While many of the male fighters who travelled to fight for Islamic State have yet to return, the head of Germany’s domestic intelligence agency has other worries. Hans-Georg Maassen is greatly concerned with the threat posed by their wives and children.

“There are children who have been brainwashed and highly radicalized at ‘schools’ in IS-held areas. It’s a problem for us because many of these kids and teenagers can sometimes be dangerous,” Maassen warned Sunday in an interview with the Deutsche Presse Agentur (dpa) news agency, as cited by Süddeutsche Zeitung.

Massen added that women returning to Germany from Islamic State (IS, formerly ISIS) strongholds “had become so radicalized and identify so deeply with IS-ideology that, by all accounts, they must also be identified as jihadis… we have to keep them in our sights.”

IS launched its insurgency, which sought to carve out its own caliphate in Iraq and Syria, in 2014. Since then, approximately 950 German jihadis, 20 percent of whom were female, travelled to the Levant to fight for the Islamist group, reports Deutsche Welle. Roughly one third of these 950 German fighters have already returned home, the majority of whom are women and children.

“We haven’t seen any significant flows of male fighters returning home,” Maassen said. “We assume that Westerners still fighting with IS to this day intend to stay there until the very end, and will only then seek to settle in Europe once again.”

German media reported last week that the government was considering plans to repatriate the children of German IS fighters, according to Deutsche Welle. Roughly 700 Islamists are currently estimated to live in Germany, and are believed to pose a significant security risk.

IS has suffered near-total military defeat in the Middle East, holding on to just a handful of minor strongholds along the Iraq-Syria border. However, while its military power has dwindled, Maassen warns that the threat posed by IS terrorists is far from over.

“They are saying: ‘You don’t have to travel to Syria and Iraq to fight. You can carry out jihad at home, as well,’” Maassen added. “Therefore, many of those who had already packed their suitcases to travel to these jihadi territories decided to stay at home instead.”

The issue of ISIS wives and widows, who along with their children return home, remains controversial. While some see them as victims, others believe them to be terrorists who should be punished for their crimes.

“These are people who are dangerous extremist terrorists. All of our countries should support Syria and Iraq in ensuring that these people are properly prosecuted and brought to justice,” Andre Walker, a political commentator for the New York Observer, told RT back in September.

Seeking vengeance and persecuting the wives of ISIS fighters, however, might backfire and result in the further spread of extremist ideologies across Europe, British political commentator Mo Ansar believes. “Certainly the wives and children are innocent victims in this play,” he told RT.

“The answer is not disenfranchising them and making them stateless. All that is going to do is increase the number of people who are going to be turning to terror as a way of retribution towards the West,” Ansar said.

The New York Police Department has been treating an incident in lower Manhattan, during which a rental truck mowed down cyclists and pedestrians, killing eight and injuring a dozen, as one carried out by a lone attacker. The 29-year-old suspect, reportedly a native of the Central Asian nation of Uzbekistan who came to the US in 2010, was shot and injured by police and is in custody.

Paul Vallely told RT he disagrees with the term “lone wolf” used to describe attacks when perpetrators appear to have no direct accomplices, arguing that the man, identified as Sayfullo Saipov by several sources, was apparently influenced by the ideology of violent Islamic extremism, which is at war with Western civilization.

“These are not lone wolves, they are part of being a jihad, being a warrior for Islam… The tactics they use is terrorism.

“We have to realize that this is active jihad. This is a war against the West, this is the war against the United States… This is the caliphate trying to expand, to be more powerful,” Vallely said.

It’s not necessary for the attacker to have been to a war zone to be indoctrinated, as they can be as easily radicalized on home turf, he added.

“We have noticed almost, I think, ten training sites in the US right now and I’m certain they are all over Europe as well,” Vallely said.

The Manhattan attacker might have been radicalized in Tampa, Florida, where he lived for almost a decade, he said, and the local mosque could be the culprit.

“We know that’s a very active mosque down there that recruits and should be closed down at the earliest opportunity,” the retired general said.

While it’s hard to prevent an attack carried out with no weapon other than a rental car, Vallely still believes the special services could have done a better job – as they do in Russia.

“Well, I just think like you have done in Russia. Russia has done a very good job. Europe has done a poor job but they’re getting better. Our intelligence is getting better on the identification of these individuals and where they come from and where they were recruited at.”

Part of the problem, the general said, lies with the many peaceful Muslims, who harbor no ill intentions but are reluctant to alert police on suspicious activities in their community. He went on say that the portion of those who hold radical beliefs could also be quite sizeable.

“The Muslim people that are peace-loving, they’ve got to engage, and if they see any activity that looks like jihad, or there’s going to be an attack, they’ve got to come to the authorities, too.”

By unleashing a war on terror that involved invading countries on false pretexts, the US stepped on a path that has led to it being engaged in a perpetual war with vibrant Islamic extremism, Coleen Rowley, a former FBI agent and whistleblower, told RT.

“Police are quite desperate now in trying to assure the public that they can keep them safe, but the truth is unless they really examine some of the root causes for this, which go back now decades, there’s not going to be any change, we are just going to see one incident after the other, and the police authorities are going to be rather helpless in the face of it.”

Rowley called the US decision to launch a war on Iraq in 2003 one of the major policy mistakes, saying that she had written a memo to George W. Bush three weeks before the invasion, warning him that the operation would increase the level of terrorism and not otherwise.

“George W. Bush promised that he ‘would fight them over there so we would not have to fight them here,’ Rowley said, noting that the outcome was just the opposite. 

“Almost everything has been done wrong after 9/11,” she said.

Very often the US military engagements contribute to the spread of terrorism as they aimed against the countries battling it.

“Some of those countries, for instance, Iraq, obviously, Syria, Libya was another one, some of those countries had nothing to do with Al-Qaeda, ISIS-type Islamic extremism. Some of these countries that the US had chosen to target were actually the countries that were a buffer between Al-Qaeda terrorism and were enemies of it,” Rowley said.

“So you see almost everything being done wrong after 9/11, and we get to this really sad state 16 years later. Perpetual war.”

PARIS (Reuters) – France’s interior minister said on Tuesday police had arrested a number of people after the discovery of an explosive device outside a residential building in Paris last weekend.

One of those arrested was “radicalized”, he said, a likely reference to Islamist militancy.

Minister Gerard Collomb, speaking on public radio station France Inter, said the discovery of the device in the affluent 16th district of western Paris highlighted that France was as much as ever at risk of terrorist attacks.

“(Police) services are investigating,” Collomb said. “What I can tell you is that among the people who were arrested, one was … radicalized”

More than 230 people have been killed in attacks by Islamist militants over the past three years. The Islamic State militant group whose bases in Syria and Iraq are being bombed by French war planes has urged followers to attack France.

Soldiers shot a knifeman dead on Sunday after he killed two young women at a train station in the southern French port city of Marseille.

A judicial source said the explosive device found late last Friday night was made of four gas cannisters.

“We’ve foiled numerous attacks since the start of the year that would have involved many deaths,” Collomb said. “We are still in a state of war.”

A man who has been on French police radar for radicalization has been arrested near a military base in northern France, sources close to the investigation told local media.

The man was arrested near Évreux-Fauville Air Base 3km east of the town of Évreux in northern France in the early morning hours of Friday, RTL initially reported, citing sources in the counterterrorism prosecutor’s office. 

The man reportedly parked a car near the base. The officers warned security forces who waited until the man returned to his vehicle.

A few meters from the place where the vehicle was parked, there is a break in the base’s fence that allows anyone to enter the facility illegally, RTL reported.

According to information from Le Figaro, the man is a “former soldier” who was put on the “Fiche S” list, which includes people known to be radicalized and considered a threat to national security, and who need to be constantly monitored. 

During the search of the suspect’s car, security forces found a rifle cartridge and a copy of the Koran.

Built in the 1920s, Évreux-Fauville Air Base is home to two French tactical transport squadrons.

France is on high alert, as terrorist attacks starting in January 2015 have left over 200 dead across the country. The biggest loss of life took place in November of 2015, when at least 130 people were killed and 368 injured in coordinated attacks in Paris and Saint-Denis, a northern Parisian suburb.

On July 14, at least 84 people were killed in Nice when a truck driven by an Islamic State (IS, formerly ISIS/ISIL) sympathizer plowed through crowds during Bastille Day celebrations.

Also in July, two Islamic radicals murdered Father Jacques Hamel at a Saint-Etienne-du-Rouvray church in northern France by cutting the 85-year-old priest’s throat.
