it continues to develop within the occupied territories in disregard of the EU and others’ condemnation. Netanyahu is also a fierce opponent to the international Boycott Divestment and Sanctions (BDS) movement which calls for boycotts and sanctions against Israel.

“My fundamental position is that the Israeli government should reject agreements from the outset that require us on a de facto basis to boycott portions of the homeland or populations living in the Golan Heights, Jerusalem or Judea and Samaria [the West Bank] other than with very limited exceptions,” Regev wrote in her letter.

“I do not see the justification to compromise and with one hand sign the agreement while with our other demanding that the world give de facto recognition to our right to a united Jerusalem and even to move embassies to Israel’s capital,” she added. 

Aside from the settlement matter, Regev’s letter to Cabinet Secretary Tzachi Braverman also took issue with the text of the agreement referring to the Palestinian Authority “as if it were a neighboring country.” 

It is “not acceptable to me,” she said.

 The far-right Regev managed to halt a similar agreement with the EU last year. A Creative Europe culture and media program contained a similar provision excluding settlements, and, although Netanyahu had given consent, Regev stopped it from going ahead. Earlier this month, Regev succeeded in forcing  the NBA remove a reference to Palestine as being “occupied territory.”

John Conyers settled a sexual harassment complaint with a former staff member.
The public deserves to know more about these kinds of settlements.
And the settlements aren’t just unknown to the public: They’re unknown to members of Congressional leadership, too.

In October 1991, then-freshman Rep. Jim Nussle of Iowa took to the floor of the House of Representatives with a paper bag over his head.

Nussle was there to demand the release of the names of members of Congress who had been routinely overdrawing their accounts at the House Bank — and thus effectively taking unauthorized, interest-free loans from the federal government.

“It’s time to take the mask off this institution,” he declared.

Eventually, Nussle and a group of six other Republican freshmen (including then-Rep. John Boehner) got their way. The names of the congressional check-kiters were released, leading to retirements, electoral defeats, and a handful of criminal convictions.

It’s time to unmask the institution again. Members of Congress should demand a public accounting of whose offices have used how much taxpayer money to pay for legal settlements.

Congress is misusing taxpayer money to cover up abuses

BuzzFeed’s report about settlement payments arising from claims against Michigan Democratic Rep. John Conyers is alarming in a number of ways.

Settlement documents obtained by BuzzFeed show that Conyers is alleged to have made repeated sexual advances on female employees, in one instance directing an employee to come to his hotel room and then instructing her to “touch it.”

Two staffers also alleged that they were given the task of transporting, at taxpayer expense, women with whom they believed Conyers was having affairs. (Conyers on Tuesday denied settling any sexual harassment complaints with staff members.) 

But there’s one aspect of BuzzFeed’s report that makes me concerned the tab for settlements in Congress is much larger than the $ 15.2 million in payments that have been reported from Congress’ designated settlement fund over approximately two decades. (These settlements are not just for sexual harassment, but can be for employment discrimination and other matters.)

In one instance, BuzzFeed reports a former employee in Conyers’ office received a settlement paid out of the office’s regular budget. In exchange for signing a confidentiality agreement, she received three months’ pay, totaling just over $ 27,000, after she had already left the office.

Think about this. To anyone reviewing the office’s budget, this would look like a normal payroll expense. How much money is being secretly diverted from the regular business of congressional offices to pay settlements we don’t even know about, to cover up misbehavior that we would be interested to know about?

These payments aren’t just unknown to the public. They’re even unknown to congressional leadership. Spokespeople for Speaker Paul Ryan, former Speaker John Boehner, and Minority Leader Nancy Pelosi all told BuzzFeed they knew nothing of the Conyers settlement, which makes a certain amount of sense, as it was paid out of his own office budget.

Tell us what members have been paying settlements

Committee chairman Rep. John Conyers (D-MI) holds a House Judiciary Committee hearing on the George W. Bush presidency, called Thomson ReutersI understand there are non-ridiculous arguments for confidential settlements. Confidentiality may be preferred by victims in addition to the accused.

But in this instance, the public interest in disclosure is overriding.

We deserve as taxpayers to know how our money is being used, and we deserve as voters to know which elected officials are misbehaving egregiously at work. A culture that tolerates sexual harassment on Capitol Hill isn’t just bad for women who work there — it’s bad for members of the broader public, who have to live under laws written in a context that tolerates harassment.

Rep. Jackie Speier, a California Democrat, has brought forward legislation to bring transparency to the congressional settlement fund. But we also deserve disclosures from each individual office: Have you used regular operating funds to pay settlements, and in what amounts?

The diversion of staff budgets to pay settlements is a more serious matter than House Bank overdrafts — and the overdrafts were considered a serious enough matter by the public that they refused to reelect many members of the House in 1992.

We deserve to know about these settlements before we decide who to elect in 2018.

JERUSALEM (AP) — A top Israeli minister considered close to Benjamin Netanyahu has expressed rare criticism of President Donald Trump and has warned that he expects Israel to approve more construction in settlements.

Zeev Elkin says he is “disappointed” that Trump hasn’t fulfilled his campaign promise to move the U.S. Embassy from Tel Aviv to Jerusalem.

Israel considers Jerusalem its capital. Palestinians demand east Jerusalem for the capital of their future state along with the West Bank and Gaza Strip.

Elkin also told Army Radio on Monday that Israel will approve more building in West Bank settlements next week. Channel 2 TV put the number at about 4,000 housing units.

Trump is more sympathetic to settlements than his predecessor Barak Obama or the international community, which considers them to be illegal.

In a new report published on Saturday, The New York Times claims that Bill O’Reilly and Fox News have paid $ 13 million in harassment settlements involving five different women who have accused O’Reilly of misconduct. Of the five, two settlements are said to have been reached following the departure of former Fox News chairman Roger Ailes, who resigned last July in the wake of a harassment suit filed against him by former network personality Gretchen Carlson.

According to the Times, an investigation found that five women have “received payouts from either Mr. O’Reilly or [21st Century Fox] in exchange for agreeing to not pursue litigation or speak about their accusations against him.” Of the settlements, two of the five were previously known, including a $ 9 million settlement paid out in 2004 to former producer Andrea Mackris. Of the other three, two are said to involvement allegations of sexual harassment, while the other alleges that O’Reilly verbally scolded “a young producer in front of newsroom colleagues.” All of the accusers either worked for the host of The O’Reilly Factor or appeared on his show.

O’Reilly has since responded to the report via his website. In his statement, he refers to himself as a “target” who is “vulnerable to lawsuits” as a “prominent” person, but does not deny that settlements have been reached. His full statement reads as follows:

“Just like other prominent and controversial people, I’m vulnerable to lawsuits from individuals who want me to pay them to avoid negative publicity. In my more than 20 years at Fox News Channel, no one has ever filed a complaint about me with the Human Resources Department, even on the anonymous hotline.

But most importantly, I’m a father who cares deeply for my children and who would do anything to avoid hurting them in any way. And so I have put to rest any controversies to spare my children.

The worst part of my job is being a target for those who would harm me and my employer, the Fox News Channel. Those of us in the arena are constantly at risk, as are our families and children. My primary efforts will continue to be to put forth an honest TV program and to protect those close to me.”

21st Century Fox, meanwhile, issued the following response:

“21st Century Fox takes matters of workplace behavior very seriously. Notwithstanding the fact that no current or former Fox News employee ever took advantage of the 21st Century Fox hotline to raise a concern about Bill O’Reilly, even anonymously, we have looked into these matters over the last few months and discussed them with Mr. O’Reilly. While he denies the merits of these claims, Mr. O’Reilly has resolved those he regarded as his personal responsibility. Mr. O’Reilly is fully committed to supporting our efforts to improve the environment for all our employees at Fox News.”

O’Reilly has been with Fox News for over 20 years. According to The Wall Street Journal, his contract was recently renewed by the cable news network despite having knowledge of what was reported by the Times.

BEIT EL, West Bank (AP) — President Donald Trump’s nominee for ambassador to Israel may be causing controversy in Washington. But in this West Bank settlement, he is a well-known friend.

As the Senate holds a confirmation hearing Thursday on the nomination of David Friedman, he could face grilling about his ties to Beit El, a community north of Jerusalem located in the heart of the occupied territory Palestinians demand for an independent state.

Friedman is a major donor to Beit El and serves as the president of the American Friends of Beit El Yeshiva, the U.S. fundraising arm of the settlement’s Jewish seminary and affiliated institutions, including high schools, an Israeli military prep academy, a newspaper for the religious Jewish settler community and the right-wing news site Arutz Sheva.

Beit El resident Daniel Aviya, who makes religious phylacteries called Tefillin, said he thinks Friedman will make an excellent ambassador. He described Friedman as “someone who knows Israel because he was here — not because he read the newspapers that the Arab population is very good at using on their side.”

Before Trump was elected, a string of U.S. presidents, along with the Palestinians and international community, opposed settlements built in the West Bank and east Jerusalem as obstacles to peace. The Palestinians seek both territories, captured by Israel in the 1967 Mideast war, for their hoped-for state.

At a high-profile White House meeting on Wednesday, Trump abandoned those positions. He asked the visiting Israeli prime minister, Benjamin Netanyahu, to “hold back on settlements for a little bit,” but also promised to “work something out.” He then said the U.S. is no longer necessarily committed to a two-state solution between Israel and the Palestinians, saying he would accept any arrangement worked out by the parties.

But even by Trump’s new standards, Friedman appears to be extreme. A bankruptcy lawyer and son of an Orthodox rabbi, Friedman is a fervent supporter of the settlements and an outspoken opponent of Palestinian statehood.

In Beit El, the Friedman Faculty House, which bears his and his wife’s names on the facade, is built on private Palestinian land without permission from its Palestinian landowners, according to the anti-settlement watchdog Kerem Navot.

A website connected to Friedman’s fundraising group describes Beit El’s institutions as “‘facts on the ground’ in the face of the international community’s desire to uproot us.”

Such views are unprecedented for U.S. ambassadors to Israel, who in the past, whether from Republican or Democratic administrations, have avoided travel to settlements.

On Wednesday, five former U.S. ambassadors issued a letter saying that Friedman is unqualified and has staked out “extreme, radical positions.” They urged the Senate Foreign Relations Committee to carefully consider the nomination.

Friedman’s ties to Beit El are just one of the reasons he could face a stormy confirmation hearing.

As a columnist for the Beit El-affiliated Arutz Sheva news site, Friedman has railed against the two-state solution to the Israeli-Palestinian conflict, which is backed by many American Jewish organizations. He also has infuriated many by referring to U.S. Jews who support the liberal pro-Israel advocacy group J Street as “kapos,” the Jews who assisted Nazis in concentration camps. He has also accused Obama of “blatant anti-Semitism.”

During Thursday’s hearing, Friedman expressed regret over some of his past comments and vowed to use more measured language if he is confirmed.

Yoni Fromwitz, who works at the Tefillin factory in Beit El, said he believes Friedman will keep his personal feelings in check if he becomes ambassador.

“If he comes to spend some time here on a personal level, that’s between him and his wife and God,” Fromwitz said. “As far as his job is concerned, I believe he is enough of a professional that he will truly represent whatever the Trump government decides whenever they get around to deciding.”

In a financial disclosure report to the U.S. State Department, Friedman pledged to resign from his position with the Beit El fundraising arm should he be confirmed as ambassador to Israel.

President Donald Trump directly asked Israeli Prime Minister Benjamin Netanyahu to slow settlements in the West Bank and said he’s confident the two nations can come to a peace agreement with the Palestinians.

Trump and Netanyahu addressed reporters at a press conference Wednesday before the two met privately at the White House. One reporter asked whether Trump and Netanyahu were both on the same page regarding settlements.

“As far as settlements, I’d like to see you hold back on settlements for a little bit,” Trump said while turning toward Netanyahu. “We’ll work something out, but I would like to see a deal be made. I think a deal will be made.”

Trump said he thinks he could accomplish something other administrations have not been able to accomplish with regard to Israel.

“I know that every president would like to, most of them have not started until late because they never thought it was possible,” Trump said. “And it was impossible because they didn’t do it. But Bibi and I have known each other a long time, smart man, great negotiator, and I think we’re going to make a deal. It might be a bigger and better deal than people in this room even understand.”

Netanyahu responded, “smart,” to which Trump replied, “doesn’t sound too optimistic, but that’s OK.”

“He’s a good negotiator,” Trump said.

Netanyahu replied, “It’s the art of the deal,” an apparent reference to Trump’s 1987 book.

Trump had reportedly issued a surprise warning to Israel earlier this month to stop announcing settlements that “undermine” his administration’s efforts to create peace in the Middle East.

A White House official told The Jerusalem Post that the Trump administration was surprised by Israel’s announcement of thousands of new settlement housing units in the West Bank.

“As President Trump has made clear, he is very interested in reaching a deal that would end the Israeli-Palestinian conflict and is currently exploring the best means of making progress toward that goal,” the official reportedly said. “With that in mind, we urge all parties to refrain from taking unilateral actions that could undermine our ability to make progress, including settlement announcements.”

The White House said in a later statement that it had “not taken an official position on settlement activity.”

“While we don’t believe the existence of settlements is an impediment to peace, the construction of new settlements or the expansion of existing settlements beyond their current borders may not be helpful in achieving that goal,” press secretary Sean Spicer said in a statement. “As the President has expressed many times, he hopes to achieve peace throughout the Middle East region.”

Trump was a staunch advocate of Israel during his campaign for president. In a speech to the American Israel Public Affairs Committee last year, Trump said he is a “true friend” of Israel and said there is “no daylight between America and our most reliable ally the state of Israel.”
