The English midfielder’s current Arsenal deal is due to expire at the end of the season and he was contemplating leaving in search of regular football.

The 25-year-old did not start a Premier League game this season until December 13, but since breaking through he has not missed a league match.

Wenger has always admitted that he is keen to keep hold of Wilshere, especially with the expected departure of Mesut Ozil and Alexis Sanchez.

The pair are out of contract at the end of the season and could leave on the cheap when the winter window reopens in five days’ time.

So the Gunners boss is hoping to tie the former Bolton loanee down on the long term – but they are struggling to agree on the financial terms of the deal.

“We will sit down with him,” Wenger said.

“I believe that if we can meet at a point of agreement financially he will want to stay.”

Arsenal are expected to have a busy transfer window with a number of big names looking to leave.

French forward Olivier Giroud is said to be considering a move away in a bid to book a place on the plane to Russia.

England manager Gareth Southgate has issued Wilshere with a similar ultimatum, saying he cannot get into the national team “without getting into the Arsenal team.”

There was talk that the midfielder could leave on loan, similarly to when he spent last season on loan at Bournemouth.

While there is nearly universal agreement that artificial intelligence offers the promise of revolutionary benefits, recent survey findings from Gartner reveal almost 60 percent of organizations surveyed have yet to take advantage of the benefits of AI. Perhaps even more surprisingly, only a little more than 10 percent of surveyed businesses have deployed or implemented any AI solution at all.

Based on the survey, there appears to be a gap between AI’s promise and the ability for an enterprise to implement it. A further confirmation of that point is the finding that close to half of the surveyed organizations state they prefer to buy pre-packaged AI solutions or use AI capabilities already embedded in their applications. This shouldn’t be a surprise as end-user organizations are looking to use AI to help better solve business problems. They aren’t looking to simply buy AI technologies as an end in itself.

A vital factor is driving the preference for pre-packaged AI or AI-embedded applications. Many businesses aren’t prepared to enact a custom solution themselves due to a lack of in-house skills.

Gartner’s analysis has concluded that the skills gap is the most significant barrier to AI adoption.

Respondent organizations are in the very early stages of their AI projects. In fact, Gartner discovered that many organizations are still struggling to move from descriptive analytics toward foundational machine learning solutions for predictive and prescriptive analytics.

Another discovery from our research is that the organizations implementing AI solutions are not just those that label themselves as “aggressive,” meaning they welcome using cutting-edge technologies. In fact, more than half of our survey participants that reported implementing AI solutions label their organizations as “mainstream” — organizations that typically wait for technologies to mature.

AI: Still in the knowledge-gathering stage

Businesses have a strong interest in AI — inquiries from our clients to discuss AI topics have quadrupled from 2015 to 2017. In January 2016, the term, “artificial intelligence” didn’t even make it into our top 100 search terms. A year later, it ranked at No. 11, and in May 2017 it was at No. 7. This provides proof there is keen interest in understanding how AI can be used as part of a digital business strategy.

That said, about one-third of the survey respondents claim to face challenges in defining their AI strategy. This makes sense, given that 59 percent of organizations are still in the knowledge-gathering stage. Security and integration were also reported as challenges (30 percent and 27 percent, respectively), primarily by organizations in the knowledge gathering-strategy development stage.

Surprisingly, determining how to measure value from using AI was only a challenge for 23 percent of our respondents. This is likely because the majority of these organizations are still developing their strategies and don’t yet understand the importance of measuring the business value of the solution under consideration.

Time to go to school

We found that while organizations continue to have difficulties finding experienced data scientists for advanced analytics projects, it’s even harder to find employees skilled in AI techniques such as deep learning.

Much of AI innovation is happening at the university level, and the graduating students are joining cloud AI providers such as Google, Amazon, and Microsoft or launching their own startups to take advantage of investments from the venture capital community.

Many businesses are therefore seeking to update their in-house skills. Some organizations are also engaging system integrators with the goal of transferring knowledge from these system integrators to their own data scientists.

Enterprises should hire skilled students from local universities with AI specialization or project/internship experience. Ideally, they should look for students about to receive their BS and MS degrees in advanced data science and machine learning. They also should emphasize staff retraining and use rapid prototyping as a way to not only build team skills but also to also showcase the benefits of AI to upper management.

Build your strategy

Organizations should start building an AI strategy by partnering with in-house business executives to identify use cases where AI could be put to use — primarily to improve decision making and make processes more efficient. An organization should apply metrics to its AI initiative before beginning the pilot phase.

Once in production, the organization should continue using metrics as a way to refine and optimize the AI solution. They should also proactively communicate the metrics to senior management to prove ROI. This will be critical to obtaining buy-in from management. Organizations should also be sure to evaluate existing applications to understand plans to incorporate AI capabilities into other organizational solutions.

AI allows organizations to add intelligence to applications, services, and digital resources. Application leaders must establish when to use AI and how to address the challenges it will present to customers and employees.

Trump says he ‘cleared the way’ for tax reform, but there’s still one huge roadblock https://briefnews.eu/trump-says-he-cleared-the-way-for-tax-reform-but-theres-still-one-huge-roadblock/ https://briefnews.eu/trump-says-he-cleared-the-way-for-tax-reform-but-theres-still-one-huge-roadblock/#respond Sun, 10 Sep 2017 09:36:53 +0000 http://briefnews.eu/trump-says-he-cleared-the-way-for-tax-reform-but-theres-still-one-huge-roadblock/ trump mark meadows paul ryanMark Wilson/Getty Images

In rationalizing his break with the Republican Party by making a budget-debt ceiling-Hurricane Harvey aid deal with Democratic leadership, President Trump has said that he was trying to “clear the way” for tax reform.

Well, he forgot a roadblock.

Earlier this week the House Freedom Caucus released its own tax plan. Axios’ Jonathan Swan published some details. The plan:

  • Slashes the corporate tax rate from 35% to 16%.
  • Doubles the standard deduction for individuals.
  • Abandons “revenue neutrality,” the dogma that tax reform mustn’t worsen currently projected deficits.

This contrasts the White House “Gang of Six” plan in that well, there is a plan.

But that’s about the only constructive thing you can say about the Freedom Caucus tax plan. It makes no credible attempt to raise revenue, and would extend tax cuts for twenty years rather than ten.

As for the corporate tax rate, Swan reports that the administration’s team thinks they’ll be lucky if it can get the rate down to 25% based on the revenue they can raise. (Which, given the real tax rate corporate America pays, wouldn’t be much of a change for US coffers — this would mostly be about closing loopholes.)

In short, this plan isn’t going anywhere. Of course, the Freedom Caucus knows that.

“Meadows wants to create dysfunction and they’ll do that under the guise of keeping Trump on his promises,” one source close to the White House told Business Insider. “Nothing is going to pass. Nothing is going to get done.”

In other words’ Meadows’ obstruction is effective — and it’s going into effect on the most important piece of legislation to his own party.

This is the same playbook the Meadows and his team used during Obamacare repeal negotiations. Instead of working with the rest of the GOP, Meadows dug in his heels on any change to the tax exclusion for employer-sponsored health insurance, making the GOP’s plan untenable. The WSJ pointed that out in a scathing Friday editorial about Meadows’ “record of accomplishment.” The paper dared Meadows to challenge House Speaker Paul Ryan for his position.

“If Mr. Meadows wants to stage a coup, he should do it publicly by putting his agenda and strategy front and center for everyone to see,” said the WSJ. “Take the dagger out from under the toga, Mark, and show your colleagues that lean and hungry look. Then let’s hold a vote.”

Meadows can’t win that vote and he knows it. He can and likely will, however, make the GOP lose tax reform.

Red-hot tech stocks are facing a roadblock https://briefnews.eu/red-hot-tech-stocks-are-facing-a-roadblock/ https://briefnews.eu/red-hot-tech-stocks-are-facing-a-roadblock/#respond Sat, 03 Jun 2017 10:12:59 +0000 http://briefnews.eu/red-hot-tech-stocks-are-facing-a-roadblock/ Tech stocks are their own worst enemy.

After a five-month stretch that’s seen their share prices soar 17%, beating the broader market by two-fold, the group now faces one of its biggest challenges yet: Breaking through technical levels established by historical trading.

The Technology Select Sector Index is about to test an upside resistance level that represents the upper boundary of a trading range that’s held since the start of the bull market in 2009, according to Raymond James. It’s been unsuccessful in breaching that level over the past eight years, which raises some questions about continued gains.

“It would not be surprising to see some profit-taking as it gets closer to that resistance line,” Andrew Adams, a market strategist at Raymond James, wrote in a client note. “We still like technology on a long-term basis, but you may want to hold off on major investments in the sector in case it does pull back, which would not be surprising given how extended it is.”

What happens next with the sector has big implications for the rest of the S&P 500, which has clung to the coattails of the tech rally this year as optimism around presidential policy initiatives has faded.

Of particular interest to investors will be the performance of mega-cap tech titans Apple, Facebook, Amazon, Microsoft, and Google. Already massively influential due to their sheer size, the five companies have seen their importance to the ongoing S&P 500 rally amplified as 2017 has progressed. They’re now more responsible for the benchmark’s performance than at any point this year:

But even if tech stocks fail to break through the upside resistance level, it would hardly be enough to derail the longer-term rally — at least if past tests are any indication. The Technology Select Sector index fell slightly after getting near the upper boundary in late 2014 and again in early 2015. After brief pullbacks, the gauge continued higher to the levels seen today.

Bank of America is on board with more gains. In a client note on Wednesday, the firm recommended investors position themselves for a “tech overshoot,” while also warning against speculation getting too overextended.

Benjamin Bowler, head of global equity derivatives research at Bank of America, wrote in a client note that investors should specifically look to employ stock replacement strategies, or six-month bullish options contracts betting on the continued outperformance of the tech sector’s biggest stocks versus the S&P 500.

Watch a US-led coalition strike wipe out an ISIS roadblock amid the grinding fight for the group’s Iraqi stronghold https://briefnews.eu/watch-a-us-led-coalition-strike-wipe-out-an-isis-roadblock-amid-the-grinding-fight-for-the-groups-iraqi-stronghold/ https://briefnews.eu/watch-a-us-led-coalition-strike-wipe-out-an-isis-roadblock-amid-the-grinding-fight-for-the-groups-iraqi-stronghold/#respond Tue, 14 Mar 2017 01:34:32 +0000 http://briefnews.eu/watch-a-us-led-coalition-strike-wipe-out-an-isis-roadblock-amid-the-grinding-fight-for-the-groups-iraqi-stronghold/ Iraqi government forces recaptured the eastern side of Mosul, ISIS’ last urban stronghold in Iraq and the country’s second-biggest city, in late January, and since February 19, the fight against ISIS there has ground on anew in western Mosul.

A US-led coalition of dozens of countries has aided Iraqi forces on the ground and in the air. In a February 26 strike — footage of which can be seen below, provided by the US Defense Department — coalition aircraft destroyed a roadblock set up by the terrorist group near Mosul.

In total, coalition forces carried out 10 strikes in Iraq on February 26, amounting to 80 engagements. Near Mosul, five strikes targeted fighting positions, weapons, vehicles, tactical units, ISIS-held buildings, two roadblocks, three vehicle-borne improvised explosive devices, and two VBIED factories.

On the ground, elite Iraqi units have advanced deep into western Mosul, while army units and pro-government paramilitaries — many of them Iranian-backed Shiite fighters, whose presence has added to concerns about potential sectarian tensions — have engaged ISIS west of the city.

Those units notched a victory on Saturday, when the 9th Armored Division cut the final road leading out of Mosul.

“Any of the fighters who are left in Mosul, they’re going to die there, because they’re trapped,” Brett McGurk, US envoy to the international anti-ISIS coalition, told journalists in Baghdad.

On Sunday, Staff Maj. Gen. Maan al-Saadi of Iraq’s elite Counter Terrorism Service said on Sunday that “more than a third” of western Mosul had been taken by government forces after a renewed push in the second week of March had pushed ISIS fighters from several neighborhoods and important sites in the city.

The push into the city has taken Iraqi forces into the close confines of the historic city, exchanging fire with ISIS militants from sometimes just a few meters distance. Iraqi troops are on guard not only for ISIS fighters lurking around them, but also for sleeper cells and civilians sympathetic to the terror group’s cause.

“The fighting is at much closer quarters. It was street-by-street — now it’s house-by-house,” Iraqi commando Alaa Shaker, 32, a member of the Counter Terrorism Service, told Reuters. “We are often literally in the same house, on the roof, and Daesh (Islamic State) is downstairs. Sometimes we drop grenades. If there are civilians, families in the homes, we shout to them to take cover inside a room.”

“The battle is not easy… we are fighting an irregular enemy who hides among the citizens and uses tactics of booby-trapping, explosions and suicide bombers, and the operation is taking place with precision to preserve the lives of the citizens,” Brig. Gen. Yahya Rasool, spokesman for Iraq’s Joint Operations Command, told AFP.

But, he said, ISIS’s resistance “has begun to weaken in a big way.”

There were thought to be about 750,000 civilians still in western Mosul when the offensive against ISIS there started in late February.

Tens of thousands of them have fled, but many more remain there and are dying in the onslaught.

While ISIS has deliberately targeted civilians in their homes and as they flee, evidence suggests that loosened rules of engagements have led to a significant number of civilian deaths from coalition bombs and bullets.

“They dropped leaflets over the city telling us not to worry about the strikes, saying that they were extremely precise and would not hurt the civilians,” Abdulsalam Ahmed, 47, whose brother and his family were killed by an airstrike in early March, told The Telegraph.

“Now it feels like the coalition is killing more people than Isil,” he said, using another acronym for ISIS.
