PARIS (Reuters) – Airbus issued its strongest warning yet over the impact of Britain’s departure from the European Union, saying a separation without a final deal between Britain and the EU would force it to reconsider its long-term position in the country.

In a statement issued late on Thursday, Airbus also said current plans for a transition period ending in December 2020 were too short for the planemaker to adapt its supply chain and would mean no further expansion in its UK supplier base.

In an effort to battle the “illegal foreign garbage” influx into China, last July China’s Ministry of Environmental Protection notified the World Trade Organization (WTO) that it plans to ban imports of 24 types of solid waste materials, such as soda bottles, mixed paper, recycled steel and newsprint. Despite the threat to implement the ban by the end of the year, the document stated that the “proposed date of adoption” is “to be determined.”

Concerned over the massive impact the ban could have on the US economy, on Friday the US trade representative urged China to re-examine its decision.

“We request that China immediately halt implementation and revise these measures in a manner consistent with existing international standards for trade in scrap materials, which provide a global framework for transparent and environmentally sound trade in recycled commodities,” the US spokesperson noted, at the WTO Council for Trade in Goods session in Geneva.

“China’s import restrictions on recycled commodities have caused a fundamental disruption in global supply chains for scrap materials, directing them away from productive reuse and toward disposal,” the trade representative pointed out, according to Reuters.

Washington’s demand came a day after President Donald Trump ordered the US Trade Representative (USTR) to levy tariffs on at least $ 50 billion of Chinese imports. Although the USTR was given 15 days by Trump to propose a list of Chinese products that will be targeted, China’s commerce ministry has already threatened to take legal action against the US through the WTO. The country is also contemplating targeting 128 American products through an imposition of harsh import tariffs.

The Chinese Foreign Ministry also made clear that it has all the necessary means to engage in a trade war with the US but urged Washington to reconsider its aggressive economic policy. Beijing warned that “the American consumers and enterprises will bear the brunt” of a trade war with China.

China is by far the biggest importer of US recyclables. Banning US junk imports will have a catastrophic impact on the US labor market and will drive up waste management costs. According to the US Institute of Scrap Recycling Industries (ISRI), in 2016 alone American scrap exports to China totaled $ 5.6 billion and provided the industry with 155,000 jobs. While the Chinese representative at the meeting in Geneva on Friday agreed to relate the US-voiced concerns to Beijing, the envoy still noted that, ultimately, individual countries are responsible for their own waste.

If the Asian giant closes off its waste management market, recycling centers across the US will be faced with a hard choice. They can either hire a much more expensive workforce which would raise prices for their services, require households to sort their own waste or be forced to use more landfills across all fifty US states.

The most viable option would be to redirect the flows of US garbage into third countries, which, however, may not have facilities for safe recycling. This would raise concerns over potential environmental damage, the EU’s representative noted at the WTO meeting.

“In any given year, approximately one-third of the scrap recycled in the United States is prepared for shipment to the export market, and China is the recycling industry’s largest customer,” ISRI President Robin Wiener told China Daily earlier. “This includes more than $ 1.9 billion in scrap paper and $ 495 million in scrap plastics. A ban on imports of scrap commodities into China would be catastrophic to the recycling industry.”

After blocking Ohio from using lethal injection drugs, a federal appeals court has agreed to review its ruling, this time including its entire bench of judges. A reversal could allow the state to execute three death row inmates as scheduled.

The Sixth Circuit Court of Appeals in Cincinnati issued an order Tuesday granting Ohio’s request for a full court to reconsider a previous ruling from a lower court judge, who prevented the state from using a three-drug lethal injection protocol. 

The case centers around the constitutionality of a contested sedative called midazolam, one of the three chemicals used by the state in a lethal cocktail.

An oral argument has been scheduled for June 14.

An injunction was issued against the state in January when US District Court Magistrate Judge Michael Merz ruled the use of midazolam violates the cruel and unusual punishment clause of the Eighth Amendment of the US Constitution.

Merz claimed the drug “creates a substantial risk of serious harm” and “that the risk is substantial when compared to known and available alternatives.”

Allen Bohnert, a public defender representing two of the inmates, said he believes the full appeal court will be convinced of the drug’s “unsuitability as an execution drug,” according to Reuters.

The drug was first used by the state in the botched execution of Dennis McGuire in 2014.

According to eyewitness testimony of the execution, McGuire “began coughing, gasping, choking in a way that I had not seen before at any execution. And I remember it because I relived it several times. Frankly, that went on for 12 to 13 minutes,” the ruling from Merz states.

The ruling also pointed to multiple cases of the drug being used in botched executions in Arizona, Oklahoma, and Alabama. In December, Arizona announced it would no longer use the drug in executions after the execution of Joseph Wood took nearly two hours, according to the New York Times.

The drug is still in use in Arkansas though, where the first double execution in the US since 2000 was carried out Monday. 

Records show Ohio has enough of the three drugs to last for “dozens” of executions, according to the Associated Press.

As Japan, Vietnam, the Philippines and other nations continue to claim parts of the South China Sea as their own, President Duterte last week ordered his navy to go and colonize the disputed islands.

“It looks like everyone is making a grab for the islands there. So we better live on those that are still unoccupied. What’s ours now, we claim it and make a strong point from there,” Duterte told journalists last week.

“There are about nine or 10 islands there, we have to fortify,” President Duterte added. “I must build bunkers there or houses and provisions for habitation.”

However, feeling that such colonization orders will sever relations with Beijing, Duterte decided to cancel his planned visit to the disputed shoal on Wednesday where he personally planned to raise the national flag on one of the islands.

“Because of our friendship with China and because we value your friendship I will not go there to raise the Philippine flag,” he said during an official visit to Saudi Arabia.

“They said, do not go there in the meantime, just do not go there please. I will correct myself because we value our friendship with China.”

“I will not go to any of the islands. Maybe I will send my son, just to show that our claim is clearly good for all generations of Filipinos,” he added.

Spratly Islands comprise about 14 islets and dozens of reefs and shoals scattered near the middle of the South China Sea. While regional countries have overlapping claims in the archipelago, it is China who has actively pursued militarizing the archipelago through which some $ 5 billion worth of trade passes each year.

Commenting on Philippines initial announcement to reinforce its claims in the South China Sea, China’s Foreign Ministry spokeswoman Hua Chunying said earlier this week that there was “close and effective communication” between Beijing and Manila over the issue.

“We hope the Philippines can move forward with China and continue to appropriately handle disputes and create a good atmosphere,” she said.

Late last month Beijing reiterated that China has every right to build military defense facilities on the Spratly Islands, claiming they are a “historic” part of the country’s territory.
