South Korean President Moon Jae-in said on Thursday that North Korean leader Kim Jong-un will “soon” visit Seoul as part of high-profile diplomacy aimed at ridding North Korea of its nuclear weapons. During a speech before parliament, Moon said that a second North Korea-US summit is “near at hand” and that Chinese President Xi Jinping is expected to visit North Korea soon, AP reports. Moon also said he expected Kim to visit Russia soon and that Kim may meet with Japanese Prime Minister Shinzo Abe. Moon has previously said that Kim told him he would visit Seoul within this year when the leaders met in Pyongyang in September. South Korea’s presidential office said later Thursday that Moon’s comments were in line with previous statements. They suggest that the president is determined to push ahead with diplomacy to resolve the nuclear issue.
]]>The exercises, which were scheduled to take place within the next three months, have been put on hold with an open-ended date, Pentagon spokesperson Dana White announced on Friday. The drills in question are a part of the marine exchange training program between the US and South Korea.
“To support implementing the outcomes of the Singapore Summit, and in coordination with our Republic of Korea ally, Secretary Mattis has indefinitely suspended select exercises,” White said.
The Pentagon also confirmed that the suspension of Ulchi-Freedom Guardian war games that were set for August would last for an “indefinite” period as well.
“This includes suspending FREEDOM GUARDIAN along with two Korean Marine Exchange Program training exercises scheduled to occur in the next three months,” the spokesperson said.
On Tuesday, the South Korean Defense Ministry announced the allies agreed to suspend preparations for the Ulchi-Freedom Guardian exercise, which saw some 17,500 American troops and 50,0000 South Korean troops participate last year.
The South Korean ministry hinted that the allies were ready to cut back their military operations in the region further, addressing the long-held concerns of Pyongyang “should North Korea follow suit with productive cooperation.”
Earlier, the White House said that Washington would pause the drills for as long as North Korea continues acting in good faith
Washington and Seoul used to flex their military muscles with an array of joint military exercises every year, each time sparking anger in Pyongyang, which views large-scale hostile military activity off its borders as a potential disguise for an invasion. Following the summit with North Korea’s leader Kim Jong-un in Singapore, where US President Donald Trump first promised to halt “very expensive” and “provocative” drills with South Korea, he has doubled down on his pledge, saying last week that it was his “request” to stall the preparations. Trump noted that if the US proceeded with the drills while the negotiations were underway, it would have cast a “bad light” on the country.
In the months before the Trump-Kim meeting, the US and South Korea staged a number of joint exercises, including the annual Foal Eagle drill in April that involved some 11,500 US troops and tens of thousands South Korean troops.
The Max Thunder drills in May, featuring US strategic bombers and stealth jets, left the future of the summit hanging in the balance, as Pyongyang called off talks with South Korea and threatened to do the same with regards to the planned Trump-Kim meeting.
Despite what is seen as a budding thaw in relations between the parties, Washington is not in a hurry to ease its unilateral economic sanctions against North Korea. On Friday, Trump renewed them for another year citing “its pursuit of nuclear and missile,” while branding it “an unusual and extraordinary threat to the United States.” Pyongyang is also under several rounds of international sanctions, which were adopted by the UN Security Council, targeting its nuclear and missile programs.

North Korea and South Korea are set to hold high-level talks on March 29, after Pyongyang accepted Seoul’s proposal to discuss the date and agenda items for an inter-Korean summit in April, the Ministry of Unification said Saturday. The meeting will take place in the Korean Demilitarized Zone, at the Truce Village of Panmunjom. The South Korean three-man delegation will be led by Unification Minister Cho Myoung-gyon, Yonhap reports.

“If the US finally holds joint military exercises while keeping sanctions on the DPRK [Democratic People’s Republic of Korea], the DPRK will counter the US by its own mode of counteraction and the US will be made to own all responsibilities for the ensuing consequences,” North Korea’s official KCNA news agency said in a commentary on Saturday. “The US should clearly understand this and exercise prudence.”
The US is due to begin joint exercises with Seoul in early April, a South Korean presidential security adviser said earlier this week, as quoted by Yonhap news agency. The plan has angered North Korea, which has long seen joint drills as a threat.
The KCNA commentary referred to the scheduled drills as an intention by America “to bring dark clouds of a war to hang over the Korean Peninsula.” It also called for the US to be denounced by the international community, accusing Washington of aiming to “aggravate the situation on the Korean peninsula at any cost.”
Pyongyang also said on Saturday that it is willing to have talks with the US, but that it rejects Washington’s demands that it must first demonstrate willingness to denuclearize.
“In decades-long history of the DPRK-US talks, there had been no case at all where we sat with the US on any precondition, and this will be the case in future, too,” a spokesperson for North Korea’s Foreign Ministry said in comments carried by KCNA. “The US attitude shown after we clarified our intention for DPRK-US dialogue compels us to only think that the US is not interested in resuming the DPRK-US dialogue.”
The statements come after the US announced on February 23 that it was imposing its largest package of sanctions on Pyongyang, in an effort to pressure it to give up its nuclear and ballistic missile programs. US President Donald Trump also warned of a “phase two” if the sanctions did not work, stating that they could be “very, very unfortunate for the world.”
Meanwhile, Senator Lindsey Graham said on Thursday that any damage caused by a war with North Korea would be “worth it.” His remarks fueled further speculation that the US is gearing up for action against its arch enemy.
Pyongyang isn’t the only side that has slammed the US for conducting joint drills with South Korea. Moscow also believes it was Washington’s saber-rattling and regular military drills in the region that provoked Pyongyang into “taking some rash action” after months of restraint, Foreign Minister Sergey Lavrov said following North Korea’s latest intercontinental ballistic missile (ICBM) test in November.
Both Russia and China have repeatedly proposed a so-called “double-freeze” plan which would see the US suspend military exercises with South Korea in exchange for Pyongyang halting its missile and nuclear tests. However, that plan was swiftly rejected over the summer by the US, which claims it has the right to conduct military exercises with its South Korean ally.

In 2015, Tokyo filed a complaint with the World Trade Organization (WTO) challenging South Korea’s import bans that were introduced on certain fish caught in Japanese waters over fears of radiation following the meltdown of three reactors at the Fukushima power plant in March 2011. In its official complaint, Japan also challenged additional testing and certification requirements placed by Seoul on Japanese fish caught from eight prefectures near Fukushima.
On Thursday, the WTO ruled in Japan’s favor, claiming that while South Korean practices were initially justified, they now violate the WTO’s sanitary and phytosanitary (SPS) agreement. “By maintaining the product-specific and blanket import bans on the 28 fishery products from the 8 prefectures and the 2011 and 2013 additional testing requirements on Japanese products, Korea acted inconsistently with Article 2.3, first sentence of the SPS Agreement and, as a consequence with Article 2.3, second sentence,” the ruling said.
South Korea on Friday refused to bow to the WTO ruling due to public health and safety concerns, announcing that it will challenge the ruling while maintaining the current level of restrictions.
“The Korean government will appeal to safeguard public health and safety,” the Ministry of Trade, Industry and Energy said in a release. “Regardless of the decision, the current import ban will be put in place until the WTO’s dispute settlement procedure ends.”
Japan’s minister of Agriculture, Forestry and Fisheries, Ken Saito, called Seoul’s disobedience regrettable. “Japan will respond accordingly so that our position will be accepted by the Appellate Body as well. We will also call on South Korea to sincerely and promptly correct their measures,” he said at a news conference.
Twenty-four nations across the globe still have some import limitations on Japanese seafood products. Originally, 46 nations adopted protective measures but over time have eased their restriction practices to allow Japanese imports. Despite the ban on Fukushima products, South Korea has imported 708,566 tons of seafood from Japan since March 2011, according to South Korea’s Ministry of Food and Drug Safety. South Korean authorities returned only around 0.03 percent of those imports, asking for additional radiation level tests.

Friday’s news comes after a major wave of criticism was aroused in South Korea following the previous day’s announcement by the Ministry of Justice, stating its plans to ban cryptocurrency trading. It seems the Ministry of Justice acted independently and without the consent of other government agencies.
More than 60,000 Koreans have signed a petition against the mooted cryptocurrency trading ban and for the dismissal of the head of the Ministry of Justice Park Sang-ki, who announced the upcoming ban. South Korea is one of the largest hubs for cryptocurrency mining and trading.
The largest cryptocurrency, bitcoin, was trading flat on the news at $ 13,822, still more than 30 percent down on its $ 20,000 peak of December 17.
Cryptocurrency trading in South Korea is highly speculative, resembling gambling closely even by financial standards, and tokens like bitcoin and ethereum are priced far higher than on other exchanges.
For example, bitcoin was trading near $ 18,000 on Korean exchange Bithumb, a 33 percent difference compared with other exchanges. Coinmarketcap, one of the most renowned cryptocurrency indices, has removed a group of Korean exchanges from its data set because of the difference.
In December, South Korea announced it was banning cryptocurrency exchanges from issuing new trading accounts. If the ruling is violated, the exchange can be shut down, the authorities said. The South Korean commission added that all cryptocurrency trading should be done under individuals’ real names.

Police in South Korea are investigating the death of four newborn babies, who died within 90 minutes of each other on the same intensive care ward in Seoul. The babies suffered from bloated stomachs and breathing difficulties before going into cardiac arrest, and passed away despite the best efforts of staff, who told police they did not know what caused the emergency. The other 12 babies in the ward have been discharged or sent to other hospitals while officers search the premises. Autopsies are expected to be carried out Monday.
Japan and South Korea, whom the US is trying to involve in provocations against North Korea, will become the first victims if conflict breaks out in the region, Russian Foreign Minister Sergey Lavrov has warned.
“While condemning Pyongyang’s nuclear missile adventurism, we cannot but condemn the provocative behavior of our American colleagues,” Lavrov said in an interview with Belarusian broadcaster STV. “Unfortunately, they are trying to drag the Japanese and South Koreans in the same direction, who… will be the first victims in the event of war on the Korean Peninsula.”
Earlier this week, North Korea carried out its first missile test in two months, firing an ICBM that allegedly can reach the US mainland. The US ambassador to the UN, Nikki Haley, reacted to the test by urging more sanctions against Pyongyang and threatening that “if war comes… the North Korean regime will be utterly destroyed.”
Lavrov reiterated that in September, the US made it clear that the next military exercises with South Korea were not to come until spring. Russia appreciated that and made efforts to work with Pyongyang to turn the lull into more lasting stability.
“There was a hint that in this situation, that this natural pause in the US-South Korean exercises could have been used by Pyongyang to avoid disturbing peace, as well, and conditions could be created for starting a dialogue,” the foreign minister said. Instead, the US suddenly announced it would be holding the drills in October, then November, then December. That, according to Lavrov, was probably what provoked Pyongyang.
“There’s a feeling that [the US was] intentionally provoking [North Korea’s] Kim Jong-un to break that pause, to fall for their provocation,” he said.
Tensions have been on the rise on the Korean Peninsula in recent months as Pyongyang keeps pursuing its nuclear program and missile testing despite international sanctions and condemnation, while the US and its allies intensify drills near the North Korean borders. US President Donald Trump has repeatedly warned of a military scenario for North Korea, and recently included the country on the list of state sponsors of terrorism, paving the way for more sanctions.

Russia and China have proposed a roadmap for settling the Korean crisis through a transition to negotiations, which implies rejection of any actions that fuel tensions. The proposal called for North Korea to curb its nuclear and missile tests, in return for the US giving up on joint military drills with South Korea in the region, but it was rejected by Washington. A group of Russian MPs, who visited Pyongyang earlier this week, said that the North Korean side expressed readiness to engage in talks, but demanded that Moscow play a mediating role.
