A U.S. Justice Department lawyer said at a court hearing on Wednesday it could take “weeks or months” before regulators decide whether to approve a software fix for Fiat Chrysler Automobiles NV diesel vehicles.
In May, the Justice Department sued Fiat Chrysler, accusing the Italian-American automaker of illegally using software to bypass emission controls in 104,000 diesel vehicles sold since 2014. Fiat Chrysler hopes regulators will quickly approve the company’s proposed software update as part of certifying 2017 diesel models to allow them to go on sale and then use that software to update the 104,000 vehicles on the road.
Leigh Rende, a Justice Department lawyer, said at a San Francisco federal court hearing “there is uncertainty” about whether the fix will be approved. “It could be weeks or months away,” Rende said of a decision. “This is really a technical decision.”
The U.S. Environmental Protection Agency and California Air Resources Board accused Fiat Chrysler in January of using undisclosed software to allow excess diesel emissions in 104,000 U.S. 2014-2016 Jeep Grand Cherokees and Dodge Ram 1500 trucks in a notice of violation in January.
Fiat Chrysler has said it does not believe the software update would impact performance or fuel efficiency. Company shares trading in New York fell 1.3 percent to $ 10.86 on Wednesday.
The January notice was the result of a probe that arose out of regulators’ investigation of rival Volkswagen AG’s excess emissions.
Fiat Chrysler faces more than 20 lawsuits from dealers and owners over the alleged excess emissions.
U.S. District Judge Edward Chen is also overseeing suits filed against Robert Bosch GmbH stemming from its role in developing the Fiat Chrysler diesel engines.
At Wednesday’s hearing, lawyers representing owners said they plan to review millions of pages of documents and urged a speedy trial date if no settlement is reached.
Reuters reported in May that the Justice Department and the EPA have obtained internal emails and other documents written in Italian that look at engine development and emissions issues that raise significant questions.
The Justice Department lawsuit also names Fiat Chrysler’s unit VM Motori SpA, which designed the engine in question.
In total, VW has agreed to spend more than $ 25 billion in the United States to address claims from owners, environmental regulators, states and dealers and offered to buy back about 500,000 polluting U.S. vehicles, but the precise amount depends on the number of vehicles repurchased.

NASA might be focusing on Mars recently, but it hasn’t forgotten the rest of the Solar System. The agency has begun reviewing the 12 proposals it received for the New Frontiers program, the same one that gave rise to New Horizons, Juno and other notable unmanned missions. All the proposals will go through scientific and technical probing with the next seven months, with one or a few moving on to the next phase of the selection process. NASA will choose the best mission to develop in 2019 and will spend up to $ 1 billion to make it a reality.
While the agency typically keeps New Frontiers submissions a secret, the themes it listed when it was looking for submissions can give you an idea of what they’re about:
During a talk about Cassini’s Grand Finale, Linda Spilker, one of the project’s scientists, revealed that three of the proposals want to continue the probe’s work. One of them wants to bring back gas from Saturn’s atmosphere, while another wants to explore Titan’s hydrocarbon lakes. The last one intends to get samples from Enceladus’ geysers and to analyze them for amino acids, which are a possible indicator of life.
NASA aims to launch the mission it chooses by 2024, and based on previous New Frontiers projects, we might be in for a lot of fascinating discoveries and high-res images. New Horizons took the closest photos of Pluto we’ve ever seen, Juno (pictured above) is exploring Jupiter and has been capturing detailed images, as well, while Osiris-Rex is on its way to rendezvous with near-Earth asteroid Bennu.

]]>The résumé is your first point of contact with a recruiter. Its content, structure, and format will determine whether you move to the interview stage or the filing cabinet.
But recruiters have to go through other résumés. They won’t have much time to review yours. Whether it is 6.25 seconds, as revealed by a study by The Ladders, or 30 seconds, time is limited.
Make those seconds count by presenting a résumé that will stand out and grab the attention of the recruiter.
Here are eight ways to make your résumé more attractive to the recruiter:
Recruiters use Automated Tracking Systems (ATS) to help them evaluate résumés faster.
ATS works by scanning and analyzing a résumé for keywords or industry buzzwords. Then it calculates a score on your résumé based on how it matches up with a specific list of keywords provided by a potential employer.
Conducting research on proper keywords and incorporating these into your résumé is a smart way to get through the pre-qualifying stage.
However, if the recruiter reviews your résumé and arrives at a conclusion that you stuffed your résumé with keywords to game the system, it may be game over for you.
Use keywords within the natural language of your résumé.
The résumé is not just a formal document that summarizes your experience and accomplishments. It is a marketing tool that aims to highlight what makes you a great fit for the particular job you’re applying for.
In marketing, the most important element is the message. It must be delivered with pinpoint accuracy to the recipient, who, in turn, should relate to the content of the message.
Thus, the content of your résumé must be tailored to fit to the needs and expectations of the recruiter.
All sections of the résumé; header, objective statement, work experience, educational attainment, skills, and interests must be aligned in content and show in substantiating detail why you are the best person for the job.
Incorrect grammar and misspelled words are unacceptable to any recruiter. They will view it as a sign of carelessness, irresponsibility, and laziness — qualities that aren’t desirable at any company.
After you draft your résumé, go through several reviews and rewrites. You shouldn’t expect to get it right the first time no matter how many times you’ve written a résumé.
Use a grammar- and spell-checking program, such as Grammarly, on your résumé. Ask a friend with a trusted eye (and, preferably, a background in HR) to review your résumé.
Do not submit your résumé until you are 100% confident it is free of grammar and spelling errors.
Recruiters generally assume past performances are indicative of future contributions to the company. But these achievements are more appreciated if they are quantifiable.
When stating your achievements or milestones from previous work, always quantify them with figures, statistics, and other empirical evidence.
For example, if you claim that under your auspices management was able to recover financially after a losing quarter, indicate the percentage turnaround and substantiate it with dollar amounts.
Keep in mind that if a claim is not verifiable, the recruiter may not think much of it.
Many applicants make the mistake of thinking recruiters are only looking for the most accomplished candidates.
They overlook the key intangible many recruiters focus on: personality. Recruiters use the résumé to gauge not just your core competencies, but also if you fit their organizational culture.
The best way to do this is to start out with a narrative which gives the recruiter a good idea of who you are and what you want to achieve with the company.
The narrative should cascade seamlessly down the other sections of the résumé and keep the recruiter on your storyline. It means you should focus on experiences, skills, and accomplishments that are relevant to the job description.
The job of a recruiter is hard. The last thing you would want is to make his or her job harder by presenting a résumé that is a difficult read.
Make sure your résumé is an easy read for the recruiter. Here are a few tips on how to make it readable:
The length of a résumé is an on-going point of discussion for recruiters and applicants. Some believe you should keep your résumé down to a single page to keep it concise and convenient for the recruiter.
But how can you possibly keep your résumé down to one page if you have more than ten years of work experience?
When writing a résumé, worry less about the length and more about the content. Do not risk excluding information that may be valuable just because you want to fit it on one page.
The job market can be very competitive, and you could be up against others with better on-paper credentials and qualifications. But a well-written, expertly structured, and compelling résumé will make you more attractive and noticeable than those who believe their accomplishments alone are enough to get the job.

EU officials have backed proposals on tightening European security rules, including extending emergency border control inside Schengen zone. The measures were sponsored by Germany and France, which both face crucial elections in 2017, with immigration a major issue.
“The persistence of the terrorist threat and the effectiveness of the currently [reinstated] border controls at [the EU’s] internal borders demonstrate the need to review the Schengen Borders Code… in the event of a serious threat to the public order or internal security,” German Interior Minister Thomas de Maiziere and his French counterpart, Bruno Le Roux, wrote in a joint letter on Monday detailing the proposals.
The letter written in Berlin addresses the First Vice-President of the European Commission Frans Timmermans as well as the EU Home Affairs and Security Commissioners Dimitris Avramopoulos and Julian King, respectively.
The two ministers particularly proposed to let the EU member-states reinstate border controls for the “longer periods than those currently foreseen” as well as to “relax” the regulations that concern the member states’ right to impose national border checks inside the 26-nation Schengen zone, AFP reports, citing the text of the letter it has seen.
The current Schengen rules allow the countries to maintain national border controls due to serious security reasons for no longer than two years. The ministers argued that the existing exemption periods should be extended and the border checks should be allowed under “more normal” circumstances if necessary.
The proposals also include suggestions for closer cooperation and data sharing between the EU member states. Some other ideas presented in the letter concerned cooperation in tracking of movements of terrorism suspects as many suspected militants, who arrived in Europe, have crossed many European borders since their first entry.
The letter also urges rapid implementation of agreements concerning the exchange of the airline passenger data between the EU states and systematic checks of identities of not just the newly arrived foreigners but also the EU citizens and migrants, who have lived in Europe for a long time.
On Wednesday, EU Home Affairs Commissioner Dimitris Avramopoulos said he welcomed the proposals and added that they are “in line” with the Commission’s approach to the matter, as reported by Reuters.
The ministers see their proposals as a way to preserve Schengen rules and as an answer to the rhetoric exploited by some European politicians, who score points on the issue of threat posed by little-controlled immigration.
“Security and freedom are two sides of the same coin. Instead of relying on catchy populist slogans, we should continue, and deepen, the ongoing work on internal security to better protect European citizens,” they said, as cited by Reuters.
France has recently received the green light for a reestablishment of controls at its borders until mid-July due to a persistent terrorist threat, AFP reports.
It all depends on how you make use of that precious seconds. As this year’s contest between the Patriots and Falcons plays out in Houston, TVLine is singling out the spots that were winning plays, and the few that were costly fumbles. (Anything not listed — e.g. Skittles, Avocados, Tide — was neither here nor there.)
By the end of the night, this list will be left with only the very best, and a few of the worst, that Madison Avenue had to offer. Refresh for updates, and feel free to comment on any ads that landed in the “meh” middle.
WINNING PLAYS
84 Lumber, “The Entire Journey” | Super Bowl viewers only saw 90 seconds of this short, immigration-themed film from a building materials supplier (whose owner voted for Trump, natch), which met some resistance from Fox. The full, online version shows the mother and American flag-weaving daughter met by the wall… as we realize the workers were actually building a door for them to pass through, legally.
It’s a 10 Haircare, “Super Bowl Commercial” | You had me at, “America, we’re in for at least four years of awful hair.”
Squarespace, “Calling JohnMalkovich.com” | The in-game spot continued the pre-game commercial’s narrative, in which the John Malkovich struggles to wrest his eponymous domain from a…. fish blogger.
Snickers, “Live Super Bowl Commercial” | Maybe not the strongest of the “You’re Not You When You’re Hungry” campaign, but major points for “destroying” an Old West town, live. Also: Kylo Ren!
Audi, “Daughter” | The auto manufacturer says it elected to “speak to American emotionally” with this year’s spot, by tapping into the “culturally engaging topic” of gender equality in the work place. And it did so with just the right firmness of touch.
Michelin, “I Need You” | Warm/fuzzy vignettes in which people rush to the side of loved ones, perhaps a bit more assuredly on Michelin tires.
Intel, “Brady Everyday” | An effective, fun demo of the Big Game’s 360-degree camera technology, reminding you that Intel makes more than PC chips.
Airbnb, “#weaccept” | A timely message spot that almost challenged you to identify its sponsor.
Buick, “Big Game Spot With Cam Newton and Miranda Kerr” | Started off a bit similar to the Snickers spots, with the body swapping and all, but once #19 got rifled backwards by Cam’s pass, big laughs.
Honda, “Yearbooks” | Perhaps not the strongest sell for any car, but the assemblage of celebs, retrofitted (and talking) as their teenage selves, is mesmerizing.
Bai, “Big Game Ad Starring Justin Timberlake and Christopher Walken” | If only because Walken reciting any dialogue, let alone JT lyrics out of context, is always a winner.
TurboTax, “Humpty Hospital” | Some have found this series unsettling, but damn if they don’t stick with the yolk, er, joke to the very end.

FUMBLES
Bud Light, “Ghost Spuds” | It’s been a while, so remind me: Has Spuds ever spoken before? And with that voice? Add in a dog apparently dangling from wires and it’s just wrong.
Mr. Clean, “Cleaner of Your Dreams” | This one is starting to grow on us, with the about-to-be-ravaged shlubby hubby at the end, but still — sexualized CGI makes you feel a bit dirty.
H&R Block, “Future” | On the heels of entertaining-enough January spots starring Mad man Jon Hamm, the tax prep service takes a sharp left turn with an almost eerie tout of the IBM Watson computer’s ability to find you every deduction.
Busch, “BUSCHHHHH” | Silly.
T-Mobile, “#UnlimitedMoves” | Wouldn’t it be hilarious if we put bad boy Bieber in a tuxedo and spectacles? Answer: no.
Michelob Ultra, “Our Bar” | When I heard Michelob was doing a “fitness”-themed spot, my eyes rolled so hard I burned 95 calories. Know what people who work out like a beast actually drink? Lots of water. True story.

WASHINGTON (Reuters) – A watchdog agency at the U.S. Department of Homeland Security said it is planning to review how President Donald Trump’s immigration executive order to temporarily suspend travel from seven majority-Muslim nations was implemented.
The review of Friday’s order was being planned “in response to congressional request and whistleblower and hotline complaints,” the DHS’s Office of Inspector General said in a statement late Wednesday.
The watchdog agency would also look at “DHS’ adherence to court orders and allegations of individual misconduct on the part of DHS personnel,” the statement said. “If circumstances warrant, the OIG will consider including other issues that may arise during the course of the review.”
The order triggered widespread protests and caused confusion for travelers around the world.
It also spurred several legal challenges, in particular over the initial detention or barring from flights of legal permanent residents who hold U.S. green cards.
As policy, the DHS does not comment on OIG investigations.
In California, a federal judge in Los Angeles on Tuesday ruled that Trump’s administration must allow immigrants with initial clearance for legal residency to enter the United States despite the ban.
Massachusetts, New York, Virginia and Washington state have also challenged the order.
The Trump administration has defended the order as critical to U.S. national security.
On Sunday, the Homeland Security Department said green card holders would be allowed on U.S.-bound planes and assessed upon arrival, after revised guidance from the White House that said they did not need a waiver to enter the United States.
The OIG statement said it would provide a final report to Homeland Security Secretary John Kelly Congress and the public after its review but didn’t say how long the review would take.

(Reuters) – President Donald Trump is expected to sign an executive order on cyber security on Tuesday, two sources familiar with the situation said, marking the first action to address what he has called a top priority of his administration.
The order is expected to commission several different reviews of the government’s offensive and defensive cyber capabilities, according to one of the sources and a third briefed on a draft of the order that circulated last week.
The move follows a presidential campaign that was dominated by running storylines related to cyber security, including the hacking and subsequent leaking of Democratic emails as part of what U.S. intelligence agencies determined was a wide-ranging influence operation intended to help Trump win the White House and denigrate his challenger, Democrat Hillary Clinton.
For months Trump refused to accept the conclusions of the agencies that Russia was responsible, before stating at a press conference on January 11 that, “as far as hacking I think it was Russia.”
In his answer, Trump, then the president-elect, pivoted to say that “we also get hacked by other countries, and other people” while vowing to launch a government-wide review of vulnerabilities tocyber attacks.
The order is expected to also initiate a audit of several federal agencies’ cyber capabilities, seek input on how to improve protections for critical infrastructure, and review government efforts to attract and train a technically sophisticated workforce, according to two of the sources briefed on the draft, which was first published by the Washington Post.
The draft order would also seek ways to give the private sector incentives to adopt strong security measures.
