The US State Department is scolding the Syrian government, as the OPCW has reportedly determined that sarin, a banned nerve gas, was what killed dozens of Syrians in northern Idlib province on April 4.

Members of the UN’s chemical weapons watchdog, the Organisation for the Prohibition of Chemical Weapons (OPCW), reviewed the fact-finding mission (FFM) report at The Hague, Netherlands, on Thursday, but it was not released to the public, Reuters reported.

The news outlet obtained a copy of the report that relied on eyewitness interviews and samples previously collected from the site of the alleged chemical attack in the town of Khan Sheikhoun. The FFM was reportedly unable to make it to the location in question because of security issues.

“A large number of people, some of whom died, were exposed to sarin or a sarin-like substance,” the summary of the report said.

Now the United Nations and OPCW’s Joint Investigative Mechanism, or JIM, goes into effect, to determine responsibility for the use of a banned chemical weapon.

US Ambassador to the UN Nikki Haley said she looks forward to the JIM investigation, “so we can find justice for the victims.”

The US State Department applauded the work of both the FFM and JIM, “which have been pursued in an impartial and highly professional manner,” the department said in a statement. 

The OPCW report comes on the heels of a White House statement this week alleging that Syrian President Bashar al-Assad is preparing for “another” chemical weapons attack.

JIM has previously found fault with Syria for three chlorine gas attacks in 2014 and 2015, according to Reuters. The joint mission also blamed the Islamic State for mustard gas use.

The results of the OPCW FFM did not come as a surprise, as OPCW Director-General Ahmet Uzumcu had already said not long after the attack that test samples showed sarin or a similar agent was used.

An estimated 74 to 100 or more civilians were killed and hundreds were injured in the attack, according to various reports.

Two days after video emerged of the April 4 attack, President Donald Trump authorized the firing of 59 Tomahawk cruise missiles into the Syrian military airfield in Ash Sha’irat, from where US intelligence said the chemical attack was launched.

PARIS (Reuters) – French intelligence services have concluded that forces loyal to Syrian President Bashar al-Assad carried out a sarin nerve gas attack on April 4 in northern Syria and that Assad or his closest entourage ordered the strike, a declassified report showed.

The attack in the town of Khan Sheikhoun killed scores of people and prompted the United States to launch a cruise missile strike on a Syrian air base in response, its first direct assault on the Assad government in the conflict.

The six-page document – drawn up by France’s military and foreign intelligence services and seen by Reuters – said it was able to reach its conclusion based on samples they had obtained from the impact strike on the ground, and a blood sample from a victim.

Among the elements found in the samples were hexamine, a hallmark of sarin produced by the Syrian government.

“The French intelligence services consider that only Bashar al-Assad and some of his most influential entourage can give the order to use chemical weapons,” the report said.

It added that jihadist groups in the area did not have the capacity to develop and launch such an attack and that Islamic State was not in the region.

Assad’s claim to AFP news agency on April 13 that the attack was fabricated, was “not credible” given the mass flows of casualties in a short space of time arriving in Syrian and Turkish hospitals as well as the sheer quantity of online activity showing people with neurotoxic symptoms, said the report.

The Executive Council of the Organization for the Prohibition of Chemical Weapons (OPCW) convened in the Hague on Wednesday for an update on the investigation into the reported chemical weapons attack in the town of Khan Shaykhun.

Director-General Ahmet Üzümcü told members that four OPCW designated laboratories have studied samples collected from three victims of the alleged attack during their autopsy and seven individuals undergoing treatment after surviving the incident. He said analysis of all samples indicated exposure to sarin or a sarin-like substance.

“While further details of the laboratory analyses will follow, the analytical results already obtained are incontrovertible,” the official said.

The OPCW statement didn’t explain how exactly the samples were collected. The inspectors have yet to visit Khan Shaykhun, which would allow the collection of samples on the ground to confirm contamination from a chemical agent. The site is located in a rebel-controlled territory in the Idlib province. Üzümcü said such a visit would depend on the security situation and cited an attack on an OPCW fact-finding mission in May 2014.

The Russian military, however, questioned the swift analysis of the samples, saying the OPCW did not act with such speed in another incident in which a militant group reportedly used mustard gas in Aleppo.

“Russian specialists on the site of the crime [in Aleppo] collected samples of the agent, which had been delivered to representatives of the OPCW and transported to the Hague. By the way, the Syrian leadership at the time offered safety guarantees and insisted that OPCW experts visit Aleppo, but nobody came,” Russian Defense Ministry spokesman Maj. Gen. Igor Konashenkov said Thursday.

“Four months later the OPCW still cannot come to a conclusion and call the mustard gas found there mustard gas, saying additional analysis is necessary,” he remarked.

The Russian military said it wanted details on who collected the samples and how they were studied at OPCW designated labs, and why the analysis in this case was completed in a much shorter space of time.

He added that if the OPCW states that sarin gas had been used in the incident, it would find it difficult to explain how White Helmet first responders survived exposure to the agent.

Footage taken at the scene in the aftermath of the alleged attack showed people from the controversial rescue group helping the victims while wearing no protective gear rated for handling sarin.

The OPCW is expected to provide a preliminary report on the incident within two weeks.

The incident in Khan Shaykhun reportedly killed as many as 100 people and injured several hundred. The US squarely laid the blame on Damascus, claiming that it hid chemical weapons stockpiles from the OPCW after pledging to hand them over in 2013.

Washington fired a barrage of cruise missiles at the Syrian airbase from which it claimed the chemical weapons attack was launched – a move that was hailed by Syria’s neighbor Israel. Europe backs the accusations against the Syrian government, even though no solid evidence has been made public.

Russia has called for a thorough investigation of the incident, which would include an on-site inspection in the rebel-held territory, before coming to any conclusions. Moscow believes that the incident may have been a false flag operation meant to provoke a US attack against Damascus.

Massachusetts Institute of Technology Professor Theodore Postol, who wrote a preliminary review of the US government claims earlier this week and shared his findings with RT, examined photographs of the attack site and concluded that the report endorsed by the White House “could not be true.”

Senior US administration officials who briefed the media on Tuesday admitted the White House intelligence was partly “based on the pro-opposition social media reporting,” which “tells a very clear and consistent story about what we think happened.”

Postol’s six-page addendum, made public on Thursday evening, “unambiguously shows that the assumption in the [White House report] that there was no tampering with the alleged site of the sarin release is not correct.”

That assumption was “totally unjustified,” wrote Postol, “and no competent intelligence analyst would have agreed that this assumption was valid.”

By implication, the report was not reviewed and released by competent intelligence experts – “unless they were motivated by factors other than concerns about the accuracy of the report,” the professor added.

Postol’s key argument is a series of photographs of the crater where the container holding sarin was supposedly air-dropped. He pointed to a photograph of several men inspecting the site, wearing loose clothing and medical gloves.

“If there were any sarin present at this location when this photograph was taken everybody in the photograph would have received a lethal or debilitating dose of sarin,” he wrote. “The fact that these people were dressed so inadequately either suggests a complete ignorance of the basic measures needed to protect an individual from sarin poisoning, or that they knew that the site was not seriously contaminated.”

Another photo shows the crushed contained half-buried in the crater, while in other photos is has been dug up and repositioned.

On Thursday, CIA Director Mike Pompeo confirmed that it was his agency which concluded that the Syrian government was responsible for the chemical weapons attack in Khan Shaykhun, which persuaded Trump to fire 59 cruise missiles at a Syrian airbase last week.

“We were good, and fast,” Pompeo said at an event in Washington, DC, “and we got it right.”

The US missile attack caused tensions between Washington and Moscow, leading to a suspension of a military hotline intended to “deconflict” operations over Syria and the US-led coalition scaling back its strikes against Islamic State (IS, formerly ISIS/ISIL.)

The Syrian government has denied using or even possessing chemical weapons. Syria’s compliance with the Chemical Weapons Convention was certified by international observers in 2013, the Russian General Staff said, noting that this did not include two sites on territory controlled by the rebels.

AMSTERDAM (Reuters) – Samples taken from the alleged chemical weapons attack in Syria last week tested positive for the nerve agent sarin, the British delegation at the world’s chemical weapons watchdog said on Thursday.

“UK scientists have analyzed samples taken from Khan Sheikhoun. These have tested positive for the nerve agent sarin, or a sarin-like substance,” the delegation said during a special session at the Organisation for the Prohibition of Chemical Weapons in The Hague.

Earlier testing by Turkish authorities had also said the chemical used on April 4 was sarin.
