FOR ALL the talk about deregulation under President Donald Trump, when it comes to the financial industry the word used by many is “tailoring”—meaning trimming the loose threads of tangled rules, rather than unpicking them. An exception is Hester Peirce, who in January became one of the five commissioners at the Securities and Exchange Commission (SEC), America’s most important financial regulator. Since her appointment she has given a series of speeches with a polite tone and blunt message about the downsides of government intervention.

Though she has yet to gain a large following, her words have not gone unremarked. Her “arrival at the SEC is genuinely exciting”, writes Steven Lofchie, a securities lawyer who runs a popular (within the small world of regulation) blog. The UK’s media regulator Ofcom says it will “consider the implications for RT’s broadcast licenses” if Britain determines there was “an unlawful use of force by the Russian state against the UK.”

Continuing, the statement reads: “As the independent UK broadcasting regulator, Ofcom has an ongoing duty to be satisfied that broadcast licensees remain fit and proper to hold their licences.

“We have today written to ANO TV Novosti, holder of RT’s UK broadcast licences, which is financed from the budget of the Russian Federation. This letter explained that, should the UK investigating authorities determine that there was an unlawful use of force by the Russian State against the UK, we would consider this relevant to our ongoing duty to be satisfied that RT is fit and proper.”

“The letter to RT said that we would carry out our independent fit and proper assessment on an expedited basis, and we would write to RT again shortly setting out details of our process.”

The threat comes after UK PM Theresa May gave Moscow two days to explain the alleged use of a military-grade nerve agent which the UK claims came from Russia to poison ex-double agent Sergei Skripal.  May says it’s “highly likely” Moscow was responsible.

She alleges the attack was either a direct act by the Russian state on Britain, or the Russian government allowed its nerve agent ‘Novichok’ to get into the wrong hands. “The government has concluded that it is highly likely that Russia was responsible,” she said.

After the statement in the House of Commons, Labour MP Chris Bryan asked May: “Can we just stop Russia Today [RT] broadcasting its propaganda in this country?” The PM responded by saying she would update MPs on “further measures” later this week.

The threat of banning RT led to a backlash from some on Twitter. RT contributors, viewers and members of the public speaking out against the proposal with some calling it an attack on “freedom of speech.”

(Reuters) — Israel’s markets regulator will propose regulation to ban companies based on bitcoin and other digital currencies from trading on the Tel Aviv Stock Exchange, he said on Monday.

Shmuel Hauser, the chairman of the Israel Securities Authority (ISA), told the Calcalist business conference he will bring the proposal to the ISA board next week. If approved, it would be subject to a public hearing and then the stock exchange bylaws would need to be amended.

“If we have a company that their main business is digital currencies we would not allow it. If already listed, its trading will be suspended,” Hauser said, adding the ISA must find the appropriate regulation for such companies.

Hauser did not identify any companies that would be affected by his ban, but at least two firms listed on the Tel Aviv Stock Exchange (TASE) now describe digital currencies or the technology behind them as essential to their business: Blockchain Mining and Fantasy Network.

Shares of Blockchain, which on Sunday changed its name from Natural Resources, have soared some 5,000 percent in the past few months since it announced it would shift its focus from mining for gold and iron to mining cryptocurrencies.

It was down 4.2 percent in afternoon trading on Monday. Blockchain was not immediately available for comment.

Fantasy Networks, a former gaming firm, said this month it was studying the possibility of operating in the blockchain field — the technology underpinning cryptocurrencies. Its share price quadrupled before losing 50 percent in the past two weeks.

Earlier this month, Hauser said bitcoin-based companies would not be included in stock exchange indexes.

In a Dec. 19 statement to TASE, Fantasy Networks acknowledged those remarks, saying: “These restrictions … could harm investment in the company and even exclude it from trade on the stock exchange.”

Bitcoin is a publicly available ledger of a finite number of digital “coins”, which backers say can be used as a currency without the support of any country’s central bank. It is “mined” by computers, which are awarded new coins for working out complex mathematical formulas. Several other cryptocurrencies have also been launched that work on similar principles.

The value of a bitcoin plunged by 30 percent to below $ 12,000 on Friday as investors dumped the cryptocurrency after its sharp rise to nearly $ 20,000. It recouped some losses to trade above $ 14,000 BTC=BTSP on the Bitstamp platform, down 9 percent on the day.

“We feel that the prices of bitcoin behave like bubbles and we don’t want investors to be subject to that volatility and uncertainty,” Hauser said. “There is an importance to signal to the market where things are… Investors should know where we stand.”

The proposal to block digital currency firms from the stock exchange will probably be the last move for Hauser, who will step down next month after 6-1/2 years as ISA chief.

“But once it’s on its way it will continue to be pursued,” said Hauser, who will be replaced by Anat Guetta.

He said he hopes she will promote easing capital gains taxes and focus on regulatory enforcement.

Apple is giving “limited” help to India’s telecom regulator to bring an anti-spam app to iOS, a Reuters report citing sources and documents says.

The app, called Do Not Disturb, has been available on Android for months. It works by sucking in a user’s call and text logs, and lets them report any numbers which send unsolicited spam and marketing messages directly to the regulator.

According to Reuters, Apple has pushed back on the regulator’s requests due to privacy concerns about a government app having access to a user’s call and text logs.

An Apple spokesman confirmed to BuzzFeed News that a new iOS feature which lets third-party apps filter junk messages would help the regulator in building an iOS anti-spam app.

However, they did not comment on whether that app would be able to access call logs for reporting spam, as the Android version does.

Aid convoys to conflict areas may be passing on charitable funds to terrorist groups, the Charity Commission has warned.

The regulator said the convoys could be “abused” by terrorist supporters wanting to help extremist groups through money and other resources.

The Commission called on charities adopting them to carry out “additional regulatory scrutiny.”

It comes after two men were convicted last December of using charity convoys to Syria to funnel thousands of pounds to jihadists.

In July 2013, Syed Hoque, of Stoke-on-Trent, and Mashoud Miah, of east London, handed £3,000 ($ 4,000) to Hoque’s nephew, a member of Al-Nusra Front.

The Commission’s report pointed out how the aid convoys had been used by Hoque as “a cover for his support of an individual involved in terrorism in Syria.”

It accused the charity Shade of having “little or no due diligence or oversight” after it provided Hoque with an “open ended” letter of credentials which allowed him to travel to Syria.

Shade halted all contacts with Hoque following the findings.

Another organization raising charitable funds, Helping Humanity, was also found to have contacts with the other accused, Miah. It has since closed down.

In its report about Miah, the Commission said: “There is a risk that charitable aid convoys to Syria may be abused for non-charitable purposes, including facilitating travel for fighters or providing support for those involved in terrorism.

“This is of serious regulatory concern to the Commission and impacts on public trust and confidence in those charities and the charitable sector more generally.”

It follows reports of individual, anonymous public donations being the main source of support for Islamist extremists in the UK.

A government review revealed individuals in Britain are donating hundreds of thousands of pounds per year to radicals.

Home Secretary Amber Rudd said people are at risk of making donations without being fully aware or supportive of the organization’s agenda.

“Some Islamic organizations of extremist concern portray themselves as charities to increase their credibility and to take advantage of Islam’s emphasis on charity,” it said.

“Some are purposefully vague about their activities and their charitable status.”
