Skagen’s Falster has been one of the darlings among Wear OS smartwatches thanks to its posh yet minimalist look, but it was hard to recommend to everyone when there were no standout features besides the design. The Fossil-owned brand is fixing that today with the Falster 2. It still maintains the Danish brand’s aesthetic but introduces a heart-rate sensor, GPS and NFC payments. You can use this to track an outdoor run and pay for a snack after your workout. Skagen is promising some tangible improvements on the outside, too.
The Falster 2 has a slimmer bezel, for one thing. Not that the original’s was egregiously thick, but it makes for an even cleaner aesthetic. Plus, with a case that’s 2mm smaller than before, the 1.19-inch face now seems bigger. The casing is now billed as “swim-proof,” and there are two customizable pushers (the two smaller buttons you see above) to provide speedier access to apps. Even band choices are slightly better. There’s a magnetic mesh strap that, like the Apple Watch’s Milanese Loop, can fasten quickly while giving you an adjustable fit.
Skagen’s new smartwatch arrives September 12th starting at $ 275 with silicone or leather straps, and $ 295 if you want that steel mesh. It’s a tempting option, but there is one catch: The Falster 2 is running on the aging Snapdragon Wear 2100 chip and will arrive two days after Qualcomm unveils the 2100’s successor. While the watch ticks many of the right checkboxes, it could feel slightly obsolete before you’ve opened the box.

The latest Android P Preview (Preview #4, Beta #3) is out. It’s a few days late given that it was supposed to launch in June, but now the Google Pixel 1 and Pixel 2 are free to update to the latest build. This “June” release has been bumped up to the July security patch, and it includes “the latest bug fixes and optimizations for stability and polish” according to Google blog post.

Another quick update out of CES: Gaming PC maker Alienware is refreshing the Command Center software that comes paired with its line of notebooks and desktops. The overhauled settings app will first arrive in February on a slightly updated version of the company’s Area 51 desktop, which loses a front USB port, adds a couple more fans and U.2 SSD support, and supports a wider breadth of LED colors on its chassis. The software will then come pre-installed on new Alienware devices going forward. Unfortunately, it won’t be available for the Dell subsidiary’s existing machines.
This is a mostly visual revamp, with a cleaner, more spaced out, more graphics-heavy look. You can still use the app to monitor and adjust your hardware’s fan speeds and heat output, create overclock profiles, change the lighting effects on your system itself, and create preset profiles for separate games. But that colorization can now be adjusted with more granularity, the overclocking tool lets you manage and test the effect with a few newbie-friendly sliders, and it all appears a bit easier to grok at first blush.
Beyond that, Alienware has now baked a game library and launcher tool into the app’s home screen. The company says the tool will pull in titles downloaded from any source (Steam, GOG, Origin, etc.), the idea being to create a sort of centralized hub for all of your games. Dell says the Command Center will be removable, but the company cautions that it will be the only app that can control lighting and overclocking on Dell devices.

Two weeks ago, Facebook admitted that a “shadowy Russian company” spent $ 100,000 on political ads targeting US Facebook users during the 2016 election campaign. At the time, Facebook turned information about these ad buys to special counsel Robert Mueller, who is investigating Russian interference in the election.
Today, Facebook announced that it would also be turning the information over to Congressional investigators. And Mark Zuckerberg announced that Facebook would be stepping up its efforts to prevent foreign election interference in the future.
“The integrity of our elections is fundamental to democracy around the world,” Zuckerberg said in a video posted to Facebook. “We can’t prevent all governments from all interference. But we can make it harder.”

T-Mobile has announced the launch of its “Digits” program, coming May 31. Digits is a revamp of how T-Mobile phone numbers work, virtualizing customer numbers so they can work across multiple devices. It sounds a lot like Google Voice—rather than having a phone number tied to a single SIM card or a device, numbers are now account-based, and you can “log in” to your phone number on several devices.
T-Mobile says the new phone number system will work “across virtually all connected devices,” allowing multiple phones, tablets, and PCs to get texts and calls. This means T-Mobile needs apps across all those platforms, with the press release citing “native seamless integration” in Samsung Android phones, Android and iOS apps, and a browser interface for PCs.
The new phone number system is free to all T-Mobile customers. Customers can also buy an extra phone number for $ 10 or by signing up to the $ 5-per-month “T-Mobile One Plus” package, which is a bundle of extra features like a mobile hotspot and in-flight Wi-Fi. Here, the “extra number” use case matches what Google Voice users have been doing for years: a personal and business number, or a number to give to online sales sites like Craigslist, or an easily dumpable number for your Tinder dates. Unlike Google Voice, the $ 10 fee means T-Mobile has no problem distributing a ton of phone numbers, and the mobile telco says you can access up to five lines from a single device.
]]>The Russian lower house has passed the bill making various hooliganism connected with transport – from brawls on trains to blinding aircraft pilots with laser pointers – a criminal offense punishable by up to eight years in prison.
The bill was originally drafted in 2011 by parliamentary majority United Russia party. The initial bill was triggered by a sharp increase in attempts to blind pilots with laser pointers back in 2011. At the time police registered over 50 such incidents in 12 months. One such case prompted an entire Russian region – the Republic of Chechnya – to completely outlaw laser pointers.
Once finally passed into law, the statute would update the existing Russian anti-hooliganism law with paragraphs describing serious violations of public order with demonstration of disrespect to society committed on any type transport. The bill orders the same punishment for these violations as for other acts of hooliganism – from a monetary fine ranging between 300,000 and 500,000 rubles ($ 5,100-$ 8,600) to a prison term of up to five years.
In cases when hooligans offer active resistance to representatives of power or if court proves that the crime was premeditated, the maximum prison term is seven years. If the perpetrators use explosives they can be sentenced for eight years.
The new bill also introduces completely new type of crime: “activities driven by hooliganism that threaten safe use of various means of transport.” This includes such behavior as riding outside commuter trains, or ‘train surfing’ (usually on coupling links of railway cars), blinding aircraft pilots with laser pointers, and throwing stones at moving buses. The punishment for such behavior is set as a fine between 150,000 and 300,000 rubles or a prison term of up to two years.
The new bill also enables the creation of “black lists” of citizens whom airlines can refuse to allow on board of aircraft because of their history of brawls or other violent behavior. However, a person’s inclusion on the list must be sanctioned by a court.
The head of the State Duma Committee for Legislative Work, Pavel Krasheninnikov, said that over 1,300 cases of hooliganism were registered on Russian railways in 2015-2016 and the combined damage from them amounted to about 17 million rubles (about $ 283,000). He also said that lack of concrete laws had caused the situation in which 35 percent of acts of hooliganism on air transport in 2016 remained unpunished.

California residents could be traveling in fully autonomous cars by the end of the year. And by that we mean people who aren’t just test engineers from the more than two dozen companies currently testing self-driving vehicles in the state, but regular members of the public. These folks could soon get their first experience with a technology that industry leaders have promised will transform the way we move around.
–
The state’s Department of Motor Vehicles has proposed substantial revisions to existing state regulations. If approved, they would give companies and automakers greater latitude in what technologies they can test on public roads. Among other things, the revisions would permit ride-hailing services to pick up passengers in cars without human drivers on board.
–
For now, these rides would remain solely in the realm of testing, and companies providing them would be prohibited from charging fees for those services. Nonetheless, the prospect of ride-hailing services like Uber or Lyft picking up riders in autonomous vehicles within a matter of months is the latest sign of just how quickly the autonomous age may be approaching.
–
–
–
–
–
Other aspects of the revisions permit the testing of vehicles that operate without traditional controls such as steering wheels and brake pedals. They also create parameters for the eventual deployment and sale of autonomous vehicles.
–
The revisions are a big step for California in revitalizing its reputation as an autonomous-testing hotbed. Although the state was among the first to establish laws and regulations that address testing—currently, 27 companies are authorized to test on public roads—some manufacturers had complained in recent years that the state’s rules are too restrictive and inhibit innovation.
–
“We’ve gotten a lot of comments from different manufacturers, and this version of the regulations has really taken those comments to heart,” said Bernard Soriano, deputy director of the California DMV. “So we hope and anticipate these regulations will be viewed positively by the industry.”
–

–
A spokesperson for Waymo, which operates more self-driving cars than any other company in California, declined comment on the proposed revisions on Friday. A spokesperson for Uber, which finally applied for a testing permit last week after a months-long standoff with the California DMV, said the company is “planning to engage with the DMV on this.”
–
Comment on the pending rules is open for the next 45 days, and the DMV will hold a public hearing in late April. Should no complications arise, the rules could go into effect as early as November. It’s unclear whether tech or car companies would be ready that quickly to launch fully autonomous testing with members of the public. Uber currently runs pilot projects that allow riders to hail self-driving vehicles in Pittsburgh and in Arizona, but those cars have human backup drivers sitting behind the wheel. Without a driver on board, there would still be a failsafe for testing.
–
–
–
–
–
“With respect to testing, they’re going to require a remote operator,” Brian Soublet, the DMV’s deputy director and chief counsel, said. “Think more like a dispatcher. That person will still have a requirement to be a licensed driver, but the passengers don’t have to be licensed drivers.”
–
Another requirement may help to start putting parameters around an aspect of autonomous development that has remained hazy to date: how vehicles and law-enforcement officers should best interact. The proposed rules don’t determine how their meetings should necessarily take place, but the DMV wants to ensure communication between makers of the technology and the police.
–
“Both highway patrol and local areas need to know how to interact with the vehicles, and we’ve put out what we think are minimum standards,” Soublet said. “They need to understand how to know if the autonomous technology is engaged, how to pull it off the road, and some of the important things [such as] where to find in the vehicle who owns it and who is insuring it.”
–

–
Some aspects of California’s existing regulations stay the same. Companies still must file annual disengagement reports that provide information on the number of times their self-driving systems suffer glitches or failures. A ban on the testing of any vehicle with a gross weight of more than 10,001 pounds remains intact.
–
Not everyone is pleased with the proposed regulations. Consumer Watchdog, a nonprofit that has advocated for stringent testing rules, says the revised regulations weaken safety protection for everyday motorists.
–
Provisions in early drafts of the revisions had required cars without steering wheels to be tested in the state for at least a year—with at least one disengagement report filed—before the company could deploy such a vehicle. Another would have required companies to receive permission from municipalities before testing within their jurisdictions. Those provisions were dropped.
–
“The DMV’s current self-driving-car test regulations set a standard for the nation, requiring a test driver behind a steering wheel who could take over and vital public reports about testing activities,” said John Simpson, privacy director at Consumer Watchdog. “The new rules are too industry-friendly and don’t adequately protect consumers.”
–
–
–
–
–
But the DMV sees the new rules as helping to maintain transparency and build trust about autonomous vehicles among the public. “You know, a big part of the technology is selling it to the public, and selling it from the standpoint of public acceptance,” Soriano said. “The disengagement reports are valuable, and they’re very helpful from an industry perspective, because the public can see how effective the technology is and develop that trust. I see it as a positive.”
