  • Migrants who were flown to Martha's Vineyard filed a lawsuit against Gov. Ron DeSantis on Tuesday.
  • Migrants were made to believe that they would receive refugee benefits upon arrival, lawsuit says.
  • They received "official-looking materials" including a brochure "manufactured" by Florida officials.

Florida officials and agencies used several tactics to lure migrants on a chartered flight to Martha's Vineyard, including making a fake brochure that purports refugee benefits, according to a class-action lawsuit.

On September 14, 50 migrants, most of whom were from Venezuela, were flown in two chartered planes from Texas to Martha's Vineyard as part of a political stunt by Florida Gov. Ron DeSantis to criticize border policies under the Biden administration.

Now, a group of those migrants is taking action against DeSantis and other state officials and agencies in a class-action lawsuit filed on Tuesday. Lawyers representing the migrants accused DeSantis and Florida officials of plotting an "illegal scheme" to "defraud vulnerable immigrants to advance a political motive."

Part of that "scheme," according to the lawsuit, was to make "false promises and false representations" of potential employment and housing, among other benefits, upon arriving on Martha's Vineyard.

For example, just before they arrived on the island, migrants were given a "shiny, red folder" filled with "official-looking materials," including a brochure titled "Massachusetts Refugee Benefits."

The brochure contained misleading information on resettlement aid that, in reality, was not available for migrants seeking asylum in Massachusetts, as previously reported by Insider.

The lawsuit goes further by accusing DeSantis and other officials of fabricating the leaflet entirely.

"On information and belief, the brochure was manufactured by Defendants," the lawsuit read, adding that it "echoed the type of false representation" that migrants were given by word-of-mouth, such as assistance with housing, food, and employment in the first 90 days upon arrival in Massachusetts.

According to the lawsuit, the brochure also took language from an existing state program, the Massachusetts Refugee Resettlement Program, which none of the migrants were eligible for.

"This brochure was not prepared by the Massachusetts Office for Refugees and Immigrants, or any other Massachusetts agency or immigration services organization," the lawsuit stated.

A representative from the state's Office for Refugees and Immigrants did not immediately respond to request for comment.

ARRIAGA, Mexico (AP) — Hundreds of Mexican federal officers carrying plastic shields blocked a Central American caravan from advancing toward the United States on Saturday, after a group of several thousand migrants turned down the chance to apply for refugee status and obtain a Mexican offer of benefits.

Mexican President Enrique Pena Nieto has announced what he called the “You are at home” plan, offering shelter, medical attention, schooling and jobs to Central Americans in Chiapas and Oaxaca states if migrants apply, calling it a first step toward permanent refugee status. Authorities said more than 1,700 had already applied for refugee status.

A busload of IDF soldiers clashed with Palestinians at the Kalandia refugee camp in the West Bank after the vehicle entered the camp, allegedly by accident. At least three soldiers were injured in the clash, the IDF confirmed.

Palestinians reportedly started throwing stones at the Israeli vehicle after it drove inside the camp, which is located between Jerusalem and Ramallah. At least one female officer was lightly injured by a stone, Jerusalem Post reported. The outlet added that the “rescue of the soldiers” was underway.

The incident has been confirmed by Israeli Defense Forces (IDF) on Twitter: “A short while ago, an IDF bus accidentally entered the Qalandia refugee camp, south of Ramallah. A riot was instigated around the vehicle in which rocks were hurled at it. As a result, an IDF officer and two soldiers were lightly injured,” the statement said.

According to the IDF, security forces fired into the air “in order to disperse the riot” before the vehicle exited the camp. Two injured soldiers were treated at the scene, while the third was taken to hospital, the statement added.

The Kalandia camp was established in 1949 by the Red Cross. According to the UN data, nearly 10,000 refugees who originate from Jerusalem, Haifa, Lydd, Ramleh, and the area west of Hebron are currently living in the camp. 

The camp, as well as the nearby checkpoint has repeatedly been a place of confrontations between Israeli soldiers and Palestinians. Israeli forces conduct operations in the area sometimes resulting in injuries and fatalities. Back in 2014 at least two people, including a UN staff member, were killed during an IDF security operation.

The cuts, which were announced last month, will ensure that funds are spent “in accordance with US national interests and provide value to the US taxpayer,” the state department said in August. Washington has argued that funding the UN aid agency is not viable as long as Hamas, labeled a terrorist group by the US and Israel, controls Gaza.

The Trump administration has repeatedly clashed with the Palestinian leadership over a number of contentious issues, including the US’ decision to unilaterally recognize Jerusalem as the capital of Israel. While the administration has taken issue with UN efforts to provide relief to Palestinians, the US has simultaneously used its membership on the UN Security Council to defend Israel from international scrutiny.

In April, the US was the only Security Council member to reject a call by 14 other countries to launch an independent probe into Israel’s killing of Palestinian protestors at the Gaza border.

Israeli Prime Minister Benjamin Netanyahu has thrown his support behind the US decision to pull funding from the UN’s Palestinian refugee agency (UNRWA), accusing the aid group of inflating the number of refugees it assists.

Speaking at Yad Binyamin on Sunday, Netanyahu said UNRWA is “perpetuating” the plight of refugees and that by pulling funding, the US is “finally beginning to solve the problem.”

“It is a very important thing,” Netanyahu said. “We have to cancel the refugee institution, we have to take the money and really help to rehabilitate the refugees, whose real number is only a tiny fraction of the number reported by UNRWA.”

The US government announced on Friday that it deemed UNWRA to be “irredeemably flawed,” and would therefore withdraw all financial backing for the refugee group. In 2016, the US contributed US$ 355 million to UNWRA. Earlier this year, it released $ 60 million of its allocated funding for 2018, prior to announcing the cuts.

Other governments have responded to the US decision with disapproval, with the European Union calling it “regrettable.”

“The regrettable decision of the US to no longer be part of this international and multilateral effort leaves a substantial gap and we hope that the US can reconsider their decision,” the EU wrote in a statement on Saturday. 

Ireland’s deputy prime minister, Simon Coveney, didn’t mince words when responding to the US move, calling Washington’s decision “heartless and dangerous.”

Germany also responded to the move, with Foreign Minister Heiko Maas saying it is “currently preparing to provide an additional amount of significant funds” to UNRWA, as losing the agency could “unleash an uncontrollable chain reaction.”

Jordan’s government also chimed in, with Foreign Minister Ayman al-Safadi saying his country will rally for support of the agency. “Disruption of UNRWA services will have extremely dangerous humanitarian, political and security implications for refugees and for the whole region,” he told Reuters.

Some people took to Twitter to denounce Netanyahu’s declaration of US support, with many accusing the Israeli prime minister of being part of the problem. One user said the “consequences of [pulling UNWRA funding] will be devastating,” while another suggested that the canceled funds were the work of “monstrous policies.”

The government of Roraima, Brazil’s northernmost state, has long urged federal authorities to stem the migrant flow overwhelming the small town of Pacaraima with a population of some 12,000.

An estimated 1,000 Venezuelan refugees were forced to sleep on the streets when a local storeowner was attacked in mid-August, in an incident blamed on foreigners. It sparked violent skirmishes that saw angry locals setting refugees’ belongings on fire and throwing rocks at them. Several shots were fired during the altercation, and over 1,200 migrants were forced to cross the border back to Venezuela.

The Brazilian government responded to the unrest by sending 60 troops to assist local police, with Roraima state Governor Suely Campos asking the government to beef up security against a spike in crime, and temporarily shut down the border.

Justifying his move to send the troops that would be stationed in the northern and eastern areas of the state as well as on federal highways from August 29 to September 12, Temer said that the government took the urgent action in light of an “ever more intense flow” of arrivals from crisis-hit Venezuela, battling food shortages, skyrocketing inflation and unemployment.

The Brazilian authorities estimate that about 600-700 Venezuelans cross into Brazil from Venezuela daily. While the steady influx has put a strain on the Roraima authorities and has reportedly driven up the crime rate, only about 20-30 percent of Venezuelans remain in the country while others move on to Peru and Chile. Colombia has also been impacted by the Venezuelan exodus, with authorities estimating that some 3,000 Venezuelans cross into the country every day either to apply for temporary residence or move further to Ecuador or Peru.

With no end in sight to the Venezuelan economic turmoil, Peru and Ecuador have tightened checks at the border, demanding that migrants have valid passports with them. Before that, those who wanted to enter the country legally had only to produce ID.

Speaking about the broader implications of Venezuela’s refugee problem, Temer argued that since it has transcended several borders it’s no longer an internal issue, but “a threat to the harmony of the whole continent.” He added that Brazil is “going to seek the support of the international community to adopt diplomatic measures to solve these problems.”

“We have actual information that confirms that this happens with the privity of the US military, who control the 55-kilometer zone around its illegal Al-Tanf base on the Syrian territory.”

The same refugee camp was listed in a recent UN Security Council’s Sanctions Monitoring Team report as one of the sources of IS reemergence. The same document reported that ISIS had been defeated in most of the Syrian Arab Republic during 2017, but “rallied in early 2018” due to “loss of momentum” by forces fighting in the east of Syria, where the US base is located.

Moscow and Damascus have repeatedly urged the US to cooperate over the Rukban camp, with Russia offering to help with safe transportation of the refugees back to their homes. Earlier in August, Colonel General Sergey Rudskoy, the head of operations of the Russian General Staff, described Rukban as a place where “people are living in harsh conditions and where terrorists find shelter.”
