  • White House chief of staff John Kelly, a former Marine Corps general, reportedly opposed the landmark repeal of “Don’t Ask, Don’t Tell.”
  • Kelly reportedly suggested that the repeal would put service members’ lives in danger.

White House chief of staff John Kelly, a former Marine Corps general, reportedly opposed the landmark repeal of a controversial law that barred LGBT service members from serving openly in the US military.

The Don’t Ask, Don’t Tell Repeal Act (DADT) ended a 17-year policy put in place by the Clinton administration in 1993. The directive, which Clinton admitted was an imperfect solution, banned LGBT service members and recruits from openly serving; however, prohibited the discrimination or harassment of them.

Lead by FCC Chairman Ajit Pai, the commission is expected to do away with Obama Administration rules that prevented internet service providers from creating different levels of service and blocking or promoting individual companies and organizations on their systems. • The US public is angry about the repeal of net neutrality, and Democrats hope to cash in on that anger to connect with millennials.
  • Young people disproportionately use the internet, and feel passionately about the issue.
  • The repeal of the Obama-era rules under the Trump administration could easily be spun politically by the Democrats.

WASHINGTON (Reuters) – The U.S. Federal Communications Commission vote on Thursday to roll back net neutrality rules could galvanize young voters, a move Democrats hope will send millennials to the polls in greater numbers and bolster their chances in next year’s elections.

Democrats are hoping to paint the repeal of the rules by the FCC, which is now chaired by President Donald Trump appointee Ajit Pai, as evidence Republicans are uninterested in young people and consumer concerns at large.

“The American public is angry,” said FCC Commissioner Jessica Rosenworcel, a Democrat. She added that the actions of the Republican majority have “awoken a sleeping giant.”

Attitudes toward “net neutrality,” or rules that prevent internet providers from limiting customers’ access to certain websites or slowing download speeds for specific content, are largely split along party lines in Congress. The heated debate has turned into the kind of election issue that Democrats think will help them.

Studies show young people disproportionately use the internet compared with older Americans and polls have shown they feel passionately about fair and open internet access. Democrats believe the issue may resonate with younger voters who may not be politically active on other issues like taxes or foreign policy.

U.S. Senator Brian Schatz, a Hawaii Democrat, said on Twitter “young people need to take the lead on net neutrality. It’s possible for Millennial political leadership to make a real difference here.”

The scrapping of the Obama administration’s rules is likely to set up a court battle and could redraw the digital landscape, with internet service providers possibly revising how Americans view online content. The providers could use new authority to limit or slow some websites or offer “fast lanes” for certain content.

Republicans on the FCC have sought to reassure young people that their ability to access the internet will not change after the rules take effect. People who favor the move argue that after users realize that little or nothing has changed in their internet access, it will not resonate as a political issue.

Jesse Ferguson, a Democratic strategist, said polls have found young people are favoring Democrats in the most recent elections and that the net neutrality issue could be used to gather support in the 2018 midterm congressional elections.

He said while older voters tend to care about Medicare, polls are finding that younger voters are motivated by net neutrality.

“Net neutrality is the latest data point for voters that the administration is more interested in doing what big companies want them to do, than what people think is in their interest,” Ferguson said. “That’s a narrative that is politically toxic for Republicans.”

In November 2018, all 435 seats in the U.S. House of Representatives will be up for grabs, as will 34 seats in the Senate. Democrats hope to gain control of one or both chambers by capitalizing on the unpopularity of Trump. Republicans currently control both chambers as well as the White House.

To regain power, Democrats will need a strong showing of support among young voters, who traditionally have not shown up in large numbers for elections held in years when there is no presidential contest.

Liberal groups are using net neutrality as an issue to criticize Republican incumbents.

Representative Pramila Jayapal, a Democrat from Washington state, echoed that sentiment, telling Reuters on Thursday that net neutrality will have “huge political legs … This is something that everyone across the country understands – the importance of the internet.”

The group End Citizens United announced last week a $ 35 million advertising campaign targeting 20 Republican House members for their stances on issues that relate to business, including net neutrality.

Democrats facing difficult election battles next year are already weighing in strongly in favor of net neutrality rules.

Senator Bill Nelson likely will face a difficult battle in Florida and sent a letter earlier in the week opposing the change in net neutrality rules. Several Democratic candidates are sending campaign fundraising appeals citing net neutrality.

The changes could also become issues in a number of House races across the country, where Democrats will need to win more than 25 seats to control the chamber. Democratic Minority Leader Nancy Pelosi also publicly opposed the rule changes, a sign that she wanted to be sure to stake a Democratic position on the issue.

The House Takes Another Step Toward Repealing Dodd-Frank https://briefnews.eu/the-house-takes-another-step-toward-repealing-dodd-frank/ https://briefnews.eu/the-house-takes-another-step-toward-repealing-dodd-frank/#respond Fri, 09 Jun 2017 19:24:47 +0000 http://briefnews.eu/the-house-takes-another-step-toward-repealing-dodd-frank/ In the background of the hubbub surrounding the testimony of the former FBI Director James Comey, House Republicans voted on Thursday to repeal key provisions of the 2010 Dodd-Frank Wall Street Reform and Consumer Protection Act. The Financial CHOICE Act, which represents another step toward rolling back Obama-era regulations that the Republican Party sees as anathema to economic growth, passed by a 233-186 vote almost entirely along party lines. (One Republican, Walter Jones of North Carolina, voted against the bill, while no Democrats voted in favor.)

If passed by the Senate and signed into law, the CHOICE Act would undo a number of Dodd-Frank’s key provisions. First, it would significantly weaken the Consumer Financial Protection Bureau, which Dodd-Frank established in 2011, and the Federal Housing Finance Agency, which oversees the government-controlled mortgage giants Fannie Mae and Freddie Mac, by allowing the president to fire their heads at will. It would also rein in key oversight provisions introduced by Dodd-Frank, including exempting some banks from restrictions intended to limit risk-taking in the financial sector and replacing Dodd-Frank’s orderly liquidation authority, which provides a framework for large, systemically-important institutions to unload troubled assets. Finally, it would follow through on President Trump’s February executive order calling for eliminating the Department of Labor’s fiduciary rule, parts of which go into effect on June 9 and which requires financial advisors to act in the best financial interests of their clients in any matter related to retirement.

According to Speaker of the House Paul Ryan, the bill is part of the Republican Party’s broader efforts to spur job growth by eliminating regulations. On Thursday, Ryan called the CHOICE Act “the crown jewel of this effort,” further asserting that “the Dodd-Frank Act has had a lot of bad consequences for our economy, but most of all in the small communities across our country.” Trump, too, weighed in on the bill via Twitter, congratulating its sponsor, Jeb Hensarling of Texas, who chairs the House Financial Services Committee:

Having passed the House, the bill now moves to the Senate. Passage there, however, is far from guaranteed. The fairly slim Republican majority in the upper chamber means that, in order to avoid a filibuster, the party will have to convince at least eight Democrats to vote in favor of the bill. According to The New York Times, banking lobbyists believe that it’s unlikely Democrats will do so without significant concessions, including greater protections for the CFPB and retention of the Volcker Rule, which constrains trading by large investment banks. Alternately, as CNN notes, the Senate could potentially pass a more limited bill via the same 50-vote reconciliation process they intend to use for the American Health Care Act. If they do so, Republicans will be able to chip away at Dodd-Frank’s reforms without needing any votes from the Democrats who passed the bill in the first place.

Trump releases statement on Earth Day as his administration continues repealing environmental regulations https://briefnews.eu/trump-releases-statement-on-earth-day-as-his-administration-continues-repealing-environmental-regulations/ https://briefnews.eu/trump-releases-statement-on-earth-day-as-his-administration-continues-repealing-environmental-regulations/#respond Sat, 22 Apr 2017 21:30:43 +0000 http://briefnews.eu/trump-releases-statement-on-earth-day-as-his-administration-continues-repealing-environmental-regulations/ Donald TrumpAP Photo/Pablo Martinez Monsivais

President Trump released a statement on Earth Day declaring that his administration is committed to maintaining the health of the environment.

“My Administration is committed to keeping our air and water clean, to preserving our forests, lakes, and open spaces, and to protecting endangered species,” the statement read.

He went on to say that environmental protection should not come at a cost to working families, and that the White House was focused on “reducing unnecessary burdens” on American workers while working to protect the environment.

Trump added that his administration would work to achieve the “twin goals” of environmental health and American economic growth, noting that “we should remember that rigorous science depends not on ideology, but on a spirit of honest inquiry and robust debate.”

Trump also tweeted out a statement in support of Earth Day, saying on Saturday, “Today on Earth Day, we celebrate our beautiful forests, lakes and land. We stand committed to preserving the natural beauty of our nation.”

Here are some of the actions the Trump administration has taken on environmental issues so far:

  • Trump signed an executive order rolling back former president Obama’s Clean Power Plan. The Clean Power Plan was aimed at reducing carbon emissions, reducing American reliance on coal and other fossil fuels, and promoting the use of alternative sources of energy to curb global warming
  • Trump signed a bill repealing an Obama-era regulation that prevented coal mining companies from dumping debris and toxic waste into streams and rivers
  • Trump signed a Congressional Review Act resolution which rolled back a financial disclosure requirement for energy companies
  • Trump appointed Scott Pruitt, who said that carbon dioxide is not a primary contributor to climate change, to head up the Environmental Protection Agency
  • Pruitt has endorsed the US leaving the Paris agreement, a global pact that was negotiated in 2015 and focuses on slowing global temperature increases, reducing greenhouse gas emissions, and investing in alternative fuel sources
  • The Trump administration refused to ban a common pesticide used in food that has been shows to affect the development of children’s brains
  • Shortly after taking office, Trump issued an executive order greenlighting the construction of the Dakota Access and Keystone XL pipelines
  • Trump signed an executive order asking the EPA to review the “Waters of the United States” rule, which extended federal protection to certain bodies of water across the US
  • Secretary of the Interior Ryan Zinke scrapped an Obama-era regulation which banned lead ammunition on federal lands and waters
  • In March, the EPA rescinded an Obama request for more information on facilities that produce fossil fuels like oil and natural gas
  • The EPA’s Office of Science and Technology removed the word “science” from its mission statement
  • The White House’s budget proposal slashed funding for federal programs aimed at environmental protection, like the EPA

GOP congressman: ‘Something in the swamp’ stopped Trump from repealing Obamacare https://briefnews.eu/gop-congressman-something-in-the-swamp-stopped-trump-from-repealing-obamacare/ https://briefnews.eu/gop-congressman-something-in-the-swamp-stopped-trump-from-repealing-obamacare/#respond Fri, 21 Apr 2017 15:39:45 +0000 http://briefnews.eu/gop-congressman-something-in-the-swamp-stopped-trump-from-repealing-obamacare/ donald trumpA GOP lawmaker thinks the dreaded “swamp” may have stopped President Donald Trump from repealing Obamacare.

Rep. David Brat of Virginia, a conservative member of the House Freedom Caucus, told CNN that “something in the swamp” is holding up Trump’s promise to repeal Obamacare, formally known as the Affordable Care Act.

Brat said the bill to repeal and replace Obamacare, something Trump promised to do as soon as he took office, was close to completion but was sidetracked by “the swamp of special interests.”

“President Trump was very good in the negotiating process,” Brat said. “He said yes, [the Freedom Caucus] said yes to him, and then somehow something in the swamp said no so we waited another couple of weeks.”

Brat was referencing the president’s promise during the campaign to “drain the swamp” of the so-called establishment and special interests.

The bill to repeal and replace Obamacare, the American Health Care Act, was pulled from a planned floor vote on March 24 after conservative Freedom Caucus members and moderate Republicans could not come to an agreement on the framework of the bill. Trump and House Speaker Paul Ryan reversed course just minutes before a scheduled vote, after it became that there were not enough GOP members in support of the bill.

Since then, the White House has tried to bridge the gap to no avail. But a proposed amendment circulated Thursday that could bring Freedom Caucus members on board with the AHCA.

White House sources indicated that they wanted a vote on the updated version of the AHCA as early as next week, a prospect Brat said he would favor. But GOP congressional leaders have been dubious of that timeline.

Brat publicly said he would not vote for the original installment of the AHCA.

Two of the biggest news stories collided through the medium of television on Friday evening, as Americans watched the collapse of the American Health Care Act and their favorite NCAA teams play in the Sweet 16.

Commercials thanking Republicans for repealing Obamacare aired near several conservative-leaning television markets — hours after the GOP’s Obamacare replacement, the American Health Care Act, was abandoned.

The American Action Network, a center-right advocacy group, purchased airtime for advertisements that encouraged viewers to contact their representatives, and thank them for their work in repealing former President Barack Obama’s Affordable Care Act, according to Deadspin. However, the GOP failed to repeal Obamacare on Friday afternoon, having been forced to pull the bill after falling short on votes in the House of Representatives.

“Republicans are keeping their promise, with a new plan for better health care,” one of the advertisements said. “Thank [California] Congressman Darrell Issa for keeping his promise and replacing the Affordable Care Act with the better healthcare you deserve.”

As of Friday evening, American Action Network had uploaded the ads for 11 lawmakers on its YouTube account. Similar ads ran for Rep. David Valadao of Fresno, California, and Rep. David Young of Des Moines, Iowa.

TRUMP: Repealing and replacing Obamacare is ‘not a choice — it is a necessity’ https://briefnews.eu/trump-repealing-and-replacing-obamacare-is-not-a-choice-it-is-a-necessity/ https://briefnews.eu/trump-repealing-and-replacing-obamacare-is-not-a-choice-it-is-a-necessity/#respond Wed, 01 Mar 2017 03:13:20 +0000 http://briefnews.eu/trump-repealing-and-replacing-obamacare-is-not-a-choice-it-is-a-necessity/ Donald Trump Barack ObamaREUTERS/Kevin Lamarque

President Donald Trump laid out a vision for the Affordable Care Act (ACA) on Tuesday that appeared to back away from earlier pledges to guarantee insurance coverage for people with pre-existing conditions and leaned on tax credits to ensure Americans can afford their premiums.Trump outlined the changes in a speech to both houses of Congress, laying out five principles for the replacement of the law better known as Obamacare.

Trump cited increasing premiums and the withdrawal of insurers from the ACA’s individual insurance exchanges, as evidence that the health care law is in need of a revamp.

“Obamacare is collapsing — and we must act decisively to protect all Americans,” Trump said. “Action is not a choice — it is a necessity. So I am calling on all Democrats and Republicans in the Congress to work with us to save Americans from this imploding Obamacare disaster.”

Trump laid out five broad ideas that he wants the Republican Obamacare replacement to address. They are:

  • “Ensure that Americans with pre-existing conditions have access to coverage”: Importantly Trump refers to “access” for those with pre-existing conditions, not a guarantee that there will be coverage. This is backing down from previous statements Trump has made that everyone would be covered.
  • “Help Americans purchase their own coverage, through the use of tax credits and expanded Health Savings Accounts”: Currently, Republicans are favoring block tax credits that would allow people to buy health coverage, rather than the current ACA tax cuts that are tied to a household’s level of income.
  • “Give our great State Governors the resources and flexibility they need with Medicaid”: This is the biggest sticking point for many Republican lawmakers, as those states that have expanded Medicaid wish to keep it, while more conservative members of Congress want to remove funding for that expansion. Trump’s speech did not particularly clarify which side of the issue the president falls on.
  • “Implement legal reforms that protect patients and doctors from unnecessary costs that drive up the price of insurance”: This is unclear what Trump is referencing other than a promise to “bring down the artificially high price of drugs.”
  • “Give Americans the freedom to purchase health insurance across State lines”: The ACA actually has a provision that already allows interstate insurance sales, though few insurers or states have taken advantage of the provision. Additionally, many healthcare experts think this will do little to bring down insurance costs.

Democrats booed and responded by holding their thumbs down during the speech. They are expected to respond to Trump’s ACA pledge with former Kentucky governor Steve Beshear, who embraced the ACA during his time in office to a relatively high level of success.

Interestingly, Trump used the example of the current governor of Kentucky saying “Governor Matt Bevin of Kentucky just said Obamacare is failing in his State.” Kentucky has seen the largest drop in the percentage uninsured people between 2013 and 2016 due to the ACA.

The GOP is increasingly talking about ‘repairing’ — not repealing — Obamacare https://briefnews.eu/the-gop-is-increasingly-talking-about-repairing-not-repealing-obamacare/ https://briefnews.eu/the-gop-is-increasingly-talking-about-repairing-not-repealing-obamacare/#respond Fri, 03 Feb 2017 11:29:46 +0000 http://briefnews.eu/the-gop-is-increasingly-talking-about-repairing-not-repealing-obamacare/ Paul Ryan Mitch McConnellREUTERS/Mark Makela

WASHINGTON (AP) — While insisting they’ve not abandoned their goal of repealing President Barack Obama’s health care overhaul, Republicans are increasingly talking about “repairing” it as they grapple with disunity, drooping momentum and uneasy voters.

The GOP triumphantly shoved a budget through Congress three weeks ago that gave committees until Jan. 27 to write bills dismantling the law and substituting a Republican plan. Everyone knew that deadline was soft, but now leaders are talking instead about moving initial legislation by early spring.

And as the party struggles to translate its long-time political mantra into legislation that can pass Congress, some Republicans have started using different language to describe the effort.

“It’s repairing the damage Obamacare has caused. It’s more accurate” than repeal and replace, said Sen. Lamar Alexander, R-Tenn., who chairs the Senate health committee. He notes that President Donald Trump and many Republicans want to keep popular pieces of the overhaul like requiring family policies to cover children up to age 26.

“It probably lessens people’s anxiety that we won’t pull the rug out from under them,” Rep. Pat Tiberi, R-Ohio, who chairs a House health subcommittee, said of the term “repair.”

The refined rhetoric comes as much of Washington’s focus has shifted to Trump’s nomination of Judge Neil Gorsuch for the Supreme Court vacancy and Democratic attempts to derail GOP efforts to confirm Cabinet members. That and controversies surrounding Trump’s temporary refugee ban have sapped some energy from the health care drive.

It also comes with polls spotlighting the GOP’s risks. A recent Associated Press-NORC Center for Public Affairs Research poll found 53 percent want to keep Obama’s law in some form, and 56 percent are “extremely” or “very” concerned that repeal means many will lose insurance.

House Speaker Paul Ryan, R-Wis., has been saying Republicans want to “rescue” the health system and Thursday embraced all of the competing phraseology, saying, “The best way to repair a health care system is to repeal and replace Obamacare.”

But talk of a repair dismays other Republicans, including hard-line conservatives. They say their message since Democrats enacted the 2010 law was that the GOP would repeal it, a goal later amended to “repeal and replace.”

“You’ve got to repeal the law that’s the problem. That’s what we told the voters we were going to do,” said Rep. Jim Jordan, R-Ohio, a leader of the conservative House Freedom Caucus.

barack obama3REUTERS/Mark Makela

Jordan cites problems that have accompanied the statute, including rising premiums and deductibles and diminished insurance choices in the individual market in some communities. He says health care would improve if Obama’s law vanishes.

“If you start from that premise, repair shouldn’t be your mindset,” Jordan said.

Democrats say the GOP’s evolving language signals retreat. They say Republicans will threaten health care’s availability and raise rates, angering the 20 million people who gained insurance under the law and tens of millions of others who benefit from the statute’s coverage requirements.

“It puts the burden on them to come up with the so-called repairs,” said No. 2 Senate Democratic leader Richard Durbin of Illinois. “What a departure from repeal it, walk away from it and America will be a better place.”

Behind the scenes, Republicans continue shaping proposals to void Obama’s statute. Potential targets include the law’s requirement that people who don’t get coverage at work buy policies, the subsidies many of them receive and the tax increases imposed to finance its programs.

But they’ve encountered internal disagreements.

Some Republicans want to abolish the law’s broadening of Medicaid to provide health coverage to more lower-earning people, while others are from states that accepted the expansion. Most want to include language blocking federal payments to Planned Parenthood, but some don’t, and some want to let states keep Obama’s law intact.

There are disputes over whether to quickly repeal the law’s tax increases on higher-income people and the health industry, and how to provide money so people don’t abruptly lose coverage and insurance companies fearing losses don’t stop selling policies.

With insurers crafting their 2018 rate structures over the coming two months, the insurance industry’s leading trade group made its jitters clear to Congress this week. Marilyn Tavenner, president of America’s Health Insurance Plans, told Alexander’s committee that insurers need to know soon whether lawmakers will continue the federal payments that let companies reduce out-of-pocket costs for many lower-earning customers.

Losing those subsidies “would further deteriorate an already unstable market and hurt the millions of consumers who depend on these programs for their coverage,” she warned.

At a hearing Thursday before a House health subcommittee, Republicans revealed four “discussion drafts” of potential bills. They included letting insurers charge older customers higher rates and shortening the law’s 90-day grace period for consumers to pay premiums.

Another would replace the law’s unpopular individual mandate with a requirement that people maintain “continuous” coverage if they want to avoid paying more for policies.
