On Thursday, President Trump tweeted that Environmental Protection Agency (EPA) Administrator Scott Pruitt had submitted his resignation.

Pruitt had been considered among the most loyal of Trump’s appointees, but the former Oklahoma Attorney General made headlines over the past several months with repeated scandals over extravagant spending. Pruitt reportedly used agency funds to buy hundreds of thousands of dollars worth of tactical pants and other security-related items. He also used agency resources to help his wife find a job and even to help him purchase a used Trump hotel mattress. Questions about who Pruitt promoted and how raises were doled out also caused significant damage to Pruitt’s public image. Thirteen different federal investigations had been opened up into the administrator’s conduct.

Trump’s tweet mentioned none of this Thursday afternoon, however. “I have accepted the resignation of Scott Pruitt as the Administrator of the Environmental Protection Agency,” the President tweeted. “Within the Agency Scott has done an outstanding job, and I will always be thankful to him for this. The Senate confirmed Deputy at EPA, Andrew Wheeler, will…”

Trump’s environment czar Pruitt cites ‘unrelenting attacks’ in resignation letter https://briefnews.eu/trumps-environment-czar-pruitt-cites-unrelenting-attacks-in-resignation-letter/ https://briefnews.eu/trumps-environment-czar-pruitt-cites-unrelenting-attacks-in-resignation-letter/#respond Thu, 05 Jul 2018 23:23:37 +0000 http://briefnews.eu/trumps-environment-czar-pruitt-cites-unrelenting-attacks-in-resignation-letter/ EPA Administrator Scott Pruitt has resigned, citing “unprecedented” and “unrelenting attacks” on him and his family in a letter to President Donald Trump. Democrats have demanded his departure for months.

Trump confirmed Pruitt’s resignation on Twitter, but little was known about the Environmental Protection Agency (EPA) chief’s reasons for departure until the full text of his letter to the president was provided to the media. After praising Trump and the “transformative work” his administration has done, Pruitt says:

“However, the unrelenting attacks on me personally, my family, are unprecedented and have taken a sizable toll on all of us.”

Even before Pruitt’s resignation letter became public, critics of the Trump administration were claiming credit for his departure and pointing to calls by Rep. Maxine Waters (D-California) to “get a crowd together, confront Trump cabinet members” in public spaces.

A conservative watchdog has called for Waters to be investigated by the Office of Congressional Ethics for breaching the House rules of conduct.

On Monday, Pruitt was accosted at a Washington, DC restaurant by an area schoolteacher.

Holding her two-year-old son, Kristin Mink urged the EPA head to resign “because of what you’re doing to the environment in our country,” and “before your scandals push you out.”

The media have hounded the White House about Pruitt for months, with every news briefing containing a question about some action of his or another. One story accused him of renting a Washington, DC townhouse for $ 50 a night from an energy industry lobbyist. Another said his police escort used sirens to clear traffic before his motorcade. He reportedly gave two staffers who followed him to DC from Oklahoma major pay raises without White House approval. One of the reported scandals concerned the cost of Pruitt’s security detail, which was protecting him from activists and protesters.

Pruitt is the third Trump Cabinet official to be ousted over ethics complaints. Health and Human Services Secretary Tom Price resigned last year after it was reported he spent taxpayer funds on charter flights. Veterans Affairs Secretary David Shulkin departed in March after the agency’s inspector-general said he improperly accepted a gift of Wimbledon tickets and brought his wife along on a working trip to Europe.

Democrats had been gunning for Pruitt even before the former Oklahoma attorney general was nominated to head the EPA, however, mobilizing protesters on social networks by using the hashtag #PollutingPruitt and accusing him of having ties with the oil and coal industries.

As the head of the EPA, Pruitt presided over the substantial roll-back of environmental regulations, as well as the US withdrawal from the Paris Climate Accords.

After finally getting Pruitt’s political scalp, the opposition party demanded more – ironically adopting Trump’s own campaign rhetoric about the Washington establishment.

“One down,” tweeted House Minority Leader Nancy Pelosi (D-California), “dozens more to go until we’ve drained the swamp of the Trump Admin’s toxic culture and corruption.”

“Took you long enough. Still a very long way to go to fully drain the swamp,” Senate Minority Leader Chuck Schumer (D-New York) tweeted at Trump.

The Democrats’ political guns are now aiming at Pruitt’s replacement, acting administrator Andrew Wheeler, a “coal lobbyist who has slammed climate science” but also “trashed Trump in a 2016 Facebook post,” per Coral Davenport of the New York Times.

WASHINGTON — Environmental Protection Agency Administrator Scott Pruitt has managed to stay at the helm of the agency tasked with massive deregulation under the Trump presidency despite a never-ending onslaught of scandals, allegations of improprieties, and just plain unflattering headlines.

While it initially seemed inevitable that Republicans would pressure Pruitt to resign or President Donald Trump would fire him, that day has not come, and why that is so is anyone’s guess.

A Democratic watchdog group claimed Thursday that EPA administrator Scott Pruitt illegally lobbied against the Paris climate accord before President Donald Trump eventually backed out of the non-binding agreement.

The American Democracy Legal Fund (ADLF) sent a letter to the U.S. Government Accountability Office (GAO) complaining Pruitt violated an obscure lobbying law prohibiting federal agencies from spending taxpayer dollars before Congress can appropriate money. Federal employees are prohibited from lobbying to support or oppose legislation.

ADLF claims Pruitt broke the law in April when he met with the National Mining Association, a lobbying group for the mining industry, and spent the bulk of his discussion railing against the Paris deal. Pruitt criticized the deal while members of Congress were introducing Paris-related pieces of legislation, most of which either sought to reaffirm or denounce the deal, the group’ complaint alleges.

“Scott Pruitt misused the taxpayer money that funds the EPA and the powers of his office with his illegal lobbying activities,” Brad Woodhouse, the head of ADLF, told reporters in a statement. A similar complaint was lodged against Pruitt’s predecessor, Gina McCarthy, who some believe illegally lobbied on behalf of the EPA’s so-called Waters of the United States rule (WOTUS).

GAO determined in 2015 that the EPA’s Thunderclap social media campaign in support of WOTUS constituted “covert propaganda, in violation of the publicity or propaganda prohibition.” McCarthy’s agency illegally linked to activist websites with petitions for the public to contact elected officials to voice support for beefing up regulations on American waterways.

Republicans ratcheted up their concerns after New York Times reported in May of that year that the agency “orchestrated a drive to counter political opposition from Republicans and enlist public support in concert with liberal environmental groups and a grassroots organization aligned with President Obama.”

Some academics familiar with the EPA and administrative functions believe Pruitt’s behavior mirror what McCarthy did with respect to the WOTUS rule.

“If he did it,” Jeffrey Lubbers, a law professor at American University said about Pruitt’s meeting, then “it seems like it’s of the same piece as what EPA was being charged with in the WOTUS rule making.”

ALDF also alleges that Pruitt, who sued the EPA nearly a dozen times when he was an Oklahoma AG, failed to make clear “whether Pruitt spoke on behalf of the EPA or himself” when he was criticizing the Paris deal. Lubbers of the American University is not convinced.

“When you’re appointed the head of the EPA, you’re always the head of EPA,” he told reporters. “So it was pretty clear he was speaking as the head of EPA. So I don’t see any covertness in his speech. So that part of it just strikes me as really far-fetched.”

It remains to be seen whether the GAO will investigated the watchdog group’s complaints. The agency only pursues an investigation when members of Congress or other federal agencies request probes.

EPA chief Scott Pruitt defends massive cuts, faces bipartisan backlash https://briefnews.eu/epa-chief-scott-pruitt-defends-massive-cuts-faces-bipartisan-backlash/ https://briefnews.eu/epa-chief-scott-pruitt-defends-massive-cuts-faces-bipartisan-backlash/#respond Fri, 16 Jun 2017 02:31:37 +0000 http://briefnews.eu/epa-chief-scott-pruitt-defends-massive-cuts-faces-bipartisan-backlash/ President Donald Trump is proposing major cuts to several agencies, but none would be as hard hit as the Environmental Protection Agency. Lawmakers on Capitol Hill confronted EPA chief Scott Pruitt, assuring him the cuts would not fly.

In a hearing before the House Appropriations subcommittee on Thursday, EPA Administrator Pruitt defended the Trump administration’s proposed budget, which slashed his agency’s budget by more than 30 percent.

“I believe we can fulfill the mission of our agency with a trimmed budget, with proper leadership and management,” EPA Administrator Scott Pruitt said, according to a C-SPAN transcript.

The White House’s proposed budget would “trim” the EPA by $ 2.4 billion. To achieve this, the agency would have to reduce staff by nearly 4,000 and reduce or eliminate nearly 50 programs.

“I can assure you, you’re going to be the first EPA administrator that’s come before this committee in eight years that actually gets more money than they asked for,” said Rep. Tom Cole (R-Oklahoma).

Pruitt said he wanted to bring the EPA “back to its core mission,” which he said involved improving air quality, clean water and fixing outdated infrastructure.

However, Rep. Nita Lowey (D-New York) said that the cuts “would surely impact the EPA’s ability to fulfill its critical mission of protecting the air we breathe and the water we drink.”

“Between your disturbing close ties to the oil and gas industries, your past work to directly undermine the EPA and skepticism that human activity plays a role in climate change, I suppose it’s surprising you didn’t propose to eliminate the agency all together,” Lowey added.

Rep. Ken Calvert (R-California) said the committee was “unlikely to entertain” the White House’s proposal to cut nearly one-third from the Superfund cleanup program, which helps clean up the nation’s most polluted sites.

Other programs on the chopping block include the Energy Star efficiency program, which has helped customers save an estimated $ 430 billion on utility bills since 1992 and kept 2.8 billion metric tons of greenhouse gas from being pumped into the environment, according to the EPA’s own website.

The EPA would also eliminate the geographic programs that restore the Great Lakes, the Chesapeake Bay, Puget Sound and more. Rep. David Joyce (R-Ohio) said the cuts would “cripple our collective efforts, halt the progress we’re making and undermine investments we have made.”

“We recognize the importance of the Great Lakes,” Pruitt said. “We recognize the importance to the citizens in that region, and we’re going to work with Congress to ensure that those objectives are obtained.”

On climate change, Pruitt said that America would “continue engagement” on the issue after leaving the Paris accord. However, he said that Congress has not given the EPA a mandate to regulate carbon dioxide from power plants, and those rules were stayed by the Supreme Court.

Pruitt added that the agency should “only intervene when states didn’t demonstrate a willingness to comply with the law.”

However, Rhea Suh, President of the Natural Resources Defense Council (NRDC), said that Pruitt misled the committee and that the court has “indicated no such thing.”

“President Trump can propose this destructive budget and Administrator Pruitt can promote it. But it is Congress and this committee that will determine the EPA’s funding,” Rep. McCollum (D-Minnesota) said in a statement. “As members of Congress, we cannot allow the harm to the American people that this budget would inflict. I will strongly oppose anything below the current fiscal year 2017 funding level for the EPA, and I will do everything I can to ensure another 192 Democrats are standing with me.”

DALLAS — Scott Pruitt has emerged as an unusually controversial Environmental Protection Agency administrator, a Cabinet-level position that historically hasn’t held the name recognition that other top posts have.

As Oklahoma’s attorney general, Pruitt sued the agency he now leads 14 times, accusing President Barack Obama’s EPA of over regulation.

Nearly 800 former EPA officials urged the Senate to block Pruitt’s nomination in February, because they said his record and public statements suggest he doesn’t agree with underlying principles of environmental laws.

President Donald Trump’s proposed federal budget makes deep cuts to the EPA, but also requests upping Pruitt’s security detail to increase the number of agents and provide 24/7 protection. Henry Barnet, the director of EPA’s criminal enforcement office, told E&E News that Pruitt’s current security isn’t enough.

The EPA chief’s polarization was on full display Friday.

First, the organizers of Earth Day Texas didn’t confirm when EPA administrator Scott Pruitt was going to speak at the event until two hours before he was scheduled to appear.

He was late, and the audience of several dozen people had to move to an auditorium in the basement. While waiting to move down there, two protesters unfurled a banner and started chanting, “science not superstition,” accusing Pruitt of being the wrong choice for the job.

The crowd, placated for the wait with wine, beer, and snacks, looked on unperturbed, not joining in the chants.

When he arrived to speak nearly an hour late, Pruitt took the stage with Texas Railroad Commissioner Ryan Sitton for a “fireside chat.” As the administrator spoke, his staff and security detail of eight-or-so people watched the crowd, positioned on the edges and in the aisles of the auditorium.

The two discussed Pruitt’s “back to basics” approach to managing the EPA that focuses on the agency’s “core mission” of protecting the nation’s air, land, and water.

“Regulation — and this is a very profound statement — regulation ought to make things regular,” Pruitt said. “I think what’s happened over the last several years is we’ve been told as a country that we have to choose between jobs and protecting the environment, and I think that’s a false choice.”

About a third of the way through the talk, three protesters interrupted. One by one, they stood up and accused Pruitt of committing environmental atrocities.

Each time, a member of Pruitt’s team removed the demonstrators from the auditorium, either by telling them they had to leave and walking by their side until they were out the back doors, or linking arm-in-arm to steer them out.

Sitton told the protesters that they were unfairly keeping everyone else from listening, and that they would get a chance to ask questions at the end.

“This administration doesn’t believe in climate change or global warming. You’re gutting the EPA!” the third protester yelled. “You are putting everyone’s life at risk! You’re condemning them to a life of hell! How much money are you being paid to do this? You’re a monster!”

Some in the crowd incredulously asked, “Really?”

“You know, I told you that Earth Day Texas was quite intense,” Pruitt said, and many in the audience clapped, laughing.

Two audience members were allowed to ask questions, and Pruitt answered them, but then his staff terminated the event.

He only spoke with Sitton onstage for 22 minutes.

And then an event host asked the crowd not to leave the theater until Pruitt left.

Most people waited a minute, but then attempted to exit. The event host and Pruitt’s security blocked the doors, keeping people from leaving. The crowd voiced their frustration, and after a few more minutes, were finally allowed to leave.

We all hoped EPA head, Scott Pruitt, would eventually face consequences when he falsely claimed that there was “tremendous disagreement” about whether human activity cause global warming.

The time may have finally arrived.

Reuters reports that EPA’s internal watchdog, the Scientific Integrity Office, is reviewing Pruitt’s patently false statements. In early March, Pruitt said that the global community “need[s] to continue the debate” on global warming on CNBC:

“I think that measuring with precision human activity on the climate is something very challenging to do and there’s tremendous disagreement about the degree of impact, so no, I would not agree that it’s a primary contributor to the global warming that we see,” he told CNBC’s “Squawk Box.””But we don’t know that yet. … We need to continue the debate and continue the review and the analysis.”

Pruitt’s comments may violate EPA “scientific integrity” policy which requires that the agency respects the consensus of thebroader scientific community, rather than dismissing it.

From Reuters:

The EPA Inspector General’s office responded to the Sierra Club on Thursday in an email, saying it had referred the matter to the EPA’s Scientific Integrity Officer, Francesca Grifo, for review. “If after the SIO review, she concludes there is some aspect of the letter itself, or her findings or conclusions that she believes are appropriate for further consideration by the OIG [Office of Inspector General], she will so notify the OIG,” the email stated.

Humans are already seeing the effects of global warming, so it’s hard to imagine what could be less respectful to the scientific community than to dismiss copious peer-reviewed research on climate change and act as if this is a matter of debate or opinion. We’re not discussing which drapes would match the decor of a living room. We’re talking about the greatest environmental threat of our time.

There’s no word on how long the investigation will last, but, if nothing else, maybe Pruitt will think twice (maybe even a third time?) before casually spouting insanity.
