Russian President Vladimir Putin is expected to meet Chinese President Xi Jinping at a summit in Uzbekistan this week.

  • Russian commodity giants Rosneft, Polyus, and Rusal have recently issued bonds in Chinese yuan.
  • Trade between the two countries has grown, with Russia imports to China up 59% on-year in August.
  • Russia's finance ministry is also considering issuing bonds in the Chinese yuan amid sanctions.

Some Russian companies are issuing bonds denominated in the Chinese yuan amid sanctions over the war in Ukraine.

State-owned oil giant Rosneft was the latest to offer 15 billion yuan, or $ 2.1 billion, in a bond offering, Interfax reported on Tuesday. This followed a 4.6 billion yuan issuance from Polyus, Russia's largest gold producer, in August.

Just weeks earlier in July, Russian aluminum giant Rusal issued 2 billion yuan of bonds. Demand for the bonds was more than double what was offered, the company said on July 29.

"It seems natural to us to choose yuan-denominated bond placement, given the current situation on the financial market," Alexei Grenkov, the head of Rusal's corporate finance, said at the time.

Russia's finance ministry is also considering issuing bonds in the Chinese yuan, Vedomosti business newspaper reported on August 23, citing a source close to the government. The process could take up to two years, the media outlet added.

Russia's interest in yuan-denominated settlements comes as some Russian banks have been banned from SWIFT, the Belgium-based messaging service that lets banks around the world communicate about cross-border transactions.

Since Russia and China have been trying to establish alternatives to the US dollar hegemony for years, they are also taking this opportunity to boost the use of alternative payments systems at a time when trade between the two is growing. Russian exports to China rose 60% in August from a year ago, while Chinese shipments to Russia grew 27% in the same period, according to Reuters' calculations based on Chinese customs data.

Earlier this month, Russian state-energy giant Gazprom said it will begin taking rubles and yuan payments, instead of euros, for natural-gas exports to China.

The ties between the two countries could deepen this week, as Russian President Vladimir Putin and Chinese President Xi Jinping are expected to meet at a regional summit in central Asia.

"Yuan instruments are a great alternative to the dollar. We have a positive outlook on the yuan — its liquidity is expected to increase, its international convertibility is expected to improve, and its risks from sanctions will remain limited," analysts at Russia's BCS Global Markets, a financial services firm, wrote in a note on August 18.

Huawei denies US sanctions and trade secret charges https://briefnews.eu/huawei-denies-us-sanctions-and-trade-secret-charges/ https://briefnews.eu/huawei-denies-us-sanctions-and-trade-secret-charges/#respond Tue, 29 Jan 2019 14:53:57 +0000 http://briefnews.eu/huawei-denies-us-sanctions-and-trade-secret-charges/

Huawei isn’t taking kindly to the US’ charges of sanction violations and trade secret theft. A spokesperson told Engadget the company was “disappointed” to hear of the charges and flatly “denies” it or an associated company (namely Skycom) committed any of the crimes in the indictments. It’s also “not aware of any wrongdoing” by CFO Meng Wanzhou, according to the statement (available below). Huawei went so far as to suggest the US was unfair and trying to revive a dead case.

To start, it claimed the trade secret issues had already been “settled” in a civil lawsuit where a Seattle jury rejected allegations of “willful and malicious conduct” and denied penalties on the trade secret claim. The firm also said it tried to discuss an Eastern District of New York investigation with the Justice Department, but that officials had tossed out the demand “without explanation.”

It’s not surprising that Huawei would dispute the charges, which center around allegations of swiping T-Mobile technology and trying to bypass sanctions against Iran. The stakes are high — the company saw how an export ban hobbled ZTE and forced the company to make substantial compromises to earn a reprieve. Huawei isn’t as dependent on US exports (its phones use custom-designed chips, for example), but it knows that a loss in court could still have severe consequences.

“Huawei is disappointed to learn of the charges brought against the company today. After Ms. Meng’s arrest, the Company sought an opportunity to discuss the Eastern District of New York investigation with the Justice Department, but the request was rejected without explanation. The allegations in the Western District of Washington trade secret indictment were already the subject of a civil suit that was settled by the parties after a Seattle jury found neither damages nor willful and malicious conduct on the trade secret claim.

“The Company denies that it or its subsidiary or affiliate have committed any of the asserted violations of U.S. law set forth in each of the indictments, is not aware of any wrongdoing by Ms. Meng, and believes the U.S. courts will ultimately reach the same conclusion.”

EU extends anti-Russian sanctions for another 6 months https://briefnews.eu/eu-extends-anti-russian-sanctions-for-another-6-months/ https://briefnews.eu/eu-extends-anti-russian-sanctions-for-another-6-months/#respond Thu, 13 Dec 2018 19:41:54 +0000 http://briefnews.eu/eu-extends-anti-russian-sanctions-for-another-6-months/

The EU’s economic sanctions against Russia will be prolonged for another half-a-year, European Council President Donald Tusk has announced on Twitter. The decision was made “unanimously” by the member states during an EU summit in Brussels. The restrictions were extended “given zero progress in implementation of the Minsk agreements” between Kiev and the self-proclaimed republics in eastern Ukraine, Tusk wrote. The EU first introduced sanctions against Russia in June 2014, over Moscow’s reunification with Crimea and alleged involvement in the military conflict in Ukraine. The restrictions, targeting the finance, energy and defense sectors of the Russian economy, have been prolonged and extended since then, despite proving ineffective and harmful to both Moscow and Europe.

US sanctions & protectionism strengthen bonds between Russia and China https://briefnews.eu/us-sanctions-protectionism-strengthen-bonds-between-russia-and-china/ https://briefnews.eu/us-sanctions-protectionism-strengthen-bonds-between-russia-and-china/#respond Sat, 01 Dec 2018 07:25:50 +0000 http://briefnews.eu/us-sanctions-protectionism-strengthen-bonds-between-russia-and-china/ Energy ties between China and Russia will see deeper development as the neighboring countries are planning to jointly work on the Arctic shelf projects, according to Igor Sechin, CEO of Russia’s biggest oil company Rosneft.

“New growth points in Russian-Chinese cooperation could be joint development of the oil and gas resources on the shelves of the Arctic and Russia’s Far East, as well as development of navigation along the Northern Sea Route,” Sechin said at the first Russian-Chinese Energy Forum in Beijing.

The project, aimed at creating a major electrical power complex in the Far East region, looks promising, according to the Rosneft chief. The complex, which will reportedly be powered by coal and renewable energy, will mainly export energy to China.

“We may also boost cooperation in petrochemicals and gas processing,” Sechin said. “We see synergies from these interactions, Chinese banking services are more in demand, there is the opportunity to build vertically integrated networks and we have opportunities to work together in other countries.”

Over the past years, Moscow and Beijing have significantly increased energy cooperation, as energy-rich Russia has been using its proximity to China to reach the Asian nation’s growing market.

Moreover, both countries have found themselves in the middle of geo-political and trade tensions instigated by Washington. Numerous US sanctions against Russia, as well as the current trade spat between Washington and Beijing have forced China and Russia to further boost their partnership.

“Amid the politics of unilateral action and trade protectionism, strengthening Russia-China energy cooperation is extremely important for jointly securing energy security and shaping an open world economy,” China’s First Deputy Prime Minister Han Zheng said.

  • Reuters interviews with dozens of business owners across Iran show hundreds of companies have suspended production and thousands of workers are being laid off because of a hostile business climate mainly caused by new U.S. sanctions.
  • The Iranian rial has fallen to record lows and economic activity has slowed dramatically since U.S. President Donald Trump withdrew from the big powers’ nuclear deal with Tehran in May.
  • Unemployment is already running at 12.1 percent, with three million Iranians unable to find jobs.
  • A parliamentary report in September warned that rising unemployment could threaten the stability of the Islamic Republic.

LONDON (Reuters) – Tamnoush, an Iranian company that makes fizzy drinks, has shut down its production line after 16 years and laid off dozens of workers. It was facing massive losses as U.S. sanctions pushed up the price of imported raw materials.

“All our 45 workers are jobless now. The men are driving taxis and women are back to being housewives,” said CEO Farzad Rashidi.

US will squeeze Iran with sanctions ‘until the pips squeak’ – Bolton https://briefnews.eu/us-will-squeeze-iran-with-sanctions-until-the-pips-squeak-bolton/ https://briefnews.eu/us-will-squeeze-iran-with-sanctions-until-the-pips-squeak-bolton/#respond Tue, 13 Nov 2018 15:18:11 +0000 http://briefnews.eu/us-will-squeeze-iran-with-sanctions-until-the-pips-squeak-bolton/ US National Security Advisor John Bolton has threatened to “squeeze” Iran’s economy “until the pips squeak,” just one week after Washington imposed a new round of crippling sanctions billed as the “toughest ever.”

Speaking ahead of the ASEAN-US summit in Singapore, Bolton said that the Iranian government is already under “real pressure” and that the US would “significantly increase” the enforcement of sanctions.

It is our intention to squeeze them very hard. As the British say: ‘Squeeze them until the pips squeak’.

Bolton said there was “no doubt” that Iran has already begun looking for ways to evade sanctions, which hit the country’s oil, financial, shipping, nuclear and aviation industries. He added that Tehran would be looking for ways around sanctions on the oil and financial markets in particular, noting that the US’s objective has been to “get oil exports from Iran down to zero.”

In May, US President Donald Trump decided to withdraw the US from the 2015 multinational nuclear deal with Iran, despite objections from its European signatories who remain committed to the agreement.

Since then, all of the sanctions which were lifted under the terms of the deal have been reimposed. The harsh measures are expected to push the Iranian economy into recession this year, according to an outlook report from the International Monetary Fund this week.

European countries have been trying to find ways around Trump’s sanctions in an effort to continue trading with Iran, but Trump has warned of penalties if they do not abide by the sanctions.

Acknowledging widespread distaste for Washington’s Iran policy, Bolton compared Europe’s attitude to the grieving process, but was confident it would fall in line.

“I like to compare the attitudes that are changing in Europe to a book written years ago in the US called ‘The Six Stages of Grief’,” he said. “It starts off with denial. Then it ends up at acceptance.”

US officials have stepped up aggressive rhetoric toward Iran in recent weeks, with Secretary of State Mike Pompeo leading the way, warning Iran to toe the line and “act like a normal country, or see its economy crumble” and suggesting that obeying Washington was the only course of action for Iran’s leaders if they “want their people to eat.”

It’s not the first time a US official has made flippant comments about starvation in countries where it has imposed sanctions. In January, Pompeo’s predecessor Rex Tillerson cited boats of dead North Korean fishermen as a sign that US sanctions were working.

The Trump administration claims that the latest sanctions are aimed at pushing Tehran to curb its “destabilizing influence” and scale back its involvement in some regional conflicts — and while that may be partly the goal, Iranian officials and many regional analysts believe the true aim is to push Iranian citizens to revolt against the country’s leaders, which would help facilitate US-backed regime change.

US won’t let Russia ease North Korea sanctions, Haley says https://briefnews.eu/us-wont-let-russia-ease-north-korea-sanctions-haley-says/ https://briefnews.eu/us-wont-let-russia-ease-north-korea-sanctions-haley-says/#respond Fri, 09 Nov 2018 06:12:44 +0000 http://briefnews.eu/us-wont-let-russia-ease-north-korea-sanctions-haley-says/ Russia says it’s trying to ease sanctions on North Korea to make aid organisations’ work there possible. The US says it won’t let that happen.

Following a closed-door UN security council meeting this Thursday requested by Russia and China, US ambassador Nikki Haley told press members that Russia is trying “to lift banking restrictions” against North Korea, an option which she says is off the table:  “So now we know what their agenda is, we know exactly why they’re trying to do it and we’re not going to let it happen.”

At the meeting, the Russian Mission to the UN released a statement referring to “serious humanitarian problems” resulting from the current American-championed sanctions. The statement claims the restrictions are interfering with the ability of nonprofits and humanitarian aid organizations to work in North Korea – even though they’re not directly subject to the sanctions regime. It urges the council “to examine as soon as possible the options to rectify the situation using the entire tool set available to the UNSC.”

Echoing Trump’s statements on the matter, Haley responded that sanctions would not be lifted since the North Koreans “haven’t done anything to warrant us getting rid of them yet,” adding that “The threat is still there.”

Earlier this year Haley accused Russia of violating the sanctions agreements and asked the UN to impose punishment. Russia, China and South Korea, in turn, have been pushing for the US to make small concessions in order to facilitate dialogue.

EU lost over €100bn because of its own anti-Russia sanctions – Lavrov https://briefnews.eu/eu-lost-over-e100bn-because-of-its-own-anti-russia-sanctions-lavrov/ https://briefnews.eu/eu-lost-over-e100bn-because-of-its-own-anti-russia-sanctions-lavrov/#respond Tue, 06 Nov 2018 03:08:37 +0000 http://briefnews.eu/eu-lost-over-e100bn-because-of-its-own-anti-russia-sanctions-lavrov/ The EU is punishing itself for doing Washington’s bidding and sanctioning Russia, Russian Foreign Minister Sergey Lavrov said. However, while the restrictions policy does not harm the US, the EU suffers billions in losses.

In an interview with the Spanish newspaper El País, Lavrov lamented the dismal state of EU-Russia relations, describing them as far from normal. The divisions are being fueled from across the pond, he said.

“The mythical ‘Russian threat’ is forced upon the Europeans, primarily, from the outside,” Lavrov said. The main bone of contention between the EU and Russia –sanctions– were imposed by the European nations “on direct orders” from Washington.

With that said, the US has hardly felt any adverse effect from the policy it championed, unlike the EU.

“Estimates of losses incurred by the EU states from the sanctions vary. According to some estimates, they might amount to over €100 billion. It’s important that European politicians understand this,” the minister said.

Russia, which had to retaliate with tit-for-tat measures, is ready to lift the restrictions it imposed on European goods back in 2014.

“We have spoken repeatedly about our readiness to abolish countermeasures,” Lavrov said. However, the EU must make the first step.

“We hope that common sense will eventually prevail since, objectively speaking, the sanctions neither benefit Russia nor the EU,” the diplomat added.

The EU imposed an array of economic sanctions on Russia after its reunification with Crimea, which followed a coup in Kiev and the subsequent civil war in eastern Ukraine. The sanctions target Russia’s military and banking industry, as well as senior government officials and high-profile businessmen and politicians. The EU has repeatedly extended the sanctions. In July, the EU Council prolonged the measures targeting the Russian economy until February 2019 and, in September, it extended unitl march restrictive measures against 155 persons and 44 entities.

Meanwhile, more and more prominent voices have been speaking out in favor of lifting the restrictions. Last week, former French President Nicholas Sarkozy told media that the sanctions were “counterproductive” and only serve to alienate Moscow and drive it closer to China.

“This new US president… has disgraced the remnants of America’s prestige and that of liberal democracy. America’s hard power, that is to say their economic and military power, is declining too,” Khamenei said in a speech to students in Tehran.

He added that the US had failed to regain its influence in Iran since the 1979 Islamic Revolution ousted the US-friendly Shah.

“America’s goal has been to re-establish the domination it had [before 1979] but it has failed. America has been defeated by the Islamic Republic over the past 40 years,” state television reported him saying.

Khamenei’s defiant words come as the Trump administration gears up to reimpose all the economic sanctions previously lifted under 2015’s nuclear deal, which involves the blacklisting of 700 Iranian individuals, including those granted relief under the previous accord. They will take effect on Monday.

EU states have been vocal about keeping “effective financial channels” open with Iran despite the sanctions, after they were not included on a US list of eight nations allowed to continue purchasing oil from Tehran.
