BARCELONA (Reuters) – Catalonia’s separatists look set to regain power in the wealthy Spanish region after local elections on Thursday, deepening the nation’s political crisis in a sharp rebuke to Prime Minister Mariano Rajoy and European Union leaders who backed him.

With nearly all votes counted, separatist parties won a slim majority in Catalan parliament, a result that promises to prolong political tensions which have damaged Spain’s economy and prompted a business exodus from the region.

Rajoy, who called the elections after sacking the previous secessionist government, had hoped Catalonia’s “silent majority” would deal separatism a decisive blow in what was a de facto independence referendum, but his hard line backfired.

The unexpected result sets the stage for the return to power of deposed Catalan president Carles Puigdemont who campaigned from self-exile in Brussels. State prosecutors accuse him of sedition, and he faces arrest if he were to return home.

“Either Rajoy changes his recipe or we change the country,” Puigdemont, said in a televised speech. He was flanked by four former cabinet members that fled with him.

At jubilant pro-independence rallies around Barcelona, supporters chanted “President Puigdemont” and unfurled giant red-and-yellow Catalan flags as the results came in.

Puigdemont’s spokesman told Reuters in a text message: “We are the comeback kids.”

The result unnerved global markets, contributing to a softer euro and subdued sentiment in stock markets. Opinion polls had predicted secessionists to fall short of a majority.

More than 3,100 firms have moved their legal headquarters outside Catalonia, concerned that the indebted region, which accounts for a fifth of the national economy, could split from Spain and tumble out of the EU and the euro zone by default.

Spain has trimmed its growth forecasts for next year, and official data shows foreign direct investment in Catalonia fell 75 percent in the third quarter from a year earlier, dragging down national investment.

The EU’s major powers, Germany and France, have backed Rajoy’s stance despite some criticism of his methods at times.

On Oct. 1, when Catalonia staged an independence referendum, Spain declared it unconstitutional and national police used tear gas and batons to prevent some Catalans from voting.

When Catalan parliament declared independence after the referendum, Rajoy invoked constitutional powers to impose direct rule from Madrid on the region. He has said he would rescind direct rule regardless of the election result, but could re-impose it if a new government again pursued secession.

There was no immediate comment from Rajoy after the election results.

Headache for Brussels

The narrow victory for Puigdemont’s secessionist camp presents a fresh headache for the EU, which had defended the Spanish judiciary’s pursuit of separatist leaders on grounds that they had violated Spain’s constitution.

Puigdemont’s attempts to gain international support in Brussels have come to nothing so far. He has called the EU a “club of decadent countries” for declining to mediate a solution.

Separatist parties won 70 seats out of 135, with Puigdemont’s Junts Per Catalunya (Together for Catalonia) party retaining its position as the largest separatist force.

Unionist party Ciudadanos (Citizens) won the most votes, but other unionist forces — Rajoy’s People’s Party and the Socialist Party — registered a dismal performance.

“It’s a bitter victory,” said Paloma Morales, a 27-year-old student at a Ciudadanos rally.

“It means four more years of misery.”

Analysts said the ball was back in Rajoy’s court.

“What this shows is that the problem for Madrid remains and the secession movement is not going to go away,” said Antonio Barroso, deputy director of research at London-based research firm Teneo Intelligence.

Turnout on Thursday reached a record high with over 83 percent of eligible Catalans voting.

Puigdemont’s former deputy, Oriol Junqueras, and several other Catalan politicians are in prison, along with the leaders of the two main separatist grassroots movements.

Catalans are heading to the polls as pro-independence parties pit themselves against unionists in a highly-anticipated election that will determine what comes next for Catalonia’s controversial separatist movement.

Spanish Prime Minister Mariano Rajoy called the election in October after the Catalonian government in Barcelona declared its independence following an illegal referendum. Spain responded by suspending the region’s autonomy and firing its government.  

The vote will be divided along the region’s separatist and unionist party lines. The pro-independence parties are the Together for Catalonia (JxCat), headed by deposed regional president Carles Puigdemont, Esquerra Republicana (ERC) and Popular Unity Candidacy (CUP). The unionist parties are the People’s Party (PP), Ciutadans (Cs) and the Catalan Socialist Party (PSC). The Catalonia in Common party remains in the middle on the issue.

A hung parliament is expected, which will see coalition negotiations take place before a government can be formed.

Puigdemont is in Brussels, where he fled as the attorney general sought charges of rebellion and misuse of public funds against him after the declaration of independence. Although he has said he would return to Catalonia if he wins, he is likely to be arrested.

A number of independence politicians are in prison, also as part of an investigation into the October events.

Results are expected late Thursday, but won’t be officially declared until January 5. Article 155 of the Spanish constitution, which allows it to have direct rule over Catalonia, will remain in effect until a new government is in place.

Manchester City manager Pep Guardiola dedicated his team’s UEFA Champions League win over Italy’s Napoli to two jailed Catalan independence activists.

The English Premier League club recorded a 2-1 home win against their Champions League Group F rivals on Tuesday, thanks to first-half goals from Raheem Sterling and Gabriel Jesus.

Speaking in his native Catalan tongue to media from the region at the post-match press conference, City boss Guardiola dedicated the victory to Jordi Sanchez and Jordi Cuixart, two Catalan independence leaders who were jailed earlier this week for their role in preparations for the recent independence referendum in the region.

“This win is dedicated to them,” Guardiola said. “We have shown in Catalonia that citizenship is bigger than any ideas. We hope they will be released soon.”

Guardiola, 46, has been vocal in his support for the region’s independence, and in June addressed a thousands-strong  demonstration at which he spoke in support of breaking away from Spain.   

Leader of the Catalan National Assembly (ANC), Sanchez, and Cuixart, who heads the Omnium cultural association, were detained on the orders of Spain’s High Court on Monday.

They are alleged to have been the masterminds behind the controversial October 1 Catalan independence referendum, which was deemed illegal by Madrid and saw a huge police crackdown on voters.

The pair will remain in custody while the investigation into allegations of sedition continues.

During the game at City’s Etihad stadium, Napoli saw Dries Mertens’ penalty saved by City goalkeeper Ederson on 38 minutes, before reducing the deficit through a second-half spot kick from Amadou Diawara.

City weathered late Napoli pressure to claim the win, their 10th successive victory in all competitions, and now sit top of the group with three wins out of three.

Guardiola was manager of Barcelona between 2008 and 2012, during which time he guided the club to a hat-trick of La Liga titles and a Champions League double.

The Madrid government has given Catalan President Carles Puigdemont until Thursday to clarify whether statements he made in the regional parliament last week amounted to a formal declaration of independence for the region. If that’s the case, Madrid is likely to strip Catalonia of its autonomy.

“I will hire you as soldiers – same pay, same privileges, and I will build houses for you in some areas,” Duterte said, addressing separatist groups, according to a video released on Sunday, Reuters and local media report. 

Duterte made the offer to the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF) which both fight for the independence of the Muslim Moro people, who constitute about 5 percent of the Philippine population.

Both groups have signed numerous deals with the Philippine government since the 1960s, but the agreements have not been fully implemented.

According to the Philippine president, the idea of separatists and troops fighting together against jihadists came from Nur Misuari, the founder and leader of the MNLF. He said that Misuari sent him a letter, saying that MNLF fighters could volunteer to join the fighting in the city of Marawi and other parts of Lanao del Sur province.

Since Tuesday, armed forces have been clashing with Maute jihadists linked to Islamic State who have taken over large parts of the city of Marawi on the island of Mindanao.

He also made a similar offer to the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines (CPP). Duterte asked the Maoists to abandon their guerrilla war and work with the authorities.

“If this drags on, and you want to join, take your chance with the Republic [of the Philippines],” Duterte said.

There has been no reaction from leaders of the separatist groups so far.

The fighting on Mindanao erupted following a raid on the alleged hideout of Isnilon Hapilon, a head of Abu Sayyaf. In 2014, Hapilon pledged allegiance to IS.

The majority of Marawi’s 200,000 residents have fled, but 2,000 remain trapped in areas controlled by the fighters, Zia Alonto Adiong, spokesman for the provincial crisis management committee, said on Sunday, as cited by AFP. 

“They want to leave. They are afraid for their safety. Some are running out of food to eat. They fear they will be hit by bullets, by airstrikes,” he said.

Deaths in Marawi have now exceeded 100, with the number including at least 27 civilians and 61 terrorists.
