Workers remove letters from the

A high-ranking team of Canadian officials, including Canadian PM Justin Trudeau, Canada’s ambassador to Washington David MacNaughton and Foreign Affairs Minister Chrystia Freeland, were thrashing out the details of the deal via a video conference with Washington over the weekend.

Earlier in the day, MacNaughton indicated to the reporters waiting outside the PM’s office that the deal was around the corner. “Lots of progress, not there yet,” he said.

The deal reportedly grants the US farmers access to heavily protected dairy market. Canada, in turn, is said to have agreed to put a cap on its automobile exports to the US.

Canada’s high tariffs on most US dairy products have become the main point of contention that had stalled the negotiations for months, making the prospect of Canada joining the US-Mexico deal, struck in August, increasingly feeble.

It was essential for the parties to reach the deal, coveted by the industries of the two states, before midnight, so it can be signed by outgoing Mexican President Enrique Peña Nieto on his last day in office, December, 1.

Earlier, Trump indicated that he was prepared to keep Canada out of the NAFTA agreement if a “fair deal” is not reached, arguing that it was “no political necessity” for the US to insist on Canada’s participation and alleging that the US economy might be better off in the deal with Mexico only.

On September 1, Trump notified the Congress of his intent to sign a deal with Mexico, which he is eligible to do in 90 days.

On December 7th Mario Draghi, president of the European Central Bank and head of the committee that approves global bank-capital standards, declared that revisions to Basel 3, the version drawn up after the financial crisis of 2007-08, were complete. The overhaul of the previous rules, which were blown away in the tempest, began eight years ago. The revised set, informally called Basel 4, will not take full effect until 2027.

That lengthy period of adjustment is one way in which Basel 4 is less demanding than banks, notably in Europe, had feared. Several other tweaks mean that the standards banks must eventually meet will be less exacting than first proposed. Already forced to bolster their balance-sheets with lots more equity—of which the crisis showed them to be woefully short—banks may deny that they have got off lightly. But they probably have.

The 2019 Kia Sorento was revealed at the 2017 L.A. Auto Show, showing off slight exterior revisions and some minor updates to the cabin. Every Sorento also now features standard seven-passenger seating, while the previously optional turbocharged 2.0-liter four-cylinder has been discontinued. Kia also revealed that a diesel engine option is in the works.

Every Sorento now comes standard with Kia’s 7-inch touchscreen interface, Android Auto and Apple CarPlay. Wireless smartphone charging is also now available, and an available 10-speaker Harman Kardon sound system debuts featuring surround sound and Clari-Fi digital music clean-up tech. Upper trims get Kia’s latest top-of-the-line touchscreen interface. Kia’s Advanced Driver Assistance Systems (ADAS) package is now standard on the EX, SX and SX-L trims, and includes the usual array of forward collision warning with automatic braking, adaptive cruise control, blind-spot and rear cross-traffic warning, driver inattention warning and lane-keeping assist.

Outside, the 2019 Sorento gets an updated grille and revised headlamps, while the “ice cube” LED foglamps found on upper trims have been reconfigured. In the back, there’s a new bumper design, different taillamps and a revised liftgate. The interior gets a new steering wheel, new shifter knob, altered air vents and revised gauges. The SX and SX-L range-topping trims can now be outfitted with Mahogany and Terracotta Nappa leather interior, respectively.

Under the hood, the 2.4-liter four-cylinder carries over with its six-speed automatic. The 3.3-liter V6 upgrade is unchanged too, but is now paired to a new eight-speed automatic. Again, the 2.0-liter turbo has been discontinued, but its fuel economy and power were unremarkable compared to the V6 and it could only be had with two rows of seats.

However, Kia revealed that the Sorento will gain a new diesel engine option “with the latest emissions controls.” The company said the engine is under development and more information will be forthcoming, including when it might arrive.

Hyundai showrooms soon will be overflowing with crossovers: the company has just announced it wants to introduce eight all-new or updated utility vehicles by 2020. Among those crossovers will be a diesel—a surprising move given that technology’s recent negative press—plus a hydrogen fuel-cell vehicle, a full electric, an eight-passenger crossover, and a tiny A-segment SUV.

We already knew about one of the planned SUVs, the subcompact Kona (pictured at top), which was introduced in Europe earlier this year and is expected to appear in the United States for the 2019 model year. There also are two mystery crossovers that Hyundai isn’t talking about right now, but hints could be revealed as early as the 2018 Chicago auto show in February or the 2018 New York auto show in April. Before anyone gets too excited, no, Hyundai isn’t counting the Santa Cruz compact pickup truck as one of these eight CUVs. That model is still on track to go into production at some point, but Hyundai has no further details on its progress right now.

Admittedly, the fuel-cell crossover is a bit of a nothingburger. Such a vehicle would only be sold in Southern California, which has the only useful hydrogen fueling infrastructure in the nation. The A-segment SUV, on the other hand, is interesting, not least because it could be pushing into uncharted size territory in America. Here, the B segment is the smallest SUV type, populated by Honda’s HR-V, Mazda’s CX-3, and Nissan’s Rogue Sport, among others.

Either way, Hyundai is starting to cover some of the bases it has left open to competitors for several years. It’s adding the Kona to address its missing B-segment entry and the eight-seater SUV to take on increasingly huge three-row family haulers such as the new Chevrolet Traverse that have eclipsed the footprint of the three-row Santa Fe. Until now, Hyundai has marketed only the Tucson, Santa Fe Sport, and Santa Fe in the United States to cover the compact, mid-size, and three-row mid-size categories. But in this crossover-mad market, three is not enough.

Late Thursday night—Friday in Adelaide, Australia where the speech will occur—Elon Musk will give a presentation at the International Astronautical Congress (IAC) meeting about his “updated” plans for a rocket system that will take humans to Mars. On Twitter, Musk has promised to discuss the “planetary colonizer design” in detail.

This speech follows a similar talk at last year’s IAC meeting, in which Musk unveiled the “Interplanetary Transport System” design, with a massive 42-engine rocket capable of hefting as much as 550 tons to low Earth orbit—or about four times the amount of NASA’s Moon rocket, the Saturn V launch vehicle. This reusable launch system, he said, could begin taking humans to Mars by the mid-2020s.

It was an audacious claim. The proposed spaceship would stand 50 meters tall, atop its rocket, with a maximum diameter of 17 meters. Instead of departing Earth orbit at 4.5km/s, its six Raptor engines optimized for the vacuum of space would accelerate it to 6 km/s, cutting the journey to Mars from six months to about three. After launching and being fueled on orbit, the ITS could deliver 100 tons to the surface of Mars. The largest payload NASA—or anyone—has ever safely landed on the Martian surface is the Curiosity rover, which weighs less than a single ton.

Texas’ attorney general promised to appeal the ruling.

US District Judge Nelva Gonzales Ramos issued a permanent injunction against the Lone Star State’s revised voter ID law on Wednesday. In the ruling, Ramos said the law violated the Voting Rights Act, as well as the Fourteenth and Fifteenth Amendments of the US Constitution.

“The Court has found that SB 14 was enacted with discriminatory intent – knowingly placing additional burdens on a disproportionate number of Hispanic and African-American voters,” the ruling states.

The ruling blocked the state from enacting Senate Bill 5, which was signed by Governor Greg Abbott (R) in August. The bill was scheduled to go into effect January 1, 2018.

The court also blocked the state from enacting the majority of Senate Bill 14, a previous version of the bill that was previously struck down by the Fifth Court of Appeals, which ruled it violated the Voting Rights Act.

Both versions required registered voters to present one of seven approved forms of photo ID when casting a ballot. Ramos said the list of approved IDs was “the most restrictive list in the country,” citing the fact that the state does not even permit voters to use photo IDs issued to federal or state employees.

Ramos previously struck down Senate Bill 14 in 2014. The state then appealed that ruling to the Fifth Circuit Court of Appeals, which upheld the majority of Ramos’ opinion. However, the Fifth Circuit allowed the state to revise the law and ordered the lower court to determine if the revisions “cured the unconstitutional discrimination” in the previous version.

In her ruling Wednesday, Ramos said that the revised bill “remains discriminatory because it imposes burdens disproportionately on Blacks and Latinos.”

In the revised version, the Texas Legislature allowed voters who did not possess an approved ID were allowed to fill out a Declaration of Reasonable Impediment (DRI), explaining the reason they did not have an ID. The voter’s reason could not be questioned.

The procedure was put in place as an interim stop-gap until the state passed a revised version of the law, and it was passed through the courts. However, in the revised version, the state eliminated an “other” category, where voters could add their own answer.

Under the revised law, voters were limited to six reasons for not presenting an approved ID: “lack of transportation; lack of birth certificate or other documents needed to obtain the prescribed identification; work schedule; lost or stolen ID; disability or illness; family responsibilities; and the ID has been applied for, but not received.”

The form also warned users that they could be prosecuted for perjury if they lied about their reasons.

Ramos ruled that the DRI “trades one obstacle to voting with another—replacing the lack of qualified photo ID with an overreaching affidavit threatening severe penalties for perjury.”

On Wednesday, Texas Attorney General Ken Paxton (R) promised to appeal the ruling, which he called “outrageous.”

“Senate Bill 5 was passed by the people’s representatives and includes all the changes to the Texas voter ID law requested by the 5th Circuit,” Paxton said in a statement. “The US Department of Justice is satisfied that the amended voter ID law has no discriminatory purpose or effect. Safeguarding the integrity of elections in Texas is essential to preserving our democracy. The 5th Circuit should reverse the entirety of the district court’s ruling.”

In the statement, Paxton argued that the Justice Department said that the revised law “both guarantees to Texas voters the opportunity to cast an in-person ballot and protects the integrity of Texas’ elections.”

Under former President Barack Obama, the Department of Justice joined private groups suing to block the original voter ID, arguing that it was discriminatory.
