The Chancellor was confronted by the BBC Breakfast host over his latest budget announcement as Naga Munchetty claimed the job retention bonus have benefited from a more targeted approach. But Rishi Sunak hit back: “I actually think it will make a significant difference, it is something that people were actually interested in calling for. Given the income distribution of those on furlough, we know that £1,000 can be a significant reward and incentive to employers to successfully bring staff back and continuously employ them. “I think actually having a broad offer to all those 9 million people is the right thing to do. “In situations like this and throughout the crisis, I’ve always had a choice between whether to act at speed and at scale, given the severity of what we’re facing, or to do things in a more nuanced and targeted way. “And in an ideal world, you would do that. But the problem with doing things in a more targeted and nuanced way is it takes a lot longer. “We don’t have necessarily the luxury of time when you’re dealing with a crisis of this magnitude. READ MORE: Rishi Sunak shuts down Kay Burley as Sky News host challenges plans “So I’ve been on the side of a broader approach, I think that is the right thing to do. “I would make the same decisions again. “And I’m sure if we had a more targeted approach in this instance you’d probably have me on this show saying ‘well, why are these people excluded?”‘ The Chancellor said the Government’s support plan is one of the “most comprehensive and generous set of interventions” in the world, but acknowledged some people would still be badly affected. After outlining the schemes announced on Wednesday, Mr Sunak told BBC Breakfast: “The analysis we published yesterday which shows the totality of what we’ve done demonstrates very clearly that the lowest income households are the ones who have been supported the most by everything we have done but I would acknowledge that this has been a period of extreme hardship for many people and indeed hardship lies ahead.” Mr Sunak was later asked about self-employed curtain fitter Mark Whittaker, who said he was severely struggling and felt abandoned as he was not eligible for the self-employment support scheme. Mr Sunak said the scheme had helped 2.5 million people and later added: “If you’re saying to me there are individual people who are suffering hardship as a result of what’s happened then I completely agree and I sympathise with that, it is not possible to ensure that every single person is not impacted by what’s happening. “We’ve shut our country and economy down for months on end, that is sadly going to have a significant impact and I’ve consistently been honest with people that hardship lies ahead and that’s why we’ve tried to mitigate as much of that hardship as possible. “Are we going to be able to mitigate all of it for every single person? Of course not, but when I look at the totality of what we’ve done, I do know that it stacks up as being one of the most comprehensive and generous set of interventions out of any country in the world.” DON’T MISS: On Wednesday, Mr Sunak announced a sweeping package of measures on Wednesday including giving firms which have furloughed staff a £1,000 bonus to keep workers in jobs. While warning that “hardship lies ahead”, he insisted no-one will be left “without hope”, as he revealed plans to cut stamp duty, slash VAT on food, accommodation and attractions to 5% and give diners a discount to support pubs and restaurants. Speaking in the Commons Mr Sunak said his plan would help protect livelihoods after the economy contracted by 25 percent in just two months. The Institute for Fiscal Studies will give its initial analysis of the summer economic update on Thursday.

India’s finance ministry has cautioned investors about the risks of trading in cryptocurrencies such as bitcoin, branding the ‘virtual currencies’ as akin to a Ponzi scheme.
The warning comes a day after South Korea, a global hub for bitcoin trading, said it would ban anonymous cryptocurrency trading due to the “abnormal situation of speculation.”

In a statement India’s Ministry of Finance noted there had been a “phenomenal” increase in demand for digital currencies such as bitcoin.
“There is a real and heightened risk of investment bubble of the type seen in ponzi schemes which can result in sudden and prolonged crash exposing investors, especially retail consumers losing their hard-earned money,” it warned.
A Ponzi scheme is an investment fraud that involves payment of purported returns to existing investors from funds contributed by new investors.
Cryptocurrencies are not legal tender in India and have no regulatory permissions, the ministry stated, adding, that investors were trading “entirely at their own risk” and were advised to avoid such activity.
“Virtual Currencies are not backed by Government fiat. These are also not legal tender. Hence, VCs are not currencies.”
The price of these cryptocurrencies are “entirely a matter of mere speculation resulting in spurt and volatility in their prices,” the government agency advised.
The statement also cautioned that the encrypted nature of these transactions pave the way for illegal activities such as “terror-funding, smuggling, drug trafficking and other money-laundering acts.”
However, unlike neighbouring countries Bangladesh and Nepal where bitcoin is illegal, India stopped short of issuing an outright ban on digital currencies.
The Minister of State for Finance, Pon Radhakrishanan, confirmed Friday that an interdisciplinary committee has been set up to examine the existing global regulatory and legal structures governing Bitcoin, reported The Economic Times.
The Reserve Bank of India previously urged those trading in virtual currencies that they were doing so at their own risk and clarified that they had not given authorisation for any company to deal in such cryptocurrencies.
Earlier this month, Reuters reported that India’s central tax authority was investigating bitcoin exchanges to try and find a way to tax transactions.
While bitcoin is losing its dominance, rival cryptocurrency Ripple has surged to an all time high. It has had the biggest growth in value among digital currencies this year – recording a whopping 30,000 percent rise.

The Securities and Exchange Commission on Friday charged a man and two companies for operating fraudulent initial coin offerings.
According to a statement released Friday, the financial watchdog charged Maksim Zaslavskiy and his companies, REcoin Group Foundation and DRC World, with defrauding investors and selling unregistered securities.
“According to the SEC’s complaint, investors in REcoin Group Foundation and DRC World (also known as Diamond Reserve Club) have been told they can expect sizeable returns from the companies’ operations when neither has any real operations,” the agency wrote of the investigation, which appears to be the first of its kind.
ICOs allow companies to raise money by issuing their own cryptocurrencies. In some cases companies have raised millions of dollars in a matter of seconds. ICOs have come under scrutiny by regulators because some companies used them to raise money without disclosing substantive information to investors.
The SEC said Zaslavskiy misled REcoin investors, saying it had a “team of lawyers, professionals, brokers, and accountants” who would handle all investments when no such team existed.
Similarly, DRC World was a shell, according to the SEC. The company falsely told investors, whom they solicited money from, that they had a inventory of diamonds when they did not.
The SEC froze the personal assets of Zaslavskiy and his companies after getting an emergency court order, according to the agency.
In July, the US Securities and Exchange Commission announced certain ICO would be subject to regulatory scrutiny. Other countries, such as China and South Korea, have deemed initial coin offerings illegal, because of concerns of fraud.
The market for ICOs has exploded this year with over $ 2 billion raised, according to data from Autonomous NEXT.
Schwark Satyavolu, a general partner at Trinity Ventures, a venture capital firm, is a ICO skeptic who told Business Insider he thinks there’s a bubble in the market.
“If investments continue at the current rate, this could become the next mortgage crisis with people – including institutional investors – losing hundreds of millions of dollars when (not if) many of these companies go out of business,” Satyavolu said.
Still, many market watchers are excited about the potential of ICOs, despite the bad actors.
“There’s always a few bad apples out there, but on the majority, blockchain leaders and CEOs are doing great things to financial services, supply chain, logistics, healthcare, agriculture, real estate, biotech, data, retail and government operations,” Perry Woodin, the CEO of Node40, a blockchain technology company, said in a statement emailed to Business Insider.

How many bike-sharing schemes does London need exactly? Well, at least five if you ask the companies behind such services. Today, Ofo comes to the capital, following a limited trial in Cambridge that began earlier this year and a launch in Oxford last month. Initially, the Chinese firm has dotted 200 bikes around the London Borough of Hackney. Yesterday, European outfit Urbo announced it was also arriving in London this month, putting 250 bikes on the streets of the Borough of Waltham Forest.
Alongside London’s ‘Boris bikes,’ of which there are over 11,000, we now have four nigh-identical dockless bike rental services vying for custom in the capital. oBike was first, arriving in July, followed by Mobike, Ofo and Urbo this month. Unlike Boris bikes, the schemes don’t require riders to end their journeys at designated docking points. Finding, unlocking and paying for bikes is all handled via mobile apps, and there’s basically nothing that differentiates one service from another.
Choice is a good thing for consumers, of course, but all these new London players plan to put more and more bikes on the capital’s pavements as appetite for rentals you can park up almost anywhere grows. That is, if you can find a spot to legally lock the thing up. Dockless bike-sharing schemes have caused problems in Chinese cities saturated by thousands upon thousands of the things, leading to mounds of wheels and frames forming at popular hop-off points.

Though the companies in question are operating on a much smaller scale in London right now, similar issues are starting to appear already. Wandsworth Council reported last month that it had impounded 130 oBikes for blocking pavements. Ofo had to seriously reduce the scope of its Cambridge pilot before even launching, too, after local authorities expressed concerns over the potential for pavement clutter.
As the Evening Standard reports, Hackney Council transport bod Feryal Demirci said of Ofo’s launch: “We are going to work with Ofo to make sure that users are given information on locations where they can park their bike in hot spot areas to prevent issues such as obstructing the footway and parking on busy, narrow pavements.”
Ofo, oBike, Mobike and Urbo all say they are in dialogue with councils, but even formal approval doesn’t mean much when the bikes can end up in any London borough. If any more dockless bike-sharing schemes launch in the capital, we might hit saturation point pretty quickly. It seems inevitable, then, that Transport for London (TfL) will probably start regulating these services before too long, just as it now does with Uber.

GUEST:
An alarming trend has emerged in the blockchain community: Around the world, we’re seeing blockchain “startups” scam people into investing by getting a big name endorsement.
It’s not exactly a pyramid scheme; I’ll call it a “circle scheme.” It’s all about summoning a group of clueless investors around an “opinion leader.” This person can be the scammer himself or, in most cases, someone reputable in the industry or on social media. Given how unregulated the cryptocurrency market still is, it’s like El Dorado for these scam artists. They — or their hired influencer — pumps up a coin or an ICO after they’ve taken a sizeable position in that investment. They make up some marketing fluff that drags in as many “lemmings” as possible — who don’t know the inevitable dump is just around the corner. Then they cash out.
I know about this because, being quite well known in the blockchain world myself, I’ve been asked to promote some questionable projects for good money quite often. The trend started out slowly, but after the ICO market heated up, the number of scammers approaching me and my cofounders increased significantly. Now we receive different kinds of offers almost every day. We’re based in Singapore, but the offers we get are from around the world.
Let’s run a scenario here. One day a friend introduces you to the latest and greatest “investment.” You do your research and it looks like everything is legit. The coin is on www.coinmarketcap.com, and the ICO is listed on various tracking sites. Even YouTubers talk about the project in a positive light. So you go ahead and invest. It looks like you were in the right place at the right time.
The token value is going up, and just when you think about cashing out, the price drops. You call your friend and he tells you he already made a profit cashing out but you should just wait. You wait and wait, hoping for the price to go up again. But it never does. Eventually you panic sell, taking a big loss. You think to yourself, at least I didn’t fall for a scam. This was a legit investment, right?!
The truth? At the time of writing this post in August 2017 this type of scamming is not illegal and is happening every single day. In a decentralized world such as blockchain and cryptocurrencies, I am not even sure you can properly regulate such actions. That’s why it’s important to know this is a much more common practice than initially thought.
Here are a few more examples:
Here are some of the different types of offers I’ve had personally:
All these are examples of circle schemes. Instead of top-down profits like in Ponzi or pyramid schemes, we see an inside-outside pattern: The closer to the center of the “pumper” you are, the more likely you can get out before the dump. Just like in pyramid schemes, people are made to believe they closest to that position. For example, they are invited to Telegram groups where coins are “pumped.” They believe they are the first to know, but they’ve already lost. The scammers are already dumping.
Is this info unknown to the blockchain community? Definitely NOT! Most people are actually aware of it, but just like in Ponzi or pyramid schemes, people get their hopes up to get rich quick without having to do much. Greed is taking over, and it makes people think irrationally. I’ve been there done that myself – and I’m sure you have as well :-).
But for those who haven’t been aware of these scams, I hope this serves as a wakeup call on what’s going on behind the scenes. Pay attention if an investor or advisor is heavily “pumping” a coin. Be wary when a YouTuber or blogger talks extremely positively about a company. Don’t get duped by pump and dump groups that make you believe you are at the center of a circle scheme.
Here are a few things you can do to avoid getting scammed:
Regulators will be slow to step in, but we as a community can work together and, instead of a top-down approach, we can have a bottom-up solution.
So, let’s spread the word and get people properly educated on blockhain investing. Eventually, this is what will make our crypto-ecosystem grow and stand out.

]]>To be fair, that “lady friend” is actually Angela Webster, the director of the FBI. And Liv only took her out to lunch to distract her while Quinn and Huck did some digging behind her back. Still, it was an unexpected turn of events — kind of like when Nelson McClintock, the man arrested for killing Frankie, agreed to sign a confession after insisting he didn’t do it in the previous scene. (Hey, that’s the persuasive power of Jake “Crazy Pants” Ballard, I suppose.)
As you can imagine, this twist caused some tension between Abby, who orchestrated Jake’s involvement, and Liv, who remains convinced that Cyrus put the target on Frankie’s back. (Or, you know, wherever he got shot.) So imagine Abby’s surprise when Liv showed up at the White House in the episode’s final moments with an oh-so-incriminating little video of Cyrus and Frankie.
“I hate that I ever trusted you,” the late would-be president is heard screaming at his then-running mate. “What you did is vile and inexcusable. The moment I’m elected President of the United States, my first order of business will be to put you in the coldest jail cell possible. Over my dead body will you get away with what you did!” (Frankie’s poor, foreshadow-y choice of words aside, what do you think he was so mad at about? I mean, Cyrus pulled a ton of messed up crap during this election — who’s to say which one this is?)
Elsewhere this week…
‘I DID CHOOSE YOU’ | Thanks to a series of steamy flashbacks, Marcus and Mellie went from being the show’s will-they-won’t-they couple to being its oh-damn-they-already-did couple. Despite Olivia’s warning during the Republican National Convention — that’s right, Liv tried to nip this thing in the bud early on — Mellie gave in to Marcus’ charms after he taught her how to throw the perfect pitch. (A curveball, I assume. That seems to be Mellie’s speciality.) So how did this, ahem, pitch-perfect coupling eventually fall apart? It turns out most of the credit goes to Liv, who arranged for Abby to offer Marcus the position of White House press secretary to keep him away from Mellie. The former Republican candidate has since made peace with Liv’s actions, even going so far as to liken her own breakup to Olivia and Fitz’, but I can’t help but feel like the spark between Mellie and Marcus is far from extinguished.
‘SHARE YOUR LIFE’ | In other relationship news, Quinn spent the hour dodging Charlie’s follow-up questions about their engagement — or lack thereof — only to receive some unexpected encouragement from Liv (aka the Destroyer of Mellie and Marcus’ Happiness
). “Share your life!” she told Quinn, then proceeded to shame her for squandering her opportunity for true happiness.
UNITY, SCHMOONITY | And then there’s the little matter of who’s going to become the next President of the United States. Fitz ordered Cyrus and Mellie to come up with a “way, a plan, a compromise” to avoid the country’s “implosion,” but they definitely didn’t accomplish that goal this week. Cyrus thought he was being more than generous by offering Mellie the position of his vice president, but she threw it back in his face — along with a killer speech about what she really deserves. (“Honey, you better think again!”)
OK, let’s hear your thoughts on this week’s Scandal: Are you convinced that Cyrus orchestrated Frankie’s assassination? Are you hoping for more Mellie-Marcus action, or was this episode enough for you? And, seriously, how weird is that Quinn-Charlie wedding going to be? Whatever’s on your mind, drop it in a comment below.
