]]>PAUL VOLCKER’S legend is almost as grand and imposing as his physical personage, all six feet and seven inches of it. In 1979 President Jimmy Carter chose him to run the Federal Reserve and tackle America’s high inflation. Mr Volcker acted with grim determination, tightening monetary policy even as the economy sank into deep recession and beleaguered Americans pleaded for relief. Eventually he not only routed inflation, but also won a hard-earned credibility for the Fed that would help successors keep inflation stable. Mr Volcker himself recounts the story in a new memoir, “Keeping At It”, which calls on central banks to resist the siren song of loose money. But the book also invites readers to reconsider his legacy, and to ask whether central bankers have drawn the right lessons from the legend of Chairman Volcker.
The recessions and disinflation of the early 1980s proved a watershed both for macroeconomics and the practice of…

Anant Agarwal is a professor at the Massachusetts Institute of Technology and the CEO of edX, the online learning destination founded by Harvard and MIT.
The ways in which the nature of work is changing beyond our control necessitate a more flexible education system, with “students” no longer being defined just as 18-to-22-year-olds on college campuses. In this era of Netflix subscriptions and Blue Apron dinner deliveries, it’s high time we embrace an education system that’s flexible, accessible and affordable, whether it’s by streaming classes onto our laptops at home or by hitting the pavement to get to class.
Today, students go off to college at age 18, spend four to six years there, graduate and go to work, often tens of thousands of dollars in debt. And if they dare to go another route, by postponing or breaking up their years of attendance, they’re often considered unsuccessful dropouts. There has to be a better way. Higher education is ripe for transformation — one in which technology will allow online education to become as relevant and compelling a choice as on-campus education, leading us to blended learning where online and in-person education coexist. The key to this future vision? Massive open online courses (MOOCs).
Programs like this are breaking down the traditional barriers of higher education — getting away from the “one size fits all” view.
MOOCs are not a new concept; they have been around for nearly six years. But the potential of MOOCs to educate large numbers of people in a scalable way at very low marginal cost is still incredibly important, relevant and meaningful, and just beginning to be appreciated. The next phase of MOOCs, and the innovation that we’re really excited about right now, is courses and programs that offer pathways to credit at a college or university by blending the best of online and in-person programs.
To offer credit-grade MOOCs, online learning providers must have a platform with high academic integrity — one that maintains high standards and facilitates rigorous assessments. This could include integrating virtual proctoring, hand grading and peer grading, as well as innovative, rich assessments that go well beyond multiple choice. New partnerships between universities and online platforms must also be developed to support such innovative models.
One fine example of a credit-grade MOOC program offered on a credit-grade platform is MITx’s Supply Chain Management MicroMasters program, which was the pilot program for the MicroMasters initiative offered on edX. From this group of MicroMasters learners, who completed their credentials in June 2017, MIT has admitted 40 students into the traditional on-campus program. These MicroMasters students will be able to complete the on-campus master’s program in half the time and at half the cost.
This is such an exciting initiative. Programs like this are breaking down the traditional barriers of higher education — getting away from the “one size fits all” view. As more colleges and universities begin to accept MOOCs for credit, online learning options will create modularity and offer students more options.
There are three ways in which these new, innovative approaches can come to life by blending the best of in-person and digital delivery:
Fully online, stacked-credential master’s programs are a big innovation in online learning. The groundbreaking Georgia Tech Online Master of Science in Analytics, in partnership with edX, enables learners to earn a graduate degree for less than $ 10,000. Accepted students complete a MicroMasters credential, which is about 30 percent of the degree. While some will be able to enter the workforce with that credential, others of these graduates will then funnel into the full master’s program, where they will complete additional courses online to graduate from that program. This unbundling of the full master’s degree into a MicroMasters component allows more learners more options and access to education and, in turn, successful careers.
MIT recently conducted an experiment where it offered a fully online version of its popular on-campus Circuits and Electronics course to on-campus students for credit in an attempt to help students facing scheduling issues. The results? Students not only performed well but also reported feeling less stress and having more flexibility. Many other universities have begun toying with this online-while-on-campus delivery, which will inevitably pave the way for more schools to look at how this type of coursework can benefit both students and faculty.
Online credentials with a pathway to campus credit is another blend that is not only impacting the delivery of education, but also admissions, as it supports an inverted entry process. The Global Freshman Academy and the MicroMasters program, both available on edX, are examples of this blend. It lets universities include in their evaluation of degree applicants a student’s performance in an online credential program, which signals an applicant’s commitment to learning and demonstrates an applicant’s ability to tackle rigorous content and succeed in an on-campus program. Students also benefit from an inverted admissions process because they are able to try and complete coursework in a field at low cost before committing significant time and money toward applying for and enrolling in a degree program.
These approaches to delivering high-quality education are just a few examples of how education is being transformed. Much more potential from MOOCs remains to be unlocked, and I look forward to seeing and working to share this evolution.

Bad blood is continuing to rise between the UK and the Kremlin. The UK Russian Embassy has warned May’s government to choose its next step carefully as rumors swirl that Britain is planning a cyber attack on Russia.
The claims come as Theresa May’s midnight deadline ticks ever closer. On Monday afternoon, Theresa May took to the House of Commons to address the issue on everyone’s lips – the poisoning of ex-Russian double agent Sergei Skripal, 66, and his thirty-three-year-old daughter, Yulia.
May warned Russian President Vladimir Putin to explain why a Russian-developed nerve agent was used to attack a British citizen on UK soil, or face consequences.
On Tuesday, Russia’s embassy in London said it was deeply concerned about reports that the UK could launch a cyber attack against Russia. “Not only is Russia groundlessly and provocatively accused of the Salisbury incident, but apparently, plans are being developed in the UK to strike Russia with cyber weapons,” said the Russian embassy.
The London-based embassy added: “Statements by a number of MPs, ‘Whitehall sources’ and ‘experts’ regarding a possible ‘deployment’ of ‘offensive cyber-capabilities’ cause serious concern. We invite the British side to once again consider the consequences of such a reckless move.”

Israel must “rethink” its aggressive “apartheid system” and honor the status of East Jerusalem as the future capital of a Palestinian state, President Mahmoud Abbas said on New Year’s Eve.
“We will not accept the status quo. We will not accept the apartheid system. We will not accept occupation without cost, and you [Israel] must rethink your aggressive policies and actions against our people, our land and our holy places before it is too late,” the Palestinian Authority President said in Ramallah, marking the 53rd anniversary of Fatah.
Abbas vowed to continue all possible political and diplomatic efforts to create an independent Palestinian state with East Jerusalem as its capital based on the 1967 borders. Jerusalem is “the eternal capital of the Palestinian people,” he said, as cited by Israel’s Channel 10 network. “We are staying here and won’t leave until Palestine is liberated. East Jerusalem is the capital of the Palestinian state.”
Trump’s controversial December 6 move sparked deadly protests in the occupied Palestinian territories. The demonstrations across West Bank, Gaza and Jerusalem were met by a heavy Israeli crackdown. At least 14 Palestinians have been killed and around 3,000 others injured, according to the Palestinian Health Ministry. Abbas condemned the Israel Defense Forces (IDF) and Jewish “settler terrorist groups” for their “crimes” against the Palestinians, while addressing Palestinians Sunday.
The Palestinian president also promised to reconcile the two Palestinian factions – Fatah and Hamas – following an almost decade-long split between the two groups. Most analysts say Palestinian unity is crucial for the realisation of the much touted two-state solution.
The reconciliation process has been critically undermined by Trump’s announcement. Hamas warned late last month of the potential collapse of the October agreement reached with their political rivals in Cairo. The Fatah-Hamas pact would go a long way in strengthening the Palestinian cause on a global scale. Hamas was expected to hand over control of Gaza to the internationally recognized Palestinian Authority government by December 10, but the deadline for the Egyptian-brokered deal has passed, and still maintain power in the Palestinian enclave.
Despite the delay in implementing the agreement, Abbas promised to “continue with all sincerity and perseverance to work to unify our land and our people and achieve national reconciliation… Our people are moving in the path of reconciliation confidently and urgently. We will embark on a strong national unity.”
In another development, the Palestinian leadership Sunday temporarily recalled its envoy to the United States. Hussam Zomlot was recalled on Abbas’ orders “to discuss future steps” following the US recognition of Jerusalem as Israel’s capital. Earlier, the Palestinian president openly declared that Palestinians would no longer accept the US as a mediator in the Middle East peace process as a consequence of Trump’s decision.

A month ago, Google started warning developers about a coming crackdown on apps that use the Android accessibility APIs for things other than accessibility. For years, the accessibility APIs have been a way for power-user apps to hook into the operating system, but Google apparently had a change of heart last month, telling developers they had 30 days to explain how an app using the Accessibility APIs was helping a user with disabilities or face removal from the Play Store.
After a public outcry, Google sent out another email to developers, saying it is now “pausing” this decision for another 30 days while it considers “responsible and innovative uses of accessibility services.” Google hasn’t made a decision one way or the other yet, but for now it is asking that developers who use the Accessibility APIs for non-accessibility purposes add “an accompanying disclosure to describe the app functionality that the Accessibility Service permission is enabling for your app.”
Google is also asking that developers send the company feedback, ending the email with: “If you believe your app uses the Accessibility API for a responsible, innovative purpose that isn’t related to accessibility, please respond to this email and tell us more about how your app benefits users. This kind of feedback may be helpful to us as we complete our evaluation of accessibility services.”

Tastemade
Over the past few years, Tastemade got really, really good at making very short recipe videos on Facebook (aka food porn).
Think a 30-second clip of an unseen chef making delectable-looking fried shrimp tacos – one of which has generated over 26 million views since last June.
Then Facebook decided it wanted media companies to make longer videos, so it could insert more video ads.
When Facebook decides it wants something, publishers usually get on board — especially when the promise of ad revenue is involved.
“We kinda had to rethink everything,” Larry Fitzgibbon,Tastemade co-founder and CEO, told Business Insider.
That’s likely the state of affairs for many content companies that spent a great deal of energy perfecting eye-catching, decidedly short videos on Facebook. Many publishers built large Facebook audiences by honing the art of producing quick-hit clips built for a sound-off, thumb-scrolling world. The hope was eventually Facebook would help them make money on these videos
But now, they’ve got to rethink their production operations to make longer videos, and the videos need to be shot and edited accommodate ads seamlessly, without turning people away. It’s hard not to feel a bit of algorithm and business-model whiplash.
So earlier this year Tastemade shook up its production process over a two-month period, and re-oriented it around longer content. The hope was that Facebook would keep putting Tastemade clips in people’s feeds, and that the content would be good enough to keep people’s attention for more than a few seconds – and thus good enough to feature ‘mid-roll ads’.
When videos from partners run 90 seconds or more, Facebook now inserts ads during video breaks, similar to TV ads. This is especially top of mind now that Facebook is pushing original series via its new longer-video-centric Facebook Watch platform.
“We were optimized for the Facebook news feed,” added Jay Holzer, Tastemade head of production. “That meant grabbing people thumbing through Facebook on their phones with arresting images, hoping they stick around for a few seconds. We had developed a good set of best practices around that.”
“You can’t just make 45-second videos 90 seconds,” said Oren Katzeff, Tastemade’s head of programming. “That would be a terrible experience. “
Luckily, Tastemade started out as a food-centric network built primarily on YouTube. So it had been producing content with the help of influencers that was longer than the early Facebook video fare.
Plus, Tastemade was an early Snapchat partner, where it’s been experimenting with longer (in relative terms) original series, such as “Frankie’s World,” a show featuring the digital influencer Frankie Celenza digging into the science of cooking.
“This is all more about changing our process around watch time,” said Fitzgibbon. This has been in the works for a while, he added. “You may be able to generate views or clicks. But watch time is the ultimate measure of whether you are entertaining people. So we’ve thought about, how do we tell stories and create a monetization opportunity. It was evolutionary.”
For Facebook specifically, Tastemade has started not only going longer with its instructional, recipe clips, but also breaking them into acts — much like a TV show. Videos now have to deliver something interesting right away, but leave people hanging a bit so they’ll hang around after a mid-roll break.
“You need a set up and a tease,” Holzer said. “It’s very similar to TV. You need a payoff after the ad.”
That’s even more true for Facebook Watch shows, some of which run a whopping five, 10, or 15 minutes.
It’s very early, but Tastemade is seeing some solid traction with Watch. For example, the show “Struggle Meals” which features Celenza prepping quick meals for under $ 2, has seen several of its early episodes generate over one million views each.
Now Tastemade just needs to start generating some more checks from Facebook.
