An F/A-18 naval fighter jet from the aircraft carrier USS ‘Ronald Reagan’ crashed into the Philippine Sea near Japan’s Okinawa Prefecture, with both pilots rescued. The aircraft crashed after suffering a “mechanical issue” while traveling on a routine mission in the Philippine Sea, the US Navy said in a statement, adding that both pilots successfully ejected and were quickly recovered by the USS ‘Ronald Reagan.’ U.S. Navy Aircraft Crashes in Philippine Sea A F/A-18 from Carrier Air Wing (CVW) 5 experienced a mechanical issue resulting in the crew ejecting. The crew was immediately and safely recovered by USS Ronald Reagan (CVN 76). For full story click here: https://t.co/uNrOwjLKWppic.twitter.com/bOy2quSdFU — 7th Fleet (@US7thFleet) November 12, 2018 According to the Japanese Coast Guard, the incident happened 300km southwest of Kitadaitojima Island, which is part of the nation’s Okinawa Prefecture. The aircraft carrier resumed normal operations, and the US Navy launched an official probe into the crash. The lost plane belonged to the US 7th Fleet, which is based in Yokosuka, Japan. Over the past two years, the fleet gained a notorious reputation of the most ‘disaster-prone’ detachment of the US Navy. It was blighted by high-profile incidents, including ship collisions, which claimed the lives of numerous servicemen. READ MORE: Unlucky Seventh: ‘Asian curse’ continues to haunt US Pacific Fleet Last month, an MH-60 Seahawk helicopter crash-landed on the deck of the USS ‘Ronald Reagan.’ In June, an F-15 fighter jet crashed into the sea near Okinawa. The president, who perceives that the U.S. is being treated unfairly by its trading partners, had imposed tariffs on steel and aluminum imports from Canada, Mexico, and the European Union, along with a threat of further penalties. After a press conference in which Canadian Prime Minister Justin Trudeau reiterated that his country plans to retaliate against the new tariffs, Trump said that when it comes to a potential trade battle, “We win that war a thousand times out of a thousand.”
Trump’s tariffs puzzle many economists; they are unlikely to effectively address China’s oversupply of steel or to lower U.S. trade deficits. But the decision is consistent with his rhetoric on the campaign trail, when he invoked Ronald Reagan’s example. “President Reagan deployed similar trade measures when motorcycle and semiconductor imports threatened U.S. industry,” Trump said in a June 2016 campaign speech in Pennsylvania. “I remember. His tariff on Japanese motorcycles was 45 percent, and his tariff to shield America’s semiconductor industry was 100 percent, and that had a big impact, folks. A big impact.”
Reagan did impose tariffs on Japanese motorcycles, electronics, and other products. But while these penalties could be seen by some as a precursor to Trump’s recent decisions, there are some critical differences. Reagan’s actions were more targeted, and he also promoted some free-trade policies alongside them, including proposing a North American common market. Perhaps more important is the fact that, according to a recent study, it wasn’t really the tariffs, but another policy altogether, that helped U.S. businesses compete in a global economy: Reagan’s change to the tax code in 1981, establishing the federal Research and Experimentation Tax Credit to subsidize innovation.
Businesses can claim the tax credit if they are working to develop new, improved, or technologically advanced products or trade processes. Created as a temporary incentive for two years, the credit was extended repeatedly by Congress until it became permanent in 2015. (The credit was briefly in jeopardy during the tax-bill negotiations last year, but the final version preserved its benefits.) Most U.S. states, too, now offer tax incentives for research and development.
In the 1980s, this stimulus induced companies to innovate and catch up to their foreign competitors, according to the economists who co-authored the recent study: Ufuk Akcigit of the University of Chicago, Sina T. Ates of the Federal Reserve Board of Governors, and Giammario Impullitti of the University of Nottingham. They describe how, in the second half of the 1970s, U.S. manufacturing productivity was lagging behind that of other advanced economies, and technological competition from Japan, Germany, and France was increasing. While U.S. residents filed 70 percent of patent applications in the United States in 1975, that share had fallen to closer to 60 percent by 1981.
Then, as now, “there was concern that the U.S. was losing leadership,” Akcigit told me. It could have just isolated itself from the world economy. “But instead, the U.S. decided to subsidize its industries quite strongly.” International competition, according to Akcigit and his colleagues, has two playing fields: a company’s home market and its foreign markets. In open economies, companies first have to push hard to improve their productivity and quality of goods, or they will be vulnerable to foreign competitors encroaching on their turf. Second, large businesses can gain share in foreign markets.
In the absence of tariffs, research and development subsidies will encourage companies to make long-term investments to improve their competitive position at home and abroad, the researchers find. After the creation of the federal and state R&D tax credits, U.S. businesses began to catch up to their foreign counterparts; the intensity of their research spending increased, and, after continuing to fall for a few more years, their share of patent applications rebounded by the mid-1990s to above 60 percent.
Akcigit and his co-authors find that economies benefit more in the long run by subsidizing innovation than by stifling trade. Having recently visited Germany, Akcigit cited the rivalry between BMW and Tesla as an example of international competition pressuring companies to develop new products. BMW felt the pressure on the market when Tesla came along, he said. “Now they are pushing hard for electric cars. The consumers are benefiting from it: The price of electric cars will come down.”
Why, though, do businesses need subsidies? The research-and-development tax credit has been controversial at times, with some economists arguing that businesses would have made the investments anyway. But R&D spending has an uncertain payoff, Akcigit argues, and new products and business processes benefit all of society, not just the company that creates them. His research shows that subsidies induce businesses to invest more in long-term innovation than they would have otherwise.
In this analysis, Reagan’s tax credit looks like a smart move. Then, there’s the separate issue of his tariffs, including the 49.4 percent import duty on Japanese motorcycles, imposed in 1983 to benefit Harley-Davidson, which was struggling at the time. Harley revived its business and returned to profitability by 1986, but it’s not clear that the tariffs were responsible. A study conducted for Japan’s Research Institute of Economy, Trade and Industry, by Taiju Kitano and Hiroshi Ohashi of the University of Tokyo, credited Harley’s internal improvements, including reducing the share of motorcycles it produced with defective parts from around 50 percent to 2 percent.
“For years we tried to figure out why the Japanese were beating us so badly,” Vaughn L. Beals, Harley’s former CEO, told The New York Times. “First we thought it was their culture. Then we thought it was automation. Then we thought it was dumping. Finally we realized the problem was us, not them.” (Among the EU’s current targets for duties on U.S. imports are Harley motorcycles. Harley said the retaliation would have a “significant impact” on its sales.)
Akcigit, Ates, and Impullitti find that protectionism can lead to short-run gains for an economy—say, over 10 to 15 years—as businesses temporarily reap higher profits. This only works, though, if a country can impose tariffs without retaliation. That’s an unlikely scenario, as evidenced by the fierce response to Trump’s import duties. If countries retaliate, the researchers find, global competition diminishes, and everyone suffers because of slower technological progress.
Over a longer period, whether countries retaliate or not, consumers in the country that imposes the tariffs become much worse off. If countries do not retaliate, companies have less fear of foreign competitors entering their home market. If countries do retaliate, companies have fewer opportunities to expand overseas. Either way, businesses in the home market have less motivation to come up with new ideas. “You are shielding them from international competition,” Akcigit said, “so they become lazier.”
This is the opposite of the argument from the White House. “We may have a little bit of short-term pain, but we’re certainly going to have long-term success,” White House press secretary Sarah Huckabee Sanders told reporters in April.
Akcigit said policymakers face one important question: How much do you care about the future? If an administration could impose tariffs unilaterally, at least during a single election cycle, “they will just see the benefits of it as a politician,” he said. “But as a citizen of the country, in the long run, the society will be hurt by this.”

All of this has happened before and will happen again.
Ronald D. Moore, who helmed Syfy’s popular Battlestar Galactica reboot, has created and will oversee a space drama that has gotten a straight-to-series order at Apple, TVLine has confirmed.
Moore, who is currently executive producing Starz’s Outlander, will write and executive-produce the as-yet-untitled one-hour program. Maril Davis (Outlander), Matt Wolpert (Fargo) and Ben Nedivi (Outlander) also will executive produce.
The space series is the third large project Apple has recently greenlit, after a reboot of Steven Spielberg’s Amazing Stories reboot and a Jennifer Aniston/Reese Witherspoon morning-show drama.
In addition to Outlander and this new series, Moore also co-wrote and executive-produces Amazon’s upcoming Philip K. Dick’s Electric Dreams.

The Toffees sacked Ronald Koeman after the 5-2 thumping by Arsenal at Goodison Park left them in the bottom three, with just eight points from nine games.
Dyche is wanted by Leicester, after the Foxes sacked Craig Shakespeare this month, but Everton are hoping they can tempt the Burnley manager to Merseyside instead.
Indeed, Dyche said last week that he was “open-minded” about his future.
Under-23s’ manager David Unsworth, alongside assistant John Ebbrell, will take temporary charge of Everton for their Carabao Cup clash with Chelsea tomorrow night – and, despite their interest in Dyche, the club’s board have not ruled out giving the former defender a chance to prove himself.
Unsworth’s stock is high at Everton after he guided the U23s to the Premier League 2 title last season and he brought through Tom Davies, Dominic Calvert-Lewin, Jonjoe Kenny and Mason Holgate to the brink of the first team.
NEXT EVERTON BOSS: WHO’S IN THE RUNNING?
He has been in charge for one game before, a 3-0 win over Norwich City on the last day of the 2015-16 season following the sacking of Roberto Martinez.
The former defender is seen as having management potential but the vacancy may have come too early for him this time.
Last night, former Manchester United star Ryan Giggs put his name forward but Carlo Ancelotti is also available, having been sacked by Bayern Munich last month, and he is admired by Everton’s major investor Farhad Moshiri.
Moshiri and Everton chairman Bill Kenwright decided to dismiss Koeman after a nightmare start to the season that has seen them lose seven of their last 11 games.
Koeman did not seem worried about his position when he dined at Manchester’s San Carlo restaurant on Sunday with his wife, Bartina, with Manchester City boss Pep Guardiola also at the venue.
He arrived at the club’s Finch Farm base yesterday morning and took training as normal, having confided in friends he would be given time to turn things around at the club.
But he was later informed that would not be the case and his £6million-a-year contract was terminated with immediate effect.
Koeman’s assistant coach and brother Erwin, goalkeeping coach Patrick Lodewijks and fitness coach Jan Kluitenberg will also depart and were last night negotiating their severance packages.
Koeman spent £54million net on new players over the summer, while cashing in on Romelu Lukaku for £75m.
But a disastrous run of one league win since August – coupled with a disappointing European campaign – has cost the Dutchman his job.
Sean Dyche is supposedly the frontrunner for the post.
A statement on Everton’s website read: “Everton Football Club can confirm that Ronald Koeman has left the Club.
“Chairman Bill Kenwright, the Board of Directors and Major Shareholder Farhad Moshiri would all like to express their gratitude to Ronald for the service he has given to the club over the past 16 months and for guiding the club to seventh place in last season’s Premier League campaign.”
Koeman leaves Everton languishing 18th in the Premier League, with just seven points from nine games.
Their hopes of securing Champions League football for next term are already all-but over.
Koeman arrived in the summer of 2016 after a successful stint at Southampton.
Everton enjoyed a strong first season under Koeman, fishing seventh in the league.
But this term has been blighted by poor performances and a disappointing Europa League campaign.
Yesterday the former Ajax manager’s misery was compounded with a 5-2 defeat at home to Arsenal.
And he expressed his frustration before the Gunners defeat that the team has struggled to balance their league duties with European fixtures.
“I think it’s a difficult situation because we did not have a usual pre-season because we had to play the last two rounds of qualification for the Europa League,” said Koeman.
“Normally you have two weeks more to prepare the team for the start of the Premier League.
“With a lot of new players it was tricky with their confidence because if you have one or two new players, I think it’s less difficult to get that formation from the beginning.
“And we had eight or nine new players and that makes it even more difficult. Everybody knows that new players need time to adapt to the Premier League, to the competitions.”
Discussing what Everton need in a new manager, club legend Leon Osman told Sky Sports: “First and foremost to stay the club, with having such a shaky start to the season the club needs to get itself back on track.
“Koeman has come under fire this season because of the fact the ambition has been raised at Everton, the expectation has been raised with the new owners coming in, the standard of player that we’re signing and the amount of players we’re signings gone through the roof to what we’re used to.
“So any manager coming in has to take that in their stride and realise that within a year or two trophies need to start coming to the club and that’s what the chairman will be looking for in his next manager.”
Sources close to the Toffees boss have revealed he feels “under the cosh” and worried for what might happen if he loses to the Gunners.
Everton head into the Goodison Park clash sitting 16th in the table having collected just eight points from their opening eight games.
It makes for their worst start to a Premier League campaign – despite a summer of spending where the likes of Gylfi Sigurdsson and Wayne Rooney arrived in a £150million spree.
If Everton lose or draw today it’ll be five games without a win in all competitions.
And while there are problems on the pitch, there are also said to be issues behind the scenes involving Koeman and director of football Steve Walsh.
These issues relate to the club’s recruitment programme in the summer.
Koeman has spoken with the Everton board but is well aware it is close to make or break.
He said ahead of the Gunners clash: “It’s crucial. I made good contact with the board of the club but everybody knows I’m not stupid.
“Finally you need wins and you need points. Maybe an ugly win is the best for this Sunday.
“I have really good contact with the board but if there is unhappiness around the club, and if the team is not winning, finally the manager will always pay the bill and that’s football and I accept that.”
Koeman pointed the figure of blame for the poor showings during a pre-season campaign disrupted by Europa League qualification games.
Koeman’s decision to drop Wayne Rooney for the first time since his return to the club backfired as the Merseysiders were booed off after a solitary goal by Jeff Hendrick continued Burnley’s remarkable away-day transformation.
The Clarets have picked up eight points on the road already – one more than they managed in the whole of last season.
And remarkably they have come from visits to Chelsea, Tottenham, Liverpool and now Everton – clubs who all finished in the top seven last season.
Despite a £140million summer rebuild, Everton are long way off that sort of level and the pressure is building on Koeman after a run of only two wins in their last 10 games in competitions.
Their goal shortage after failing to replace Romelu Lukaku is becoming ever more acute. They have managed only four in seven League games – and this was their fourth blank.
But after accusing his players of being “scared to play forward” in their Europa League game against Apollon Limassol on Thursday, Koeman declared himself happy with their spirit and aggression yesterday, although not with their creativity and finishing.
Asked if he was still the right man, he said: “I don’t answer this type of question. That is not the business at the moment. If there is no commitment and no aggression then that is maybe a reason to think about my future but I thank the players for their commitment today.
“We tried everything, the commitment and spirit of the players was really positive but the final result was not. If you look only to the final result then ok but I do not do that.
“We started really well, we tried to be the dominant, aggressive team, we had two or three big chances but with their first shot they took the lead.”
Koeman said Rooney – who was introduced midway through the second half – took his decision professionally.
“The reason was to change and bring a second striker in, I had to make a decision about one or two midfield decisions.
“I opted for Gylfi Sigurdsson and I thought Nikola Vlasic did well on the ball last Thursday and that was the reason not to start with Wayne.
“I explained the situation, that we were changing the style of play and like every professional player he accepted it.
“He is committed to the team and he showed that. He was really positive.”
They started brightly and, had Sigurdsson taken two early close-range chances, the final outcome might have been different.
But Burnley grew in composure and stature once Hendrick had given them the lead in the 21st minute following a 24-pass move that underlines their improvement.
The move ended with the overlapping Stephen Ward cutting the ball back from the bye line for Hendrick to show neat skill to evade Morgan Schneiderlin’s desperate challenge and create the time and space for a cool finish from 15 yards.
For all their possession in the second half, Everton failed to manage a single attempt on target.
They had penalty appeals rejected when the ball hit Matt Lowton’s hand as he challenged Rooney for a cross but it would have been a harsh if referee Jon Moss had pointed to the spot.
Ashley Williams went close in added time but his header was deflected wide by Lowton in added time but Burnley manager Sean Dyche felt his team deserved their victory.
He said: “It was a fantastic goal. If you are ever going to win a game, then win it with that many passes and that finish. It’s not a Barcelona statement but we are improving.
“Away from home to have had the start we have had, I don’t think anyone could see that coming. We’ve go that little bit more assurance when we go to these grounds.”
With the crisis surrounding Pyongyang escalating, Washington’s only carrier based outside America, USS ‘Ronald Reagan’, conducted what have been described as “routine” military drills in the South China Sea under the vigilant eye of China.
F-18 Super Hornet jet fighters took off from the deck of the USS ‘Ronald Reagan’ aircraft carrier on Saturday as two Chinese frigates maintained a line-of-sight vigil, Reuters reported.
Officers on the Japanese-based ‘Reagan’ described frequent close-quarter surveillance from the ships of the People’s Liberation Army Navy in international waters, saying that at times Chinese vessels shadow the carrier en route to other destinations. Chinese frigates linger for days in the vicinity of US ships and planes that protect the ‘Reagan’.
The crew of the carrier ensure safe passage by alerting their unwanted Chinese escorts when the ‘Reagan’ sharply alters course, according to officers.
“We’ve had no issues. They’ve been very professional,” Rear Admiral Marc Dalton, commander of the strike group assigned to the ‘Reagan’, as well as the larger battle forces of the US Seventh Fleet, told Reuters.
“We see them on a regular basis,” he added.
The US regularly stages drills with its regional allies – South Korea and Japan – to demonstrate its strength to North Korea. The war games fuel fears in Pyongyang that they could be used as cover for an invasion.
The drills only provoke North Korea’s leadership into taking a confrontational stance, a senior Russian diplomat said earlier this week.
“The massive maneuvers staged near the coast of North Korea are apparently meant to taunt the North Korean leader [Kim Jong-un], to provoke him into some sloppy action,” Mikhail Ulyanov, head of the Russian Foreign Ministry’s non-proliferation and arms controls department, said on Tuesday as cited by Interfax.

The Merseyside club slipped into the bottom three after old boy Romelu Lukaku struck as a late collapse saw them crash to Manchester United and ruin Wayne Rooney’s return to Old Trafford.
It was their fourth successive defeat without scoring a goal and prompted the bookies to slash Koeman’s odds on following Dutch compatriot Frank De Boer as the second managerial casualty of the season.
He took exception to Mourinho using his programme notes to pile on the pressure by saying Everton’s £140m transfer spend signalled their top four ambitions.
He said: “I read the United programme and my colleague [Mourinho] said about Everton spending £140million and so they need to go for the top-four.
“If there’s anybody inside or outside of this room who sees this as realistic, then please comment. Be realistic. I’m not happy how we started the season, but please be a bit realistic about Everton.
“If [Henrikh] Mkhitaryan gets one year to adapt to the Premier League then we have eight new players so maybe I give them one year to adapt. We need time, but it’s difficult in football.”
Koeman was happier with Everton’s performance even though they fell behind to Antonio Valencia’s fourth minute wonder strike. United had to wait until the last seven minutes – after Rooney had been substituted to a warm ovation from home fans – to score their last three goals from Mkhitaryan, Romelu Lukaku, with his seventh in seven games, and Anthony Martial from the penalty spot.
Koeman added: “We didn’t deserve this. I wasn’t so impressed with United. But they were really clinical. Sometimes in life and football you get more than you deserved. I think today we got less but it is all about scoring and not making mistakes like the second goal.
“I saw a different team from Thursday, there was more togetherness and aggression on pitch.”
After claiming his first win in six Premier League games against Koeman, Manchester United boss Mourinho couldn’t resist a dig back at his rival for his defensive tactics.
“In the first 30 minutes it was not competitive,” he said. “There was only one team playing, another looking.
“I think if the score had been two or three nil after 30 minutes I would say it would have been a clear reflection of fantastic football we played in that period. We were ultra-dominant against a team that played with five and four, I think we played phenomenal in the first half hour.”
Everton want to sell Barkley and are asking for £50million.
Tottenham and Arsenal have been linked with the player in recent weeks, although no bid has yet come in.
Koeman has previously confirmed Barkley will leave Goodison Park this summer after refusing to sign a new contract.
But the Dutchman has now revealed doubts over a sale.
“I don’t have any update. There is no offer on the table for Ross, that means he will stay at Everton,” Koeman said ahead of Everton’s clash with Stoke.
“The player has a one-year contract and if there is no offer – and maybe the club will not accept the offer because he is a good, young, English player.
“If somebody wants to buy Ross it’s a big deal.
“If there is no interest then he will stay and be part of the team.
“I respect every personal ambition of every player. Still he is training with Everton, he is part of the team and training in a good way.”
Everton are already seeking replacements for Barkley, with Swansea’s Gylfi Sigurdsson their top target.
They have also signed Ajax’s Davy Klaassen to bolster their attack.
