]]>A string of MPs and doctors are calling for urgent reform after Billy Caldwell suffered his first seizure in 300 days after he ran out of cannabis-oil supplies.
His “anti-epileptic medicine” was confiscated from his mother, Charlotte, when she tried to bring it through Heathrow Airport on her return from Canada.
There has been widespread outrage over what has been described as ‘the signing of Billy’s death warrant’ by the UK authorities. An all-parliamentary group has now come together to renew a previous pledge to reform policies.
Crispin Blunt, a former prisons minister and co-chair of the all-parliamentary group on drug policy reform, said: “Billy Caldwell is one child out of many hundreds, as well as many thousands of adults, who would benefit from cannabis-derived medicines in the UK.
“We already happily accept the medicinal value of other plants such as poppies which can be used to create effective opioid painkillers and morphine as well as heroin. 75 percent of the British public support medical cannabis, and the UK is ironically the world’s largest producer and exporter of legal cannabis.
“It is inconceivable that the Home Office continues to deny the medicines that [Billy] and countless other patients so desperately need yet can access in many other countries including Canada, the United States and several EU states,” Blunt told The Guardian.
“A simple statutory instrument in parliament will allow families out of the current absurd position of having to either expatriate themselves, or obtain cannabis illegally and face a prison sentence for caring for their own.”
The government continues to maintain that cannabis has no medical benefit, despite mounting evidence to the contrary.
Tory MP Dan Poulter, who is also a mental health doctor, outlined the paradox of being able to prescribe much stronger drugs than cannabis.
“When there is growing evidence of the benefits of prescribing medicinal cannabis, then it seems extraordinary that we can’t do so,” he said. “The legitimate medical needs of patients are being seen through the prism of drugs legislation from 1971. That can’t be right, sensible or humane.”
Billy became the first in the UK to be prescribed medical cannabis after he was found to benefit from it in Canada. But his GP recently said he had to stop prescribing the class-B drug at the orders of the Home Office.
Before starting his cannabis-oil treatment, Billy could have up to 100 seizures a day. “Billy had a seizure this morning,” Caldwell told The Guardian. “It’s proven to me that, on the first day since his anti-epileptic medication was confiscated, it’s having a detrimental effect on him. The consequences inevitably for Billy will not be good. He’s heading towards a crisis situation.”
A Home Office spokesperson said: “The Home Office is sympathetic to the difficult and rare situation that Billy and his family are faced with. Whilst we recognize that people with debilitating illnesses are looking to alleviate their symptoms, Border Force has a duty to stop banned substances from entering the UK.”

Federal officials in Brazil intercepted a shipment of 2,052 kilos of cocaine on Friday at the port of Santos in the country’s southeast, near São Paulo. It was the biggest bust ever made at the port, according to Brazil’s Federal Revenue service.
Brazilian Revenue officials found the drugs at a container terminal at a wharf in Guaruja. US President Donald Trump confirmed on Sunday that he has no plans to sack FBI Special Counsel Robert Mueller, who is leading the “Russia collusion” probe, recently marred by conflicts of interest and improper conduct claims.
Trump echoed various Republican officials who said over the weekend that he was not considering Mueller’s dismissal. “No, I’m not,” Trump said upon returning from a trip to Camp David.
With new accusations brought against the investigators by Trump’s transition team lawyer on Saturday, a number of high-profile White House officials came forward to tell the media that the president was not entertaining the option.
In a letter to Congress on Saturday, the lawyer, Kory Langhofer, alleged that Mueller’s office had violated the US constitution by “unlawfully” obtaining troves of emails from a government agency that hosted the transition team’s servers. The emails reportedly included confidential lawyer to client communication.
According to Langhofer, “tens of thousands” of emails were inappropriately managed by the General Service Administration, which handed over the emails without notifying the transition team.
Mueller was quick to dismiss the allegations, with his spokesman Peter Carr arguing on Sunday that the Special Counsel’s office followed due procedure when he sought the emails. “When we have obtained emails in the course of our ongoing criminal investigation, we have secured either the account owner’s consent or appropriate criminal process,” he said, as cited by CNN.
Trump said the allegations were “not looking good. It’s quite sad to see that. My people are very upset about it. I can’t imagine there’s anything on ’em, frankly, because as we said, there’s no collusion.”
Treasury Secretary Steven Mnuchin told CNN’s “State of the Union” Sunday morning that he doesn’t have “any reason to believe” Trump was going to fire Mueller. Noting that Mueller’s fate is ultimately still up to Trump, he dubbed the embattled probe “a giant distraction.”
Another senior Trump aide, director of legislative affairs March Short, told NBC: “There’s no conversation about that whatsoever” in the president’s circles.

A USA Today report Monday says that the people cited as having bought the weapons had criminal records, mental health problems or other issues that would have initially disqualified them from making the purchases.
The FBI’s gun seizure order total for 2016, the largest of its kind in 10 years, was to be executed by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).
It is not clear how many seizure requests ATF agents actually executed last year, or the total number of guns that were seized during the operation. The report states that the guns seized could be more than 4,000, due to the fact that multiple firearms can be purchased in one transaction, USA Today reported.
According to federal law, the sale of a firearm is allowed to proceed to any person looking to buy it, on the condition that a National Instant Criminal Background Check System (NICS) analyst does not complete a background check of the gun buyer within 72 hours from the time the buyer tries to purchase a gun. The ATF must, by law, retrieve any gun that is legally bought through the failure to complete the background check, if it is later determined that the person was not authorized to buy the gun.
It is not known if this is the exact reason for the high number of retrieval orders issued by the FBI, and the FBI says the ATF is not required to report back on the amount of guns retrieved during the operation, according to USA Today.
The report comes on the heels of a “comprehensive review”ordered by Attorney General Jeff Sessions earlier this month into NICS practices. The FBI and ATF are currently conducting the review.
Sessions decided to follow through with the review after a breakdown in the agency’s system enabled troubled military veteran Devin Patrick Kelley to illegally purchase a rifle. Kelley subsequently killed 26 people and injured 20 with the rifle at a church in Sutherland Springs, Texas on November 5.
Officials from the US Air Force acknowledged after the shooting that the force did not transmit a record of Kelley’s court martial to the FBI, following a 2012 domestic assault charge that occurred while the man was in the service. The court martial would have rendered Kelley ineligible to buy the rifle.
The Air Force stated last Tuesday that a preliminary review conducted by the service, focusing on the error in Kelley’s case, indicated that “similar reporting lapses occurred at other locations” within the force, USA Today reported.

The Kim Dotcom-Megaupload saga seems like it will never end. Five years have passed since the flamboyant Dotcom’s indictment and arrest in New Zealand on US criminal copyright infringement charges. He’s wanted in the US in connection to the Megaupload file-sharing service he controlled before the US shuttered it in 2012.
Dotcom, while on bail, continues fighting his extradition from New Zealand to the US as part of a prolonged legal battle that could take another year or more. All the while, the US government has seized millions of dollars in Dotcom bank accounts in Hong Kong and New Zealand, as well as multiple cars, four jet skis, Dotcom’s mansion, several luxury cars, two 108-inch TVs, three 82-inch TVs, a $ 10,000 watch, and a photograph by Olaf Mueller worth more than $ 100,000. MARAWI CITY, Philippines (Reuters) – At the beginning of the battle that has raged for the past 12 days in Marawi City at the southern end of the Philippines, dozens of Islamist militants stormed its prison, overwhelming the guards.
“They said ‘surrender the Christians’,” said Faridah P. Ali, an assistant director of the regional prison authority.
“We only had one Christian staff member so we put him with the inmates so he wouldn’t be noticed,” he said.
Fighters from the Maute group, which has pledged allegiance to Islamic State (IS), menaced the guards and shouted at prisoners: but no one gave up the Christian man. “When they freed the inmates, he got free,” said Ali.
It was a brief moment of cheer, but over the next few hours the militants took control of most of the city, attacked the police station and stole weapons and ammunition, and set up roadblocks and positioned snipers on buildings at key approaches.
The assault has already led to the death of almost 180 people and the vast majority of Marawi’s population of about 200,000 has fled.

The seizing of the city by Maute and its allies on the island of Mindanao is the biggest warning yet that the Islamic State is building a base in Southeast Asia and bringing the brutal tactics seen in Iraq and Syria in recent years to the region.
Defense and other government officials from within the region told Reuters evidence is mounting that this was a sophisticated plot to bring forces from different groups who support the Islamic State together to take control of Marawi.

The presence of foreigners — intelligence sources say the fighters have included militants from as far away as Saudi Arabia, Pakistan, Chechnya and Morocco — alongside locals in Marawi, has particularly alarmed security officials.
For some time, governments in Southeast Asia have been worried about what happens when battle-hardened Islamic State fighters from their countries return home as the group loses ground in the Middle East, and now they have added concerns about the region becoming a magnet for foreign jihadis.
“If we do nothing, they get a foothold in this region,” said Hishammuddin Hussein, the defence minister of neighboring Malaysia.
Defense and military officials in the Philippines said that all four of the country’s pro-Islamic State groups sent fighters to Marawi with the intention of establishing the city as a Southeast Asian ‘wilayat’ — or governorate — for the radical group.
Mindanao — roiled for decades by Islamic separatists, communist rebels, and warlords — was fertile ground for Islamic State’s ideology to take root. This is the one region in this largely Catholic country to have a significant Muslim minority and Marawi itself is predominantly Muslim.

It is difficult for governments to prevent militants from getting to Mindanao from countries like Malaysia and Indonesia through waters that have often been lawless and plagued by pirates.
The Combating Terrorism Center, a West Point, New York-based think tank, said in a report this week that Islamic State is leveraging militant groups in Southeast Asia to solidify and expand its presence in the region. The key will be how well it manages relations with the region’s jihadi old guard, CTC said.
The Maute group’s attack is the biggest challenge faced by Philippines President Rodrigo Duterte since coming to power last June. He has declared martial law in Mindanao, which is his political base.

His defense forces were caught off guard by the assault and have had difficulty in regaining control of the city — on Saturday they were still struggling to wipe out pockets of resistance.
On Monday, Brigadier-General Nixon Fortes, the commander of the army brigade in Marawi, was sacked.
An army spokesman said this was unrelated to the battle.
But a military source, speaking on condition of anonymity, told Reuters on Friday that Fortes was dismissed because not all his forces were in the city when the rebels began their rampage, even though military intelligence had indicated that Islamist militants were amassing there.
The assault came just months after security forces attacked the mountain lair of Isnilon Hapilon, a long-time leader of Abu Sayyaf, or “Father of the Sword,” a notorious Islamist militant group known for kidnapping.
He swore allegiance to Islamic State in 2014, and quickly got other groups to join him. Most important among them was the Maute group, run by brothers Omar and Abdullah Maute from a well-known family in Marawi.
In a video that surfaced last June, a Syria-based leader of the group urged followers in the region to join Hapilon if they could not travel to the Middle East. Hapilon was named IS leader in Southeast Asia last year.

The Philippines military said Hapilon was likely wounded in the raids but managed to escape to Marawi, where he joined up with the Maute group.
According to a statement on a social media group used by Maute fighters, the group wants to cleanse Marawi of Christians, Shi’ite Muslims, and polytheists — who believe in more than one God. It also wants to ban betting, karaoke and so-called “relationship dating.”
Some officials said Philippines security forces became complacent about the threat from IS after the January raids.
“We did not notice they have slipped into Marawi because we are focusing on their mountain lairs,” Philippines Defence Secretary Delfin Lorenzana told reporters.
Over the past few months, Philippine and Indonesian intelligence sources said, Hapilon’s forces were swelled by foreign fighters and new recruits within Marawi. Many of the outsiders came to Marawi using the cover of an Islamic prayer festival in the city last month, said Philippines military spokesman Lt. Col. Jo-Ar Herrera.

Lorenzana said that Hapilon brought 50-100 fighters to join Maute’s 250-300 men, while two other groups, the Bangsamoro Islamic Freedom Fighters and the Ansar Al-Khilafah Philippines, together brought at least 40 militants with them.
On May 23, four days before the start of the Muslim fasting month of Ramadan, they launched their attack when Philippine forces made an abortive attempt to capture Hapilon inside Marawi.
After the military retreated in the face of a phalanx of armed guards, about 400 militants quickly fanned out across the city, riding trucks mounted with 50-calibre machine guns and armed with rocket-propelled grenades and high-powered rifles.
Within hours, they attacked the jail and nearby police station, seizing weapons and ammunition, according to accounts from residents.
The Dansalan College, a Protestant institution, and the Catholic Cathedral of Maria Auxiliadora, were both razed, and a priest and about a dozen other parishioners captured. They remain hostages.
A Shi’ite mosque was also destroyed, and a statue of Jose Rizal, the Philippines hero of the uprising against Spanish rule, was beheaded.
Herrera said the attack had the hallmarks of a professional military operation. “There was a huge, grand plan to seize the whole of Marawi,” he said.
After the initial battle, IS flags flew across the city and masked fighters roamed the streets proclaiming Marawi was theirs, using loud-hailers to urge residents to join them and handing out weapons to those who took up the offer, according to residents.

The military brought in helicopters to fire rockets at militant positions as ground troops began to retake key bridges and buildings, though some residents this has also led to the deaths of civilians.
“ISIS people were running on the street, running away from them. They were bombing them in the street (but) it hit our house and the mosque. Many other houses too,” said Amerah Dagalangit, a pregnant 29-year-old in an evacuation center near Marawi.
“Many people died when the bomb exploded,” she said, adding that a Muslim priest and children were among the victims.
Military officials said they had not received any report of the incident. Reuters could not independently verify the account.
The military has said 20 civilians have been killed in the fighting and that all were at the hands of the militants. It also says 120 rebels and 38 members of the security forces have been killed, including 10 soldiers who died from friendly fire in an airstrike.
Officials in neighboring Indonesia worry that even if the Filipinos successfully take back Marawi in coming days, the threat will still remain high.
“We worry they will come over here,” said one Indonesian counter-terrorism official, noting that Mindanao wasn’t very far from the Indonesian island of Sulawesi.

More than 2,000 people remain trapped in the center of Marawi, with no electricity and little food and water. Some are pinned down by the crossfire between the military and the militants, while others fear they will be intercepted by the militants as they flee, according to residents.
The bodies of eight laborers who had been shot in the head were found in a ravine outside Marawi last Sunday. The police said they had been stopped by the militants while escaping the city.
There will most likely be more civilian casualties in retaking the city, the military said.
“We are expecting that people will get starved, people will get hurt, people will get killed,” said Herrera, the military spokesman. “In these types of operations, you can’t get 100 per cent no collateral damage.”

BOGOTA (Reuters) – Colombian police have seized more than 6 metric tons of cocaine in the Caribbean city of Barranquilla, the defense minister said on Sunday.
The shipment, the third-largest seizure in the history of continental Colombia, was found on Friday and belonged to several drug gangs, among them the so-called Urabenos, Defense Minister Luis Carlos Villegas told journalists.
The shipment would have been worth about 200 million euros in Spain, its final destination.
Authorities have already confiscated 103 metric tons of cocaine this year, the minister added. Last year a record 378.3 metric tons were seized.
Colombia, long one of the world’s top producers of cocaine, saw cultivation of coca, the drug’s base ingredient, rise to new highs in 2016.

]]>A GIF counts as a deadly weapon, a Texas grand jury has agreed this week. The decision came as part of the case against John Rayne Rivello, who stands accused of sending a flashing GIF to journalist Kurt Eichenwald in a bid to cause an epileptic seizure. The GIF in question was classed as an assault weapon in an indictment against Rivello, issued on Monday by a Dallas grand jury and the US Department of Justice.
Rivello sent the GIF to Eichenwald — who has epilepsy and has written publicly about his condition — in December, while posing as one “Ari Goldstein,” with the username @jew_goldstein. FBI investigators seized the account late last year after tracking him through his iPhone, and allege that Rivello sent several tweets and messages about his intentions to cause Eichenwald to have a seizure — including the text “You deserve a seizure for your post.” According to NBC News, other messages specifically say that “I hope this sends him into a seizure,” while others read “Spammed this at [Eichenwald] let’s see if he dies.”
Eichenwald says the GIF in question did indeed cause him to seize, theoretically making the moving image a potentially lethal object deployed to cause intentional harm in much the same way as a gun, a knife, or a letter bomb. The indictment breaks down the tools used in Rivello’s alleged offense, specifying that he used “a Tweet, a Graphics Interchange Format (GIF) and an Electronic Device and Hands” to commit assault with a deadly weapon. The document also alleges that Rivello was anti-semitic in his chosen target, picking Eichenwald to attack not just because of his views on Donald Trump, but because he was Jewish.
Legal experts say that the classification of a GIF as an assault weapon is unprecedented, but vary on their projected outcome for the case. Speaking to NBC, defense attorney Tor Ekeland suggested that First Amendment rights may provide cover for Rivello at trial, allowing him to argue that artworks and images are covered by freedom of expression. But Danielle Citron, a cybersecurity expert at the University of Maryland, said that Rivello’s direct targeting and stated intent to harm Eichenwald move the case away from questions of freedom of speech, likening it to hacking into a hospital insulin pump to kill a diabetic patient.
